Teaching in the education for the safety requires recognizing determinants of the safety, not only of the structural ones, but laso of the ones which influence to the subjective feeling of security, not always agreeable with objective evaluation of social and structural securities. A feeling of security isn’t only a mental state which is psychologically conditioned but also culturally. Contemporary decline of the culture, getting its for the cheap play, is disturbing constitutive attributes of human being: the subjectivity, the creativity and the dignity. These elements making the personal feeling of security up are appearing in all cultures, anthropologies (apart from some mechanistic or materialistic) and religions. Disturbing them causes the social chaos and the disintegration of personality.

Opis:
The aim of this essay is to confront Hegel’s political philosophy regarding ethical community and civil society with the objective of betzavta, which is an educational method promoting democratic decision-making processes. The concepts of freedom and ethical community were strongly present in Hegel’s Philosophy of Right and later on discussed by Zbigniew Pelczynski (1971, 1984a, 1984b), ShlomoAvineri (1972), Charles Taylor (1979) and Marek Siemek (1995,1998). This article reconstructs these Hegelian conceptsbased on their liberalinterpretations andconfrontsthem with contemporary challenges related to minority rights, conflict of values, decision-making processes and political participationin relation to the experiences gained during thebetzavta workshops. The main problem defined is the question whether it’s possible to reach a consensus in a given society that would conclude with the establishment of ethical community. The general assumption of this article is that because of the impossibility to obtain a consensus on fundamental values (lack of compromise on same-sex marriage or abortion), an ethical community that would secure both particular and public freedom cannot be reached. The clash between subjective and objective freedom can be perceived through the lenses of the classical problem of a tyranny of majority, where minorities are pushed towards a submissive compromise with the rules set by the majority. An experience of theBetzavta Method will also be included in the general reflections on the essence of freedom in political participation and the silent presence of certain members in decision taking-processes. null

Opis:
After the fall of communism in 1989, XXI century brought continuous changes in the way how state defense is perceived and how the citizens participate in creating it. A few decades of social malaise caused by the atmosphere prevailing in the country engulfed in the communist dictatorship resulted in a significant degeneration, also in the paramilitary activity of the citizens. However, after the period when any grassroots initiative was regarded suspicious ended, there came a revival of public benefit organizations and any broadly understood citizens’ initiative. This also applies to defense and the creation of so-called safety culture. Its development is not easy. It Involves creating a lot of new structures and, most importantly, changing of the social consciousness of the citizens. Based on the Academic Legion of the Catholic University of Lublin, the article describes one of the elements of the security system of the Republic of Poland, which is formed by paramilitary youth organizations. Their main purpose is to promote patriotism and to help create civil society. They are also one of the most important elements of safety culture.

Public participation, understood as activity being aimed at involving citizens and nongovernmental organizations into the public life, into decision-making processes, the forming of public policies and into the performance of public tasks, is one of key elements of the Good Governance conception. Also in Poland it is possible to observe increasing an interest in solutions, having a positive effect on a quality and the effectiveness of governing the public sector in last years. Specially solutions based on increasing the level of efficient use the civil potential. Amongst numerous of legislative projects, such initiatives appear as: increasing the influence of citizens on using public funds; using available instruments of the participatory democracy (e.g. public consultation, referendum); creating forums of the public debate; increasing the access to public information; improving the information and the opinion exchange between citizens and the authorities; creating or bringing into play functioning of support units of the local self-government and the institution of the civil dialogue; and the like. However, implementing and practical using of proposed instruments of the public participation are coming across a number of problems: lack of interest, lack of the support or resistance of political environments; administrative barriers; imprecise rules of functioning of non-governmental organizations, financial-property condition of the NGO’s sector. It is main conditioning of the public participation and causes of delays and impediments in for her functioning and the development.

Opis:
For three decades, Polish society has been confronted with new expectations and challenges related to the transformation of virtually all areas of life. It has to deal with many problems, as well as with the necessity to acquire new competences, skills, and knowledge in various fields. In this article, the author has identified several key challenges. They refer especially to obtaining capabilities needed for active participation in the market economy and civil society. Social values enabling integration are of key importance among them. According to research cited in the paper, Polish society has insufficient knowledge and competences in these fields. Simultaneously, they are very desirable in the process of modernization of Poland’s economy. Therefore, it is crucial to ensure that the socialization processes, both formal and non-formal, are adequate to the needs and expectations of the society. It is difficult to overestimate the value of the opportunity to explore freely, to ask questions, and to be allowed to find a solution to a given problem because such experiences support the development of key competences indispensable for proper functioning in the modern, dynamically changing world. In this article, the author points out a vital role of non-formal institutions, particularly the children’s universities, which are more flexible and may have an impact on creating the concept of the future more personalized education.

The article discusses the definition and the essence of the principle of social participation, with particular emphasis on the views of the doctrine and the jurisprudence of the administrative courts. The author expresses the view that social participation has constitutional legitimacy (however modest) and is closely related to the category of civil society. In the following part of the paper, specific participatory instruments are synthetically presented: public consultations, civic budget, youth municipal council, municipal council of seniors, civic legislative initiative, local referendum and village administration (sołectwo) fund. In summary, the author takes the view that the development of social participation meets the desired changes, empowering the real impact of residents on the life of the local community. Moreover, he expresses the view of the need to conduct critical research in parallel on the discussed principle.

The last two years of development of the Russian political system were characterised by the protest mood increasing. Social discontent and various forms of political protest have become a noticeable element of social and political life. It is symptomatic that the protest mood develops during electoral campaigns (that predetermined the victory of the opposition in the elections in a number of regions), and also as a result of development and implementation of the current governmental processes. Considering that elections have been held in the majority of Russian regions during 2017-2019, the attention to the protest movement from various political actors will increase. The authors analyze the forms, main actors and technologies of protests, worked out their typology based on case studies. The current protest mood in Russia is compared with the situation in several EU countries (primarily in France, as well as in Portugal, Poland, Serbia and Greece). In conclusion of the article will be presented the forecasts of the socio-political situation development in the Russian Federation.

Opis:
The aim of this paper is to present the presumptions of democracy and liberalism, and then to show the possible existence of liberal democracy. The paper consists of three parts. In the first part the author presents democracy as a political system, where power is exercised by all people directly or indirectly. Four main principles of democracy are discussed: participation of all citizens in the exercise of power, equality, freedom of individuals and a majority stake in decision-making. The author also mentions many of its advantages: human freedom, protection of minorities, development of each individual, the individuals’ possibility to participate in power and influence on lawmaking. In the second part the author presents liberalism, which can be understood in different ways (e.g. spiritual attitude, set of rules, institutions, philosophical system). He presents the main features of contemporary liberalism and distinguishes its different types (political, social and economic; individualistic and community; American and European). He emphasizes its advantages (civil society) and defects (lack of a coherent conception of the state and solid intellectual base). In the third part the author shows liberal democracy as an initially problematic phenomenon. He pays attention to its characteristics (emphasis on the role of the individual, human rights, sovereignty of the people, representative system, neutral character of the state, focus on the technical issues of the functioning of the political mechanism and consensus as the basis of functioning of the state).

Opis:
W artykule zaprezentowano także historię udziału liderów klubów w wyborach samorządowych i parlamentarnych, ukazującą silny związek wielu z nich z PiS.
The explanations of the electoral success of the United Right in 2015, with an emphasis on the role played in it by the Law and Justice party, have largely omitted the aspect of the cooperation of the right-wing coalition with organisations pertaining to the sphere of civil society. The goal of this article is to fill this gap in the literature presenting the way in which Jarosław Kaczyński’s party, constituting the majority of the coalition, and various voluntary associations closely cooperated in many activities. On the example of the analysis of the activities of the Gazeta Polska clubs from 2005–2015, this article presents the way in which Law and Justice collaborated with civil socjety actors in the organisation of, among others, demonstrations and monthly commemorations of the Smoleńsk catastrophe. This paper also focuses on the political biographies of the club leaders, which reveal the strong connection of many of them with the Law and Justice party (taking part in elections, serving in political institutions), especially at the local level.

Opis:
This paper is an attempt to assess selected aspects of the state of foundation law in Poland in relation to the legal position that the Constitution of the Republic of Poland has granted them. The text analyses selected statutory solutions in the light of separable patterns for reviewing their compliance with constitutional principles and values. In the author’s opinion, the provisions of the Polish Foundations Act and the regulations concerning the financing of foundations violate the constitutional standards of the Republic of Poland. In particular, it has been found that foundation law contains many loopholes, the filling of which requires the use of complicated interpretation techniques, which makes it impossible to ensure that the institution of the foundation is being and will be used properly as an element of civil society in a modern democratic state. Moreover, the opinion was presented that the functioning of foundations is excessively influenced by executive bodies, run by active politicians. This concerns, first of all, the unclear principles of supervision over foundations’ activities, and excessive powers to issue the executive regulations included in the Foundations Act, as well as the principles of the allocation of funds towards grants by the National Freedom Institute, based on a disproportionate freedom of decision making. For these reasons, the author postulates the adjustment of the Polish statutory regulation, dating back to the period of the Polish People’s Republic, to the constitutional standards introduced by the Constitution of 1997 and enshrined in the case law of the Constitutional Tribunal.
