Oddaję w Państwa ręce kolejny zeszyt internetowego Kwartalnika Antymonopolowego i regulacyjnego (iKAR) dotyczący problematyki regulacji sektora transportu kolejowego oraz, po raz pierwszy, nieco szerzej, publicznego transportu zbiorowego. Objęcie zakresem czasopisma tematyki publicznego transportu zbiorowego wpisuje się w podejmowane przez Centrum Studiów Antymonopolowych i Regulacyjnych (CARS) nieustanne wysiłki mające na celu kontynuację i intensyfikację szerokiego spektrum działań ukierunkowanych na poznanie i praktyczne wspieranie procesów zachodzących w tych sektorach. Jednym z najważniejszych przejawów powyższych wysiłków było powołanie w ramach CARS 17 października 2016 r. Laboratorium Transportu Kolejowego i Publicznego Transportu Zbiorowego, którego mam przyjemność być kierownikiem. Jest ono trzecią tego rodzaju jednostką CARS, stanowiącą specjalną formę realizacji zadań statutowych w obszarach sektorów regulowanych i szczególnych. Wcześniej powstały Laboratorium Lotnictwa Cywilnego oraz Laboratorium Usług Pocztowych.

This paper sets out to study the representation of heteroglossia in Yoko Tawada’s Überseezungen (2002) and Akira Mizubayashi’s Une langue venue d’ailleurs (2011). We specifically analysed the complex images that show the interaction of global and local forces in Tawada’s Japanese-German and Mizubayashi’s Japanese-French writings. Taking as a starting point their own transcultural "spaces", shaped by multiple connections and allegiances, these two Japanese authors reinvent the multilingual space they inhabit, while giving it a deeply personal meaning, coloured by various cultural currents, which are the result of their own multicultural experience. All this is inextricably connected with a search for a new identity, which is very different in each case. Whereas Tawada maintains her distances from the language and the culture of her new German homeland, Mizubayashi has a tendency to absorb completely the linguistic characteristics of his French hosts, while remaining critical of some of their cultural traits.

The notion of deformation quantization was introduced by F.Bayen, M.Flato et al. in [1]. The basic idea is to formally deform the pointwise commutative multiplication in the space of smooth functions $C^∞(M)$ on a symplectic manifold $M$ to a noncommutative associative multiplication, whose first order commutator is proportional to the Poisson bracket. It is of interest to compute this quantization for naturally occuring cases. In this paper, we discuss deformations of contact algebras and give a definition of deformations of algebras slightly different from the deformation quantization of Poisson algebras. Since the standard 3-sphere is a basic example of a contact manifold, we study the properties of the noncommutative 3-sphere obtained by this reduction. We remark that the parameter of the deformation of a contact algebra is not in the center, while the deformation quantization of Poisson algebras is given by algebras of formal power series of functions on a manifold; in particular, the deformation parameter is a central element. Details and related results will appear in [6] and [7].

A k-ended tree is a tree with at most k endvertices. Broersma and Tuinstra [3] have proved that for k ≥ 2 and for a pair of nonadjacent vertices u, v in a graph G of order n with $deg_G u + deg_G v ≥ n-1$, G has a spanning k-ended tree if and only if G+uv has a spanning k-ended tree. The distant area for u and v is the subgraph induced by the set of vertices that are not adjacent with u or v. We investigate the relationship between the condition on $deg_G u + deg_G v$ and the structure of the distant area for u and v. We prove that if the distant area contains $K_r$, we can relax the lower bound of $deg_G u + deg_G v$ from n-1 to n-r. And if the distant area itself is a complete graph and G is 2-connected, we can entirely remove the degree sum condition.

In his film, Akira Kurosaw included uutobiographical and self-reflexive motifs which are connected with his search for identity and his ideas about art. In order to consider “cultural text” (in this case - film) as autobiographical and / or auto-thematic text, one needs to take a look at the following elements: themes and ways of their implementation, the situation of the artist, the narrator’s position, the construction of narratives, the status of characters. Akira Kurosawa’s ‘Dreams’ Fri Dreams (1990) are the subject of analytical analysis. The director assumes different roles. He might be invisible and impersonal thus playing the role of writer whose name appears in the lead (the English version of ‘Dreams’ shows Kurosawa as the writer). Also, the director can be a narrator (he is invisible on-screen, but often identified as the “eye” of the camera (in fact, Takao Saito and Masaharu Ueda were the camera operators). A narrator shows himself as a person who does not belong to the reality presented in the film. The narratorprotagonist and narrator-observer’s voices are added as the voices offscreen. The process of dreaming, as shown in the film, does not prepare anybody for death. While dreaming, people are primarily trying to deal with their own traumatic experiences and phobias.

We consider the question of the range of the number of cycles possible in a 2-factor of a 2-connected claw-free graph with sufficiently high minimum degree. (By claw-free we mean the graph has no induced $K_{1,3}$.) In particular, we show that for such a graph G of order n ≥ 51 with δ(G) ≥ (n-2)/3, G contains a 2-factor with exactly k cycles, for 1 ≤ k ≤ (n-24)/3. We also show that this result is sharp in the sense that if we lower δ(G), we cannot obtain the full range of values for k.

We discuss existence of global solutions of moderate growth to a linear partial differential equation with constant coefficients whose total symbol P(ξ) has the origin as its only real zero. It is well known that for such equations, global solutions tempered in the sense of Schwartz reduce to polynomials. This is a generalization of the classical Liouville theorem in the theory of functions. In our former work we showed that for infra-exponential growth the corresponding assertion is true if and only if the complex zeros of P(ξ) are absent in a strip at infinity. In this article we discuss the growth in between and present a characterization employing the space of ultradistributions corresponding to the growth.

We study the convergence or divergence of formal (power series) solutions of first order nonlinear partial differential equations
   (SE) f(x,u,D_x u) = 0 with u(0)=0.
Here the function f(x,u,ξ) is defined and holomorphic in a neighbourhood of a point $(0,0,ξ^{0}) ∈ ℂ^{n}_{x} × ℂ_{u} × ℂ^{n}_{ξ} (ξ^{0} = D_{x}u(0))$ and $f(0,0,ξ^{0}) = 0$. The equation (SE) is said to be singular if f(0,0,ξ) ≡ 0 $(ξ ∈ ℂ^{n})$. The criterion of convergence of a formal solution $u(x) = ∑_{|α| ≥ 1} u_{α}x^{α}$ of (SE) is given by a generalized form of the Poincaré condition which depends on each formal solution. In the case where the formal solution diverges a precise rate of divergence or the formal Gevrey order is specified which can be interpreted in terms of the Newton polygon as in the case of linear equations but for nonlinear equations it depends on the individual formal solution.

This study re-evaluates Kurosawa’s work as an innovative, trans-national and trans-cultural approach to world cinema.

Zgodnie z ustawą Prawo telekomunikacyjne, niektóre rozstrzygnięcia Prezesa UKE są przedmiotem tzw. postępowania konsolidacyjnego. Prezes UKE musi przekazywać projekt niektórych rozstrzygnięć m.in. Komisji Europejskiej. Komisji przysługują w tym przypadku szerokie uprawnienia. Może ona nawet podjąć decyzję nakazującą organowi krajowemu wycofanie projektowanego środka regulacyjnego. W mojej opinii, takie rozwiązania oznaczają w praktyce przejmowanie przez Komisję kompetencji krajowych organów regulacyjnych. Podział kompetencji pomiędzy Komisję i krajowe organy regulacyjne jest dokonywany w oparciu o przesłankę wpływu środka na wymianę handlową pomiędzy państwami członkowskimi. Celem artykułu jest analiza tej przesłanki podziału kompetencji w kontekście ustaleń sądów polskich, orzeczenia Trybunału Sprawiedliwości UE w sprawie C 3/14, a także najnowszej praktyki decyzyjnej Komisji dotyczącej interpretacji analogicznej przesłanki występującej w przepisach o pomocy publicznej.

Let G be a 2-connected graph of order n satisfying α(G) = a ≤ κ(G), where α(G) and κ(G) are the independence number and the connectivity of G, respectively, and let r(m,n) denote the Ramsey number. The well-known Chvátal-Erdös Theorem states that G has a hamiltonian cycle. In this paper, we extend this theorem, and prove that G has a 2-factor with a specified number of components if n is sufficiently large. More precisely, we prove that (1) if n ≥ k·r(a+4, a+1), then G has a 2-factor with k components, and (2) if n ≥ r(2a+3, a+1)+3(k-1), then G has a 2-factor with k components such that all components but one have order three.
