The intensification of urbanisation processes, involving the population moving to cities, poses a challenge to public administration. The smart city concept can help to challenge them. In this article, I will introduce its historical background and doctrinal approach to it as well perform research on it from a legal science perspective. I will analyse the international, EU and national regulations constituting the legal basis for the establishment of smart cities in Poland. In the search for a legal definition of the concept of a smart city, I will refer to the methods of measuring it. I will attempt to answer the question of whether we can currently discuss Polish smart cities at all. I will also state the de lege ferenda proposals for the definition of a smart city.

Liczba ludności w miastach na świecie rośnie o prawie 60 mln rocznie. Szacuje się, że do 2050 r. 2/3 ludności świata będzie mieszkać w miastach. Nadmierna urbanizacja i rosnąca liczba ludności w miastach stanowią poważne wyzwanie dla zarządzania miastem, a w szczególności dla logistyki miejskiej. Dziedzina ta, sprowadzająca się do koordynacji i synchronizacji przepływów na obszarach zurbanizowanych, zyskuje na znaczeniu w ujęciu strategicznym. Działania prowadzone w miastach europejskich, mające na celu usprawnienie logistyki miejskiej, postrzegane są jako element programu na rzecz inteligentnych miast (smart cities). Celem artykułu jest przedstawienie koncepcji smart city oraz jej znaczenia w kontekście logistycznego zarządzania miastem. Następnie, poprzez case study, zaprezentowanie przykładów rozwiązań z zakresu smart city stosowanych w miastach europejskich. Na bazie rozwiązań europejskich w artykule przeanalizowane zostaną możliwości czterech miast polskich w zakresie adaptowania rozwiązań smart city na swoich obszarach. Przedstawione w artykule wnioski sformułowano na podstawie dwóch faz badawczych – analityczneji syntetycznej. Pierwsza zawiera przegląd literatury oraz analizę przypadków rozwiązań smart city pochodzących z miast europejskich. Wykorzystano w niej dane z dokumentów strategicznych Komisji Europejskiej. Na podstawie obserwacji dobrych praktyk w ramach rozwiązań smart cities stosowanych w miastach europejskich przeprowadzono badania metodą wywiadów pogłębionych z zarządzającymi polskimi miastami, odnosząc się do potencjalnych rozwiązań smart city możliwych do zastosowania w czterech polskich miastach.W fazie syntetycznej badań na bazie analiz teoretycznych oraz case study wyciągnięto wnioski końcowe.  
The number of urban residents is growing by nearly 60 million people every year. It is estimated that by the year 2050 2/3 of the world population will have been urban. The increasing urbanisation requires new and innovative ways to manage the complexity of urban living and to target problems of energy consumption, resource management and environmental protection. These problems are essential for city logistics. The field concerning coordination and synchronization of the flows within the urban areas is gaining strategic importance. Activities in European cities that are going to improve city logistics are included as a part for the smart city idea. Scope: At the beginning, this paper will introduce the background of the smart city concept, as well as its meaning in the logistics-related aspects of city management. Then, through the case study, it will present solutions that make European cities smart. Moreover, using the background of the significance of the concept of a smart city and its applications in the European reality, the author will analyze the possibilitiesof four Polish cities (Rzeszow, Gdansk, Cracow and Bialystok – recognised as the smartest Polish cities) for approaching the smart city concept standards in the European dimension. Methodology: The methodology of the paper is based on two dimensions: analysis and synthesis. The first phase included a thorough thematic literature review, an analysis of case studies of European and Polish smartcities. It was complemented by interviewing city board representatives of the examined Polish cities. In the synthetic phase, the study provided conclusions based on the theoretical analysis and the survey of the case study.

The article presents the availability of statistical data in the Eurostat database on Smart City, related to cities from Poland. The assessment of cities in the context of Smart City is possible through the construction of relevant rankings. Their construction is necessary to know the variables describing the aspects of the operation of the city. The number of cities and the number of variables transferred from Poland to the European database has been examined. The question we tried to answer was whether the contents of this database will allow for the construction of a ranking for Polish and European cities.
W artykule przedstawiono dostępność danych statystycznych w bazie Eurostat z zakresu Smart City odnoszących się do miast z Polski. Ocena miast w kontekście Smart City jest możliwa poprzez konstrukcję odpowiednich rankingów. Do ich konstrukcji konieczna jest znajomość zmiennych opisujący aspekty funkcjonowania miasta. Zbadano, jak kształtuje się liczba miast oraz liczba zmiennych przekazywanych z Polski do europejskiej bazy danych. Starano się odpowiedzieć, czy zawartość tej bazy danych pozwoli na budowę rankingu dla miast polskich oraz europejskich.

Koncepcja smart cities (tzw. inteligentne miasta) to jedna z najbardziej obiecujących koncepcji przyszłości dotycząca rozwoju miast i lokalnej gospodarki. To idea nastawiona na to, by ośrodki miejskie były zarządzanew sposób ekologiczny, nowoczesny, oszczędny i efektywny. Rozwój innowacyjnych technologii, przede wszystkim informatycznychi komunikacyjnych, pozwala na znaczne podniesienie funkcjonalności miast. Konieczna jest integracja nowoczesnych rozwiązań technicznych z istniejącą już i modernizowaną infrastrukturą. Idea inteligentnego miasta ma na celu przede wszystkim poprawę działań w kategoriach: obywatele, urząd, energia, budynki, transport, infrastruktura, łączność oraz zdrowie. Zdaniem ekspertów w dziedzinie inteligentnych miast to właśnie inteligentny transport ma kluczowe znaczenie dla poprawy jakości życia mieszkańców. W artykule zostanie zaprezentowana koncepcja smart city ze szczególnym uwzględnieniem zagadnień dotyczących zrównoważonego i nowoczesnego transportu w ramach inteligentnego miasta. Analizie zostaną poddane możliwości zastosowania inteligentnych rozwiązań, rodzaje tych rozwiązań w zakresie transportu, a także korzyści wynikające z ich zastosowania zarówno dla mieszkańców, przedsiębiorców, turystów, jak i władz. Autorzy dokonają przeglądu doświadczeń i rozwiązań idei smart w zakresie transportu przyjętych w wybranych miastach Europy, a także przedstawią inteligentne rozwiązania transportowe w Polsce. Przy tworzeniu niniejszego opracowania dokonano analizy literatury dotyczącej zagadnień inteligentnych miast, a także raportów i rankingów smart cities w Europie. Cennym źródłem okazały się informacje zawarte na stronach internetowych badanych jednostek (miast) oraz aktualne przykłady z czasopism branżowych.
The smart cities is one of the most promising conceptions of the future, which concerns urban development and local economy. It is the idea that urban settlements should be managed in an environmentally-friendly, modern, economical and effective way. The development of innovativetechnologies, especially ICT, allows for a significant increase in the functionality of cities. It is necessary to integrate modern technological solutions with the already existing infrastructure as well as that being modernized. The idea of smart cities essentially aims to improve activities undertaken in the spheres such as: citizens, governance, energy, buildings, transport, infrastructure, communications and health. According to experts, it is smart transportation that is vital to improving the quality of life of inhabitants. The article presents the conception of smart cities with a focus on issues related to sustainable and modern transport within a smart city. The analysis includes possibilities of using smart solutions, types of such solutions in transport and their benefits for residents, entrepreneurs, tourists and authorities. The authors review experiences and solutions of the conception in the field of transport adopted in selected European cities. Furthermore intelligent transport solutions in Poland are presented. The purpose of the article is to present the idea of smart cities (in terms of intelligent and sustainable transport) pointing to examples of solutions applied in European cities and selected centers in Poland. In this paper, the literature on smart cities as well as reports and rankings of smart cities in Europe were analyzed. Additionally, the websites of the entities (cities) surveyed and current examples from professional magazines were very valuable sources of information.

The article presents a proposal for a research tool that might assess the ecological activity of municipalities, with particular emphasis on those that lie on national boundaries. With climate change, it has become necessary to take into account the principles of sustainable growth while maintaining high living standards in the long term. Systematic research on the action undertaken by municipalities in this area is a necessary requirement in the coming years. For this reason, the main directions and areas of research in the process of approaching the concept of a “green smart city” have been outlined. The available literature is limited to research in the field of smart cities and examines solutions for large urban agglomerations. The evaluation criteria of “ecological maturity” proposed in this paper are designed for small border municipalities. One may accept the thesis that due to their specificity, location, natural diversity and the opportunities for cooperation with a foreign partner that they offer, border municipalities can create a model of ecological behaviour in terms of a “green smart city”. This evolution requires support and monitoring for policymakers, and the proposed online research tool may reveal “ecological immaturities”, decisional errors or just plain negligence. One might only hope that, as a result of these indications, the recommendations will prove valuable for all local government units. On the other hand, a number of doubts and dilemmas are raised that researchers are unable to eliminate at this stage.
Artykuł prezentuje propozycję narzędzia badawczego do oceny aktywności ekologicznej gmin ze szczególnym uwzględnieniem gmin przygranicznych. Wraz ze zmianami klimatu pojawiła się konieczność uwzględniania w dłuższej perspektywie czasu zasad zrównoważonego wzrostu z zachowaniem wysokich standardów życia. Systematyczne badanie aktywności gmin w tym zakresie to konieczny wymóg najbliższych lat. Z tego względu nakreślono główne kierunki i obszary badań w procesie dochodzenia do koncepcji „green smart city”. Dostępna literatura ogranicza się do badań w zakresie smart city i dotyczy rozwiązań dla dużych aglomeracji miejskich. Zaproponowane w pracy kryteria ewaluacyjne „dojrzałości ekologicznej” skierowane są do niewielkich przygranicznych gmin miejskich. Można przyjąć tezę, że gminy przygraniczne ze względu na swoją specyfikę, położenie, różnorodność przyrodniczą i możliwości kooperacyjne z partnerem zagranicznym mogą tworzyć model zachowań ekologicznych w aspekcie green smart city. Ewolucja ta wymaga wsparcia i monitoringu dla decydentów, a proponowane narzędzie badawcze dostępne online może wykazać „niedojrzałości ekologiczne”, błędy decyzyjne oraz zwykłe zaniedbania. Można mieć jedynie nadzieję, że w efekcie tych wskazań cenne okażą się rekomendacje dla wszystkich jednostek samorządowych. Z drugiej strony wzbudzają one szereg wątpliwości i dylematów, których badacze na tym etapie nie mogą wyeliminować.

The concentration of population in urban centres and the progressing economic development are the one of the fundamental causes of problems of functioning of contemporary cities. One of these issues is the urban transport causing environmental losses and a lower quality of life. The concept that limits the adverse phenomena may be the smart city, and intelligent solutions in the way of moving the urban community. The purpose of this article is to show how urban transport can influence the shaping of intelligent solutions in cities with the help of various factors and components.
Koncentracja ludności w ośrodkach miejskich oraz postępujący rozwój gospodarczy stanowią jedne z zasadniczych przyczyn problemów funkcjonowania współczesnych miast. Jednym z tych zagadnień jest transport miejski powodujący straty w środowisku naturalnym oraz niższą jakość życia. Koncepcją ograniczającą niekorzystne zjawiska może być smart city, a w tym inteligentne rozwiązania w sposobie przemieszczania się miejskiej społeczności. Celem niniejszego artykułu jest ukazanie jak transport miejski może wpłynąć na kształtowanie inteligentnych rozwiązań w miastach przy pomocy różnych czynników i komponentów.

In this article, we present our view on the Transport System of a city as a system, consisting of four layers: aesthetic, functional, safe and smart. We define the layers and describe their relationships. Getting deeper into the system and features needed in every layer are summarized. In the following part, we will introduce some smart and safe transport solutions, applied in the city of Žilina, solutions from Finnish city of Tampere, that is one of the smartest middle-sized cities in Europe, and also few more examples from around the world. In the last part, we take a look at the futuristic plans for the transport systems, represented by autonomous driving from the safety point of view.

The vision of a Smart City is to connect smart models, smart IT, and smart management practices that qualitatively help municipalities advance service delivery in the areas of infrastructure, environment, education, health, and more. Modifying the management skills of local government leaders is a natural response to Smart City policy. Methods used in this paper that helped to achieve the objectives were a review of the current state of knowledge of the issue, search of relevant literature and case studies, summarisation of results, induction, deduction, and others. The studies included the following research questions: 1. What is the general scope of research on Smart City and Eco-Smart City? 2. What are the key challenges for Smart City managers? 3. What is the current state of Smart City development? The Web of Science and Scopus databases were chosen to identify relevant literature. The research focuses on articles published in English (from 2019 to 2023). The aim of the review is to provide a current picture of research in smart cities and to identify gaps and areas for future research. The analysis brought two challenges to the research: research is often fragmented and technology-driven, and many studies are on the perceived benefits of smart city projects.

Introduction/background: The level of residents’ awareness of the Smart City concept and their approach towards the potential of Smart City dimensions requires a more detailed investigation. The research tool prepared in this article may have an interesting impact on the residents of developing cities. The framework will allow researchers to examine the knowledge of residents about the Smart City concept, and may contribute to the identification of new social needs among city’ inhabitants. Aim of the paper: The main objective of this paper is to define the Smart City as a community-driven phenomenon and determine the current trends in case of Smart City dimensions. Authors undertake the task of synthesizing all dimensions mentioned in the literature about the Smart City concept. Additionally, the paper presents a conceptual research framework that may be used as a research tool in order to measure the level of residents’ awareness of the Smart City concept. Materials and methods: A comprehensive desk research was conducted which included iterative analyses of Smart City literature and Smart City models. A research framework, in form of a questionnaire, was prepared in order to gather qualitative and quantitative data about awareness and needs of residents towards a Smart City. The findings concerning the Smart City concept, that were presented in the article, will require further verification – both in terms of empirical research and further literature analysis, due to the dynamic development of this particular issue. Results and conclusions: The Smart City concept has many definitions and domains that are often perceived from the perspective of the investigated issue. This paper synthesizes all the dimensions mentioned in the available literature and adds new ones as well. Moreover, the preliminary research results indicate that the awareness of the Smart City phenomenon among residents of a developing town is quite high. Research results may be of great interest for the authorities of a particular city. Therefore, the presented framework may induce communication between local communities and city authorities.

Celem artykułu jest sprawdzenie wykorzystania potencjału mediów w przestrzeni miejskiej w obliczu pandemii COVID-19 na przykładzie największego miasta w Polsce – Warszawy. Autor dokonuje analizy tak zwanych nowych mediów, które powstały na bazie technologii informacyjnych i komunikacyjnych, zwracając uwagę zarówno na kanał (infrastruktura miękka), jak i środek przekazu (infrastruktura twarda). Główną metodą badawczą jest studium przypadku, która umożliwia określenie dobrych i złych praktyk przy wykorzystywaniu nowych mediów w mieście oraz celów strategicznych analizowanych miast. Badanie jest oparte na analizie literatury, dokumentów strategicznych, broszur oraz stron internetowych. Hipotezą badawczą jest stwierdzenie, że władze miejskie Warszawy, dostosowując strategię smart city w czasie pandemii, rozwijają system komunikacyjny oparty na platformie internetowej. Wyniki badań pokazują, że władze miejskie w Warszawie realizują koncepcję smart city poprzez wykorzystywanie nowych form mediów i technologii, które są zarówno celami, jak i narzędziami jej implementacji. W czasie pandemii poszczególne media cyfrowe w mieście zostały rozwinięte o treści poświęcone COVID-19, a działania dedykowane informowaniu i komunikacji z mieszkańcami są podejmowane poprzez platformę Warszawa 19115.
This article aims at examining the use of the potential of media in the urban space in the face of the COVID-19 pandemic on the example of the largest city in Poland – Warsaw. The author analyses the so-called new media, which were created on the basis of information and communication technologies, paying attention to both the channel (soft infrastructure) and the medium (hard infrastructure). The main research method is the case study of the mentioned city, which allows identifying good and bad practices in the use of new media in the city and the strategic objectives of the analysed cities. The study is based on the analysis of literature, strategic documents, brochures and websites. The research hypothesis is that the city authorities of Warsaw, adapting the smart city strategy during the pandemic, develops a communication system based on the Internet platform. The research results show that the municipal authorities in Warsaw are implementing the smart city concept by using new forms of media and technology as both targets and tools for its implementation. During the pandemic, the city’s various digital media were developed with content dedicated to COVID-19, and activities dedicated to informing and communicating with residents are undertaken through Warszawa 19115 platform.

Rozwój społeczno-gospodarczy na poziomie gospodarki krajowej identyfikowany jest wzrostem przedsiębiorczości (liczby podmiotów gospodarujących) i wzrostem PKB, jednakże warunkiem sukcesywnego rozwoju jest tworzenie sprzyjających warunków na poziomie lokalnym. Przedsiębiorcy i społeczeństwo oczekują od samorządów tworzenia sprzyjających warunków prowadzenia działalności gospodarczej, ale również komfortowych warunków do życia z uwzględnieniem uwarunkowań ekologicznych. W konsekwencji samorządy powinny kompleksowo zarządzać przestrzenią miejską w sposób, efektywny, oszczędny i ekologiczny, wykorzystując technologie informatyczne, mieszcząc się w koncepcji „zielonego inteligentnego miasta” (green smart city). Skłania to do podejmowania analiz implementacji koncepcji green smart city, w ramach działań podejmowanych przez samorządy względem realizacji celów postawionych przez europejski Green Deal. W tym przypadku za przykład posłużyła jedna z największych z aglomeracji miejskich północnych regionów Europy Środkowo-Wschodniej, czyli Trójmiasto. Celem artykułu jest zdefiniowanie cech aglomeracji trójmiejskiej wpisujących się w koncepcję green smart city. W celu przeprowadzenia badań wykorzystano wybrane metody opisowe i wyjaśniające, w tym w szczególności metody interpretacyjne i analityczne. W toku przeprowadzonej analizy można zauważyć, że aglomeracja trójmiejska ma wszelkie warunki ku temu, aby wpisać się w koncepcję green smart city i zdecydowanie działania takie podejmuje, co zostało zawarte w Strategii Rozwoju Województwa Pomorskiego 2030 i miast Gdańska, Sopotu i Gdyni, jednak muszą one zostać zintensyfikowane.
The socio-economic development is identified by an increase in entrepreneurship and an increase in GDP, however, the condition for successive development is located on the local level. Entrepreneurs and citizens expect local governments to create favorable conditions for running a business, but also to create comfortable living conditions, considering ecological conditions. Therefore, the local government should comprehensively manage public space considering the green smart city concept. This prompts to descriptive analysis of the actions taken in relation to the implementation of the goals set by the European Green Deal - the Tri-City is an example. The aim of the article is to define the features of the Tri-City agglomeration in line with the concept of green smart city, and an attempt to identify advantages and areas for improvement. To conduct the research, selected descriptive and explanatory methods were used. As a result of the analysis, it can be noticed that the Tri-City agglomeration has all conditions to fit into the green smart city concept and undertakes such actions, what was included in the Development Strategy for the Pomeranian Voivodeship 2030.

This article concerns the description of the SMART CITY EXPO WORLD CONGRESS event in Barcelona. In addition, a set of selected good practices relating to the development, policy or management of urbanized structures is included here. The concept of smart cities today applies to almost every area of life and functioning of these structures.

The aim of this paper is to discuss the smart city concept and indicate how its implementation may influence the efficient development of urban space. The paper is a review of the results of research on the smart city concept, smart cities in the European Union and selected aspects of modern urban space development. The author used above all a descriptive method and simple statistical methods. As the paper proves, the implementation of the smart city concept can facilitate and support the development of urban space. The main conclusions concern its impact on awareness in society, civic participation, creative attitudes, entrepreneurial activities and innovative solutions.

Nadmierna urbanizacja i rosnąca liczba ludności w miastach stanowią poważne wyzwanie dla zarządzania miastem, a w szczególności dla logistyki miejskiej. Dziedzina ta, sprowadzająca się do koordynacji i synchronizacji przepływów na obszarach zurbanizowanych, zyskuje więc na znaczeniu w ujęciu strategicznym. Przedmiotem artykułu jest przedstawienie rozwiązań z zakresu Smart Mobility w ramach rozwiązań logistyki miejskiej realizowanych w polskich miastach w dążeniu do zostania miastami inteligentnymi. Przedstawione w artykule wnioski przygotowano w oparciu o dwie fazy badawcze – analityczną i syntetyczną. Pierwsza zawiera przegląd literatury oraz unijnych dokumentów źródłowych, analizę przypadków strategicznych rozwiązań miast europejskich. Dodatkowo zastosowano tu wywiad pogłębiony z przedstawicielami władz miejskich badanych miast. W fazie syntetycznej na bazie analiz teoretycznych oraz praktycznych wyciągnięto wnioski końcowe.

The provisions of the European law have defined “Smart Metering” as a tool for remote meter readings and management of energy networks. Currently, after years of research and many real- life applications, it is one of the most popular solutions that defines friendly and modern cities. Similarly to automatic street lights, traffic signals or waste management systems, monitoring and control of water supply and sewage systems significantly improves the quality and comfort of life of city residents. The city infrastructure managers may use it as a tool that primarily allows for some cost savings and better resource management. The paper describes a remote transfer of water meters data through the Internet of Things technology. Also additional options have been presented, which are available once the data on water demand has been acquired. They can be communicated to other clients, e.g. other municipal services, as an element of Smart City, and to the customers. Thanks to this technology, the customers may analyze and better manage their actual water consumption trying to optimize it. Over time, it seems that saving water has become not only a fashionable whim but a trend to stay.
