In 2013, Ukraine’s geopolitical choice was in the centre of attention of the whole world, began to take a significant part of the information space. For the authorities of the neighbouring states, it is important to know what is happening in Ukraine and, if possible, influence on situation. After the Revolution of Dignity, the annexation of the Crimea by the Russian Federation and the initiation armed conflict in the Donetsk and Luhansk regions, Ukrainian society must understand the political stance of Russia towards Ukraine. Also no less important is the position of the Republic of Poland regarding Ukraine, since it was this state until recently was considered the main advocate of Ukraine in the European Union. Information component of the foreign policy of the states in the XXI century has a decisive influence on the formation of public opinion, the position of international institutions, international relations, the image of society and the state in the world. The purpose of this article is to find out the goals of the information policy of the presidents of Russia and Poland concerning Ukraine in the period 2014–2017. The article shows: the essence of the concept of «information policy»; the existing characteristics of the information policy of Russia and Poland concerning Ukraine; the positions of the presidents of Russia and Poland concerning Ukraine, which were published on their official sites; similarities and differences in the positions of the Russian and Polish presidents toward to Ukraine. Having analyzed the public statements of the presidents of Russia and Poland concerning Ukraine in 2014–2017, the author finds some similarities and differences. For example, the Russian president, as a rule, tell about Ukraine and Russia’s role in issues related to Ukraine, while Polish presidents usually speak about Poland and Ukraine, focusing on Polish-Ukrainian relations. The Russian authorities, in the person of its president, divide Ukraine into power and people (the power is bad, the people need help). For the Polish authorities, at least until recently, in the official speeches of the presidents it was about Ukraine as a single whole (the people and the power that this people elected). In addition to the geopolitical interest of Russia and Poland to Ukraine, Russian authorities often tell about their economic interests in Ukraine; Poland authorities – about security issues (the dependence of the security of Poland and Europe as a whole on the situation in Ukraine). Russian authorities call the Ukrainian nationalists guilty of worsening Russian-Ukrainian relations. The Polish authorities also lately actualized the discussion of the activities of Ukrainian nationalists in the first half of the twentieth century. This issue has recently been the basis of modern PolishUkrainian relations. The comparison of the theoretical definitions of the concept of «information policy», which was presented at the beginning of the report and the practical aspects elucidated in the process of analyzing the public statements of the presidents of the two states in 2014–2017, gives possibility to formulate another conclusion. The information policy of the Polish president is more in line with the definition – the promulgation of the official position of the president of the state, informing the society of the goals and plans of activity, and attempts to obtain public support. Instead, the information policy of the Russian president, or rather the information geopolitics, is more oriented towards the use of technologies of information and psychological influence on the individual and mass consciousness in order to form the necessary public opinion, behaviours that will meet the goals defined by the authorities.

The situation in the east of Ukraine actualized issues of the state security. The attempts to identify subjects of public policy, who influenced on reduce level of national security of Ukraine, are made in this article. The author considered different approaches to the definition of public policy, kinds of its subjects. Scientists understand public policy as a state policy; as society policy, which protects the society interests; associate it with transparent policy; define it as statements and activities of politicians who were promulgated. Different definitions of the public policy research showed that it depends on scientific interests of the researcher. For example, specialists of administrative law usually identify public policy with state policy, and therefore understand it as a program and activities of the state authorities. In the same time political scientists consider public policy widely, as programs, activities, power struggle of different political and social actors, whose ideas are promulgated and it can become part of state policy. Public policy is a very dynamic phenomenon in the modern world and has many features in each country. Transformation processes in different spheres of social life are still occurring in Ukraine. There are still no established mechanisms through which state policy can be formed and realized. Social and political forces use different ways of influence on decision-making by state authorities. Thus public policy in Ukraine do not need to be identified only with the state policy («American tradition»), but it need to be understood as a purposeful activity of active representatives of state authorities, social and political forces that have a clear goal, spread their ideas in society and try to implement it through legislation («European tradition»). The author offers subjects of public policy to divide into external and internal. Representatives of power of another state (states) and international political and social forces are external subjects of public policy. Representatives of state power, political and social forces of the same state (or one political union) are internal subjects of public policy. Expressions, statements, activities of representatives of Russian Federation (external subjects of public policy), which influenced on reducing level of national security of Ukraine, are given in this article. Also there are showed the list of subjects, who according to Ukrainian legislation, should detect and prevent threats to national security. Instead of this internal subjects of public policy made statements and accepted the legal acts that contained threats to the national security of Ukraine. The author noted the problems that became public reasons for conflicts in Ukraine. External and internal subjects of public policy mostly used the ethnic, linguistic and religious contradictions of Ukrainian society to reduce the security of t he state. Influence external and internal subjects of public policy on Ukraine security were powerful. Deliberate and well organized their activity was conducted in several directions and contained different ways: 1) forming of anti-Ukrainian ideology; 2) creating organizational structures which must spread this ideology (political parties, associations, and even religious organizations); 3) searching supporters of this ideology among representatives of state authorities; 4) implementation of main provisions of ideology in state policy; 5) adoption of legislation corresponding to this policy. This practice, according to the author, suggests that public policy is neutral notion. It doesn’t mean that this policy is created and implemented for benefit of society. This qualitative characteristic can be used only for some kinds of public policy, when its aim really is provide interests of society.

The diary of Petro Apostol belongs to great samples of documentary prose of the beginning of the 18th century. Th e document indicates an expressive influence of the European ideological and cultural trend of the Enlightenment, which found its reflection in the language, figurative system and problems. Th e author wrote his diary for more than two years - from May 1725 to August 1727. Th ere are several motifs in the diary, against the background and in the interweaving of which the historical era of Ukraine of that time is visible. First of all, it is told about the family of the Apostols and their life in the Myrgorod regiment. Th e system of images created by the author is interesting - here his parents, peasants, Cossacks, serfs, Cossacks foremen, Russian nobles, merchants, princes, tsars, foreigners, friends of the author. Th e author’s attitude to his heroes is characteristic of enlighteners. It is rationalistic, that is, each mentioned person in society performs his function regardless of which class he belongs to. Particular interest in a wide range of problems that the author writes about in his notes - he is interested in family, agriculture, relations between people, legal issues, the problem of serfdom, poverty, personal relations, he talks about books and newspapers, about friends, about his father, about Prince Menshikov and his service, talks about entertainment and leisure, about dances and receptions, talks about clothes and everyday life, about gift s for the family, about his wife, about baptism and the birth of a child. Th e author does these problems esthetic in his notes, puts them into literary practice.

This article is devoted to the analysis of approaches to understanding the phenomenon of language policy in the Ukrainian sociolinguistic tradition during the twentieth and twenty-first centuries. The study points out the versatility and ambiguity of the term “language policy”, taking into consideration its interdisciplinary nature, multifaceted functioning in the language, and its usage along with the terms “language planning”, “language construction”, “language management” and so on. The author proposes using the term “language policy situation” along with the concept of “language situation”, which is already established in the Ukrainian sociolinguistic tradition, and by which we mean the regional dimension of national language policy. Attention has been drawn to the importance of constant attention of politicians to the issues of language life of the state and its individual regions, especially border ones. What is significant is an objective assessment of the state of language usage, and efforts aimed at ensuring the harmonisation of relations in society in the language sphere or significantly contributing to its achievement. The author also draws attention to the importance of rethinking traditional research methods, in particular the feasibility of using discursive approaches (especially critical discursive analysis). She observes that their elaboration in the context of language policy is a topical issue in sociolinguistics.    
Artykuł poświęcony jest analizie rozumienia polityki językowej w ukraińskiej tradycji socjolingwistycznej w XX i XXI wieku. W opracowaniu zwrócono uwagę na wszechstronność i niejednoznaczność terminu „polityka językowa”, biorąc pod uwagę jego interdyscyplinarny charakter, wieloaspektowe funkcjonowanie w języku oraz używanie obok terminów „planowanie językowe”, „budowanie języka”, „zarządzanie językiem” itd. Autorka proponuje stosowanie terminu „sytuacja pod względem polityki językowej” wraz z pojęciem „sytuacja językowa”, które jest już ugruntowane w ukraińskiej tradycji socjolingwistycznej i przez które rozumiemy regionalny wymiar ogólnokrajowej polityki językowej. W opracowaniu podkreślono znaczenie stałej uwagi polityków, kierowanej na problematykę językową państwa i jego poszczególnych regionów, zwłaszcza przygranicznych, obiektywnej oceny stanu używania języka, zapewnienia harmonizacji stosunków społecznych w sferze językowej lub znaczących działаłań w kierunku jej osiągnięcia. Autorka zwraca również uwagę na znaczenie ponownego przemyślenia tradycyjnych metod badawczych, a szczególnie na możliwość zastosowania podejść dyskursywnych (zwłaszcza krytycznej analizy dyskursu). Zauważa, że ich opracowanie w kontekście polityki językowej jest aktualnym zagadnieniem w socjolingwistyce.

In 1920 and 1925 in Poland, two laws were passed to solve the agrarian problem. The founder of the scientific school for the study of economic history, F. Bujak, outlined his vision of the problem, which was closely linked to the economic development of the country and the raising of the educational, cultural and political level of the peasantry. The adherent of the concept of agrarianism, the ideology of solidarity, the scientist opposed the revolutionary solution of the land issue, insisting on the legal basis for reform in the interests of the people and the state, and not individual political forces. He opposed the free requisitions of land (criticized the government scheme for payment for parceled land in the law of 1920), as well as its free transfer to the peasants. F. Bujak did not see an opportunity to grant the land to all those who wished and expressed his opposition to the excessive fragmentation of land. F. Bujak considered peasant farms in the size of 10-20 ha as the basis of agriculture in Poland, which is more profitable from an economic point of view. Warning that the settlement policy in the eastern territories could cause confrontation and, in general, contradict international regulations. Positively evaluating the new law of 1925 in the direction of eliminating the defects of the previous one (reimbursements were to be made at market prices, clearly defined categories of individuals who were eligible for land, the upper limit for newly-created farms, etc.), the scientist saw another inaccuracies and suggested ways to eliminate them. In general, the reform did not solve the land problem, and the settlement policy, which was the basis of the agrarian reform, only caused an aggravation of interethnic relations on the eastern territories.

The article provides an overview of the recent book written by the German historian Sven Jaros which examines the history of the political process, local elites, and the documentary culture in Halych Rus’ (Red Ruthenia) during the period of the 1340s – 1430s. The book offers a new interpretation of the power relations and the formation of the local elites in the region with a focus on the detailed analysis of the charters issued by the rulers from the Piast, Anjou, and Jagiellon dynasties, as well as by their governors for the local noblemen, townsmen, and commoners. In his analysis Jaros discusses the composition of the groups of the recipients of charters according to their ethnic, social, and geographic origin. The analysis continues with an examination of the mobility of the rulers, governors, and recipients. It seeks to trace the connections between the geographies of the issue of a charter, the property granted, and the residence of the recipients. The book contains short excursions on the beginnings of the Latin Church and the state of the Orthodox Churches in Crown Rus’ under the rule of Casimir III, the Great, as well as on the practices of cura animarum in the region. Jaros concludes that the continuity and changes in the forms of local political communication and the political order, as reflected in the rulers’ charters for Crown Rus’, determined the political and institutional space for the formation of the local nobility as a supra-ethnic and supra-confessional community. The second part of the book consists of a register (repertorium) of all known charters and their deperdita issued for the region’s recipients by the rulers and their governors during the given period. The register is accompanied by observations on the main characteristics of the available corpus of diplomas and charters for the history of Galicia, which highlights the institutional means of their preservation, the correlation between the surviving originals and copies, the mentions of lost documents, etc. The review also offers alternative explanations of some problems raised in the book, such as how some local knightly clans were formed, or the nature of military service and property rights in the lands of Halych Rus’ and its relations to the written documents issued to confirm such rights.

The article deals with theoretical views and practical steps of the prominent Polish politician Adam Czartoryski on Polish question and problem of the Slavic peoples during his service in the diplomatic office of the Russian Empire. It is proved that Adam Czartoryski made comprehensive drafts of changes in international relations as opposed to the policy of Napoleon Bonaparte. The Prince was an adversary of the Napoleon’s political system and political structure which had been imposed to Europe by the French Emperor. The projects of A. Czartoryski raised many questions and looked forward; they were directed at limiting and reducing the influence of France and created conditions that prevented from reorganising the Europe’s political structure for the convenience of the one state. A. Czartoryski developed comprehensive plans for a Federal Europe in 1802-1805. In contrast to the Napoleonic politics, he sought to build an international policy based upon international law, rational and moral principles which would have guaranteed a lasting peace, security and justice to all the nations and peoples. Prince wanted freedom and independence for his people. Nonetheless, as the representative of the Foreign Ministry of the Russian Empire, he failed to embody the plan either in practical action, or clearly explicit in his political projects. The famous «Puławy Plan» provided for annexation of Polish lands from Prussia to Russia as part of the Empire without any possibilities of establishing an independent state.

The article is focused on the scientific and practical research of the problem of distinction of administrative and other legal relations arising during the implementation of anticorruption policy of the modern legal state. Purpose. The objective of the article is to determine theoretical and practical principles of delimitation between administrative and other legal relations that arise during the implementation of anti-corruption policy in Ukraine. Methods. The author of the research has applied formal and legal, historical and legal, logical and method of system and structural analysis. Results. The author has considered the most important features of administrative and legal relations as the main form of the implementation of anticorruption measures. The author has analyzed the major doctrinal approaches to determining legal content and value of the distinction of different types of legal relations in the anticorruption field to find the best practical ways of counteracting corruption as a negative social phenomena and overcoming corruption in society. It has been noted that the basic form of the practical implementation of anticorruption regulations is administrative and legal relations, as they occur in the sphere of public administration, cover all major types of anticorruption measures, are spread to the actions of state officials and are implemented, especially by the executive state authorities through regulative, prescribing, everyday actions and decisions on combating corruption as an extremely dangerous negative social phenomena for normal functioning of the society.

Opis:
The key aspects of the state policy of Ukraine are considered in the context of the development of the civilizational challenges of the present day and the requirements of ensuring national safety. Separate attention applies on determination of role of national political class in realization of public policy in area of modernisation transformations. After all, the readiness of the national political class to implement the reform program of the systemic transformation of the state and society is one of the determining factors of the success of the state policy. The author argues that the emergence of a consolidated political class, which clearly recognizes national priorities and is able to defend and defend national interests, is an urgent need for the present and future for Ukraine. In the context of the coverage of the studied issues, the peculiarities of the institutional design of the Ukrainian state and its influence on state policy were determined. It is stressed that despite the tangible democratic progress of recent decades, the threat of an increase in autocratic and authoritarian tendencies in state policy, on the one hand, and the weakening of those already shaky germs of forms of direct democracy (for example, participation democracy, self-governing forms of organization citizens), without the development of which it makes no sense to speak about the modernization potential of the state policy of modern Ukraine. For example, the real political state of the basic state and social institutions, the domination of informal rules of the game on the political field, allows us to characterize the state of the political system of Ukraine today and its separate political institutions as hybrid. One of the examples of successful implementation of the state policy of modernization of the Ukrainian state can be considered a gradual transition to the e-governance system. E-Governance refers to innovative state policy and government technologies that are designed to ensure the effective implementation of the three functions of public policy - information, communication and participation. Therefore, the active introduction of e-governance is not just time requirements; it is the approximation of state policy to modern standards of democratic, modernized state-political control. However, it should be noted that the proliferation of e-governance entails tangible threats to the national state and national security. Let’s say the threat of violation of sovereignty. In a geopolitical situation in which Ukraine emerged after 2014, such a threat is not only virtual, but quite tangible, which puts forward special requirements to the system of state policy both at the personalized and institutionalized levels of functioning. Under such conditions, one of the main tasks of state policy is to create a reliable system of cybernetic protection of state sovereignty and national security of the country, which would maximally protect the Ukrainian state and Ukrainian citizens on the institutional and personal levels, respectively. On the other hand, an e-governance system that would be able to organically integrate into the system of global e-communication should be developed, pushing the Ukrainian state into a group of countries - pioneers of the total internetisation of the state and society. Further research on this issue should be concentrated, among other things, as the author believes, in the development of models for reviewing the principles of state policy in Ukraine in the context of the deployment of the integration of the national state into a globalized world political process.

Polityka komunikacyjna obejmuje zestaw zasad i środków ukierunkowanych na obiektywne i bezstronne upowszechnienie informacji, ustanowienie przejrzystych stosunków między władzą a społeczeństwem obywatelskim i biznesem, przysłuchiwanie się potrzebom i wymaganiom obywateli, udział obywateli w procesie podejmowania ważnych decyzji. Unia Europejska opracowuje zasady i sposoby realizacji polityki komunikacyjnej poprzez szereg regulaminów. Państwa członkowskie na podstawie ustalonych zasad rozwijają przejrzyste stosunki między rządem i społecznością, licząc się z potrzebami i interesami swoich obywateli. Celem przeprowadzonego badania jest analiza konkretnych działań polityki komunikacyjnej Danii jako kraju, który zajmuje pierwsze miejsce wśród krajów członkowskich UE w zakresie poziomu umiejętności elektronicznych ludności. Badanie przeprowadzono na podstawie analizy aktów prawnych i stron internetowych.
Communication policy covers the set of principles and measures directed at objective and unprejudiced dissemination of information, establishment of transparent relations between the authority and civil society and business, listening to citizens’ needs and requirements, involving citizens in the decision-making process. The European Union elaborates the principles and directions of the communication policy implementation in a number of normative documents. The EU member-states take the defined principles as the basis and develop transparent relations between the authority bodies and society, paying great attention to the needs and interests of their citizens. The aim of the article is to analyze the specific measures of Denmark’s communication policy as the state that occupies the top ranking position according to the citizens’ e-skills level. The research is grounded on the analyses of normative documents and sites.

Key theoretical and methodological approaches of foreign and national scholars towards the understanding of the essence of «political person» in the ancient discourse are investigated in this article. The role of the politics in the process of the ancient state building and its influence on the formation of the notion of «political person» is analyzed. It is defined that the development of the political organization of the society, human pursuit of collectivity and sociality contributed to the participation of people in the politics. The definition context of the human problem in the age of antiquity outlines the importance of such categories as «spirituality» and «morality» as the key principles of social life conceptualization and the regulators of human behavior, which is governed by rational and irrational norms. The notion essence of «political person» and characteristic aspects of the meaning formation are studied. Human participation in political affairs of the ancient Greece and ancient Rome states is described separately. Various interpretations of the concept of political person are presented. Much attention is paid to the anthropocentric world view of Aristotle, especially his concept of man as a «political animal». The key role of the state in the process of the formation of a political person that became the main actor of the political arena of the polis life is emphasized. It is shown that outside of the family unit there is political space, which is formed with the «spirit» of liberty and publicity. The article researches in details the peculiarities of democratic form of government of the ancient Greece as well as reveals the advantages and disadvantages of the purposive involvement of the citizens into political life. It is stated that such political process on one side formed an active political actor and on the other – political career of the Athenian citizen took all of his life space. The reasons and process of the state building concentrating on the social part of human nature are studied and analyzed. The main features of anthropocentric conception of the ancient thinkers are studied; the key criteria for distinction of an animal and a human being are highlighted. The article defines and analyzes three main characteristic features that distinguish a human being from living creatures: sociality, intellect and language. The influence of the latter on the development of the state as an «institutional reality» built with words and symbols is proved. The article emphasizes the considerable significance of the communication and political discourse as crucial characteristics of a citizen that determine his political activity. The language is viewed as an art of relations and inseparable method of nonviolent political actions. In modern politological discourse there formed a tendency to define Athenian democracy as «the most conversable» state form. «Language» and «action» as two forms with political status are described separately. The article formulates synthetic definition of the concept of political person, considering the peculiarities of human essence interpretation in ancient discourse. The factors directly or indirectly influencing the definition of the notion «political person» has been described. It is emphasized that the interpretation of the essence of the human of the ancient times is based upon the definition of a person as a social, governmental and political being. In the process of the research it is defined that the notion of «political person» is a complex conceptual model that is formed with such essential features as «socializing person», «ideal citizen», «personality of law», «friendly being».

Opis:
“Weimar triangle” has appeared as a political and diplomatic configuration in 1991, reflecting the new geopolitical situation in the region of Central and Eastern Europe after the ending of so-called “velvet revolutions”. After the collapse of the Soviet camp and the USSR, all these countries had to seek the new partners and alternative forms of interaction. The main foreign reference-point was the political integration with EU states. The active engagement of Poland into these processes, as one of the biggest countries of “new Europe” according to a number of population and a scale of territory, became the main task of Europe. The appearance of the new geopolitical formation, gave the opportunity to the Germans and French to keep the Poles within the bounds of the negotiation process and constant dialogue, exercising control of the reforms in the fields of Warsaw foreign and international policy in the 90s. The main goal was reached and Poland became a full-right member of the EU in May 2004. Due to the strengthening of french-german-polish ties, the project “Weimar triangle” gradually is asserting itself as the subregional actor, which can exert the influence on the politics of the EU. This is proved by the enlargement of form of the triangle interaction, and its transformation into “Weimar triangle+” with the participation of Spain and Italy. Taking into account the political heft of “Weimar triangle”, the cooperation of these three states in the defence area raised in importance. During last ten years Poland, France and Germany initiated a great number of the different project in this direction: “Weimar brigade” – organized with the aim to carry out the joint EU operations and the coordination of the civil and military components; the constant negotiations with Russia, discussing its role in the system of the European security and other European integration processes; the collaboration with Northern European states (Ghent initiative) and the setting up of the project “Polling and Sharing” in order to use the finances for the military needs. But one of the main obstacles on the way of realization of all its projects is that all EU member-states now came very close to the creation of the collective military potential and have to delegate some of their sovereign rights to the competence of the specialized EU institutions. As a consequence, it can lead to the split between the opponents and supporters of the Common Foreign and Security Police and could temporary suspend the integration processes in this sphere.

Opis:
The article examines the Australia’s migration policy, the stages of its formation and development, the current situation. There are three stages of Australia’s post-World War II migration strategy: assimilation policy, integration policy, and a policy of cultural diversity and multiculturalism. This policy is regulated by the Australian Department of Immigration. Since its inception, the name of the Department has been changed more than ten times, reflecting the main directions of its activities and functions during these periods. Summing up the results of the article, it can be said that the first head of the Department of Immigration in 1945 had promoted mass British immigration, proclaiming the slogan “Populate or Perish”, however the policy on immigrants and the name of the Department changed over time. In March 1996, the name of the institution had changed to the Department of Immigration and Multicultural Affairs, whose slogan was “Enriching Australia through migration”. The main idea of immigration strategy was to create a multicultural country with strong potential due to its diversity. In 2007, the concept of multiculturalism was excluded from the name of the structure; more emphasis in the work of the Department was placed on the recognition of national identity, based on a number of core values, which still contribute to the development of a multicultural society. And in 2017 Department of Home Affairs was officially established, which today deals with all migration issues. The country has an Australian migration program at the beginning of the XXI century, which provides several main reasons why citizens of another country can enter the continent for long-term residence: student’s, qualified immigration (taking into account the professional experience, skills or qualifications required by Australian economy at the time), family reunification (family members living in Australia), special circumstances (return of Australian citizens who have previously left the country). There is also a humanitarian program for refugee’s migration and adaptation to Australian life.
У статті розглядається Австралійська міграційна політика, етапи її становлення та розвитку, сучасний стан справ. Можна виділити три етапи міграційної політики Австралії в період після Другої світової війни: політика асиміляції, політика інтеграції та політика культурного різноманіття і мультикультуралізму. Дана політика регулюється Міністерством імміграції Австралії. З моменту створення назва Міністерства була змінена більше десяти разів, що відображало основні напрями діяльності установи та функції за ці періоди. Підсумовуючи результати, отримані внаслідок роботи над статтею, можна сказати, що, якщо перший очільник Міністерства імміграції у 1945 р. пропагував масову британську імміграцію, проголошуючи гасло «Заселити або загинути», то з плином часу назва Міністерства та політика щодо іммігрантів змінювалася. У березні 1996 р. назва установи змінилася на Міністерство імміграції та мультикультурних питань, чиїм гаслом було «Збагачення Австралії шляхом міграції». Головною ідеєю міграційної стратегії стало створення мультикультурної країни з сильним потенціалом завдяки її різноманітності. У 2007 р. поняття «мультикультуралізм» виключено з назви структури; більший акцент у роботі Міністерства було зроблено на визнанні національної ідентичності, заснованої на низці основних цінностей, які все ще сприяють розвитку мультикультурного суспільства. 2017 р. було офіційно створено Міністерство внутрішніх справ, що сьогодні займається імміграцією. На початку ХХІ ст. в країні діє Австралійська міграційна програма, що передбачає декілька основних причин, за якими громадяни іншої держави можуть здійснювати в’їзд на довготривале проживання в країну: студентська, кваліфікована імміграція (враховується професійний досвід, навички або кваліфікація, які потребує на момент дії програми економіка Австралії), возз’єднання сім’ї (члени сім’ї, які проживають в Австралії), особливі обставини (повернення громадян Австралії, які раніше покинули країну). Також є гуманітарна програма по міграції та адаптації у австралійське життя біженців.

The article deals with the problems of prevention in the preservation and development of idioms in the multilingual territory between the Dniester and the Danube rivers, based on the sociolinguistic situation of the region, the language and educational policy in the area and their dynamics, and a search for a solution. The goal involves modeling forecasts (possible development vectors) of the ethnolinguistic situation within the investigated area, in order to be able to avoid negative scenarios, but to move along the path of its harmonious development, to find tools and measures for its constructive management. It is considered that the problems preventing the preservation of this continuum’s linguistic diversity, as well as the development of idioms in a multilingual environment, are caused by both internal (problems of effective implementation of the language and educational policy of Ukraine) and external factors. In order to ensure the preservation and development of the area’s idioms, some negative, unfavorable scenarios in the development of the ethnolinguistic and political situation were modeled. In our opinion, a number of measures should be taken to prevent the ethno‑linguistic situation from developing along such destructive vectors. First of all, it is necessary to form, in some ways reanimate, a positive image of the Ukrainian Language, at least – it should not be perceived by minorities as an imposed language. If the Ukrainian authorities do not have an understanding of this necessity, the European Union could influence the resolution of many partial issues with the linguistic life of the region.
