Foreign terrorist fighters represent one of the powerful threats to the security of states and humanity in the 21st century. Besides participating in the actions of the Islamic State, they also pose a significant danger when they return to their countries of origin to recruit new volunteers, radicalize local communities and actively partake in terrorist attacks. So as to increase the effectiveness of the fight against terrorism, states and international organizations (the EU, Council of Europe, UN) have been moving in the direction of criminalizing all manifestations of terrorist activity. The paper strives to achieve the following: providing a definition of foreign terrorist fighters; proffering a legal qualification of travel abroad undertaken by Polish citizens for terrorist purposes by reference to selected provisions of the Polish Criminal Code; conducting an analysis of the provisions of EU Directive of 15 March 2017 on combating terrorism against the backdrop of the criminalization of the activity of foreign terrorist fighters; comparing the Polish and European criminal legislations within the pertinent scope. De lege ferenda comments will be offered by means of a summary.

The objective of this investigation is to determine if the “flipped” model can be combined with hybrid learning as to create the “flipped-hybrid” classroom. The flipped classroom refers to an educational model where the traditional practice of dedicating class time to direct instruction is inverted so that students receive initial content instruction at home. In addition to this, students in this study’s “flipped hybrid” classroom participated in synchronous online conversations with native speakers and engaged in pre-class activities, thus making a significant component of the course online. The participants in this study included college level Spanish students and lasted the duration of the spring 2017 semester. Results from this pilot study suggest that the “flippedhybrid” technique is a viable alternative to the traditional classroom, provides students with additional opportunities to use the language in authentic situations, and encourages more spontaneous language use. A detailed description of the “flipped-hybrid” classroom and how it differs from a hybrid or a flipped classroom is included, as well as pedagogical implications.

The paper considers the development of the pig market in Poland. The article presents pork production and consumption in households. The analysis covered production costs, stock structure and pig exports in EU countries. Tabular, graph and descriptive method were used in the analysis of data. The paper use secondary data which source was meat market and MSO. The research shows that Poland occupies in the production of swine fifth position after Germany, Denmark, France and Spain. In Poland, in recent years, there has been a drop in the pig population, which were mainly the result of growing competition on international markets and the spread of ASF.

The author of this paper provides a detailed discussion on the idea of teaching foreign languages to children and youth in the aspect of developing bi- and multilingualism. The main aim of this article is to present the concept of concurrent foreign language learning that has been pursued by the Mały Poliglota Children’s University at the Faculty of Philology at the University of Szczecin (Poland) since 2012. The article involves a description of the concept of the Mały Poliglota Children’s University with due account of the latest research in the field of language education and guidelines of modern language policy (in the European Union and in Poland). The paper presents methodological solutions which have been applied and the obtained implementation results. Moreover, the author refers to the specificity of teaching in a unique region of Poland, namely, West Pomerania, a border area, and discusses local conditions that affect the suggested foreign language teaching offer. The main idea of the creators of the Mały Poliglota Children’s University is to promote and develop the child’s and young people’s multilingualism by allowing them to participate in regular professional language classes organized at a higher education institution, conducted by well-qualified language instructors – academic teachers, and implemented based on the original curricula. The project concept covers concurrent teaching of two foreign languages supported by cultural and general development activities. Educational offer of Mały Poliglota currently involves the following language groups: English and Russian, German and Spanish, and Norwegian and Italian. This offer not only makes the Mały Poliglota Children’s University stand out in the market of language classes for the youngest in Szczecin but is also unique in Poland. The described principles are currently implemented as part of the Mały Poliglota Children’s University project, co-financed by the European Union with the funds of the European Social Fund (project no. POWR.03.01.00-00-U032/17).

Throughout the studies on the impact of foreign direct investment (FDI) on the economic growth of the host economy, there is a significant heterogeneity in terms of the results; not only between the theory and empirics, but also within empirics itself. The aim of this study is to explain the heterogeneity of results of the previous studies on the benefits of hosting FDI. This work uses the topic-relevant literature to present the key benefits of inward FDI, which are then translated into a mathematical model, which the direct and indirect benefits are derived from and differentiated between. Firstly, this work develops a production function including the key direct and indirect effects of hosting FDI in order to (through the proof of endogenization of FDI) show that a simple inclusion of FDI as the next (usually along with capital and labor) factor of growth may lead to spurious and, therefore, inconsistent results. Secondly, the study introduces the Foreign Direct Investment Benefits Absorption Path, which due to its classification of host economies into four distinctive groups, differentiating between direct and indirect benefits of FDI, and showing their different ways of impacting the host’s economy provides a unique insight into the topic of heterogeneity of results on the impact of hosting FDI. It also provides a blueprint for further research into this topic. Lastly, the Foreign Direct Investment Benefits Absorption Path is used to develop FDI-related strategies aimed at increasing the economic growth of host countries.

The technological, economic and political advances of the 20th and 21st centuries have established new conditions for the development of civilization. The world economy has simultaneously expanded (the number of states/organization participating in world trade or the volume of heterogeneous transactions) and shrunk (close interrelations between transactions, no matter their geographic origins). Economic policy has gained an indispensable role in the creation of order in international relations and foreign policy. The tendency to prioritize foreign policy aims towards economic policy aims has resulted in ‘reverse flow’, i.e. foreign policy has become a central part of national economic policy. The engagement of external action services and public budget in economic promotion and investments triggers (inter alia) the ethics dilemma. The mentioned ethical aspect is often omitted when discussing ‘the economic foreign policy’. For instance, the ethics dilemma can appear when development and humanitarian aid are taken into account or when it comes to assessing the results (and membership) of economic missions. In this context, the author analyses the Polish foreign policy example and attempts to answer two questions. First, are the economic activities performed by external action services effective? Second, are the mentioned activities in accordance with the social ethical code of conduct? The author focuses on three elements – development and humanitarian aid, the participation of Polish diplomats in economic promotion, and economic missions.

The aim of this paper is to assess how far the German foreign policy follows the principles of the theory of geo-economy. The paper has the following structure. First, the theory of geo-economy will be presented. Second, the characteristics of three debates relating to the German foreign policy will be pointed out. Third, German policy during the Euro crisis will be analysed. Fourth, the development of the relations between Germany and the new powers will be assessed. This paper supports the thesis that geo-economic strategy is beneficial for Germany. Celem artykułu jest analiza jak dalece niemiecka polityka zagraniczna odpowiada założeniom geoekonomii. Ma on następującą strukturę. W pierwszej części zaprezentowana zostanie teoria geoekonomii. Następnie przedstawione zostaną trzy debaty odnośnie niemieckiej polityki zagranicznej. W części trzeciej analizie poddana zostanie polityka Niemiec w okresie kryzysu strefy euro. W ostatniej części przedstawiony zostanie rozwój stosunków bilateralnych Niemiec z mocarstwami wschodzącymi. Artykuł ten potwierdza tezę, iż strategia geoekonomiczna jest korzystna dla Niemiec.

The main purpose of the article is to ask whether the European Union is a smart power actor. Most of the previous research has treated the EU as a soft power. This work is an analysis of the tools which the European Union uses in its foreign policy. Research has been conducted in the context of types of powers, which have been formulated by Joseph Nye: hard power, soft power and smart power. It was necessary to survey what instruments does the European Union use to have impact on other participants of international relations. Nowadays, a range of these tools is relatively developed, taking into account that the EU is an international organisation. In the conclusion, it is stated that the contemporary European Union should be treated as a soft power, but simultaneously it is an actor which attempts to become a smart power, and has relevant predispositions to it. Głównym celem artykułu jest zbadanie czy Unia Europejska jest aktorem typu smart power. Większość dotychczasowych badań traktowało UE jako podmiot typu soft power. Niniejsze opracowanie jest analizą narzędzi, jakimi posługuje się Unia Europejska w swojej polityce zagranicznej. Badania zostały przeprowadzone w kontekście typów mocarstw (potęg), jakie sformułował Joseph Nye. Mowa tutaj o hard power, soft power i smart power. W pierwszej kolejności należy zbadać jakim instrumentarium posługuje się Unia Europejska, by wywierać wpływ na innych uczestników stosunków międzynarodowych. Obecnie wachlarz tych narzędzi jest dość rozbudowany, biorąc pod uwagę, że UE jest organizacją międzynarodową. We wnioskach stwierdzono, że współczesną Unię Europejską traktować należy jako soft power, aczkolwiek jest ona podmiotem dążącym do stania się smart power, który ma ku temu odpowiednie instrumenty

The lack of knowledge of a foreign language for specific purposes and the increasing internationalization of domestic markets cause many communicative difficulties at the corporate level. Inefficient communication slows down decision-making processes and lowers the quality of services offered. In this respect, soft skills are gaining more and more importance in professional environments. Considering the need for providing a high level of foreign language even at the interview level, the idea of soft skills oriented LSP teaching can close the existing gap in employee training and enhance employees’ chances for success in an international environment. This article presents results of a survey conducted among LSP teachers in Poland.

The paper evaluates Central and Eastern European countries’ (CEEs) location in global vertical specialization (global value chains, GVCs). To locate each country in global value chains (upstream or downstream segment/market) and to compare them with the selected countries, a very selective methodology was adopted. We concluded that (a) CEE countries differ in the levels of their participation in production linkages. Countries that have stronger links with Western European countries, especially with Germany, are more integrated; (b) a large share of the CEE countries’ gross exports passes through Western European GVCs; (c) most exporters in Central and Eastern Europe are positioned in the downstream segments of production rather than in the upstream markets. The present study focuses on the link between psychological, sociobiographical and linguistic variables and Foreign Language Classroom Anxiety of 348 Arabic learners of English (250 females, 98 males). Data were collected using the Arabic Foreign Language Anxiety Questionnaire (AFLAQ; Al-Saraj, 2011, 2014) and an Arabic version of the Multicultural Personality Questionnaire-Short Form (MPQ-SF; van der Zee, van Oudenhoven, Ponterotto & Fietzer, 2013). Multiple regression analyses revealed that self-perceived proficiency in oral English and frequency of use of English explained over a third of variance in FLCA: More proficient and frequent users felt less anxious. Two personality traits, Emotional Stability and Social Initiative explained a further fifth of variance in FLCA, with emotionally stable and more extraverted participants scoring lower on FLCA. Age was the final predictor of a small amount of variance, with older participants feeling less anxious. Degree of multilingualism, sex and education level had no effect on FLCA.

Aims of the Common Foreign and Security Policy of the European Union are an aspiration to the world peace and a guarantee of outside safety and defenses for Member States of the Union, preventing military threats of all kinds and terrorist attacks, the promotion of European interests and shared „European” influence on the politics of states of world, especially in the peaceful international cooperation and observing human rights, according to the legal interpretation in the text of the Treaty on European Union. At the same time these aims cannot be interpreted as the substitute of the European world power status and the instrumentation of making independent the politics of both individual countries of Europe, and the European Union of the United States (of Russia, China, countries of the „Islamic civilization”), but should be spotted as the activity for the common wealth of Europeans and residents of other continents.

In 2015 the European Union was faced with a huge problem – the migration crisis, which saw more than a million migrants crossing the EU borders. Almost 900,000 came to the EU from Turkey. Migrants travelled from the Turkish Anatolian coast to the nearby Greek islands in the Aegean Sea. The Aegean has for decades seen territorial disputes between Greece and Turkey concerning delimitation of the boundaries of the continental shelf, territorial waters, airspace. Turkey also claims the right to the Greek islands at its shores. Mass migration of Muslims to Greek islands contribute to escalations of tensions between Athens and Ankara. Greece is getting increasingly concerned about the possibility of Turkey using the ‘demographic weapon’.
