    The purpose of this article is to present factors determining the effectiveness of new investments in brown coal deposits. It discusses the weak and strong points of brown coal mining in Poland, as well as opportunities and risks in its development. The strong point is that Poland has abundant resources of lignite and the opportunity lies in the rising demand for energy. The weak point is that brown coal emits large amounts of CO2 and risk is perceived in that the EU tightens up its policy on coal-based production of energy. An analysis of all these factors allows reliable assessment of the discount rate on investment projects, which must be known for their profitability to be established.

    The subject of the discussion in the article is evaluate of issue whether social security in its activities is effective and how it affects the social security of citizens. In order to introduce, defined concepts such as organization. Also presented in the table form features of nonprofit organization, which are social welfare institutions. In addition, briefly presented the concept of efficiency and described how is possible to explore the effectiveness of social security, by putting it in five dimensions. For the purpose of this article, to evaluate the effectiveness of social security, analyzed the Social Security Act. A brief analysis will illustrate the problem of social security effectiveness and social security of citizens.

    A thesis of this paper is that global changes lead to a necessity of expert managing of scientifical effectiveness. Instead, our thesis is considered in regards to individual creativity. In particular, its effects in publications and organizational conditions fostering scientifi c effectiveness. This effectiveness is chiefly rooted in the creative process and its basic features such as sustainability and susceptibility to external determinants which traits are a subject of psychology of creativity and psychology of organization. Both domains are hence a framework for presented considerations, though offered paper is far from completeness, rather aiming at pointing a direction for future reflection.

    Celem artykułu jest ocena efektywności działalności dydaktycznej polskiego szkolnictwa wyższego w roku akademickim 2014/15 w kontekście zmian demograficznych i umiędzynarodowienia szkolnictwa wyższego. Dokonano tego za pomocą modeli SBM-Min i SBM-Max nieparametrycznej metody DEA, na podstawie danych GUS. W zależności od wybranego modelu za nakłady uczelni przyjęto wartość przychodów z działalności dydaktycznej lub liczbę nauczycieli akademickich, a za efekty — liczbę studentów lub absolwentów. Wyniki wskazują, że większość badanych jednostek częściej była efektywna w modelu SBM-Max niż SBM-Min. Publiczne szkoły wyższe są w dość znacznym stopniu efektywne i spójne względem siebie.
    The aim of this article is to assess the effectiveness of Polish higher education didactic activity in the academic year 2014/15 in the context of demographic changes and internationalisation of higher education. The research was conducted using the SBM-Min and SBM-Max models of non-parametric DEA method, based on the CSO data. Depending on the chosen model the value of revenues from educational activities or the number of teachers was assumed as the expenditure of a higher school, and the number of students or graduates as the effects. The results indicate that the majority of the examined units were more effective in the model SBM-Max than SBM-Min. A group of public higher education institutions is effective and consistent with each other to a considerable extent.

    In this article, we verify the hypothesis that the creation of new fields of studies at the institutions of higher education is caused by factors other than thorough analysis of the needs demonstrated by employers at the job market. The author analyzes the rules of creating new degrees and the goals of their creation presented by colleges, pointing out in particular to the consequences it bears for financing the institutions of higher education. We demonstrate, through examples, the creativity of colleges and universities in harnessing the legal changes introduced by the new bill, The Law on Higher Education. That transpires, particularly, in exploiting the opportunities created by erasure of the list of degrees, which used to be made by the minister and ceding the authority in this area to the universities. The analysis shows that the creation of new areas of study not necessarily leads to a meritorious improvement (modernization) of the course of studies. That is particularly visible in declared educational outcomes.

    The aim of the article is to promote research on the concept of dynamic capabilities in the process of building the efficiency of the business model of enterprises on the fuel sales market. The starting point of the article is the presentation of the retail fuel sales market in Poland and possible change scenarios. The dynamic development of the sector has made fuel stations an important element of public infrastructure. However, due to the high level of competitiveness, the entities manage differently with survival and their development. The concept of dynamic capabilities, which is one of the most promising approaches to explaining differences in financial results, seems to be interesting. The article shows some of the results of the research procedure conducted among participants of the fuel sales market in relation to the environment of the organization, business model and dynamic capabilities in terms of both process and resources.

    The article focuses on the current education crisis treated as a crisis of the relevant pedagogical discourse. The authors claim that in the context of dynamic cultural changes the refraction of educational descriptions’ forms is becoming a factor of the educational development blockade. According to the authors, the transformation of the pedagogical discourse that stops this kind of blockade is in line with a radical change of the subject field of pedagogy. This concerns, in the first place, the change of the way of educational reality’s scaling, focusing the pedagogical attention on the ‘molar’ level of education performance as well as the processes of education semiosis and micro-changes that are in place in it. Apart from that, discourse changes indicate the connection with denaturalisation and dereification of educational phenomena that manifest their discursive and opportunistic nature in the new description. Finally, in the new description, the nature of educational processes is radically changed: learning manifests the connection with the loss of capability learning, teaching – with self-experimenting, sign acquisition – with its elimination, whereas identifying oneself with the other – with the others becoming estranged and different. In the latter case, it is about the transformation of otherness realization mode, as well as specific constitution of education subject and forming a special relationship between a student’s position and an imagined Other, his/her concentration on himself/herself due to lack of the Other whose availability or non-availability enables to discover and change the meaning of the student’s current position and semiotic relations realised by him/her

    Early Childhood Education (ECE) provides compensatory educational programs both in preschools and the early grades of primary school, and for parents at home. The aim of this policy is to prevent young children from disadvantaged backgrounds starting formal schooling with significant educational delays. In many countries ECE programs are in existence for several decades now. The search in this article is for the scientific evidence-base of this policy. While the focus is on the Netherlands, the findings probably also are valid for many other countries.

    The article discusses the possibility of using low-stakes tests to assess teaching effectiveness measures (educational value-added, EVA) for primary schools in Poland. It was shown that EVA, calculated using the results of the OBUT test for diagnosis of skills of third grade pupils, which is voluntary for schools, and the Sprawdzian – external examination conducted in the sixth grade, can be a valuable tool for evaluation, provided that the third-grade test is conducted and assessed in accordance with the procedures. The authors identified problems in this field. Disturbing characteristics of the OBUT test may suggest that these procedures have not been complied with in every school. For this reason, the authors recommend changes in the implementation of such diagnoses of school achievements.

    Both in the classroom as well as on the computer screen pupils can apply similar strategies of dealing with tasks (with difficult situation). For this reason multimedia programs for learning mathematics treated are as educational alternative manner of the forming amongst children abilities of solving problems. Domain of computer programs is better adapting the level of difficulty of tasks to individual possibilities of each of users. It seems that contemporary multimedia programs are effective (Kaczmarek, 2003; Watoła, 2006; Raszka, 2008). However from conducted research which are taking into account behavior of pupils while using the computer is pointing out to the uncertainty in this belief. It turns out that abilities acquired while using the multimedia program of children aren't transferring for solving problems in tasks of the paper-pencil type (Kengfeng, 2008).

    This paper is devoted to the consideration of the preconditions and results of the banking sector of Ukraine transforming, its influence on the sector’s productivity, stability and significance for the real economy. It’s grounded that banking sector of Ukraine has seriously weakened its potential for the economic development stimulation. On the one hand, due to the banking sector clearance from the bad and unscrupulous banks the system has become much more sensitive to the monetary instruments and its state is going to be more predictable and better controlled. But on the other hand, massive banks’ liquidations have caused the worsening of the confidence in financial system and radical increasing of the market concentration the highest degree of which is observed in the householders’ deposit market.
    Artykuł jest poświęcony badaniu przesłanek i skutków procesów transformacyjnych w sektorze bankowym Ukrainy, ich wpływu na poziom jego wydajności, stabilności i znaczenie dla gospodarki realnej. Uzasadniono, że w chwili obecnej sektor bankowy Ukrainy istotnie osłabił swoje znaczenie w zakresie stymulacji ekonomicznego rozwoju kraju. Stwierdzono, że działania regulatora w sprawie oczyszczenia sektoru bankowego od złych, niesumiennych banków, z jednej strony zwiększyło jego wrażliwość do działania instrumentów pieniężnych, a więc zrobiło jego stan łatwiejszym w zarządzaniu i bardziej prognozowanym. Z innej strony, masowa likwidacja banków spowodowała szybki wzrost poziomu jego skoncentrowania, co przede wszystkim odzwierciedliło się na ponownym podziale depozytów gospodarstw domowych.

    Pojęcia kluczowe z punktu widzenia budżetu zadaniowego nie zostały jak dotąd w polskiej doktrynie jednoznacznie zdefiniowane, panuje wręcz swego rodzaju definicyjny chaos. Aby uporządkować, przynajmniej częściowo, terminologię w tym zakresie, niezbędne jest odróżnienie budżetu zadaniowego (budżetu jako instytucji prawnej), budżetu w układzie zadaniowym (budżetu w ujęciu ekonomicznym) oraz systemu planowania zadaniowego w sektorze finansów publicznych. Budżet zadaniowy jest jednym z podstawowych instrumentów nowego zarządzania publicznego (new public management) służących podnoszeniu efektywności (relacji nakładów do wykonanych usług publicznych) oraz skuteczności (jakości) funkcjonowania sektora publicznego. Pozwala on uzyskać istotne informacje na temat rezultatów uzyskiwanych przez administrację publiczną, jak również umożliwia uczynienie informacji budżetowych bardziej przejrzystymi (zrozumiałymi) zarówno na szczeblu centralnym, jak i lokalnym. Jednak aby budżet zadaniowy stał się rzeczywiście narzędziem racjonalizacji wydatków budżetowych, koniecznie jest dokonanie całościowej analizy funkcjonowania państwa w celu identyfikacji obszarów, w których konieczne jest dokonanie zmian w przepisach prawa, jak również zwiększenie egzekwowalności obowiązujących przepisów.
    The key terms of performance budgeting have not yet been yet clearly defined in Polish practice, there is even a kind of definitional chaos. To systematise, at least in part, the terminology in this area it seems necessary to distinguish between a performance budget (the budget as a legal institution); a task-oriented budget (the budget in economic terms); and the system of performance planning in the sector of public finances. The performance budget is one of the main instruments of the New Public Management that is used to increase the efficiency (ratio of expenditure for public services performed) and the effectiveness (the quality) of the functioning of the public sector. This allows the obtaining of relevant information about the results achieved by public administrations and permits more transparent (understandable) budgetary information at both central and local level. However, if we want to use the performance budget as a practical tool for the rationalization of public expenditure it is necessary to conduct a comprehensive analysis of the functioning of the state, in order to identify areas where it is necessary to make changes in the law or increase the enforceability of existing laws.

    The principal task of the social rehabilitation process, which is based on creative social rehabilitation, is to obtain relatively permanent consequences in the personality of the juvenile, his social functioning, creating the parameters of his identity, and the resulting life and social roles. A developing identity of juveniles is a simple way of thinking about oneself, one’s life priorities. It means that young people behave like they think. The process of social rehabilitation takes place in a specific environment of the institution where one can find the objects and the facts, as well as a lot of interaction between them. There is no doubt that among the factors which have a real impact on social rehabilitation the greatest importance is given to interpersonal relations. The space and the place are essential issues in this process. The space of contacts of two personalities – the youth and the teacher – is a plane on which the traces of changes of identity parameters of both interaction partners are imprinted. The place is created for people and by people; it activates the potential of youth.

    Opis:
    Procedural formalism requires conformity to requirements concerning the approach to procedural measures as to the form, location, and time of their commencement. The timely completion of each procedural measure, including applications for the drafting and submitting of a judgment and justification thereof, remains a condition for its effectiveness. It goes without saying that the court will reject any delayed application for the drafting and submitting of a judgment and justification in closed session – whereas discrepancies in adjudicature as well as doctrine doubts have arisen with regard to effects of filing “premature” applications. It has been ultimately ruled that any applications for the drafting and submitting of a judgment and justification filed on the day of yet prior to judgment delivery shall be considered ineffective. The judgment only exists once it has been delivered or once its operative part has been signed, i.a. it can only become the object of other procedural measures as of that moment rather than as of that day. Every period defined as a specific time span has to be framed with occurrences outlining its beginning and end, respectively. It is impossible to calculate a period as of a procedural measure which has not been completed yet. Since the securing of a justification of a judgment delivered in one’s own case is an expression of exercising the right to fair trial, and aspects of the right to trial include the right to a defect-free judgment, such right ought to be exercised only provided that the relevant application moved for is defect-free as well. Making the effectiveness of an application for the drafting and submitting of judgment justification dependent on the delivery of the operative part of a judgment concerns both the act of filing a letter with the court and submitting the same at an operator’s postal premises.
