Artykuł stanowi uzupełnienie części pierwszej przeglądu zasad PR instytucji publicznych . Szczególną uwagę zwrócono tu na następujące sfery PR: relacje z obywatelami, komunikację wewnętrzną, identyfikację wizualną instytucji, wydarzenia specjalne, sponsoring, badania i pozyskiwanie funduszy.
The article is the addition to first part of the review concerning the PR rules in public institutions. Particular attention was paid to the following PR are-as: citizens’ relations, internal communication, visual organizational image, special events, sponsoring, as well as research and funding acquisition. It is a truism, that a development of public institutions on PR field should be multilateral. Not only such much noticeable PR aspects as cooperation with media organizations or usage of the Internet power but citizens’ relations, internal communication, visual organizational image, special events, sponsoring, research and funding acquisition as well in this proceeding ought to be taken into account. PR rules in this paper included could lead public in-stitutions to be much more flexible in describing organizational area. Object effectiveness could be increased as well, taking both internal criterions and external requirements into consideration.

Artykuł przedstawia miejsce PR w systemie bezpieczeństwa publicznego. Część pierwsza skupia się na zasadach PR w następujących jego sferach: relacje z mediami, informowanie publiczne, internetowy PR i publicity, w odniesieniu do działalności instytucji publicznych .
The article presents PR locus in the public safety system. The first part is focused on PR rules in following areas: media relations, public information, Internet PR and publicity, towards to public institutions’ activity. PR is a fundamental aspect of public institutions’ activity in both normal and abnormal conditions. It is dealt with as a fifth, independent management function as well. As a typology of PR rules is truly problematic aspect, object tools useful for public officers are worth to take into considerations. Group of the tools is constituted by media relations, public information, publicity, relations with citizens, internal communication, visual identity, special events, sponsoring, scientific researches and funds winning for scientific needs. The first four in three, important towards to PR locus in the public safety system, organizational conditions (normal conditions, image crisis conditions and reaction for public safety threats conditions) have been described.

W publikacji autor stawia hipotezę, iż rola monitoringu statystycznego na polskim rynku zamówień publicznych polega na realizacji trzech celów. Celem pierwszym jest monitorowanie bieżącej sytuacji na rynkach zamówień publicznych. Cel drugi to monitorowanie, przy zastosowaniu instrumentarium statystycznego, faktycznych konsekwencji kolejnych zmian wprowadzanych do polskiego systemu zamówień publicznych. Cel trzeci polega na obiektywnej ocenie stopnia realizacji celów wyznaczanych zarówno przez krajową, jak i unijną politykę zamówień publicznych. W monitoringu tym wykorzystywane były, jak dotąd, proste zestawienia i analizy statystyczne. Ich wyniki były bardzo przydatne dla wszystkich interesariuszy systemu. Stawiany przez UE wymóg podniesienia efektywności zamówień publicznych wymaga jednak obecnie podjęcia analiz statystycznych o bardziej pogłębionym charakterze.
The author formulated a hypothesis, that the main role of statistic monitoring on the Polish public procurement market is to achieve three tasks. The first task is to enable monitoring the current situation on the market. The second is to assess changes which are being introduced into public procurement system. The third is to enable the assessment of goals achievement of domestic and EU public procurement policy. Up till now the monitoring has been based only on simple statistic figures. The results were very useful and helpful for all participants of the public procurement system in Poland. The resent requirement specified by EU is to increase the efficiency of public procurement policy. The most effective means to achieve the goal would be advance statistical analyses.

The subject of the study are the author’s conclusions in the context of the assessment of the scientific achievements of Wacław Dawidowicz, juxtaposed with the achievements of modern administrative law, as illustrated by selected examples. In the author’s opinion, they justify conducting comprehensive research on contemporary administrative law, taking into account systemic and structural changes in public administration and its tasks. There is a noticeable need to verify the current scientific achievements within the entire branch of administrative law, or even more broadly – in the context of all legal norms used today to fulfil public tasks. This seems necessary from the perspective Dawidowicz never forgot about, even speaking of the need to restrain the administration from appropriating most of the spheres of social relations. The point, therefore, is to verify whether there are still effective legal instruments to control the surrender to the administration of the possibility to decide on the criteria of disposing of public funds outside the system of statutory norms. Is it possible to effectively verify the legality of allowing the administration to choose legal forms of action in such a way that there is no possibility of an instance-based and judicial review of the legality of those actions. Finally, a negative answer to the above doubts doesn’t lead to a complete negation of the assumptions of the tripartite division of powers and a democratic state of law implementing the principles of social justice.

Budżetowanie zadaniowe wpisuje się w ogólnoświatowy trend transformacji administracji publicznej i wprowadzenia na dużą skalę podejścia definiowanego jako New Public Management. Metoda ta jest próbą zastosowania modeli i zasad zarządzania, wypróbowanych z wielkim powodzeniem w sektorze prywatnym. Celem opracowania jest wskazanie roli planu finansowego w układzie budżetowym; który jest wdrażany w systemie finansów publicznych. Analiza zakresu metodologicznego budżetu pozwoliła na identyfikacje jego wad i zalet. Obowiązek sporządzania budżetu w układzie zadaniowego został wprowadzony jedynie w administracji rządowej. Jednak warto zastanowić się nad jego obligatoryjnym wprowadzeniem na szczeblu samorządu terytorialnego. Wnioski dodatkowe zostały potwierdzone doświadczeniem pochodzącym ze współpracy autorki z praktyką w tym zakresie.
Performance budgeting is part of a worldwide trend of transformation of public administration and the introduction of a large-scale approach defined as New Public Management. This method is an attempt to apply models and management principles, tried with great success in the private sector. The aim of the study is indication the role of the financial plan in the budget system which is implemented in the system of public finances. Analysis of the methodological scope of the budget has allowed the identification of its advantages and disadvantages. Obligation to prepare the performance budget was only introduced in government administration. However, it is worth considering the obligatory introduction at the level of local government.

The State Fire Service (PSP) is a leading element in many safety areas of public safety system in Poland. The main reason of participating PSP in the system is its scope of legal duties. PSP is placed among the other manners and tools in functional model of national safety system. The organization can be used for fulfillment of many different, but very important safety functions. PSP is not a subsystem of public safety system, whereas it has an organizational characteristic attribute. This fact leads to achieve a synergy effect by all PSP elements, taking all legal duties into consideration, and constituting PSP as the organization in a synthetic meaning. As PSP is integral element of the public safety system and the national safety system, it is in relation with the Polish Parliament, The Polish President, The Cabinet, the governors and the local government.

Trudności gospodarcze państw Unii Europejskiej, a przede wszystkim finansowa zapaść sektora publicznego, skłaniają do zwrócenia uwagi na wartości organizacyjne, społeczne i ekonomiczne współpracy jednostek państwowych i samorządowych z przedsiębiorcami prywatnymi, która oparta byłaby na zasadzie pomocniczości.Zakres przedstawionej w artykule problematyki obejmuje poszukiwanie poprawnych relacji między przedsiębiorcami a strukturami państwowymi i samorządowymi, przy uwzględnieniu zasady subsydiarności.W artykule dokonano analizy ekonomicznej i socjologicznej, mającej charakter indukcji.Przeprowadzona analiza wskazuje, iż muszą istnieć klarowne reguły współpracy między trzecim sektorem a strukturami państwa, aby skutecznie realizować cele partnerstwa publiczno-prywatnego.
The article is an attempt to describe the concept of chances for development of the public and private partnership in European countries. Economic diffi culties of the European Union member states and, first of all, the financial collapse of the public sector, induce to pay attention to the organisational, social, and economic values of cooperation of state and self-governmental entities with private entrepreneurs, which would be based on the principle of subsidiarity.The scope of the problems presented in the article comprises seeking for correct relationships between entrepreneurs and the governmental and selfgovernmental structures taking into account the principle of subsidiarity. In his article, the author carried out an economic and sociological analysis of the nature of induction. The carried out analysis indicates that there must exist clear rules of cooperation between the third sector and the state’s structures to be able to effectively implement aims of the public and private partnership.

The authors have been involved in the functioning of the private sector in Poland for over twenty years. These are not only theoretical considerations, but supported by extensive experience. Both as police officers supervised specialized armed protective formations and participated in the process of training security personnel. They were also consultants in the creation of the first legal regulation in Poland which defines the rights and obligations of both security staff and entrepreneurs conducting business in this area. Currently, they are security auditors in large entities protected by SUFO. On a daily basis, they examine the level of services provided by these formations, they indicate weaknesses, errors or legal deficiencies negatively affecting the performance of tasks entrusted to security personnel. In this publication, they point to contemporary terrorist threats resulting, among other things, from the uncontrolled wave of migration that is sweeping through Europe. They present examples of spectacular terrorist attacks that took place in European countries in 2017. Against this background, they perceive the necessity of optimal functioning of the state security system not only at the government and local government levels, but also at the local level served by commercial security entities.

W artykule omówiono wyniki analizy stron internetowych podmiotów realizujących usługi przewozu osób na terenie celowo wybranych miast w Polsce pod kątem liczby ich odwiedzin i czasu przebywania użytkowników na stronach podczas jednej sesji. Analizowano również funkcjonalność i możliwość korzystania z najbardziej popularnych aplikacji mobilnych dedykowanych pasażerom komunikacji miejskiej w grupie badanych miast. Wyniki przeprowadzonych badań wskazują na duże zróżnicowanie logistycznej obsługi klienta pasażera w poszczególnych miastach biorąc pod uwagę funkcjonalność strony internetowej czy możliwość korzystania z aplikacji mobilnych.
The article discusses the results of the analysis of the websites of operators of public transport in selected cities in Poland. There the number of visits and the time spent on the site during one session were analyzed. The functionality and possibility of using the most popular mobile applications dedicated to public transport passengers in the examined cities were also analyzed. The results of the research show that level of customer service in the field of communication with passengers varies in different cities.

The paper concentrates on changes in the public finance sector in recent years: a topic of great importance from the viewpoint of maintaining stability of finan‑ cial system and from both national and EU perspective. The effects of the current financial crisis have stressed the need for action to reduce the growing deficit and public debt. Debt crisis shows that it is necessary to conduct an effective fiscal con‑ solidation to put and maintain economies of many countries on a path of sustain‑ able growth. The paper begins with a brief presentation of theory. In the following part, the paper discusses structural and cyclical causes of the rising debt. Changes in the legal environment, including key issues, were also discussed. Fiscal rules, fiscal councils and the fiscal pact were therefore analyzed in detail. The authors furthermore pay attention to certain limitations and weaknesses of fiscal policy, stressing the necessity to look at the economy from a broader perspective and to use other tools and instruments of state policy. The study includes recent data on GDP, the budget deficit, public debt and expenditure and revenue in the EU.

W artykule scharakteryzowano bezpieczeństwo zrównoważonego autobusowego transportu publicznego miast oraz politykę powoływania metropolii w Polsce. Przedstawiono wyniki badań i ich charakterystykę dla bezpieczeństwo systemu transportu miast metropolitalnych Wrocławia i Rzeszowa. Oceniono stopień zagrożenia bezpieczeństwa publicznej komunikacji autobusowej oceną ekspertów O oraz wskaźnikami zagrożenia bezpieczeństwa W3 i W4. Stosowane wskaźniki charakteryzują bezpieczeństwo systemu transportu wynikające z uszkodzenia układu (zespołu, podsystemu) autobusu w ciągu jednego roku. Obliczono także procentowy udział uszkodzeń układów autobusów Mercedes-Benz O530 Citaro oraz Jelcz 120 MM jako przyczyna powstawania kolizji i wypadków w MPK Wrocław.
The safety of the sustainable public bus transport of cities and policy toward metropolis appointment in Poland is characterized in the article. The results of the research and characterization for the safety of the transport system in metropolitan cities of Wroclaw and Rzeszow are shown. The experts’ assessment of security risk of the public bus O and indicators of security threats W3 and W4 are rated. The factors characterize security of transport system resulting from damage to the bus assembly during one year of operation. Percentage share of bus system damages for Mercedes-Benz Citaro O530 and Jelcz 120 MM as a cause of collisions and accidents in MPK Wroclaw is also calculated.

Cel – Zamówienia publiczne, to umowy odpłatne zawierane między zamawiającym a wykonawcą, które dotyczą dostaw, usług i robót budowlanych [Ustawa z dnia 29 stycznia 2004 r. – Prawo zamówień publicznych, 2018, art. 2, pkt 13]. Odgrywają one znaczącą rolę w wymianie dóbr i usług oraz realizują cel optymalnego wydatkowania środków publicznych. W artykule przedstawiono cele regulacji zamówień publicznych, jak również sposób ujmowania tematyki funkcji prawa zamówień publicznych. Metoda badań – Dokonano przeglądu literatury przedmiotu oraz wykorzystano analizę przepisów prawa. Wnioski – Wskazano główne cele powołania systemu zamówień publicznych oraz usystematyzowano przypisywane funkcje systemowi zamówień publicznych. Implikacje /rekomendacje – Cel i funkcje zamówień publicznych są istotne z punktu widzenia podmiotów wydatkujących środki publiczne, jak i realizujących kontrakty publiczne. Istotne jest, aby zmienić podejście do funkcji zamówień publicznych, gdyż nie należy ich tylko i wyłącznie rozpatrywać, jako efektywne wykorzystywanie środków publicznych poprzez nabywanie towarów i usług po jak najniższej cenie. Purpose – Public contracts are contracts for consideration concluded between the purchaser and the contractor, which apply to the supply, services and construction works. They play a significant role in the exchange of goods and services and realize the goal of optimal spending of public funds. The article presents the objectives of public procurement regulations as well as the manner of capturing the subject matter of public procurement law. Research method – The literature on the subject was reviewed and the analysis of legal provisions was used. Results – The main purposes of establishing the public procurement system were identified and the functions assigned to the public procurement system were systematized Implications /recommendations – The purpose and functions of public procurement are important from the point of view of entities spending public funds as well as those carrying out public contracts. It is important to change the approach to the public procurement function, because it should not only be considered as an effective use of public funds by purchasing goods and services at the lowest possible price.

European Commission Green Paper on the European Workforce for Health – goals and main postulates of the documentGreen Paper on the European Workforce for Health in Europe is a very important document, and decisions made in its light will affect European Union health policy for years to come. Health policies across Europe should be coordinated so that recommended guidelines, designed to reduce inequities, with monitoring to promote their  se in a consistent manner across the EU, particularly but not exclusively by addressing the social determinants of health. Health services are one of the largest groups of employers in most developed countries, and therefore they constitute an important component of national economies. To improve the health of the populations of Europe, and equity of health status, public health education and research need to be a leading part of the health workforce development programme of the EU.EU health systems have to perform a difficult balancing act, firstly between increasing demands on health services and restricted supply; secondly between the need to respond to people’s health needs locally but also to be prepared for major public health crises. There are a number of challenges facing health systems in Europe.1) Policy makers and health authorities have to face the challenge of adapting their healthcare systems to an ageing population. 2) The introduction of new technology is making it possible to increase the range and quality of healthcare in terms of diagnosis, prevention and treatment, but this has to be paid for and staff need to be trained to use it. 3) There are new and re-emerging threats to health, for example from communicable diseases.4) All of this is leading to continually increasing spending on health and indeed is posing major longer-term issues for the sustainability of health systems in some countries.To respond adequately to these challenges requires health systems to have efficient and effective work forces of the highest quality as health services are very labour intensive. Challenges facing the EU public health situation population include ageing, migration, and include infectious and non-infectious diseases, including cardiovascular diseases and cancer, nutritional conditions, disaster preparation, and injury control; along with many other issues of public health, such as management and priorities of health care systems. All are crucial for the future quality of life in Europe. A professional public health workforce is essential for society to be able to meet these public health challenges with high standards of cost-effective interventions
