Opis:
“Weimar triangle” has appeared as a political and diplomatic configuration in 1991, reflecting the new geopolitical situation in the region of Central and Eastern Europe after the ending of so-called “velvet revolutions”. After the collapse of the Soviet camp and the USSR, all these countries had to seek the new partners and alternative forms of interaction. The main foreign reference-point was the political integration with EU states. The active engagement of Poland into these processes, as one of the biggest countries of “new Europe” according to a number of population and a scale of territory, became the main task of Europe. The appearance of the new geopolitical formation, gave the opportunity to the Germans and French to keep the Poles within the bounds of the negotiation process and constant dialogue, exercising control of the reforms in the fields of Warsaw foreign and international policy in the 90s. The main goal was reached and Poland became a full-right member of the EU in May 2004. Due to the strengthening of french-german-polish ties, the project “Weimar triangle” gradually is asserting itself as the subregional actor, which can exert the influence on the politics of the EU. This is proved by the enlargement of form of the triangle interaction, and its transformation into “Weimar triangle+” with the participation of Spain and Italy. Taking into account the political heft of “Weimar triangle”, the cooperation of these three states in the defence area raised in importance. During last ten years Poland, France and Germany initiated a great number of the different project in this direction: “Weimar brigade” – organized with the aim to carry out the joint EU operations and the coordination of the civil and military components; the constant negotiations with Russia, discussing its role in the system of the European security and other European integration processes; the collaboration with Northern European states (Ghent initiative) and the setting up of the project “Polling and Sharing” in order to use the finances for the military needs. But one of the main obstacles on the way of realization of all its projects is that all EU member-states now came very close to the creation of the collective military potential and have to delegate some of their sovereign rights to the competence of the specialized EU institutions. As a consequence, it can lead to the split between the opponents and supporters of the Common Foreign and Security Police and could temporary suspend the integration processes in this sphere.

W artykule przeanalizowano studia nad życiem i twórczością kronikarza Aleksandra Gwagnina podejmowane przez polskich, ukraińskich i rosyjskich historyków i filologów ostatnich sześciu dekad. Autor wyróżnia dwa okresy. W pierwszym okresie (1960–1971) opublikowano prace о biografii Gwagnina, w których do obiegu naukowego wprowadzono nowe źródła, dokonały się pozytywne zmiany w ocenie wkładu kronikarza naukowców rosyjskich, pojawiły się publikacje o korzystaniu z jego Kroniki Sarmacji europejskiej przez autorów krajów Europy zarówno zachodniej, jak i wschodniej. W drugim okresie (od początku lat 70. XX wieku) Kronika Gwagnina stała się obiektem wszechstronnej analizy: badano jej źródła, ją samą jako źródło historyczne i historiograficzne, rękopiśmienne tłumaczenia Kroniki i odrębnych fragmentów, problem autorstwa samego dzieła. Ukazały się jej nowoczesne tłumaczenia, częściowo po rosyjsku i w całości po ukraińsku z komentarzami.
The paper is dedicated to the analysis of life and work of Aleksander Gwagnin, a Polish chronicler from the 16th century, on the basis of Slavic historical‑philological studies. The author distinguishes two periods of interest in Gwagnin: in the first one (1960–1971) mainly works on his biography were written, Russian researchers made a positive verification of the authenticity of Chronicle of European Sarmatia – Gwagnin’s major work, which was also appreciated as a valuable source of knowledge by historians from Western Europe. In the second period of research (from the 1970s), Chronicle… became an object of a comprehensive historical and historiographical analysis, for example the question of Gwagnin’s authorship was considered. On the basis of new, critical translations (partly in Russian and entirely in Ukrainian with comments), thorough textological studies of the work were conducted.

The foreign policy concepts of neoconservative groups of the Party of Regions and its leaders іn the context of European integration are researched in the article. The ideological basis of the Ukrainian foreign policy are reflecting the domestic political realities. The foreign policy concepts of the Party of Regions are contradictory, as its program declares a course on the EU membership. Party leaders emphasise that European integration is the civilizational choice of Ukraine.Its institutional dimension is aimed at the implementation of the reforms of the European standards. On other hand party is proclaiming limitations of the European integration. Their nomination is due to the traditional conservative values, that proclaim that integration should take place simultaneously with the «preserving of the historical, national and cultural uniqueness», and to the social basis of the party, which is grounded on the idea that European integration should not be harmful for the cooperation with Russia, and to the interests of companies for whom FTA with the EU is dangerous. The tendency to protectionism indicates the great weight of the traditional conservatism’s component. It is also due to the economic situation, particularly to the crisis in the EU. Some ideologues are considering that this crisis is not limited to economy and that future development will lead to the collapse of political institutions and values of the EU. It can be concluded that the party ideologues often emphasize that the national pragmatism is more suitable for Ukraine. The European integration should take place not by joining the European institutions.

Against the backdrop of Russian aggression against Ukraine and its global consequences, the paper analyses the evolution of relations between Ukraine and the European Union throughout 2014-2022 and the prospects for Ukraine's European integration. It highlights the peculiarities of the formation of Ukraine's European policy as a strategic direction of foreign policy and a factor of its decisive civilizational choice. The main stages and problems in the implementation of Ukraine's European choice are analysed. The focus is on investigating key events and phenomena in the relationship between Ukraine and the European Union at a fundamentally new stage, from the signing of the Association Agreement in 2014 to granting Ukraine the status of a candidate for EU membership in 2022. It analyses the attitudes of individual European Union member states towards Ukraine's European integration prospects, the impact of the Russian-Ukrainian war on the positive change in the EU and its member states' attitude towards Ukraine and its European aspirations, and concrete measures and actions by the European Union aimed at providing moral and political support as well as economic, financial, humanitarian and military assistance to Ukraine in its heroic resistance to Russian aggression. It is emphasised that Russia's full-scale invasion of Ukraine on 24 February 2022 not only united Europe and improved the perception of the EU in member states' societies, where the positive image of the European Union reached its highest level in decades, but also maximised Ukrainian support for European integration, which has become the key to Ukraine's resilience in the fight against Russian occupiers

The article examines the main reasons for the signing of the Helsinki Final Act by actors of the global and European international system. The description of individual provisions of the document itself is provided. As a result of the study, it was proved that the Helsinki Agreement became a compromise that consolidated the existing status quo in Europe and defined the framework for the peaceful regulation of relations between the West and the East. The key principles of European peace and security were fixed by the document for many years. The agreement significantly eased the inter-bloc tension without dividing the sides of the process into "losers" and "winners". Individual ideas of Helsinki have not lost their relevance and still contain the potential to support the European security system. The main thing is non-interference in internal affairs and a balance of interests. The formation of the international organization – CSCE/OSCE - was a significant legacy of Helsinki. It opened up the opportunity for Europeans to pursue policies for the creation of a united, peaceful, democratic and prosperous Europe. At the same time, it is difficult to ignore the fact that the modern OSCE in many parameters of its activity is fundamentally different from the initial, conceived option. Today's polemics within the organization are increasingly reminiscent of the inefficient discussions of the former League of Nations. In general, little has been accomplished from the large-scale plans, for which everything started back in the 60s and 70s of the last century. However, a topic that initially seemed secondary to many came to the fore, the issue of observing human rights ("the third basket"). The European practice of interstate relations has demonstrated that the humanitarian part of the Helsinki Agreements remains relevant even today, especially in post-Soviet countries, where, by and large, little has changed since the time of the USSR in terms of the protection of human rights. The OSCE has not become and is unlikely to become the main factor in the formation of a comprehensive system of European security, covering all aspects - from military to humanitarian. Today, pettiness prevails in the organization, which does not correspond to the original intentions of its founders. In addition, the lack of a mechanism to guarantee compliance with the principles of the OSCE can finally "bury" the organization

The economic and political priorities of the CEE countries were clearly associated with the goal of joining the EU, whereas the problem of national security has been the subject of in-depth discussions. A strict „no” to NATO expansion to the East by the USSR angered even moderate elements in Eastern European countries. Abandon the idea of joining NATO would recognize Russia’s right to veto their decisions. In 1995 the USA used formula of „intensive dialogue” with the countries-candidates. The reason was the concerns of the US that the weakening of NATO could lead to a weakening of American leadership. The new members of NATO are becoming an outpost in the struggle with international terrorism. The problems of refugees, military spending, and military expenses on carrying out missions in areas previously not included in the sphere of responsibility of NATO also aggravated. On the other hand, the initiative inside NATO nicely encouraged. For ex., Poland has reached a beneficial role of integrator in NATO. During the whole period Poland was the most active country among the EU newcomers. Its foreign policy has experienced a significant evolution. Poland started as most active of US allies in the EU, but now Poland is more interesting in ideas from Brussels. Membership in the EU guarantees the increasing of energy security; project of construction of nuclear power plants is the most important in a political context: in the future it could prevent the increase of energy dependence on Russian gas monopoly. Access to EU funds contributed to the rapid correction of the economic situation in CEE after 2008; Poland and Slovakia preserve the positive indicators of economic growth. The image of the CEE significantly improved; their foreign policy agendas are becoming more ambitious. Thus, Poland sees itself as a regional leader and even tries to get right into the Big Twenty

The article analyses the conceptual apparatus of semiotics of modern European history. The social sciences, unlike the natural sciences, which deal with realities that do not call themselves, deal with the phenomena of human life. Names change in time and space without any connection to the immanent changes of things themselves, which indicates a persistent search for an adequate name for many things and signs. Historical meanings become the main subject of semiotic analysis. History becomes a way of scientific reconstruction of the past. In historical science, facts, signs and symbols come through individual and collective memory. Various narratives are a treasure trove of semiotic meanings. Texts in different contexts give different semantics. Everyone is a participant in this exciting process, the end result of which, in principle, is not. Under these circumstances, the analysis of instability becomes more important than finding a "fulcrum". This thesis is especially important for the mosaic history of the peoples of Europe. Communism and fascism are united not only by totalitarian practices but also by political "syntax", while liberalism in general is a different political language. Every event starts at the information level. Postmodernism leads to anti-intellectual pre-modern thinking. Semantic boundaries between categories are blurred; they are flexible, open to change and constant socio-economic transformation. The self-consciousness of the modern era was based on the achievements of economics and classical sociology, which promoted the values of a single universal progress for all mankind. Postmodern self-consciousness is based on the principles of cultural anthropology and ethnology, of sciences that emphasize the heterogeneity of the socio-cultural field of mankind. Historical semiotics works with stereotypes of perception of signs and symbols, decodes them and adapts them for scientific use

The features of European geo-strategy of Ukraine as they were interpreted in the papers of representatives of national conservatism – Vyacheslav Lypynskiy and Stepan Tomashivkiyare thoroughly analysed in the article. The conclusion is drawn about that both scientists connected the joining of Ukraine to the European community of the peoples with the projects of international cooperation initiated by Ukraine, which would provide political and economic converting of the eastern part of the European space and would be interesting for European countries and motivate Russia to balance foreign policy concerning Ukraine and internal democratic reforms. V. Lypynskiy says that such a reformatting involves the implementation of Ukraine “active policy in the “Rus’ East”, which aims to create “a new configuration of the European East”. This configuration was created to exist as a “union of three Rus’ lands” (Ukraine, Russia and Belarus), in which Ukraine wasn’t a factor of “weakening of Rus”, but was a model of “classocratic” (to paraphrase in a modern manner – those that meet challenges of time) internal transformations. S. Tomashivkiy analyses that reformatting of East-European space is impossible without warning “long- term immobility of the Black Sea”, which is not only a crucial determinant of geographic Ukrainian history, but also is the basis for the political development of the European East. This requires the revival of mediated role of Ukraine in dialogue between civilizations in general and in the international transport communications in particular. Both scientists say that European direction of geostrategy of the Ukrainian state does not deny the appropriateness of the remaining vectors, but defines and specifies the tasks that must be addressed within them.

Zbadano szczegóły polityki socjalnej UE. Udowodniono, iż Unia rozwiązuje tradycyjne problemy poszerzenia kompetencji swoich struktur oraz zwiększenia liczby instytucji socjalnych poziomu komunitarnego, wyrównywania socjalno-gospodarczego krajów – członków UE oraz zbliżenia się narodowych systemów gwarancji socjalnych. Jednak w realizacji idei harmonizacji zasad życiowych oraz pracy przeszkadzają odmienności w zakresie standardów socjalnych krajów bogatych i biednych, niedostateczne poziomy kwalifikacji pracowników odnośnie zajmowanych stanowisk, wywołane bezrobociem, jak również odmienności w realizacji polityki socjalnej.
The peculiarities of the EU social policy are considered. It is proved that it solves the traditional issues of the expansion of its competence and increasing the number of social institutions at the community level, socio-economic alignment of the EU member states and the convergence of national social security systems. But the implementation of the idea of harmonization of living and working standards is prevented by a large gap between social standards between rich and poor member states, the discrepancy between job qualifications and skills, problems caused by the longstanding and youth unemployment and the difference in the social policy methods and the reluctance of some countries to delegate powers of the mentioned field to the EU.

The relationship between political strategy of the state (first of all on the basis of studying the experience of democratic transformations) and the foreign policy vector of national development on the example of Ukraine and countries of Central and Eastern Europe is examined. The author seeks to find answers to the question: «What is the ideological guidance for national development of modern Ukraine?»; «Experience of our closest neighbors - Central and Eastern Europe - may be useful in identifying these ideological landmarks for Ukraine?»; «Should such ideological orientations be based on clearly defined ideological and political (doctrinal) bases or be as politically neutral?». The proposed research of the structure of European integration strategy because of the burning social and political realities of Ukraine distinguish the most problematic areas of political, social, economic and cultural space of national society. Based on the experience of the process of democratic transformation and holding of European integration in Poland, Hungary, Romania and other CEE countries are attempting to define «strong» and «weak» sides of these processes for the further consideration of their formulation of national politics and the foreign policy strategy of systemic transformation. The author’s view on the problems and prospects of development of civil society in Ukraine in view of events ( in fact - for the most significant recent history of national tests) is presented by late 2013 - early 2014.

Opis:
The purpose of the research is to analyze the ways how values in the contemporary Ukrainian society are constructed under the external influence as well as the informational and conceptual aggression. Methods: formalization, generalization, classification, systematization extrapolation. Results. The axiological aspects of the information component of the "hybrid" war in Eastern Ukraine have been analysed in the terms the scientific paradigm of social philosophy. The construction of the value orientations in Ukrainian society during its lifetime as well as the factors of external informational influence during last decades were presented in the paper. The concept of the "European values" was explored, served along with thea historical comparative analysis of the statutory documents that the values were specified. The main components of the European civilizational model were defined along with the problems of its academic and practical enactment in the context of the “hybrid” war in Eastern Ukraine. The need of the Eastern value factors to be considered as an element of the conceptual aggression against Ukraine is emphasized as a prerequisite of the effective information defence strategy.

Autorka analizuje działania krajów-partnerów Partnerstwa Wschodniego na rzecz demokracji. Bada mechanizmy wdrażania oferowanych przez Partnerstwo Wschodnie do zasad demokracji i wyniki 2009 i 2012 roku w światowym rankingu - Freedom House i Іndeks demokracji. Autorka omawia możliwe przyczyny wyników - wpływ czynników wewnętrznych i zewnętrznych na osiągnięcia każdego z państw uczestniczących w tej inicjatywie.
The results of the Eastern Partnership’s actions at member-countries in the sphere of democracy are analyzed. The authoress researches the interconnection of mechanisms offered by the Eastern Partnership for spreading democratic principles and results at 2009 and 2012 in the world rankings such as Freedom House and Index of democracy. The authoress discusses the possible reasons for such results – the impact of internal and external factors on the results of each country participating in the initiative.

Opis:
European culture of the modern and contemporary periods is often associated with socalled social mythology, which arose in the 19 century as a specific type of spiritual activity aimed at creation and dissemination of political myths. Social mythology studies mythical consciousness as a form of public consciousness regarding new phenomena of the reality, a reason for change in historical processes and development of national communities. All national histories include descriptions of feats of ancient heroes and kings, who promoted nation's exaltation, strengthening of the national spirit, establishment of national states, etc. Wide propagation of mythology marks the evolution of nationalism and dissemination of socialist trends in the 19-20 centuries. Contemporary ideology tries to use myths, since it understands their specific effect on people. Besides, it is implementation of social myths that makes manipulation of the populace possible. Most frequently employed in contemporary mythology and ideological systems are the Myth of the Hero, Myth of Return to the Origins and Myth of Noble Origins. The 20 century saw these myths to be implemented in Nazism (Hitler's Germany), SocialCommunism (Soviet Union), as well as in democratic ideology. Social myth propagation media are in line with the development level of society and its scientific and technical potential. Society is most influenced by mass media – press, radio, television, web, etc. Mass media also play a part in mythologization of personalities, their transformation into images which later on, if in agreement with the public demand, serves as a model. Mythologization is widely applied in advertising. In the contemporary world, ads are inherent in human life. Advertising has crossed the boundaries of commercial communication and generally market business to embrace all human spheres: everyday life, politics, social, intellectual and cultural activities. Dissemination of information shaped as social myths through the intricate network of mass media is a means of ideological, political, economic and cultural influence on the human mind and behavior. Messages sent embrace the whole gamut of psychological impact ranging from informing and instructing to persuading and suggesting, which facilitates mass manipulation and determines specificity of cultural evolution.
