Norway was the first country in the world to fix a carbon dioxide target. Norway was also one of the first countries to implement taxes to increase incentives to reduce greenhouse gas emissions. The aim of the paper is to analyse the role of environmental taxes in Norwegian climate policy. The author also examines the differences between the climate change policy measures in Norway and in the European Union countries, especially Poland.The first part of the paper contains an analysis of data on greenhouse gas emissions in Norway in the years 1990-2011. In the further sections of the paper the discussion is focused on the characteristics of Norwegian tax system and design of taxes used in Norway as instruments for addressing climate change. Particular attention is paid to the carbon tax, in force since 1991. The tax is responsible for large CO2 emission reductions. The paper is largely based on review of various reports, literature and websites on climate change policy, energy policy and transport policy in Norway.

Coal continues to be the largest source of electricity generation worldwide, as well as one of the largest sources of carbon dioxide emissions. In most European countries, the level of black coal mining is very low or already non-existent. In the Czech Republic, Germany and Poland, which are the subjects of this study, the high level of lignite mining is maintained, which results from relatively low costs of electricity generation. In the future, energy generated from fossil fuels will be replaced by renewable energy generation.
Węgiel jest wciąż największym źródłem energii elektrycznej w skali światowej, jak również jednym z największych źródeł emisji dwutlenku węgla. W większości krajów europejskich poziom wydobycia węgla kamiennego jest bardzo niski lub prawie zanikł. W Czechach, Niemczech i Polsce, które są przedmiotem niniejszych badań, utrzymywany jest wysoki poziom eksploatacji węgla brunatnego, co wynika ze względnie niskich kosztów produkcji energii elektrycznej. W przyszłości energia otrzymywana z paliw kopalnych zostanie zastąpiona przez energię odnawialną.

The Arctic is a region of growing global importance, and the European Union has sought to contribute to Arctic cooperation since 2008. Rapid climate change, a major concern and cause of fundamental changes in the Arctic, combined with increased prospects for economic development in the region, require the EU to actively engage with Arctic partners to help address the challenge of sustainable development in a prudent and responsible manner. In this article, the main developments and official documents presented by the EU’s institutions between 2012-2014 are scrutinised and reconsidered. It is argued that, in the face of the continuing lack of formal approval by all Arctic Council members, the position of the EU is rather weak and the new documents do not offer compelling arguments for strengthening the EU role in the Arctic region.
Arktyka staje się regionem o coraz większym ogólnoświatowym znaczeniu, co sprawia, iż Unia Europejska od 2008 roku stara się rozwinąć swoje zaangażowanie w tej części świata. Nasilające się wielowymiarowe następstwa zmian klimatu w połączeniu z nowymi możliwościami rozwoju gospodarczego Arktyki stanowią główne przesłanki przemawiające na rzecz aktywnego, ale też odpowiedzialnego włączenia się Unii Europejskiej wraz z jej arktycznymi partnerami w działania na rzecz zrównoważonego rozwoju regionu. W niniejszym opracowaniu rozważone zostały główne kroki podjęte przez instytucje unijne w kontekście regionu arktycznego w latach 2012–2014. Przeprowadzona analiza wskazuje, iż w obliczu stałego kwestionowania zasadności zaangażowania się Unii Europejskiej w Arktyce przez niektóre państwa (oraz niektórych przedstawicieli arktycznych ludów rdzennych) działania podejmowane przez Unię Europejską należy uznać za niewystarczające, zaś treść najnowszych inicjatyw unijnych nie wydaje się oferować szansy na wzmocnienie roli Unii w regionie Arktyki w najbliższych kilku latach.

Legal scholars have put forward a series of proposals to create a legally binding instrument for the protection of climate migrants. Their implementation, however, is fraught with political obstacles (in particular, the divergence of interest between developed and developing states, the sensitive nature of immigration and climate policies) and legal difficulties (problems with determining the scope of persons eligible for international protection, limited operationality of a universal international treaty for regulating such delicate and contentious matters and, in some instances, procedural obstacles). For these reasons the most effective approach to the issues of international assistance to climate migrants is to promote the perception of this issue as a form of adaptation to the effects of climate change. A helpful instrument that also may prove effective in this respect are multilateral and regional agreements.

The British Climate Change Act created the world’s first long-term institutional and legal system aimed at reducing domestic greenhouse gas emissions. Following its 2019 amendment, the UK also became the first G7 and G20 country to commit to climate neutrality. The Act, described as one of the most advanced legal acts in the field of climate policy, is still a reference point and source of inspiration for many countries around the world. The model established by it, however, struggles with the credible commitment problem, and the structural problems arising, inter alia, from the aforementioned amendment and the departure of the UK from the European Union may in the future additionally weaken its credibility and have a negative impact not only on British but also on global climate action. The aim of this article is to present the main elements of the British model of climate policy and to signal future challenges to its credibility against the background of the previous experience with the implementation of the Act and the latest emissions reduction targets announced at the end of 2020 and in the first half of 2021.

Implementation of the UK’s ambitious greenhouse gas emissions reduction targets is entering a new phase. The focus is shifting from the energy sector towards areas where devolved administrations in Scotland, Wales and Northern Ireland have many more competences gained through devolution reform. The aim of this article is to present the perspectives of British decarbonization in the context of the evolution of the model of intergovernmental relations. This article seeks to assess the extent to which the achievement of the decarbonization goals will depend on devolved administrations and determine whether the IGR reform carried out in January 2022 strengthens the foundations of the British transformation towards a low-carbon economy.

This article reviews the observational evidence of climate change and discusses its mechanisms, impacts, and projections for the future with particular reference to Poland. Discussion with skeptical theses regarding climate change is also presented. Since much of the expected impact of climate change is adverse, effective mitigation and adaptation activities are necessary. This statement is also valid for Poland, even if Poland is not especially adversely affected by global warming.

Horticulture and agriculture are sectors particularly vulnerable to the effects of climate change. Most factors of agricultural production, including the length of the growing season, the amount and distribution of precipitation, the occurrence and timing of spring frosts, maximum and minimum temperatures, etc., are modified by the effects of climate change. At the same time, these sectors are a significant source of greenhouse gas emissions: methane and nitrous oxide. Reducing this emission can be difficult, because it is permanently related to cultivation and breeding practices. Nevertheless, achieving climate neutrality and stopping climate change will not be possible without the participation of agriculture and horticulture in this process. The article presents: the challenges posed to agricultural production by the EU climate policy; the analysis of the Polish agricultural strategy in terms of its integration with the objectives of this policy; the proposed actions that should be implemented to ensure that Polish horticulture and agriculture can effectively participate in achieving climate neutrality; the results of research conducted among fruit growers from the Sandomierz region. The aim of the article is to discuss the challenges faced by Polish horticulture resulting from the EU climate policy and to present the results of research on the knowledge, awareness and opinions of a selected group of fruit growers concerning climate change and to assess their readiness to take action; 101 randomly selected fruit producers from the Sandomierz region participated in the study.

Recognizing the relevance of carbon dioxide removal to achieving global climate goals and the European Union's objectives, the European Commission, on 30th November 2022, announced proposal for a regulation on an EU certification for carbon removals (CDR). The EU's effort to create a CDR certification scheme is an important initiative in this regard but faces key challenges that should be resolved during the ongoing legislative processes. The purpose of this paper is to assess the content of the proposed regulation from the perspective of its effectiveness as a climate tool.

This article deals with Poland’s energy policy in the context of the threat of climate change. To this end, the definition of energy security has been used, which also combines ecological and economic security. In addition, the most important legal acts regulating energy policy are listed. The most important state strategies in energy policy have also been identified. Furthermore, national legislation has also referred to international agreements to protect the climate. Next, we analyzed the most frequently used sources of energy in Poland and those whose development is planned for the coming years. As a result of this analysis, energy sources that could provide Poland with energy security are identified. In addition, basic directions of changes in Polish law and policy have been proposed, which will allow for an increase in the use of energy from sources that can provide Poland with energy security.

The article reviews potential channels of impact of climate change on monetary policy and central bank operations. The issue of climate change is increasingly becoming the focus of central banks. The article begins with the discussion on the consistency of central banks’ mandates and a potential role of central banks in climate policy. The second section concentrates on risks climate change poses to the effectiveness of central bank action and operations. Then it reviews options for the central bank to engage in the fight against climate change. Finally, the determinants of this engagement are presented. The author argues that some intellectual progress has been made in central banks in terms of adjusting their operating framework, but many gaps still exist and much more analytical work is needed.

Formulation of new forest policy and its implementation requires the use of past experiences and the enactment of many changes. Modification to the provisions of the 1997 National Forest Policy is necessary, introducing additions and corrections resulting from climate, economic and environmental changes, social expectations and international conditions. Agriculture and energy are the sectors of the economy that currently have the greatest impact on the implementation of forest policy and are particularly important for forestry activities, including the adaptation of forests to climate change. Forests and forest management are currently the victim, not the driving force, of the ongoing climate warming process, and the adaptation of forests to climate change requires coordination of policy solutions. The member states of the European Union do not pursue a common forest policy, whereas the implementation of forestry policy solutions aimed at counteracting negative climate change should be approved and adopted on a global scale. Without such a consensus, local or regional activities – much needed and bringing large, specific environmental benefits – are insufficient. The impact of climate change on the production and income of producers in the forestry and wood products sectors should also be taken into account in policy solutions. It is important to integrate forestry and forestry policy with other sectoral policies, building comprehensive planning processes that apply to entities in various sectors, including solutions for environmental services payments. The main instrument in the policy−making process is the participation of the relevant stakeholders, not a hierarchical management model. Development of solutions in the current situation should take place as soon as possible, while the schedule for achieving goals should be set beyond 2030. The objective of this work is to present the justifications for the introduction of the proposed changes and additions to the current provisions in the policy of the State Forests related to the implementation of the assumptions, objectives and conditions for the development of forestry and forests in our country.

The article discusses issues regarding the genesis, importance, and necessity of protection of pit lakes urrently under development in places of lignite mining. Their diversity in terms of morphometric parameters, including surface area and volume, is documented. The paper emphasises their role in the scope of increasing water retention in central Poland, featuring the smallest water resources in Europe. Attention is drawn to the negative effect of climate warming on the functioning of the lakes, resulting in, among others, an increase in water temperature and evaporation. The necessity of conducting sustainable water management in their catchments in the following years is highlighted. Their importance for society and their place in climate policy are determined and analysed. Moreover, activities aimed at the maintenance of good quality of water are proposed.

This paper analyses the evolution of the new environmental policy of the European Union in the context of the efforts undertaken to moderate the negative effects of climate change. It describes all the activities in the European Union designed to implement new tools of the EU environmental policy, such as low carbon economy technologies, tools that improve the efficiency of managing the limited natural resources, the environmentally friendly transport package, etc. All of them are aimed at laying the foundations of the circular economy, which may also be referred to as a closed-loop economy, i.e., an economy that does not generate excessive waste and whereby any waste becomes a resource.

In this work, the author refers to the own research entitled "Citizens' participation in the creation and implementation of public policy. Electoral participation". The aim of this study was to analyze factors affecting civic participation in the form of participation in general elections. The study gave a reason to look more deeply into the formation of a pluralistic society in the age of climate change and social unrest. In this article, however, the author analyzes the impact of climate change in the process of creating a pluralistic society. The focal point of the paper has to do with the implementation of the Lifelong Learning concept in contemporary society. The aim of this work is to indicate the public authority the need for the more effective methods of activating and educating our society in the fight against climate change.
