W nawiązaniu do opisanego we wcześniejszej publikacji ("BP" nr 4/2011) behawioralnego podejścia do zmiany postawy wobec bezpieczeństwa pracy, w artykule omówiono wyniki badania przeprowadzonego przez CIOP-PIB w latach 2008 i 2010 na próbie 500 pracowników górnictwa, budownictwa oraz przetwórstwa przemysłowego, dotyczącego stosowania w polskich przedsiębiorstwach pozytywnych i negatywnych sankcji w celu poprawy bezpieczeństwa pracy. Wskazują one na duży odsetek pracodawców niestosujących wobec pracowników żadnych formalnych motywacji do bezpiecznych zachowań. Konieczne jest zatem zachęcanie, szczególnie pracodawców z małych przedsiębiorstw, do podejmowania takich działań. Przedstawiono także przykład negatywnych sankcji zastosowanych w średnim przedsiębiorstwie budowlanym w stosunku do pracowników, którzy złamali przepisy bezpieczeństwa pracy.
In reference to the earlier publication ("BP" no. 4/2011), which described the behavioral approach to changing attitudes towards safety, this article discusses the results of a study by CIOP-PIB in 2008 and 2010 on a sample of 500 workers of mining, construction and industrial processing. The study included, among others, the use in Polish companies of positive and negative sanctions in order to improve safety. The results of the study showed that a large percentage of employers does not use formally motivate employees to behave safely. It is therefore necessary to encourage, particularly employers representing small businesses, to take such actions. The article also presents an example of negative sanctions used in a medium-sized construction company in relation to employees who violated safety rules.

In the list of dangerous goods, there are materials and articles, which, due to particular criteria stated in the European Agreement Concerning the International Carriage of Goods by Road (ADR), are treated as high consequence goods. High consequence dangerous goods are those whose misuse may lead to a terrorist event and therefore pose a serious threat of mass casualties, destruction or socio-economic disruption. All personnel responsible for the carriage of high consequence dangerous goods should comply with ADR requirements, as appropriate. Basic ADR requirements, which should lead to the elimination of potential safety violations hazards, is to acknowledge, implement and respect security plans. The ADR reflects overall security plan regulations, describing the elements of which such plans should be created. The ADR itself does not prescribe methods for preparing documentation, nor implementation details. This article is to elaborate on these aspects.

In this work the difficulties of a safety restriction in the transport of chemical substances is explored. The ranking of dangerous substances and materials is presented to indicate that substances used in various industries have been called hazardous. Transport of substances classified in hazardous group or even toxic is regulated by international rules, which apply in all countries of Europe - The European Agreement Concerning the International Carriage of Dangerous Goods by Road. This legislation aimed to eliminate or reduce the risks associated with transport of dangerous substances. The main aim of this article is to present the most important aspects which entrepreneurs planning the logistics of hazardous substances should consider.

W artykule opisano problematykę związaną z rusztowaniami budowlanymi. Ze względu na traktowanie rusztowań jako konstrukcje podrzędne o małym znaczeniu często dochodzi do zaniedbań w jakości ich wykonania. Akty prawne, dotyczące rusztowań, nie zawsze są jednoznaczne, co rodzi wiele problemów. Pozornie niewielkie zmiany w schemacie statycznym, wynikające z konieczności dostosowania rusztowania do nieregularnych kształtów obiektu, mogą znacząco zmniejszyć nośność konstrukcji rusztowania. Każdy z obiektów budowlanych wymaga indywidualnego podejścia zarówno projektantów rusztowań jak i montażystów. Ponieważ rusztowania wykorzystywane jako tymczasowe zadaszenia i przekrycia umożliwiające przeprowadzenie prac wykończeniowych w czasie zimy nie są ujęte w katalogach każdorazowo konieczne jest opracowanie oddzielnej dokumentacji. Rusztowania są ustawiane w bezpośrednim sąsiedztwie istniejących lub wznoszonych obiektów i wymagają uwzględnienia infrastruktury wokół nich. Konieczne jest również prześledzenie procesu technologicznego w celu wyeliminowania możliwych kolizji rusztowania z innymi pracami wykonywanymi w obrębie obiektu.
The paper deals with the practice versus scaffolding regulations. Due to a short period of scaffolding use, the quality of its performance is neglected. Legal acts of the scaffolding, are not always clear, which causes many problems. Minor changes to the static scheme, resulting from the need to adapt the scaffolding to irregular shapes of the object, can significantly reduce the load capacity of the scaffolding structure. Individual approach and direct cooperation are necessary of both fitters and designers during the assembly stage. Since the scaffolding used as temporary roofing for performing finishing work during the winter are not included in the catalogues and each time it is necessary to develop a separate document. Scaffolding is set directly at existing or constructed facilities and require to take all the infrastructure around it into account. It is also necessary to trace the technological process of work in order to eliminate possible overlapping of mutually exclusive processes.

Budownictwo jest najbardziej wypadkowym sektorem gospodarki. W związku z tym niezwykle ważne jest przestrzeganie uregulowań z zakresu BHP. W pracy zbadano, jaka jest świadomość ich znaczenia wśród pracowników budowlanych. Przeprowadzono badania ankietowe wśród 200 zatrudnionych. Uzyskane wyniki pokazują, że pracownicy doceniają znaczenie przepisów BHP, jednakże nie zawsze, w sposób świadomy się do nich stosują.
Construction is the most-accident sector of the economy. Therefore, it is extremely important to comply with health and safety regulations. In this paper we examined the awareness of their importance among construction workers. Questionnaire surveys were carried out among 200 employees. The obtained results show that employees appreciate the importance of health and safety regulations, however, they do not always consciously apply them.

W badaniach skupiono się na zagadnieniach problemów związanych z gospodarką odpadami w służbie zdrowia oraz pokazanie ich jako problem globalny. Cel badań został osiągnięty poprzez zbadanie pięciu szpitali z sektora prywatnego i pięciu szpitali z sektora publicznego. Ze względów praktycznych w badaniach uczestniczyło dziesięć losowo dobranych placówek szpitalnych z rejonu całej Polski. Ze względu na poufność badań placówki owe nie zezwoliły na zamieszczenie ich nazw w raporcie. Nie jest to konieczne gdyż problemowy dotyczy logistyki zarządzania odpadami z rejonu całej Polski. Praca ukazuje problem odpadów nie tylko z punktu widzenia zarządzania nimi ale również ze strony wiedzy i informowania o pewnych procedurach pracowników służby zdrowia. Badania pokazują również problem wielkości odpadów w Polsce na tle innych państwa Europy.
The research focused on issues related to the management of health waste and presented them as a global problem. The purpose of the research was achieved by examining five private hospitals and five public hospitals. For practical reasons, ten randomly selected hospital outpatients from all over Poland participated in the study. Due to the confidentiality of the research, these institutions did not allow their names to be included in the report. This is not necessary because of the problem of waste management logistics in the whole of Poland. The work shows the problem of waste not only from the point of view of management but also from the knowledge and information about certain procedures of health professionals. The study also shows the problem of waste in Poland against other European countries.

According art 1741 of the Labour Code, an employer can delegate employees to work in another workplace by giving them unpaid leave for that time. The problem of the home and host employers’ liability when it comes to the delivery of health and safety regulations follows. This is particularly important if there is an accident at work. This article discusses those issues and who establishes the circumstances and causes of an accident at work in relation to delegated employees.

The development of cyberspace in the world and its impact on human life is more and more visible. Proper protection of all processes that can negatively affect people’s lives is therefore an indispensable element that should accompany this development. Safe cyberspace is also closely related to the internal and external security of each country. The preparation of appropriate, international security guarantees in cyberspace is not only a challenge for individual countries, but above all for global institutions that provide peace. In Europe, the European Union and the Council of Europe should be the leaders in this respect. Lack of legal regulations regarding safe cyberspace is the possibility of exposing people to taking control over their privacy, data theft or other crimes. The implementation of European standards should therefore apply in every country. Governments should additionally emphasize social education and disseminate knowledge about threats in cyberspace. Coordinating these two activities gives hope that the expanding cyberspace in the future will not destroy people’s lives.
Cyberprzestrzeń z roku na rok jest coraz większa, a jej wpływ na życie ludzkie coraz bardziej widoczny. Właściwa ochrona wszystkich procesów, które mogą negatywnie wpływać na życie ludzi, jest zatem niezbędnym elementem, który powinien towarzyszyć szybkiemu rozwojowi informacyjno-komunikacyjnemu. Bezpieczna cyberprzestrzeń jest również ściśle związana z wewnętrznym i zewnętrznym bezpieczeństwem każdego kraju. Przygotowanie odpowiednich międzynarodowych gwarancji bezpieczeństwa w cyberprzestrzeni jest nie tylko wyzwaniem dla poszczególnych krajów, ale przede wszystkim dla globalnych instytucji zapewniających pokój. Unia Europejska i Rada Europy powinny być liderami w tym zakresie. Brak przepisów prawnych dotyczących bezpiecznej cyberprzestrzeni to możliwość narażenia ludzi na przejęcie kontroli nad ich prywatnością, kradzieżą danych lub innymi przestępstwami. Dlatego wdrażanie norm europejskich powinno mieć zastosowanie w każdym kraju. Rządy powinny dodatkowo podkreślać edukację społeczną i rozpowszechniać wiedzę o zagrożeniach w cyberprzestrzeni. Koordynacja tych dwóch działań daje nadzieję, że rozwijająca się cyberprzestrzeń w przyszłości nie zniszczy życia ludzi.

Lekarz teatralny to jedna z kluczowych figur procesu przemian teatru jako instytucji między końcem XVIII a początkiem XX wieku: otaczał opieką artystów, gwarantował wewnętrzny ład instytucji i współkształtował społeczną percepcję i ocenę zawodu aktorskiego. Przyczyniał się do organizacji teatru jako przestrzeni kontrolowanej i unormowanej, w której ani reakcje widzów, ani obyczaje artystów nie burzyły ogólnego porządku. Artykuł stanowi historyczne studium kształtowania się posady i obowiązków lekarza teatralnego w XIX wieku na podstawie pamiętników, prasy, materiałów ikonograficznych (w tym karykatur). Wychodząc od analizy źródłowych tekstów, takich jak pisma samych lekarzy teatralnych (Kazimierz Łukaszewicz, Gustave-Joseph Witkowski), autorka przyjmuje dwie równoległe strategie: 1) rekonstruuje biograficzno-faktograficzne tło obecności urzędowego doktora w polskim teatrze, 2) problematyzuje relacje między instytucją teatru a formami zorganizowanej opieki medycznej, chorobami aktorów a wyobrażeniami teatru jako miejsca niebezpiecznego i patologicznego, patografią aktorskich chorób a ideą publicznego ładu i systemu wartości, wewnętrzną a zewnętrzną percepcją profesji scenicznej.
The theater physician was a crucial figure in the transformation of the theater as an institution between the late eighteenth and early twentieth centuries: he looked after the artists, guaranteed the internal order of the institution, and contributed to the shaping of the social perception and evaluation of the acting profession. He helped organize the theater as a controlled and norm-governed space, in which neither audience reactions nor the artist’s ways of being could disturb the general order. The article is a historical study of the development of the theater physician’s professional position and duties in the nineteenth century, drawing on diaries, press articles, and iconographic material (including caricatures). Starting from the analysis of source texts, such as the writings of theater physicians (Kazimierz Łukaszewicz, Gustave-Joseph Witkowski), the author adopts two parallel strategies: 1) she reconstructs the biographical and factographic background of the presence of an official doctor in Polish theatre, 2) she problematizes the relationships between the theater as an institution and forms of organized medical care, between actors’ illnesses and the images of theater as a hazardous and pathological place, between the pathography of actors’ illnesses and the idea of a public order and system of values, and between the internal and external perception of the acting profession.

Workers' safety in the workplace depends on the compliance of both employees and the employer with applicable regulations. The EU member states in internal law contain regulations in line with EU directives in this area. The author of this study decided to examine whether compliance by the employer with health and safety provisions is an element motivating employees to take up employment. The law applies to both employees and employers, but their content is not affected by any of the parties to the employment relationship. The purpose of the article was to answer the question whether compliance by the employer with health and safety at work rules is an element that influences the employee when making a decision about taking up employment. The method used was the diagnostic survey method and the survey tool. The research was conducted in 102 facilities-enterprises in the Silesian Voivodeship employing at least 20 employees. The respondents were employees within the meaning of the Labor Code who declared knowledge of basic regulations in the field of occupational health and safety. The unambiguous lack of impact of compliance with the health and safety at work regulations by the employer on the decision on employment was indicated by 29.3% of respondents, while 60.8% of all respondents declared such an impact. Among the surveyed employees there was a group of undecided people.

Podejmowanie pracy przez Polaków za granicą jest obecnie na tyle powszechne, iż uzasadnione jest podjęcie tematu warunków pracy oraz funkcjonowania i organizacji BHP w przedsiębiorstwach Zachodniej Europy. W opracowaniu przedstawiono praktyczną realizację podstawowych działań z zakresu BHP w wybranym przedsiębiorstwie brytyjskim, posiadającym swoje oddziały w Norwegii i zatrudniającym głównie polskich pracowników. Omówiono podobieństwa i różnice w niektórych rozwiązaniach prawnych dotyczących ochrony pracy i na tej podstawie zaproponowano zmiany.
The commonness of taking up work abroad by Polish workers justifies discussing the working conditions and the management of Health and Safety at Work in companies of Western Europe. The paper presents the practical realization of the basic actions in the field of HSE in a selected British company. This company has its departments on the western coast of Norway and employs mainly workers from Poland. The similarities and differences in selected Health and Safety Regulations have been discussed and on their basis changes in Polish low have been proposed.

Polityką w jego zakresie będzie przeciwdziałanie rozprzestrzenianiu się chorób zakaźnych wśród ludzi i zwierząt oraz zapewnianie – poprzez regulacje prawne, a następnie odpowiednie działanie – poprawy warunków sanitarnych. Działania w tym zakresie mają postać władczą i niewładczą, polegając głównie na kontroli i działaniach prewencyjnych. Podjęte rozważania będą oscylować wokół środków prawnych mających na celu zagwarantowanie bezpieczeństwa sanitarno-epidemiologicznego. Analizie zostaną poddane aktualne regulacje prawne wpływające na kształtowanie się poziomu tej kategorii bezpieczeństwa. Ponadto w ramach niniejszego artykułu zostanie przedstawiony stan sanitarny Polski w perspektywie porównawczej za lata 2016–2018. Podstawę rozważań będą stanowić raporty Głównego Inspektora Sanitarnego na temat stanu sanitarnego kraju w danym roku. W niniejszym opracowaniu wprowadzono wykresy obrazujące przedstawiane dane uzyskane z badania ankietowanych. Środki prawne zostały poddane analizie z punktu widzenia ich efektywności oraz zasadności istnienia w rzeczywistości prawnej. 
Safety regulations are often highly general. They are a kind of idea addressed to the state authorities responsible for protecting an individual and shaping the level of a given security category. Sanitary and epidemiological safety is an extremely peculiar category of safety. Its policy will be to prevent the spread of infectious diseases among humans and animals and to ensure – through legal regulations and then appropriate action – improvement of sanitary conditions. The activities in this area are in a sovereign and inertia form, relying mainly on control and preventive actions. The considerations will revolve around legal measures aimed at guaranteeing sanitary and epidemiological safety. Current legal regulations affecting the level of this safety category will be analysed. Moreover, within the framework of this article, the sanitary condition of Poland will be presented in a comparative perspective for the years 2016–2018. The basis for consideration will be the reports of the Chief Sanitary Inspector on the sanitary condition of the country in a given year. This paper introduces graphs showing the presented data obtained from the survey of respondents. Legal measures have been analyzed from the point of view of their effectiveness and legitimacy of their existence in the legal reality.

Tachograph is belonging to On Board Recording Devices. Its development has been beginning since before The Second World War. The first on board recording devices is analog tachograph which obligatory to using to introduce in USA in 1939. This paper includes main rules of function of analog tachograph and digital tachographs system using in road transport in European Union. Paper presents also possibility of future requirements of digital tachograph and authorizes workshops in Poland and Union Europe base on Commission Regulation (EC) No 1360/2002 of 13 June 2002 replacing the Annex 1B. If a vehicle is not under obligation of installing the recording equipment and it is equipped with such equipment then the activation and calibration of this equipment must be performed. If a vehicle is not under obligation of installing the recording equipment and it is not equipped with such equipment then the installation of such equipment is not necessary. In particular the view of certificated vehicles unit - digital tachograph, view of cards in digital tachographs system in Poland, diagram of calibration of digital tachograph on work station are presented in the paper.

The article presents Legal regulations and administration of food safety affects the whole chain of correlated participants of the food market, which are producers of agricultural raw materials and food, processors, distributors, legal regulations bodies as well as government institutions that enforce and control the law enforcement and the final link in the chain of consumers. Food security is inextricably linked to legal obligations related to their provision. The manner and form of implementation is inscribed in the political sphere of countries, depends on their political system, legal solutions, as well as geographical conditions and climate. The right to safe food is inscribed in human rights, life, human dignity and food. The foreign literature analysis was used to implement the above objectives.

Opis:
The article aims to support the Safety Management System's implementation in the Visegrad Four (V4) countries by introducing supporting documentation at the national level or national legislation. The research subjects are the V4 countries (Poland, Hungary, the Czech Republic, Slovakia), where 39 air carriers operate. Safety management in today's world is already necessary, yet introducing a Safety Management System (SMS) is voluntary in many areas, including some transport modes. In air transport, it is mandatory, and the general principles and guidelines of this system are set out in the International Civil Aviation Organization (ICAO), which has issued several regulations and recommendations. The lists of ICAO standards and essential translations can be considered a minimum, which is also approached by different authorities. The article points out the primary differences in SMS in individual V4 countries and presents which country provides the strongest support in implementing this system.
