The article is a presentation of the results of research conducted in Poland in April 2020, during the SARS-CoV-2 coronavirus epidemic, on the situation of employees of the nursery homes. The research was conducted using an electronic survey method on a group of 160 (N = 160) employees. The aim of the study was to provide a preliminary and ongoing analysis of the work conditions of employees of social assistance facilities during the SARS-CoV-2 epidemic (COVID-19). The article also indicates the context of the legal situation in which the research was conducted, in relation to the administrative bodies taking actions under special provisions to secure the situation of employees and residents of the social assistance facility. As a result of the research, it was found that the majority of employees covered by the survey indicated deficiencies in personal protective equipment, as well as a situation of insecurity at work. The thesis about the necessity to take urgent legal and factual actions aimed at securing DPS employees in a way that guarantees their safety as much as possible, taking into account the obvious possibility of infection, which, however, by providing protection measures and performing procedures – may be limited.

Opis:
Aid activities in Poland have a long history. Over the centuries, it took various forms and evolved from mutual assistance, philanthropy, and charity to organized, purposeful activities. Memories of my experience of working in institutional care and then of social welfare concern the period of the turn of the Polish People's Republic and the Third Polish Republic. The systemic changes initiated at that time were of fundamental importance in the development and professionalization of Polish social welfare. I belong to a group of social workers who started work in the 1960s. Therefore, I am an eyewitness and participant in the changes that took place on the "first line" of social welfare in one of the Polish municipalities in which I worked in those years. I tried to explain the reality of social workers in this period. In my memories I recall some events that may seem insignificant in the scale of general changes but reflect the atmosphere of those times. I trust that they will supplement the knowledge about the history of social welfare of this period.

The article discusses the social situation of people, who are older, in a difficult socio-economic conditions, disability or chronic illness. These people require support in the twenty-four-hour living caring and nursing services forms. The article presents the system of Polish social assistance in the care facilities aspects and recommendations of the European Commission with Expert Group on the Transition from Institutional to Community – based Care, that guarantee for human rights and a better quality of life. The change of the social policy system from institutional to environmental services and implemented among the local community is discussed in this study. The argumentation for the development of these services is undeniable, because human is at the center of all assistance activities.

The article presents research on the family violence prevention system family from the perspective of social assistance. The position of social welfare and the role of social worker in this system are discussed. A specific social position and the key role of social worker in the system of prevention of violence have been confirmed. Study also shows the diversity of the system preventing domestic violence, which differs depending on the size of the municipality. In smaller communities, it is based primarily on the social workers and in the larger communties it is largely supported by other professionals: psychologists and lawyers.

Jednym z najistotniejszych zagadnień w prawie administracyjnym gospodarczym jest kwestia zakresu, w jakim państwo powinno ponosić odpowiedzialność za przebieg procesów gospodarczych. Zagadnienie to jest szczególnie aktualne w warunkach demokratycznego państwa o gospodarce rynkowej, gdyż w państwie takim podstawowym wyznacznikiem wszelkich działań władzy publicznej pozostaje porządek prawny. Odpowiedź na pytanie o rolę państwa w gospodarce jest zatem każdorazowo warunkowana treścią konkretnych norm prawnych, dopuszczających bądź wykluczających określoną aktywność podmiotów reprezentujących państwo. Istnieje wiele sytuacji, w których państwo musi wręcz substytuować mechanizm wolnorynkowy i wpływać na decyzje uczestników obrotu gospodarczego. Uprawnione wydaje się mówienie wówczas o tzw. porządku rynkowym, czyli zespole środków prawnych zwierzchniego nadzoru nad rynkiem ( określanym też niekiedy mianem państwowego kierownictwa gospodarczego ). Nadzór ów wynika z przepisów prawa publicznego i wiąże się z uporządkowaniem konkurencji, co w założeniu ma doprowadzić do osiągnięcia pożądanych celów społeczno- -gospodarczych. Właśnie w takiej optyce należałoby rozpatrywać pomoc publiczną ( pomoc państwa ), ponieważ nie jest ona wynikiem działania naturalnych praw rządzących rynkiem, lecz jawi się jako rezultat stymulujących zachowań państwa, które w interesie publicznym próbuje wpływać na efektywność gospodarowania przedsiębiorców. Pomoc tę, traktowaną właśnie jako określony rodzaj funkcji państwa, należy pojmować niezwykle szeroko, obejmując tym pojęciem wszelkie środki, za pomocą których państwo wspiera działalność prywatnych i publicznych przedsiębiorstw, dążąc w ten sposób do osiągnięcia zamierzonych społeczno-gospodarczych celów. Od pojęcia „pomocy państwa”, używanego na oznaczenie odrębnej funkcji państwa ( pomoc sensu largo ), należałoby bardzo wyraźnie odróżnić pojęcie pomocy państwa traktowane jako pojęcie prawa unijnego występujące w Traktacie o funkcjonowaniu Unii Europejskiej. W tym drugim rozumieniu pomoc państwa jest w sensie zakresowym węższa od pojęcia pomocy państwa sensu largo. Właśnie to drugie rozumienie pojęcia „pomoc państwa” jest przedmiotem rozważań prowadzonych w niniejszym opracowaniu.
The main objective of the EU regulation concerning the state aid is the protection of the unified market competition against distortions caused by the state aid implementation. The analysis of TFEU provisions leads to conclusions that the injuriousness of state aid is not a strict and unfamiliar notion. On the contrary, it is the conventional issue which depends on whether the aid given by each member state to its traders, businesses or regions is harmful for a domestic market or it is propitious for the collective interests of all states that belong to such market. The matters presented in this article are extremely important not only from the theoretical, but also from the practical point of view. The relevant legal qualification of specific intervention measures, which are utilized by the EU law. Any such activity which exceeds the legal frames may cause the disruption within the EU common market and imperil those values which are at the root of European Union functioning.

Flooding is a phenomenon whose can cause high losses of material and immaterial. Negative effects such as harm to life, health and property, both residents, businesses and state governments require organizations such aid, which would reduce the size of the damage. The article presents the forms of state aid to victims of flooding on the example of Flood 2010. The aid was sent to residents, businesses, farms and local governments. It consisted of such assistance as: simplified building procedures, resignation of various charges, protection of employees, financial assistance in the form of grants, loans and credit. Government support in the event of a disaster of national scale is indispensable. Very important now is flood protection, which in Poland is insufficient.

Using comparative analysis, an attempt was made to compare selected elements of the social assistance system from the transformation period of the 1990s with the situation of social assistance in the last decade. Then, there are defined threats to the functioning of social assistance in case of the economic crisis.

The article attempts to present the process of professionalization of social work in Poland after 1989. It was shown in terms of the classical attribution model and in the concept of Abbott, in which the essence of the pro-fessionalization process is primarily the functioning of the profession in a complex system of internal and exter-nal dependencies. Analyses indicate that the process of professionalization of social work in Poland is currently far incomplete, and the ongoing and planned changes in the social welfare system are unlikely to favour its development. We deal with specific monopolistic practices of the state in shaping the institutional foundations of social assistance in accordance with the interests of the central administration, which seeks to shift responsibility for implemented activities to external entities, retaining full and even increased possibilities of exerting influence and control. This is also reflected in the ongoing attempt to standardize social services, which is ultimately an element of deprofessionalisation of social work

The article focuses on the issue of knowledge and skills of students of pre-school and early school pedagogy specializations, which are to enable them to effectively provide psychological and pedagogical assistance. Particular attention was paid to diagnostic competence, understood not only as the ability to recognize the state – how it is, but also as the ability to determine why it is so and to take action to change this state. For the purposes of the research, the method of informal, written tests of school achievements was used, which was conducted among 216 third-year students, first-cycle studies, faculty of pedagogy, specialty: pre-school and early-school pedagogy. The analyzed material confirms the current knowledge in this area and indicates that achieving the desired state of knowledge and skills of students preparing themselves for the profession of early childhood education teacher in the field of psychological and pedagogical assistance at the university is not effective. The conditions of this state of affairs are various, so these issues should be considered in a broader context than before.

The family is considered the closest environment for people, a natural habitat of the proper development and education of the child. The family performs a lot of functions, including: care, education, socialization, fulfilling the economic and emotional needs and many other. The proper education and care functions consist in organisation of the free time, teaching self-care, fulfilling psychical and social needs of the family members. Nowadays, many families are experiencing an emotional crisis, intergenerational relationships are disturbed, which in turn leads to educational difficulties. The family not always can perform its functions. Social assistance under the Act on family support and foster care system to support families experiencing care and education difficulties, offers many forms of help for these families. However, they are not always enough. The aim of the article is to present other family-supporting programs implemented by GOPS in Lubicz.

The purpose of the article is to draw attention to the challenges and threats faced by social assistance institutions in the face of the second month of the COVID-19 pandemic in Poland, with particular emphasis on disturbing phenomena and behaviours involving employees of these institutions. The text, on the one hand, supported by examples derived from personal experiences and reports of the social workers themselves, on the other, by the author's observations and reflections, can serve as a warning against hasty, chaotic actions undermining the morale and reputation of the social assistance system. In the current particularly difficult time for all, it should pass the test in responsible management, coherent cooperation, developing effective solutions and missionary character – serving the ones in need.

In the light of the Constitution of the Republic of Poland the citizen has the right to health care. This also applies to elderly people in a nursing home (DPS). The deepening of indigestion, the coexistence of many diseases, their chronicity and the level of complications trigger the increase in demand for DPS for systematic, 24-hour geriatric medical care (medical care, nursing and rehabilitation services). Realizing the health needs of elderly people in DPS by health care providers is a source of controversy, hence the need for legislative changes to shift the burden of health financing in DPS to the Polish National Health Fund (NFZ).

In this article, the author, who was a member of the Erasmus+ Count Me In Too project, endeavors to demonstrate that the assistive technology developed within the project provides effective context-aware assistance for people with learning difficulties, for whom the project was aimed. She discusses in detail the intuitive app generator created by eLearning Studios (Coventry, Great Britain), 2 (of 11) training apps designed by Teatr Grodzki (Bielsko-Biala, Poland), and the e-learning modules supplementing the apps, with theoretical foundation laid by Eldeberry AB (Hägersten, Sweden). The author shows how personalized IT tools facilitate education and improve job performance of people with disabilities, thus helping them achieve personal and professional success. The partners were, among others, motivated by the fact that European societies and job markets are gradually becoming more inclusive towards people with disabilities. The tools were successfully tested with over 300 learners in Denmark, Hungary, and Poland, and assessed by the project partners and vocational education and training specialists. The research proved that the tools, translated into national languages and forming a bank of educational resources to be followed or adapted by interested users, may inspire teachers, managers, and supervisors, and facilitate vocational training and other types of e-learning.
