NIK has examined whether the State Hunting Guard (Polish: Państwowa Straż Łowiecka) and the State Fishing Guard (Polish: Państwowa Straż Rybacka) in the Dolny Śląsk Region realised their tasks appropriately: whether they ensured protection of game, farming and catching of fish, and combated crimes and offences in the area. The supervision by the regional governor was also evaluated. The audit was conducted in the Dolny Śląsk Regional Office in Wrocław and in the Regional Headquarters of the State Fishing Guard in Wrocław. The audit covered the years 2013–2016.

The purpose of the article is to analyze the organization of the royal guard of Michał Korybut. The task was to discuss its composition, the size of individual units, and to indicate commanders and changes in the structure of the ruler’s army during his entire reign. Michał Korybut Wiśniowiecki, according to the files of the election parliament of 1669, could keep only 1200 military men in his guard, who were paid from the royal and not the state treasury. Financial and political problems affected the organization of the guard, which initially numbered only 600–700 people. However, the king managed to organize his side army in the amount allowed by legal norms. Michał organized a large part of his own guard from the soldiers of his predecessor – Jan Kazimierz. The first unit of side troops with the title of leib guard was an infantry regiment of 400–500 people. First, its commander was Hieronim Augustyn Lubomirski, and from 1670 it was commanded by the Lithuanian pantler Stanisław Kazimierz Radziwiłł. Commanders of the regiment were at the same time commanders of the entire guard. The next military unit was a unit of Trabants expanded around 1671 to a dragoons’ regiment of 300 horses. The court guard also included: a regiment of dragoons on 200 horses, the Hungarian infantry cavalry (probably 100) under the command of Colonel Samuel Powierski, a light cavalry under the command of Captain Aleksander Kłodnicki (100 horses) and a small unit of royal Cossacks that mainly dealt with mail delivery. The guard organized in such a way fulfilled tasks related to the king’s protection, accompanied him during various ceremonies and took part in the wars waged by the Polish-Lithuanian Commonwealth. After the king’s death, part of his guard was incorporated into the crown army, but it was deprived of the status of a royal guard.

In the position of the Sejm a statement was proposed that the appealed provision of the Act on the Border Guard, in the area in which it stipulates that an officer entitled to a functional allowance is not entitled to time off from service in exchange for service overtime exceeding service standards, is compliant with the indicated provision of the European Social Charter drawn up in Turin on 18th October 18 1961. The Applicant emphasized that the legislator did not comply with the provisions of the ESC, for he deprived Border Guard officers serving in independent or managerial positions of the right to free time or remuneration for the time of service performed in overtime. In the justification of the position, it was stated that Article 4 of the ESC does not determine the extent of additional remuneration that employees are entitled to for overtime work. Therefore the national legislator has been left with far-reaching freedom to define the rules of remuneration of employees.

This paper considers issues referred to forming contemporary White guard’s songs in Russia today. It discusses intertextual links of those songs with songs formed in 1917-1921, and texts formed in another historical periods (before the October Revolution, and the 60-s of the 20th century). Particular attention is focused on folklore elements and style typical to church songs in the context of the cancelling censure, as well as adaptation of the songs to new political situation.

The statutory prohibition on taking up paid employment is the most rigorous one among analogous restrictions on regarding functionaries of other uniformed services. This regulation prohibits officers of the Parliament’s Guard from undertaking other gaining activities than the ones of scientific or scientific-didactic nature, to which the Chief of the Chancellery of the Sejm consents on condition that it does not interfere with the performance of official tasks. The Parliamentary Guardian also cannot run his own economic activity.

In the opinion it was stated that although examining identity documents is associated with a temporary restriction of freedom of a Deputy by an authorized body, it does not constitute a violation of the privilege of parliamentary inviolability. Undertaking Deputy’s activities related to the exercise of the mandate in a border zone, does not require an appropriate consent. The privilege of inviolability does not absolve the Deputy from the obligation to respect the law. As a rule, a Border Guard officer cannot detain the Deputy during performing activities falling within the scope of the parliamentary mandate in the border zone. Deputies may be detained only in the event of joint fulfillment of requirements provided in the Article 105 para. 5 of the Constitution.

Terrorism and ecoterrorism are one of the contemporary public safety threats in Po-land. The emerging radical ideologies that assume violence and terror find their sup-porters, which enforce state activity. Both the Police and the Border Guard, guarding the broadly understood security and public order, are obliged to counteract and combat terrorism. This article presents considerations regarding counteracting and combating terrorism and ecoterrorism in Poland by the Police and the Border Guard. Thanks to their activities, it is possible to identify terrorist threats and counteract them, as well as to prosecute the perpetrators of acts of terrorism.

W trakcie pełnienia misji federalnych funkcjonuje jako wyspecjalizowana formacja rezerwowa Sił Zbrojnych USA. Wspiera misje bojowe, pokojowe i humanitarne, prowadzone przez USA na całym świecie. Wykonując zadania na szczeblu stanu, wspiera władze i społeczeństwo w zakresie bezpieczeństwa powszechnego.
This publication shows the role of the National Guard in the national security of the United States. In this paper reference is made to the historical tradition, which have shaped the contemporary nature of this formation, indicates its position in the U.S legal system and brought closer to its mission and organizational and financial issues. U.S. National Guard is a common territorial military organization of the Armed Forces of U.S. It has a dense network of land and air units, spread over the whole country. It is closely linked with state and local administration. It is closely linked with state and local administration. This formation is prepared to fulfill both, the mission of a federal or state. In the course of their mission, functions as a specialized federal reserve formation of the U.S. Armed Forces. Supports combat missions, peaceful and humane, run by the U.S. around the world. Carrying out the tasks at the level of state support the authorities and society in terms of public safety.

Celem niniejszego artykułu jest przedstawienie – w ogólnym zarysie – podstaw prawnych i organizacyjnych działalności Straży Granicznej w dwudziestoleciu międzywojennym. Okres ten można podzielić na dwa etapy. Pierwszy: lata 1918-1928, drugi 1928-1939. Granicę pomiędzy nimi wyznacza rozporządzenie Prezydenta RP z 22 marca 1928 r., na mocy którego na miejsce Straży Celnej powołano do życia – zorganizowaną na wzór wojskowy – Straż Graniczną. Fakt odzyskania w listopadzie 1918 r. niepodległości stanowi dla narodu polskiego wydarzenie o przełomowym i historycznym znaczeniu. Po niemal 123 latach Polska w wyznaczonych na konferencji w Wersalu granicach znalazła się ponownie na mapie Europy. Ale już wkrótce byt niepodległego państwa polskiego, został zagrożony (konflikt polsko-ukraiński 1918-1919, wojna polsko-bolszewicka 1920-1921), toteż obrona jego granic stała się najważniejszym zadaniem władz II RP. W związku z tym należało w krótkim czasie – na podstawie nowych już przepisów prawnych – zbudować sprawną, skuteczną strukturę (bardzo ważną rolę w tym zakresie odegrało przygotowanie, wyszkolenie kadr oraz wyposażenie ich w nowoczesny sprzęt) straży granicznej. Najtrudniejszy egzamin przyszło zdać żołnierzom i oficerom, którzy strzegli polskich granic we wrześniu 1939 r. Tragicznym  pokłosiem sowieckiej agresji (17 września 1939 r.) była zbrodnia katyńska dokonana przez NKWD wiosną 1940 r. W masowych mogiłach Katynia miejsce wiecznego spoczynku znaleźli także oficerowie Korpusu Ochrony Pogranicza, wśród nich pochodzący z Przemyśla Romuald Dziedziuk (2. pułk piechoty).
The purpose of this article is to outline the legal and organisational foundations of the activity of the Border Guard during the two decades that intervenen between the wars. This time can be divided into two periods: 1918-1928 and 1928-1939. the transition between them was marked by the President's order of 22 March 1928, whereby the Border Guard was called into existence to supersede the former Customs Guard. Its structure was modelled upon that of the military. the recovery of independence in 1918 was a milestone in the Polish history. After nearly 123 years, Poland found its place on the map of Europe within the limits determined by the treaty of Versailles. Soon the independent existence of the Polish State became threatened (the Polish-Ukrainian conflict in 1918-1919, the Polish-Bolshevik War of 1920-1921), so for the Polish state authorities a defence of the country's borders was top priority. Hence, within new legislation, it became necessary to build an efficient structure of border guard (preparation and training of personnel as well as provision of modern equipment were vital). the hardest test awaited soldiers and officers who defended the Polish borders in the September of 1939. the tragic aftermath of the Soviet invasion (17 September 1939) was the Katyń Massacre, conducted by NKWD in the spring of 1940. the mass graves at Katyń also accommodated the bodies of Border Protection Corps officers, including the body of Romulad Dziedziuk of Przemyśl (2nd Infantry Regiment).

Metafizyczność i katolickość charakteryzują najprecyzyjniej istotę struktury prawno-moralnej Straży Granicznej; pierwszy wymiar można dostrzec w jej oryginalnej „podmiotowości”, drugi zaś wymiar uzewnętrznia się najbardziej w pojęciu „osoby”, zaczerpnięty z katolickiej myśli teologicznej. Właśnie osoba strażnika, obywatele państwa Rzeczypospolitej oraz państw sąsiednich narodów Polski, ludzie przekraczający granicę i obsługiwani przez straż graniczną są najwspanialszymi „podmiotami” tej formacji i zarazem przedmiotami jej naczelnej troski we wszystkich działaniach. Granica rozumiana jest zatem generalnie jako zewnętrzny znak wewnętrznego i zewnętrznego bezpieczeństwa obywateli i ich państwa. Jaka jest finalność Straży Granicznej w Rzeczypospolitej? Z pewnością ma ona za najwyższy cel stać w służbie dobra wspólnego Polaków i Polski oraz dobra każdego obsługiwanego i napotkanego na przejściach granicznych człowieka. Stosowanie kary możliwe jest de iure jako następstwo złamania prawa. Z powyższego wynika konieczność troski o godne szlachetności osoby ludzkiej przejścia graniczne jako wizytówki narodu polskiego i państwa.
The reality of ended Polish Republic means that it has the right to the border and “Border Guard” as an institution with a task of safeguarding the security of the country. Who should be a border guard officer? Socrates says that a good and diligent guard of the state should be well-mannered and educated. What is this formation in its essence? Its metaphysical nature and Catholicism characterize the essence of the moral and legal structure of the Border Guard; the first dimension can be seen in its unique “subjectivity”, while the other dimension manifests in the concept of a “person”, taken from the Catholic theological thought. the greatest “subjects” of this formation and objects of its concern are the border guard officers, citizens of the Republic of Poland and neighbouring nations, people crossing the border serviced by the Border Guard. the border is generally understood as an external sign of internal and external safety of citizens and their state. What is the final image of the Border Guard in the Republic of Poland? Surely it has to serve and support Poles and their country, but also every person crossing the Polish border. the use of penalties is possible, according to law, as a consequence of breaking the law. It means that the need to respect for human dignity should be the pride of Polish nation and the country.
