W artykule autor przedstawia sposób organizacji i funkcjonowania systemu rozpoznania radiolokacyjnego w środowisku elektronicznym w aspekcie „ciągłości śledzenia” i „ciągłości informacyjnej” obiektów powietrznych, jako ważnego elementu systemu obrony powietrznej. Pre-zentuje on nowatorskie spojrzenie na środowisko w którym funkcjonuje system rozpoznania radiolokacyjnego oraz na możliwą jego konfigurację, na którą składają się elementy aktywne, pasywne, pomocnicze oraz pod-system zbioru informacji z rozpoznania radiolokacyjnego i podsystem ste-rowania wszystkimi elementami. Autor uwypukla również niezwykle istotna rolę sprawnego kierowania takim systemem na tle współczesnego pola walki, który posiada dziś bardzo duży stopień złożoności.
The author presents here the processes and ideas related to organizing and functioning of the radar surveillance system of electronic environment in the aspect of continuity of tracking and the information con-tinuity of the air objects, as a crucial element of the Air Defense System. It presents a new angle of looking at the environment in which the radar sur-veillance system works and its possible configuration, consisting of active, passive and supportive elements, as well as the subsystems of collecting radiolocation information and the subsystems responsible for controlling all elements of the radar surveillance system. The author emphasizes also the essential role of the efficient control of such a system in the environment of the contemporary battlefield, which – nowadays – is characterized by a high complexity degree.

The paper concerns an important question of fostering patriotic and defensive attitudes among young people. A new generation growing up in times of wellbeing and among the most advanced technologies, focusing on gadgets such as smartphones, tablets or headphones, lives in a virtual world in which a patriotic and defensive attitude is an abstraction. However, the process of fostering such an attitude is extremely important and it needs to be paid special attention to since it indirectly influences a state’s defence capability and, in turn, its independence, territorial integrity, sovereignty, as well as an individual’s freedom, human rights or national heritage. The purpose of this paper is to emphasise that the fostering of patriotic and defensive attitudes among young people is an important factor influencing a state’s defence capability. A common realization of this fact is especially important since the period of multiannual peace, the possession of the trained and wellequipped professional Armed Forces, the membership in NATO, and the lack of direct military threats might bring about doubtfulness as to the need to have defence education or to foster patriotic and defensive attitudes among young people. The purpose of the paper is to popularise patriotic values and to reinforce the feeling and conviction among young people that the responsibility of every Polish citizen is the allegiance to the Republic of Poland and the care of Poland’s common good. Therefore, every Pole should be aware of that, and he or she should share the responsibility with other Poles for the future of their own country and nation. The paper aims to draw the reader’s attention to the fact that highlymotivated and patriotically aware young people can influence their country’s defence capability by means of their own attitudes and conduct.

W dniu 1 stycznia 2014 roku przeprowadzono gruntowną reformę dowodzenia Siłami Zbrojnymi RP. Artykuł przedstawia przebieg procesu reformy dotyczącej dowodzenia Wojsk Specjalnych. Wyjaśnić ma odbiorcy cel działania Ministerstwa Obrony Narodowej, które po zlikwidowaniu Dowództwa Wojsk Specjalnych utworzyło nowe struktury odpowiedzialne za kierowanie tym rodzajem Sił Zbrojnych. Opisane zostały nowe zasady ich funkcjonowania. Artykuł zawiera też krótką historię oraz charakterystykę polskich sił specjalnych. Autor przedstawił zalety i wady nowego systemu dowodzenia, podkreślając, że efekty reformy mogą być zauważone dopiero w przyszłości. Spróbował też ocenić wpływ zmian w Siłach Zbrojnych na przyszłość i jakość Wojsk Specjalnych.
On 1st January 2014, a thorough command and control reform of the Polish Armed Forces was implemented. The article presents the course of the reform relating to Special Forces’ command and control and is to ex-plain the aim of the Ministry of Defence course of action who after disband-ing the Special Forces’ Command created new structures responsible for commanding this kind of Armed Forces. New principles of their functioning have been described. Moreover, the article contains a brief history and characteristics of the Polish Special Forces. The author presents strengths and drawbacks of the new command and control system underlying that the effects of the reform can be visible only in the future and tries to evaluate how the changes in the Armed Forces will affect the future and quality of the Special Forces.

Kluczowy element systemu bezpieczeństwa państwa stanowią Siły Zbrojne RP. Newralgicznym okresem w najnowszej historii wojska, z punktu widzenia wyznaczania kierunków w zakresie modernizacji technicznej, były lata 1990-2000. Wstąpienie do sojuszu Północnoatlantyckiego zmieniło środowisko bezpieczeństwa naszego państwa oraz wpłynęło na zmiany jakościowe i ilościowe w siłach zbrojnych. W latach 1999–2008 na modernizację techniczną wydano około 30,9 mld zł. Zmodernizowano lub usunięto ze służby przestarzały sprzęt produkcji radzieckiej, zastępując go nowym, produkcji krajowej bądź zachodniej. Ważnym czynnikiem pobudzającym do zmian były także misje zagraniczne, ukazujące konieczność ulepszenia sprzętu i uzbrojenia indywidualnego żołnierzy. Wiele zostało dokonane, jednak proces modernizacji nie uległ zakończeniu. Przed nami długa droga do jego pełnej realizacji.
The Armed Forces are a key element of the security system of the state. The period of 1990-2000 was a crucial time in the modern military history from the perspective of determining technical modernization direc-tions. Joining NATO changed Poland’s security environment and affected qualitative and quantitative transformations in the armed forces. Approxi-mately 30.9 billion zlotys was spent on technical modernization in 1999–2008. Obsolete Soviet-made equipment was either modernized or with-drawn and replaced by new Polish or Western products. A very important factor triggering changes were foreign missions necessitating the improve-ment of armament and soldiers’ personal equipment. So much has been accomplished, however, the modernization process has not finished. There is still a long way to fully accomplish the modernization tasks.

Zatwierdzenie w maju 2020 roku nowej strategii bezpieczeństwa Rzeczypospolitej Polskiej nakazywało zwrócić uwagę na aspekty terminologiczne pojęć używanych w tym dokumencie, a także na kwestie prawne wiążące się z problemem, czy ten akt, formalnie rzecz biorąc, ma być kontrasygnowany czy też nie. Równie ważną sprawą było zwrócenie uwagi na to, że w systemie prawnym Polski opracowywane są w praktyce dwie strategie – jedną zatwierdza Prezydent RP (ostatnia postanowieniem z 12 maja 2020 r.), druga zaś ma formę uchwały Rady Ministrów (ostatnia z 9 kwietnia 2013 r.). Obecnie obowiązująca strategia została poprzedzona wcześniejszymi strategiami oraz „Białą księgą bezpieczeństwa narodowego Rzeczypospolitej Polskiej”. Strategia z 12 maja 2020 roku jest obszernym dokumentem, w którym analizowane są wszystkie elementy bezpieczeństwa narodowego. W jej treści odniesiono się do takich zjawisk, jak: hybrydowość, działanie w cyberprzestrzeni, potrzeba nowych technologii oraz problem sztucznych inteligencji.

This publication focuses on the role of reconnaissance subunits in Polish Armed Forces and aims to outline all aspects of their training and service in overseas missions. It is hypothesized that appropriate training of reconnaissance subunits is essential to enable an effective overseas mis-sion. The paper consists of three main chapters which elaborate further on the above subject. The author focuses on defining the role of reconnais-sance units in the Polish Armed Forces, their specific training requirements in respect to the ability to carry out overseas missions and identification of potential obstacles which could arise while training to work abroad. The relevant literature was searched and legislation reviewed. The author was able to conclude that above hypothesis is correct and highlighted the par-amount importance of appropriate training of reconnaissance subunits as essential aspect of their overseas service. The publications includes fore-word, summary and alphabetic index of bibliography used.

Artykuł przedstawia analizę podstawowych przepisów prawa, regulujących funkcjonowanie polskich służb specjalnych w kontekście ich zadań, ze szczególnym uwzględnieniem perspektywy potrzeb obronnych RP. Pierwsza część poświęcona jest próbie zdefiniowania pojęcia „służb specjalnych”, która ni ma swojego odzwierciedlenia ustawowego, a w literaturze w tym zakresie powstały dość istotne rozbieżności. W dalszej części wskazane zostały te zadania ustawowe poszczególnych służb specjalnych, które mają związek z potrzebami obronnymi państwa. Zaznaczone są również oczekiwania władz państwowych w stosunku do służb specjalnych, zawarte w oficjalnym dokumencie, jakim jest Strategii Bezpieczeństwa Narodowego RP.
The article analyses basic law regulations concerning the Polish spe-cial forces’ functioning in the context of their tasks, taking into considera-tion the defence needs of the Republic of Poland. The first part includes the definition of the special forces’ notion which is not reflected in the acts of law and therefore there are significant divergences in the literature of this subject. Then the tasks of particular special forces which are connect-ed with the defence needs of the state are presented. Moreover, there are also stressed state authorities’ expectations towards special forces includ-ed in an official document, i.e. National Security Strategy of the Republic of Poland.

W latach 2008-2010 przeprowadzono Program Profesjonalizacji Sił Zbrojny, który miał na celu zakończenie służby poborowej oraz całkowite uzawodowienie żołnierzy Wojska Polskiego. Artykuł, w krótki sposób opisuje na czym polegała profesjonalizacja, a także zaznacza jej ścisłe powiązania z uzawodowieniem, modernizacją oraz transformacją. Autor podjął próbę oceny programu na podstawie analizy SWOT, zestawiając ze sobą zarówno pozytywne jak i negatywne aspekty tej reformy. Spróbował również ocenić wpływ programu na społeczeństwo państwa i jego zaangażowanie w obronność.
The Polish Armed Forces’ Professionalization programme, aimed at ending the conscription service and complete professionalization of Polish soldiers, was implemented in 2008-2010. The article briefly describes the process of professionalization and its close connections with modernization and transformation. The author attempts to assess the programme basing on SWOT analysis collating both positive and negative aspects of that re-form and evaluates the influence of the programme on the society and their engagement in defence.

Współczesny świat niesie ze sobą zjawiska mogące zagrozić żywotnym interesom państwa i jego obywateli. Zapewnienie bezpieczeństwa jest głównym zadaniem podmiotów rządzących. Aby przeciwdziałać potencjalnym zagrożeniom państwo musi posiadać zintegrowany system bezpieczeństwa narodowego. Jest on gwarantem skutecznego działania podczas wystąpienia wszelkiego rodzaju zjawisk o charakterze pejoratywnym, a także posiada narzędzia dzięki którym może zapobiegać ich wystąpieniu. Skonsolidowanie elementów systemów obrony i zarządzania kryzysowego prowadzi do efektywnego oraz spójnego kierowania bezpieczeństwem, a co za tym idzie doskonaleniu działań zmierzających do zapewnienia ochrony państwa i jego mieszkańców.
The modern world carries phenomena that may threaten vital interests of the state and its citizens. Ensuring security is the authorities’ main task. In order to counteract potential threats, the state must have an integrated national security system. It guarantees effective actions in case of any out-break of negative events and has tools that can prevent their emergence. Consolidating the elements of defence and crisis management systems leads to effective and coherent management and thus the improvement of activities that aim to protect the state and its citizens.

The knowledge and skills needed to build up teams based on mutual trust as well as the understanding of the dynamics of teams’ development and the working out of the tools for their analysis are becoming indispensable for the efficiency and development of teams, especially teams that operate in military environment. In her paper, the author discusses the concept of team and raises the important problem of roles and the responsibility of a team’s members. She also outlines the stages in the development of a team and highlights the most important features determining a team’s efficiency. The author points out that the concept of building up teams is marginalized in the Polish Armed Forces, which need to rely on efficient teams in order to be able to fulfil their missions, achieve their aims and carry out their tasks.

The paper contains the main definitions concerning the transport infrastructure. It also shows numerous defensive needs of the state, on the basis of which areas of defensive tasks have been determined. The author highlights the assessment of the current conditions of the road infrastructure in Poland - both linear and nodal, as well as of the means of transport. Moreover, the paper describes obstacles to development which exist in road transport infrastructure and the direction of changes whose implementing could lead to increasing the innovativeness and utility of this infrastructure. There is a correlation between the development of infrastructure and the fulfilment of defensive needs – adequate qualitative and quantitative conditions of different elements of road infrastructure make it possible to ensure the proper functioning of the state if a crisis erupts or war breaks out.

In recent years, the Polish Armed Forces have reorganized its logistics system in order to adjust to the constantly changing conditions of the environment, expectations and challenges. The key reasons for these changes were due to an increased role of Poland in the North Atlantic Alliance, increasing involvement of the armed forces in operations outside the country, and the creation of a professional army. Therefore, the redevelopment of the logistical potential resulted from the need to adapt the tasks and logistical structures to the increasingly changing operational requirements and the trends in army logistics influenced by the experiences gained during the missions abroad. The changes were also determined by requirements that were set for the armed forces in the field of armament, soldiers’ equipment, increased competence in self-planning and organization of logistic support, and cooperation with allies within the framework of multinational logistics. The necessity to adapt to logistical tasks and structures, to the changing operational requirements of our army as well as to the expectations and challenges in this field influenced the need to rebuild the stationary logistical capabilities of the Armed Forces in Poland. It should be noted that the rebuilding of the armed forces’ logistics system has led to the creation of a unified common security system for all types of armed forces, where Military Economic Branches are also specialized. They own the funds of the third tier state budget and provide comprehensive security services for individuals and institutions in their regions. The armed forces fulfil their responsibilities regardless of their official subordination, both in peace, crisis and tactical warfare. Military Economic Branches provide full logistics and financial security of military units and institutions in the area of liability. Military Economic Branches use their resources and the means of allocating funds and supplies. They also purchase goods and services, including outsourcing security and rendering services to external entities within outsourcing.

Niniejszy artykuł ma na celu scharakteryzowanie rozwoju współpracy wojskowej w stosunku do NATO na przykładzie udziału Wojska Polskiego (WP) oraz Bundeswehry w działaniach militarnych prowadzonych w Afganistanie od 2001r. Kolejno zostały opisane: droga Polski do Sojuszu oraz rola WP na podstawie udziału w misji afgańskiej. Następnie przedstawiona została sytuacja Niemiec w kontekście NATO – od państwa rozbitego (NRD i RFN) aż po zjednoczenie i udział w kluczowej dla Bundeswehry misji w Afganistanie. W ramach zakończenia zostały opisane różnice, jakie występowały pomiędzy państwem polskim i niemieckim na drodze do realizacji celu, jakim było członkostwo w Sojuszu Północnoatlantyckim.
The aim of this article is to characterise the development of military cooperation within NATO on the example of the Polish Armed Forces’ (PAF) and Bundeswehre’s engagement in military operations conducted in Afghanistan since 2001. Firstly, the Polish way to NATO and PAF’s role basing on the engagement in the Afghanistan mission are described. Then Germany’s situation is presented in the NATO context – from a country divided into the German Democratic Republic and the German Federal Republic to their unification and Bundeswehre’s engagement in Afghanistan mission, so vital for the German Armed Forces. The article ends with the description of differences between the Polish and German states on their way to achieve the goal i.e. NATO membership.
