Defence diplomacy is increasingly important in modern states’ foreign and security policies. The ever-expanding circle of issues of interest fosters the strengthening of the role and importance of defence diplomacy. Alongside the traditional areas of military cooperation based on dialogue and support, other areas of interaction serving international security are becoming more visible. Each state has a different set of instruments at its disposal, and they try to shape defence diplomacy in their own way, taking into account the specificities of their own national interests and the environments in which they operate. Despite their natural differences, there is a common understanding that defence diplomacy can enhance trust and transparency in international relations. Nevertheless, with all the similarities in states or international security organisations, it is not easy to talk about a universal model of defence diplomacy. The wide range of diplomatic instruments allows each state to select and adapt them to the specific situation and the conditions dictated by geopolitics or geo-economics in the relevant international policy areas.

The operational activities of the PRT specialists Teams were of great importance to the achievement of military and political goals during the operation of the Polish Military Contingents. The author analyses operational tasks conducted by the soldiers and civilians of the PRT Specialists Teams, which indirectly influenced the improvement of the functioning of the Ghazni administration environment. The author emphasises the importance of the operational activity of the PRT Specialists’ Teams, which determined the direction of changes resulting from the improvement of the conditions of the administration’s activities, which significantly shifted into development.

Opis:
Australia and Japan were called as two anchors of US political and military presence in West Pacific during Cold War. Despite several decades of indirect alliance between these two countries through hub and spokes system, bilateral relations were lacking in intensity and strategic substance before 1990s. Revival of mutual cooperation was marked in 1990 by visit of commander-in-arms of Australian Defence Force in Tokyo and Japanese Defence Minister in Canberra. Breaking animosities brought to regular and broad political and military partnership which began in 1996. Cooperation through UN peace-keeping missions in Cambodia (1992-1993) and East Timor played crucial role in strengthening Japanese-Australian friendship. Canberra and Tokyo worked out beneficial and complementary cooperation (Australia as military factor, Japan as civilian contributor). War on terror since 11th September 2001 and US led operations in Afghanistan (2001) and Iraq (2003) made a trial of common values and mutual assistance on the battlefield. Trilateral Strategic Dialogue between USA, Japan and Australia established in 2001 has been an attempt to replace hub and spokes system. Some constraints of multilateral relations resulted from different stands on North Korean missile tests, Chinese threats against Taiwan and embargo on arms trade with PRC. Australian „soft" policy towards China which becomes a major trade partner of Canberra weakens trilateral and bilateral partnership. However Japan and Australia stressed the importance of their relations by signing Joint Declaration on Security Cooperation in 2007. For both Tokyo and Canberra this declaration is, next to the treaties with US, first security agreement with foreign country. Future architecture of Asian security is a challenge for both Australia and Japan. This issue developed particularly since Kevin Rudd's presentation of the idea of Asia Pacific Community and Japanese government policy of „Return to Asia" disclosed by new prime minister Yumio Hatoyama in 2009.

When analyzing Polish-Ukrainian relations in the aspect of regional security, it is worth paying attention to military cooperation between the two states. This cooperation began when the bipolar system disappeared and Ukraine regained its independence. The article evaluates Polish-Ukrainian military cooperation in four chronological periods covering its beginnings, actions undertaken in the course of the participation of both countries in the Partnership for Peace program, cooperation from the moment of Poland’s accession to NATO to Russian aggression to Ukraine, as well as the period after 2014. The article discusses the factors influencing Polish-Ukrainian military cooperation after 1991, offers an assessment of its most important constituent elements and proposes a brief insight into its possible developments in this field in the near future.

The article describes the process of developing the Polish-Germany military cooperation in the 21st century. It presents the bases for the bilateral military relationships between Poland and Germany and shows their development. The paper underlines the role of Germany in the Polish participation in NATO. The Author describes the common initiatives after joining the Pact, especially the participation of Bundeswehr in training and technical modernisation of the Polish armed forces. He claims that after the year 2015, the Polish-German military cooperation will be a function of Germany’s pragmatics and Poland’s history politics. The main problem of the Polish government will be the German willingness to constantly build NATO military bases in Poland.

The history and traditions of Polish-Ukrainian military contacts are as rich as the relations between the two nations. Intensive military cooperation dates back to the mid-16th century and is connected with the pursuit of the military capabilities of the Cossacks. The next chapter of Polish-Ukrainian military cooperation started just after the end of the First World War. The state authorities, analysing the political and military situation, noticed the importance of Ukraine for the future balance of power in Europe and its impact on Poland’s security in the east. The leader of the Ukrainian National Republic (UNR), ataman Symon Petlura, had a similar approach. The need for joint action in the face of growing threat led both parties to intensify negotiations and to sign a political and military agreement. The findings made on 14 January 1992 during the visit of the Minister of Defence of Ukraine, Colonel Konstantin Morozov, to Poland should be regarded as the beginning of contemporary military contacts with Ukraine. In formal terms, the legal basis for cooperation was the agreement on this matter, signed on 3 February 1993 in Kiev. In its framework, both parties agreed to develop, inter alia, training and training-operational cooperation. It was intended to be implemented through contacts between units stationed in the border regions, transferring the main effort to the lower levels of command.

The main purpose of the article is to examine diplomatic relations between China (official name: the People’s Republic of China) and Poland with a special focus on defence. It also gives an overall assessment of the relations between the armed forces of the two countries and evaluates what has been achieved so far and possible involvements that the countries (especially Poland) should take. A comparative analysis and a historical approach were used whilst investigating the facts. Qualitative research, including participant observation, archival resources, analysis and selection of studies, reports and expertise were the methods employed for collecting research material. Comparative studies were used to analyse other countries’ relations with China to help come to a conclusion. Based on the research, the author recommends an intensification of defence diplomacy between Poland and China which would bring a number of defence and economic benefit to both Warsaw and Beijing. The latest changes in the global balance of power, especially economic, political and military, should be taken into account in the process of developing and implementing a comprehensive and long-term strategic programme in the field of defence diplomacy between Poland and China.

The article deals with the complex investigation of the content of the draft Association Agreement with the European Union in the context of military collaboration proceeding from the theory of International Law. Special attention is focused on the issues regarding its influence on the military aspects of the state sovereignty of Ukraine. Four main questions are investigated: Does Ukraine have the obligations of an EU member state in the military sphere under the Agreement? What is the nature of Ukraine’s obligations in the military sphere under the Agreement? Does Ukraine have any legal guarantees that protect its own strategic interests in the military sphere in coordinating its defence policy with that of the EU? Are the sovereign rights of Ukraine in the military sphere taken into account in the institutional framework of cooperation under the Association Agreement? The author comes to the conclusion that the deepening cooperation with the EU under this international agreement does not lead to a limitation of the state sovereignty of Ukraine in the military sphere.

The European Economic Community/European Union was born as an economy-oriented organization, which was to facilitate rebuilding of the Old Continent after WWII through extensive cooperation, particularly in trade. However, the appetites of the state leaders were growing along the progress of the integration processes; the economic success was an argument for further integration of the European countries. Due to this, the organization was given the ability to make decisions and influence decision-makers at the national level in subsequent spheres that earlier were the sole prerogative of states. Still, for many years EU members determinedly guarded their competences regarding broadly understood security, predominantly defence. Successive attempts to accelerate integration in this area were not effective enough to develop a real common defence policy. One of the last initiatives, Permanent Structured Cooperation (PESCO), is supposed to help change this situation. It is therefore necessary to pose several questions: What is PESCO? What is EU members’ attitude towards developing this form of cooperation? What does this cooperation look like at the early implementation stages? What factors determine the involvement of the ‘old’ and ‘new’ EU member states? This article is an attempt to answer these questions.
Wspólnota Europejska/Unia Europejska zrodziła się jako organizacja ekonomiczna, która poprzez pogłębioną współpracę, zwłaszcza handlową, pozwolić miała na szybką odbudowę Starego Kontynentu ze zgliszczy wojennych. Apetyty przywódców państw europejskich rosły jednak w miarę postępujących procesów integracyjnych – sukces ekonomiczny napędzał wolę dalszej pogłębionej integracji państw. Ten stan rzeczy pozwolił wyposażyć organizację w możliwość decydowania i wpływania na decydentów krajowych w kolejnych sferach dotąd wyłącznej aktywności państw. Niemniej na przestrzeni lat państwa unijne zazdrośnie i z wielką determinacją strzegły kompetencji dotyczących szeroko pojmowanego bezpieczeństwa, w tym nade wszystko obronności. Kolejne próby przyspieszenia integracji w tej materii okazywały się nie na tyle skuteczne, by można było mówić o realnej wspólnej polityce obronnej. Jedna z ostatnich inicjatyw – PESCO – ma pomóc odmienić tę sytuację. Konieczne staje się zatem udzielenie odpowiedzi na pytania: Czym ono jest? Jak państwa UE zapatrują się na rozwijanie tej koncepcji współpracy? Jak ta współpraca wygląda na wczesnym etapie jej wdrażania? Jakie wreszcie czynniki determinują zaangażowanie państw „starej” i „nowej” UE? Niniejszy tekst to próba udzielenia odpowiedzi na te właśnie pytania.

The paper presents a comparative analysis of two documents forming the political basis for the concept of civil-military cooperation (CIMIC) in the North Atlantic Treaty Organisation, namely NATO Military Policy on Civil-Military Cooperation (CIMIC) and Civil-Military Interaction (CMI) no. MC 0411/2, approved on 5 May 2014, and its predecessor entitled NATO Military Policy on Civil-Military Co-operation (CIMIC) no. MC 0411/1, published on 6 July 2001. The analysis of the structure of both documents, their substance and thematic scope as well as their origin and background made it possible to identify the principal directions in the transformation of the CIMIC concept since its beginnings and to present its new elements, mainly the issue of civil-military interaction. The article discusses also the further anticipated directions of changes arising from the assumptions of the new NATO policy for CIMIC and CMI and the progress made so far in operationalising the strategic assumptions contained in MC 0411/2, including in particular the works on a new NATO doctrine concerning CIMIC and CMI.

The article explores the peacekeeping activities of Poland, Hungary, the Czech Republic and Slovakia and the characteristics of their activities on the African continent. The paper examines the African peacekeeping missions carried out by Visegrád countries. The study uses comparative scientific literature and analysis of statements released by these governments and other papers and studies related to the African peacekeeping missions. In addition, I used my own experience from my previous African peacekeeping/peace support missions, and the lessons learned from other African operations published in my previous book about Hungarian peacekeeping missions. In summary, of the Visegrád states with differing levels of training and equipment, Poland was the most active in peace operations in Africa and in the lead, followed by the Czech Republic and Hungary, while Slovakia was the least involved in the African continent. This trend is, moreover, in line with the involvement of the above countries in Africa to date. Although these states cooperate in several areas, this is not the case for African peace operations, although cooperation in this area would be important. The research examines the background to the activities of the V4 countries in peace operations in Africa. The study is particularly important in view of the fact that, for a number of reasons (migration, terrorism), the V4 countries are preparing for greater engagement in Africa, one area of which is peace-support operations.

Liga Polskich Rodzin (League of Polish Families) had two points of view toward policy of the United States of America. On the one hand leaders of party thought, that alliance with the USA should be one of the most important principles of Polish foreign policy. Theirs attitude was connected with conviction, that partnership and good relations with American power Poland could protect its sovereignty and territorial integrity in opposite German revisionism and Russian aspiration for rebuilding former political influence in Eastern Europe. Another reason conceptions for Polish- -American cooperation was conviction, that this alliance let Poland receive more economical benefits from the USA than through integration with European Union. The United States of America might be better alternative for economical and social development of Polish country than EU, because, according to attitude of LPR, American power always helps its allies, without forcing on them its diktat in internal and foreign policy. Third reason of pro-American point of view in political thought of LPR was hope, that position main American ally in continental part of Europe could let Poland become one of the more important countries in this part of the world or obtain more better conditions during negotiation with EU. On the other hand leaders of LPR knew, that more of them ideas was wishful thinking, which not to be connected with reality and main targets of American foreign policy. As a proof for it showed bad treatment of Poland and Polish citizens by the USA and disregarding interests of Polish state. These activities would be using Polish military forces in operations in Afganistan and Iraq without any compensations, for example financial help, political support in different international troubles or liquidation visa for Polish citizens. Declared ideas of Polish-American cooperation was mixed with critics policy of the USA, but LPR always stood on position supporting American power, thinking, that alliance with them was more belter solution than integrity with EU.

Pod wpływem zewnętrznych zagrożeń oraz napięć w stosunkach międzynarodowych Unia Europejska podjęła środki prowadzące do wzmocnienia współpracy państw członkowskich w sferze bezpieczeństwa. Począwszy od 2016 r. Rada Europejska podjęła decyzję o aktywowaniu stałej współpracy strukturalnej w ramach Wspólnej Polityki Bezpieczeństwa i Obrony (PESCO) – 22 czerwca 2017 r. Do listopada 2019 r. przyjęto do realizacji 47 programów, prowadzących do doskonalenia europejskiego systemu bezpieczeństwa. Dla Europy Środkowej najważniejszy jest „przerzut wojsk” (Military Mobility). Jego celem jest niezakłócone przemieszczenie wojsk i sprzętu pomiędzy wewnętrznymi granicami UE. Dla Polski istotne znaczenie ma także projekt ESSOR, dotyczący technologii bezpiecznej łączności radiowej wspólnych, europejskich wojsk. Rozwijany jest także system ruchomych platform precyzyjnej artylerii, wzmacniający zdolności bojowe UE (EuroArtillery). Państwa UE budują także zdolności szybkiego przeciwdziałania zagrożeniom cybernetycznym oraz reagowania na incydenty w cyberprzestrzeni. Kilka państw wschodniej flanki przewodzi zaproponowanym przez siebie projektom.
Under the influence of external threats and international relations, the European Union has taken measures to strengthen cooperation between Member States in the area of security since 2016. The decisions of permanent, structured cooperation in the field of the Common Security and Defence Policy (PESCO) were taken on June 22, 2017. 25 EU members have developed 47 projects to improve the quality of the European security system. For Central European countries the most important is Military Mobility. This aims to guarantee the unhindered movement of military personnel and assets within the borders of the EU. The European Secure Software defined Radio (ESSOR) project aims to develop common technologies for European military radios. The Indirect Fire Support (EuroArtillery) will develop a mobile precision artillery platform, which would contribute to the EU’s combat capability. Cyber Rapid Response Teams (CRRTs) will allow Member States to help each other to ensure higher levels of cyber resilience and to collectively respond to cyber incidents.

Civil-military and military cooperation is an essential foundation created Functional Airspace Blocks (FAB). It arises from the laws and regulations of the European Union framework. Because of the many problems the requirement imposed by the EU to create FAB in Europe to 4 December 2012, was not met. The paper presents the SESII and project SES11+. Presented has been the development of the FAB in Europe and its benefits. Attention is focused on the development of the Baltic FAB between Lithuania and Polish. As part of it presented some problems of civil-military cooperation, explained the problem of the sovereignty of states, the issue related to the initiative of the CAI as military cooperation between NATO and Russia, and presents problems of information systems between air traffic control units.

Opis:
The bilateral relations between Kazakhstan and Turkey have started, firstly due to deep cultural, historical ties, brotherhood kinship which caused Turkey to be the first country to recognise the independence of Kazakhstan. Secondly, the development of the Turkish-Kazakh relations is based on the identity or similarity of positions on a wide range of issues; moreover, both countries’ own interests in the international relations system also played a significant role in strengthening the bilateral relations.
Stosunki dwustronne Kazachstanu i Turcji zostały zapoczątkowane, po pierwsze, ze względu na więzi kulturowe, historyczne i braterskie pokrewień-stwo, co spowodowało, że Turcja stała się pierwszym krajem, który uznał niepodległość Kazachstanu. Po drugie, rozwój stosunków turecko-kazachskich jest oparty na tożsamości lub podobieństwie stanowisk w szerokim zakresie kwestii; co więcej, własne interesy obu krajów w systemie stosunków międzynarodowych również odegrały istotną rolę w umacnianiu stosunków dwustronnych.
