For long, the military was a cog in the wheel of democratic governance in Nigeria. Its intrusion into the politics of the nation resulted to its domination of the political space and imposition of arbitrary rule for an aggregate period of 29 years out of the nation’s 47 years of existence. The last disengagement of the military from politics was effected on 29, May 1999. The Fourth Republic was thus inaugurated, heralding yet another phase in the nation’s quest for democratic governance. The restoration of democratic rule was not achieved on a platter of gold. The military junta was subjected to intense domestic and international pressure. Along with myriad civil society groups, the church added its voice to the clamour for democracy. But inspite of its visible role in this struggle, the efforts of the church remain unsung. This study is intended partly as a redress for the marginal attention paid to the patriotic struggle of the church, but more significantly, it is an attempt to illuminate the increasing concern of the church with the secular welfare of its flock.

This essay discusses the main perspectives in the contemporary debate on university. In recent years the university became one of the most problematic institutions of our society. Debate on the future of the university began in the moment of transition from the industrial societies to the post-industrial societies. In the second half of the 20th century we witnessed a long process of replacing the old form of university by the institution of multiversity or a university governed by the rule of excellence. The process of transformation of university is still discussed within the academic milieu and we can observe a constant proliferation of critical approaches which tend to undermine conviction that the ongoing process of subjugation of the university to the economic rules is inevitable.

The main object of analyses provided in the paper is one of the key problems of contemporary Poland’s democracy, i.e. the “destructive” model of political rivalry. Action aimed at discrediting a rival in direct “confrontation” proves more beneficial than long-term planning resulting in realization of positive reform plan. As a result political elites cater to their own political needs forgetting about their social role in regard to citizens. As a consequence the gap between the society and politics grows even bigger. The society becomes more and more depoliticized. Indicators of associating oneself with political parties are the lowest in the whole of European Union. Most of the citizens admit they have no-one to vote for, they do not associate themselves even with the party they are voting for the general perception of politicians is extremely critical. It seems that it is important to put clearer emphasis on the fact that the whole of the political stage is responsible for said negative phenomenon.

In this text I will briefly consider the issues which form its framework. I will explain the choice of the tag: Parents-Education-Democracy, and present the circumstances in which this particular network of concepts seems to have current relevance. First, I will describe the chosen approach to the issue of the relationship between education, democracy, and the school as positioned within this interdependence. This issue has been extensively studied in social pedagogy, both in the past (see, e.g., the works by Radlińska or Wroczyński) as well as currently (see, e.g., the works by Tadeusz Plich, Mikołaj Winiarski, and many others). Next, following the lines of the aforementioned relationships and viewing parents as important for their shaping, I will show three ontologies of parent engagement which can frame the discourse on this volume’s subject matter - the parent-education-democracy triad - from multiple perspectives.

This paper proposes a research design which allows for a comprehensive assessment of the effectiveness of the European citizens’ initiative (ECI) – the first EU transnational participatory tool. It provides an analytical framework based on a broader conceptualisation of the notion of “effectiveness” which goes beyond the sole legislative function of the ECI. Consequently, the paper suggests to evaluate the ECI in five different dimensions: as a dialogue and communication enhancing tool, an awareness-raising tool, a deliberative space, a citizen-activating mechanism, as well as an agenda-setting instrument. Operationalisation of the dependent variable through a set of democratic functions that the ECI might perform allows not only to evaluate its capacity to enhance the democratic legitimacy of the EU but also to identify the tool’s limitations and propose ways of improvement. The paper also suggests a qualitative method of testing the hypothesised effects of the ECI.

W artykule wskazuje się, jak ważną rolę w demokracji odgrywa udział obywateli w sprawowaniu władzy. Dlatego też tradycyjne rozumienie sprawowania władzy zwierzchniej przez naród, przejawiające się w twierdzeniu, że „przez usta parlamentarzystów przemawia naród”, nie może być współcześnie bezkrytycznie akceptowane, zwłaszcza wobec wielości form angażowania się obywateli w proces decyzyjny oraz narzędzi umożliwiających artykulację ich żądań i potrzeb. Za trafne wydaje się rozumienie zasady suwerenności narodu jako związanie wszystkich organów władzy publicznej działających w RP wolą wyrażaną przez ogół obywateli. Wola ta jest prezentowana nie tylko w postaci preferencji wyborczych, ale także za pośrednictwem instytucji demokracji bezpośredniej, gdyż pośrednia forma sprawowania władzy w ramach społeczeństwa obywatelskiego nie może zostać uznana za wystarczającą i satysfakcjonującą. Jedną z form aktywności obywatelskiej jest prawo do zgromadzania się. Autorka wskazuje na kontrowersje wokół tej ustawy i dowodzi, że być może wynikają one z negatywnej praktyki konsultacji społecznych.
The author indicates how important the role of citizens is in the exercise of power in democracy. Therefore, the traditional understanding of the exercise of supreme power by the nation, manifested in the statement that “the nation speaks through the mouths of parliaments” can not be uncritically accepted today, especially in the relation to the multiple forms of citizens’ involvement in the decision-making process and tools enabling the articulation of their demands and needs. It seems appropriate to understand the principle of national sovereignty as binding all public authorities operating in the Republic of Poland in the will expressed by all citizens. This will is presented by indicating certain views of preferences during elections, and also through the institution of direct democracy, because the indirect form of exercising power within civil society can not be considered sufficient and satisfying. One of the forms of civic activity is the right to gather. The authoress points to the controversy surrounding this bill and proves that it may be due to the negative practice of social consultations.

The aim of this essay is to confront Hegel’s political philosophy regarding ethical community and civil society with the objective of betzavta, which is an educational method promoting democratic decision-making processes. The concepts of freedom and ethical community were strongly present in Hegel’s Philosophy of Right and later on discussed by Zbigniew Pelczynski (1971, 1984a, 1984b), ShlomoAvineri (1972), Charles Taylor (1979) and Marek Siemek (1995,1998). This article reconstructs these Hegelian conceptsbased on their liberalinterpretations andconfrontsthem with contemporary challenges related to minority rights, conflict of values, decision-making processes and political participationin relation to the experiences gained during thebetzavta workshops.The main problem defined is the question whether it’s possible to reach a consensus in a given society that would conclude with the establishment of ethical community. The general assumption of this article is that because of the impossibility to obtain a consensus on fundamental values (lack of compromise on same-sex marriage or abortion), an ethical community that would secure both particular and public freedom cannot be reached. The clash between subjective and objective freedom can be perceived through the lenses of the classical problem of a tyranny of majority, where minorities are pushed towards a submissive compromise with the rules set by the majority. An experience of theBetzavta Method will also be included in the general reflections on the essence of freedom in political participation and the silent presence of certain members in decision taking-processes. null

Autor na wstępie zauważa, że prawnicy zawsze odgrywali istotną rolę państwotwórczą nie tylko poprzez kreowanie porządku prawnego, ale także przywództwo polityczne, stając się „architektami demokracji” zarówno w Polsce, jak i w USA. Autor podaje przykłady zajęć i inicjatyw wspierających przyszłych liderów: nauka prawa obcego i prawa międzynarodowego, udział w wymianach zagranicznych, a także działalność pro publico bono, podejmowanie inicjatyw społecznych. Zadaniem prawników we współczesnym społeczeństwie jest wspieranie demokracji i przewodzenie inicjatywom społecznym. Zdaniem autora, rolą uczelni jest należyte zapoznanie studentów z teraźniejszymi problemami przez praktyczne, eksperymentalne nauczanie. Przykładem tego jest odbywanie praktyk w instytucjach publicznych. Autor konkluduje też, że współpraca między Uniwersytetem Warszawskim a University of Florida Levin College of Law to doskonały przykład kształcenia przyszłych liderów poprzez praktyczne zajęcia, wymianę studencką i naukę prawa obcego.

Opis:
Public participation, understood as activity being aimed at involving citizens and nongovernmental organizations into the public life, into decision-making processes, the forming of public policies and into the performance of public tasks, is one of key elements of the Good Governance conception. Also in Poland it is possible to observe increasing an interest in solutions, having a positive effect on a quality and the effectiveness of governing the public sector in last years. Specially solutions based on increasing the level of efficient use the civil potential. Amongst numerous of legislative projects, such initiatives appear as: increasing the influence of citizens on using public funds; using available instruments of the participatory democracy (e.g. public consultation, referendum); creating forums of the public debate; increasing the access to public information; improving the information and the opinion exchange between citizens and the authorities; creating or bringing into play functioning of support units of the local self-government and the institution of the civil dialogue; and the like. However, implementing and practical using of proposed instruments of the public participation are coming across a number of problems: lack of interest, lack of the support or resistance of political environments; administrative barriers; imprecise rules of functioning of non-governmental organizations, financial-property condition of the NGO’s sector. It is main conditioning of the public participation and causes of delays and impediments in for her functioning and the development.

Since the parliamentary elections in 2015, Poland shifted towards an illiberal model of democracy, largely inspired by the Hungarian experience. One of the first and key signs of the shift towards illiberal democracy in Hungary in the era of FIDESZ was undermining the capacities and autonomy of local governments. Taking into account the ideological proximity of the Hungarian and the Polish ruling parties, there were strong grounds to expect similar tendencies in Poland. This paper reviews the legislation adopted since 2015 in order to explore whether the supposed shift towards recentralization occurred. It proves that while a “creeping centralization” is a fact, the foundations of local and regional self-government have not been dismantled. The nature of this “creeping centralization” is sectoral rather than horizontal, i.e. it focuses on limiting the capacities and powers of local and regional governments in selected areas (particularly education and environmental protection) rather than dismantling the fundamental institutional guarantees of local and regional autonomy or enhancing central supervision over them. This may lead to a conclusion that the foundations of local and regional self-government in Poland are not at risk, yet the scope of decentralization is being gradually rolled out. This paper also demonstrates potential explanations for lack of radical shift towards recentralization. The major hypothesis analyzed in this context relates to the massive public support for local governments and decentralization, manifested in the opinion polls showing the highest trust rate to local governments in their history.

Central ethical concepts in education should be interpreted in a global frame, beyond the conceptual confines of the nation state. My underlying claim is that globalisation’s effects and significance are profound, but that while new global practices, norms and structures are increasingly evident, developing our key ethical concepts and assumptions accordingly is limited by the narrow and outdated moral universe of the nation state. The intertwined demands of justice and democracy in education now require conceptual adjustment to meet a different world. First, the features and significance of globalisation are considered, with particular reference to globalisation in education, as well as political globalisation as indicative of the now outdated model of the Westphalian state. Secondly, a revised conception of justice based on recognition of global association is sketched and illustrated by the case of the global campaign for Education for All. Thirdly, possibilities for globally democratic decision-making after the monopoly of the nation state are outlined, advancing the discussion towards some concluding observations about the implications of the argument for the education of global citizens.

A deliberative debate is a process of communication focused on finding good arguments for specific evaluations and solutions to the issues discussed, and addressing important stakeholder issues. The aim of the article is to present the course and results of observations made with regards to the theoretical and scientific discourse of deliberation that took place in September 2016. Participants were academic experts, thinkers and representatives of civil society organisations working in European affairs, as well as doctoral students and other activists. The questions concerned the way to understand the guiding motto of the meeting: More Europe and the way to define and to perceive the crisis in the process of European integration. Deliberation concerned the assessment of the model of European integration and the question whether the current formula is endorsed or contested. In addition, arguments on the best and worst effects of the integration process should be identified, who can challenge the integration process and for what reasons. The purpose of the deliberation was to assess the process of European integration, identify the ground for the criticism thereof, diagnose crisis situations and indicate the desired target model.

The aim of the article is to present possible scenarios on maintaining democracy in the EU, while assuming different hypothetical directions in which it could develop as a federation, empire and Europe à la carte. Selected mechanisms, norms and values of the EU system that are crucial for the functioning of democracy in the European Union are the subject of this research. The abovementioned objective of scenario development is achieved through distinguishing the notions of policy, politics and polity in the research. In the analysis of the state of democracy in the European Union both the process (politics) and the normative approach (policy) have been adopted. The characterised norms, structures, values and democratic procedures in force in the EU will become a reference point for the projected scenarios. The projection refers to a situation when the existing polity transforms into a federation, empire or Europe à la carte. The article is to serve as a projection and is a part of a wider discussion on the future of the basis on which the European Union is build.
