    This article concerns selected changes, that have arisen for civil ways to purchase property from the introduction in 2015 – by amending the law on the protection of monuments and care of monuments – a new institution in the form of a national register of lost cultural property. At the same time by introducing changes to the Polish Civil Code there have been introduced the relationships between entering thing in such a register and some regulated by the Polish Civil Code ways to acquire ownership of movable property, generally excluding the possibility of acquiring ownership of things entered into this register. The article analyzes these issues against the background of art. 169 and 174 of the Polish Civil Code (this is in the context of the acquisition of movable from an unauthorized person, and by prescription), and considers the civil effects of deleting things from the aforementioned register, depending on the cause of this deletion.

    The mining activities induces the growth should be a holistic notion that encompasses the progressive development in the quality of individual’s life in terms of food, clothing and shelter and the environment for a healthy living with rising longevity of life and happiness. In West Bengal the development process reveals the indications and effects of widening inequalities between the “haves‟ and “have-nots‟ and the growing deprivation of the vulnerable and marginalized sectors of the population. There are very small trickle down effects of the economic development associated with this model of growth. But when it is necessary to undertake development projects that engage the displacement of communities, it is indispensable that these projects obtain the legal permission and support of the people who are affected and that in return for giving up their land and homes they receive priority if not exclusive rights to the benefits emanating from these projects. For the proposed work the area of the study is South Bengal which includes one district namely West Burdwan which has the highest concentration of several industries in West Bengal, India. Both descriptive and analytical approach is proposed for the study. As a tool an interview schedule is prepared to collect primary information from the people.

    W 2015 r. Sejm uchwalił ustawę o kontroli niektórych inwestycji, która wprowadza specjalny reżim dotyczący nabywania akcji, udziałów, przedsiębiorstwa lub zorganizowanej części przedsiębiorstwa spółek wpisanych jako podmioty podlegające ochronie. Głównym celem regulacji jest wprowadzenie administracyjnoprawnych mechanizmów chroniących spółki o strategicznym znaczeniu dla bezpieczeństwa państwa przed próbami przejęcia przez zagraniczne podmioty. W obecnym kształcie ustawa jest nieprecyzyjna oraz zapewnia właściwym organom bardzo szeroki luz interpretacyjny, tworząc instrumenty, które pozwalają w praktyce na uniemożliwienie dokonania wszelkich transakcji skutkujących osiągnięciem istotnego uczestnictwa lub dominacji w podmiocie podlegającym ochronie. Artykuł zawiera analizę najważniejszych instrumentów uregulowanych ustawą, takich jak zawiadomienie uprzednie i następcze, oraz wskazuje najważniejsze problemy interpretacyjne związane z regulacją. W szczególności omówione zostały kwestie stosowania przepisów dotyczących milczącego załatwiania sprawy do postępowań regulowanych ustawą o kontroli niektórych inwestycji, kwestia charakteru prawnego decyzji administracyjnych wprowadzonych ustawą, kwestia możliwości wydania decyzji aprobującej nabycie istotnego uczestnictwa lub dominacji w podmiocie podlegającym ochronie oraz wybrane zagadnienia związane z zawiadomieniem uprzednim i następczym.
    In 2015 the Polish Parliament enacted the Control of Certain Investment Act, which introduces a special legal regime regulating acquisition of shares, enterprise or organized part of an enterprise of companies entered on the list of the protected companies. The main goal of this regulation is to introduce administrative law mechanisms which protect companies of a strategic importance to the national safety against hostile takeovers conducted by foreign entities. However, the Act in the current state is imprecise and gives to the minister competent in the matters of energy a very broad level of interpretation margin through instruments which in practice allow to oppose any transaction resulting in acquisition of a material interest or a dominant position in companies protected under the Act. The article analyses the most important instruments regulated under the Act, such as ex ante and ex post notification and indicates the most material interpretational issues occurring under this regulation. In particular an application on regulations on a tacit approval of a case to proceedings regulated under the Act, the legal nature of the administrative decision under the Act, the possibility to issue a decision accepting the acquisition of a material interest or a dominant position in the protected company, as well as selected issues regarding the ex ante and ex post notifications have been discussed.

    Opis:
    In the literature on language acquisition the issue of aspect acquisition in L1 and L2 has been gaining enormous popularity recently. Although there has appeared a number of studies investigating the development of aspectuality in various languages, research into L2 Polish is not abundant. To my best knowledge, the findings presented below represent a pioneer study of the acquisition of aspect in L1 English and Slavic users of Polish. In the paper a compositional approach to aspect in Polish has been adopted. Thus, it is seen as a combination of the Vendlerian distinctions and the perfective/imperfective opposition, traditionally applied to Slavic languages. The fact of combining the Western and Eastern views on aspect results in three types of Polish verb phrases, divided with respect to the value of telicity and perfectivity, the ease of acquisition of which has been tested on a group of L1 English and L1 Slavic speakers of Polish. The results of the empirical study show without a doubt that the so called unmarked constellations develop first (the L1 English group has acquired them too) due to the similarity of inherent and grammatical aspect perceived by the testees. As for the marked combinations of aspects, the Slavic group have scored significantly higher than the English group, although a few L1 English users have displayed a knowledge of this type of verb phrases. All in all, the findings of the research are in line with other SLA studies of aspect.
    W anglojęzycznej literaturze na temat przyswajania języka zagadnienie nabywania aspektu w języku ojczystym i obcym jest obecnie jednym z najczęściej analizowanych zjawisk, aczkolwiek opracowania dotyczące języka polskiego należą do nielicznych. Zgodnie z moją najlepszą wiedzą prezentowane poniżej badania są najprawdopodobniej jedynymi z dziedziny rozwoju aspektu w kontekście przyswajania języka polskiego jako obcego. Omawiane badania wpisują się w trend zwany kompozycyjnym podejściem do aspektu, polegający na rozpatrywaniu tej kategorii gramatycznej nie tylko z punktu widzenia tradycyjnego podziału na dokonaność i niedokonaność, ale również zróżnicowania na grupy czasownikowe teliczne i ateliczne. Co ważne, w zastosowanym w artykule rozumieniu aspektu nie stawia się znaku równości pomiędzy dokonanością i telicznością, dzięki czemu możliwe są trzy kombinacje wartości tych cech. Celem przeprowadzonych badań było stwierdzenie, czy i które konstelacje wartości teliczności i dokonaności są łatwiejsze do rozpoznania i przyswojenia przez nierodzimych użytkowników języka polskiego posługujących się językami słowiańskimi lub angielskim jako ojczystym. Rezultaty badań niezbicie pokazują, iż tzw. kombinacje nienacechowane są nabywane przed kombinacjami nacechowanymi, ponieważ podobieństwo ich cech składowych jest dostrzegane przez respondentów. W przypadku kombinacji nacechowanych wyniki grupy angielskiej pokazują, że rozbieżne wartości teliczności i dokonaności sprawiają, iż znajomość pewnych fraz werbalnych rozwija się znacznie później, niż kiedy te cechy są zgodne. Badania pokazują też znacznie większą zdolność rodzimych użytkowników języków słowiańskich do prawidłowego rozpoznawania nacechowanych fraz werbalnych, niż jest to w przypadku respondentów posługujących się językiem angielskim jako ojczystym. W tej grupie badawczej zaledwie kilku ankietowanych zdołało zidentyfikować frazy z różnymi wartościami cech. Podsumowując, przedstawione w artykule badania zgodne są z innymi opracowaniami z dziedziny przyswajania aspektu w języku drugim.

    The article discusses the teachings of the eminent jurist of the late XIX – early XX century in relation to property succession. The analysis of the works of E. V. Vaskovsky allows to conclude that the scientist is repelled by the idea of transferrable rights, emphasizing, however, sufficient conditionality of the possibility of its transmission, the transition from one owner to another. Important and actual for modern development of the doctrine of succession are abstracts of E. V. Vaskovsky about the value of the derivative methods of acquisition of ownership, the possibility of acquiring the legal successor of the law, which did not belong to the legal successors, referring partition of property owners to the cases of succession.

    Article presents the laryngeal contrast of homo¬ organic plosives in Polish and Korean and its acquisition in Polish by Korean students. There are three laryngeal series of stops in Korean: fortis (tense), lenis (lax) and aspirated. All of them are phonologically voiceless, alt-hough the lenis series typically becomes voiced intervocalically. The three¬ way laryngeal contrast among voiceless stops is very unusual and Korean is regarded as the only language which makes use of such distinction. Polish, to obtain the phonological contrast between stops having the same place of articulation, exploits the binary system of presence or ab-sence of laryngeal vibration during the closure stage of stop production. The results of the present study show that so¬ called long prevoicing of Polish voiced stops in word¬ initial position is difficult to acquire by Koreans. Polish word¬ initial voiced stops were produced by some Korean speakers as Korean lenis stops but by the majority of speakers as stops with intermediate VOT between typical values of VOT in L1 and L2. Koreans usually pronounce Polish voiceless stops with aspiration in order to contrast them with Polish voiced stop series which is unfortunately devoiced in word¬ initial position by these speakers.

    The legislation of Ukraine on agricultural lands turnover is one of the most conservative in the world, prohibiting alienation of most types of agricultural lands. This prohibition is likely to be lifted soon, but there are intense debates whether foreigners should be allowed to purchase agricultural lands. By virtue of Article 145 of the Association Agreement between Ukraine and the European Communities Ukraine has a duty to implement the principle of free capital movement, in particular by abolishing restrictions on acquisition of land by foreign citizens and companies (Articles 22, 81, 82 of the Land Code of Ukraine). In case Ukraine fails to introduce the necessary amendments, the provisions of Article 145 of the Association Agreement should be applied directly. The formal unconditional obligation of our country to remove the said obstacles to free capital movement serves its best interests. Today, turnover of agricultural lands in Ukraine should be very dynamic, and it should be governed by general rules applicable to immovable property.
