The constitutional movement in Afghanistan differed from its Turkish or Iranian counterparts due to some historical features of the local political scene. Being a (semi-)tribal monarchy, Afghanistan firstly had to rebuild its political structure in order to become an absolute monarchy, before entering a new stage of development-—a constitutional system. At the beginning, Abdurrahman-khan tried to consolidate his power and political position. Later, a few reformists represented by Mahmud Tarzi tried to implement modern concepts to change the political, social and economic status quo. In this article, some aspects of their efforts are discussed with particular reference to Abdurrahman-khanʼs biography (Taj-ot-tawarikh) and Mahmud Tarziʼs manifesto (Aya che bayad kard).

W artykule omówiony został obraz schyłku XX wieku we współczesnejbiałoruskiej beletrystyce. Na Białorusi, podobnie jak i w innych państwach Europy Wschodniej i Środkowo-Wschodniej, był to okres intensywnych przemian społeczno-politycznych.Po niemal 30 latach od tych wydarzeń możliwa jest ocena leżących u ich podstaw założeń i oczekiwań, które niejednokrotnie nie wytrzymały konfrontacji z trudną rzeczywistością tranzycji. Koniec minionego stulecia wielokrotnie powraca w narracji jako z jednej strony czas nadziei, z drugiej zaś rozczarowań. Podkreślana jest więc ambiwalentna rola tego okresu.
This article discusses the image of the end of the 20th century in contem-porary Belarusian fiction. In Belarus, as in other countries of Eastern and Central and Eastern Europe, it was a period of intense social and political changes. Almost 30 years after these events, it is possible to assess the underlying assumptions and expectations,which have often failed to stand up to the difficult reality of the transition. The end of the last century returns many times in the narrative as, on the one hand, a time of hope and, on the other hand, of disappointment. Therefore, the ambivalent role of this periodis emphasized.

The paper analyses Irina Mamayeva’s short stories and tales that show the life in Russian rural areas during a dozen or so years following perestroika, and point out its influence on both individual life and that of a village community as a group. The picture of the rural areas in the 1990s and at the beginning of the 21st century is pessimistic, filled with images of dilapidating houses, companies being shut down, lack of transport connections. This material destruction is accompanied by the spiritual degradation of the inhabitants: poverty, unemployment, mutual aggression and the feeling of being abandoned by the previous system.

The study presents that a local government is as a decentralising reality, opposite of the globalisation processes. In the realisation of a local government, an important role is played by the political and construction of citizenship processes. In shaping the face of a local government in Poland, a force of tradition and post-modernisation value collide (including negating heritage of the past, the authority of the people of a cultural life). The process of political and economic transition reveal trends to getting acquainted with foreign designs (Anglo-Saxon) of a cultural life; in this situation, localism becomes a particular value. The level of development of a local government is a measure of the socio-political life, including its democracy.

W ich realizacji szczególne miejsce zajmuje jednostka ludzka osadzona w szerokiej panoramie człowieczeństwa. W budowie nowej rzeczywistości cywilizacyjnej ważnym nakazem kulturowym jest pielęgnowanie dziedzictwa przeszłości oraz odnoszenie się do wyzwań przyszłości z nadzieją i ufnością. Ludzi życia publicznego, w tym polityków oraz naukowców, czyni się podmiotami odpowiedzialnymi za budowę „dobra wspólnego”, za urzeczywistnianie wartości: wolności, sprawiedliwości, świata bardziej ludzkiego.
It can be stated on the basis of John Paul’s II indications directed to Polish members of parliament that the challenge of contemporary civilization is realizing universal values: peace, solidarity, justice and freedom. A human being placed in the broad panorama of the society takes a special place in its realization. An important cultural dictate in building the new reality is caring for the heritage of the past and relating to the challenges of the future with hope and trust. People of public life, including politicians and scientists are made responsible subjects for building the ”common good”, for making real the values: freedom, justice, more human world.

There are two dates of particular importance for Polish collective memory, namely 11November 1918 – the day of the regaining of independence after 123 years of partitions, and 4 June 1989 – the day which started the process of Poland regaining its full internal and external sovereignty. These two turning points determine the beginnings of the respective discourses on the directions of changes in the political systems of the Second and Third Republics. This paper focuses on the discourses concerning the political systems during the periods of transition and is based on the content of The March Constitution of 1921 and The Constitution of the Republic of Poland of 1997. A basic law is a text of fundamental importance for any country as it establishes the principles of its organisation, regulates the functioning of its institutions and determines the position of the citizen vis-à-vis the state. It is also a testimony to various understandings of the notion of nation and to a considerable extent determines a sense of national and state community as well as citizens’ collective ememory.

Opis:
In the 20th century many territorial reforms were introduced. The reforms in 1918 were problematic due to the re-creation of Polish independent state after more than a century of partitions by Austria-Hungary, the German, and the Russian Empires. After 1945 the estab-lishment of new administrative units was still a difficult issue since again the government had to take new Polish borders into consideration before making a decision. The adminis-trative changes between 1945 and 1946 were soon followed by another set of reforms. The major ones were introduced in 1950, early 1970s and 1998. There were also many reforms between the mentioned periods, however, those changes dealt with single cities, villages and other small administrative units. Quite frequently, especially between 1952 and 1989 (The Polish People's Republic) the reforms served political rather than social needs. The present administrative division has been valid since 1999.

Przedmiotem niniejszego artykułu jest analiza polityki zagranicznej Meksyku wobec państw Ameryki Łacińskiej i Karaibów. Pozwala ona dostrzec rzeczywisty zasięg i ograniczenia projektów Meksyku wobec regionu w kontekście jego relacji z USA, jak również wysiłki na rzecz utrzymania delikatnej równowagi pomiędzy polityką wewnętrzną a zewnętrzną państwa. Stosunki Meksyku z państwami latynoamerykańskimi służą również zilustrowaniu, w jaki sposób usiłuje on przezwyciężyć skomplikowane położenie geopolityczne i sąsiedztwo z USA, regionalnym liderem. Aby podkreślić ewolucję meksykańskiej polityki wobec Ameryki Łacińskiej, w pierwszej części artykułu przedstawiona zostanie jej specyfika oraz przewartościowania, jakim została poddana, wraz z procesem stopniowego demokratycznego otwarcia, a następnie, na przykładzie wybranych rządów, nowe elementy i kierunki zaangażowania państwa.(abstrakt oryginalny)
The article analyses Mexico's foreign policy toward the countries of Latin America and the Caribbean. What emerges is a picture of the real scope and limitations of Mexico's projects in the region in the context of its relations with the US, as well as various efforts to maintain the delicate balance between the country's internal and external policies. Mexico's relations with Latin American countries also serve as an illustration of the way in which it tries to overcome its complex geopolitical situation as a neighbour of the United States, the regional leader. To highlight the evolution of Mexican policy toward Latin America, the first part of the article discusses its specifics, the re-evaluation it was subjected to as the country gradually embraced democracy, and then - using examples from different governments - new elements and directions in the country's engagement.(original abstract)

Celem artykułu jest ogólna ocena przemian gospodarczych, społecznych i politycznych w Polsce w latach 1989–2017 oraz identyfikacja ważniejszych współczesnych wyzwań w krótkim horyzoncie czasu. Do jej sformułowania wykorzystane zostaną wskaźniki: transformacji (The Heritage Foundation i "The Wall Street Journal"), wolności gospodarczej (European Bank of Reconstruction and Development) oraz wzrostu gospodarczego (PKB, PKB per capita). Na podstawie przedstawionych w artykule wyników elementarnych analiz, w tym zestawień z Francją, Rumunią, Niemcami, USA i krajami Grupy Wyszehradzkiej, uznano, że bilans ten jest pozytywny, a omawiany okres w historii III Rzeczypospolitej może być porównywany z "chwalebnym trzydziestoleciem" w powojennej historii Europy Zachodniej. W zakończeniu stwierdzono, że dalszy rozwój Polski w krótkim i średnim okresie zależy przede wszystkim od poprawy jakości porządku instytucjonalnego, respektowania prawa i zasad demokracji oraz uniknięcia pułapki średniego dochodu.
The aim of this article is to give a general overview of the political, economic and social changes in Poland between 1989 and 2017 and to identify the main short and medium term challenges for Poland. Its formulation will be based on the following indicators: transformations (Washington Heritage Foundation and Wall Street Journal), economic freedom (European Bank for Reconstruction and Development) and economic growth (GDP and GDP p.c.). The analyses presented in this article, in particular comparisons with France, Romania, Germany, the USA and the countries of the Visegrad group show that this period of the history of the Third Republic of Poland being discussed can be compared to the Glorious Thirty years which took place in the post war history of the Western Europe. In conclusion it was stated that the further development of Poland, in a short and middle time perspective, primarily depends on improving the quality of the institutional order, respect for the law and the principles of democracy as well as avoiding the middle income trap.

W 2018 r. mija dokładnie ćwierć wieku od przeprowadzenia pierwszych w historii Kambodży demokratycznych wyborów do parlamentu. Transformacja ustrojowa i związane z nią przyjęcie zasad państwa demokratycznego w miejsce ideologii komunistycznej stały się przyczynkiem do próby wdrożenia szerokiego pakietu reform, które miały objąć również gałąź judykatury. Niezawisłe sądy, jako jeden z filarów nowoczesnej państwowości, są gwarantem praworządności i utrzymania zrównoważonych relacji pomiędzy wszystkimi elementami monteskiuszowskiej koncepcji trójpodziału władzy. Leżąca u podstaw tej idei w odniesieniu do władzy sądowniczej zasada rządów prawa została w Kambodży porzucona na rzecz coraz silniejszej dominacji tamtejszych elit z ramienia Kambodżańskiej Partii Ludowej. Z czasem przejęły one kontrolę nad wymiarem sprawiedliwości, wykorzystując jego instrumenty do zwalczania działalności opozycji oraz doprowadzając w ten sposób do całkowitego upolitycznienia sądów. Niniejszy artykuł ma na celu przybliżenie ewolucji tego procesu wraz ze wskazaniem na jego implikacje oraz identyfikację przyczyn, z powodu których w państwie doszło do wykształcenia się nowej formy opresji, jaką jest przemoc prawna.(abstrakt oryginalny)
2018 marks the passage of a quarter century since the first democratic parliamentary elections were held in Cambodia. The country's political transformation and the replacement of communist ideology with democratic rule of law were accompanied by efforts to implement wide-ranging reforms that also spanned the judiciary. As one of the pillars of modern statehood, independent courts are a guarantee of lawfulness and of maintaining balanced relations between all three components of Montesquieu's separation of powers. The principle of rule of law underlying judiciary power was abandoned in Cambodia in favour of the increasing domination of elites associated with the Cambodian People's Party. They eventually took over control of the country's justice system, using legal instruments to keep the opposition down, which has led to the politicisation of courts. The article describes this process and points to its implications while seeking to identify the reasons why Cambodia has seen the emergence of a new type of oppression in the form of legal violence.(original abstract)

Przedmiotem artykułu jest polityczność i zaangażowanie polskiej poezji współczesnej po 1989 r. Choć przytaczane w tekście utwory powstały po 2000 r., to przemiany ustrojowe, które zaczęły się w 1989 r., ukształtowały – zdaniem autorki – obecny rynek poetycki w sposób, który determinuje powstającą w jego ramach twórczość. Celem tekstu jest analiza polityczności współczesnej poezji polskiej na trzech płaszczyznach, które są wyznaczane przez następujące pytania: (1) jak przemiany ustrojowe i upowszechnienie w Polsce wolnego rynku wpłynęły na styl uprawiania poezji? (2) jakie wątki społeczno-polityczne pojawiają się w poezji współczesnej? (3) jak upolityczniony jest rynek wydawniczy w Polsce oraz przyznawanie nagród literackich? Autorka stara się odpowiedzieć na te pytania, dokonując analizy treści wybranych utworów poetyckich, a także dyskursu toczącego się w środowisku literackim.
The subject of the article is the politicalness and involvement of Polish contemporary poetry after 1989. Although the works quoted in this text were created after 2000, the systemic transformations that began in 1989 shaped — according to the author — the current poetic market in a way that determines the creativity arising within its framework. The aim of the text is to analyze the politicization of the contemporary Polish poetry on three levels, which are determined by the following questions: (1) how have political changes and the expansion of the free market in Poland influenced the style of poetry? (2) what socio-political threads appear in contemporary poetry? (3) what is the impact of politics on the publishing market in Poland and the awarding of literary prizes? The author tries to answer these questions by analyzing the content of selected poetic works, as well as the discourse taking place in the literary milieu.

Niniejszy artykuł ukazuje historię przemian militarno-politycznych, w jakich wzięła udział Polska od początku drugiej połowy XX w. do 1999 r., w sposób szczególny uwzględniając zagadnienia dotyczące organizacji i funkcjonowania Układu Warszawskiego oraz roli Polski w tym sojuszu wojskowym. W dalszej części artykułu zaprezentowano kryzys gospodarczo-polityczny, który doprowadził do rozpadu obozu socjalistycznego oraz nowy kierunek polityki bezpieczeństwa, jaki obrała Polska po 1989 r. wraz z jej drogą do NATO.
This article presents the history of military and political changes in which Poland took part from the beginning of the second half of the 20th century to 1999. In particular, it focuses on issues related to the organization and functioning of the Warsaw Pact and the role of Poland in this military alliance. The article also describes the economic and political crisis that led to the collapse of the socialist camp, the new direction of the national security policy Poland chose after 1989 and the country's road to NATO membership.

This lecture includes an attempt to answer the question: what the connection of Mao Zedong, Zhou Enlai and Zhu De was, and what conditions contributed to the fact that both Zhou Enlai and Zhu De did not share the fate of the political opponents of Mao Zedong, inter alia Liu Shaoqi, Wang Ming, Gao Gang and others. Recognizing the political reality of China of the period from the creation of the CPC to the death of the heroes, the synthetic approach shows their resumes, and an attempt was taken to involve the most important facts to answer the questions, inter alia about civil, war of national liberation, domestic and foreign policy of China implemented in accordance with the provisions of the Communist Party of China and the role of the heroes in shaping the cultural and civilisation order after the declaration of the establishment of the People’s Republic of China.

Artykuł nawiązuje do wyników badań prezentowanych w książce Kapitalizm po polsku. Między modernizacją a peryferiami Unii Europejskiej, z odniesieniem do sytuacji politycznej w Polsce po wyborach w 2015 r. Wyjaśnia przyczyny zastosowania perspektywy różnorodności kapitalizmu do transformacji ustrojowej w krajach posocjalistycznych, teoretyczny punkt wyjścia pracy oraz neoliberalny wariant kapitalizmu zależnego, a także populistyczno-konserwatywny zwrot polityczny w Europie Środkowej i jego następstwa w Polsce.
The article refers to the results of the research presented in the book Capitalism in Polish. Between modernization and the periphery of the European Union with reference to the political situation in Poland after elections in 2015. It explains the reasons for using the perspective of diversity of capitalism to political transformation in postsocialist countries, the theoretical starting point and neoliberal variant of dependent capitalism, as well as the populist-conservative political turn in Central Europe and its aftermath in Poland.

The article considers the legal status of the voivode during the interwar period, the time of the difficult restoration of the Polish identity and the creation of the Polish state in the post-Partition lands with three separate systems of territorial division and local administration. The legal situation of the office of the voivode is closely related to the establishment of the systemic foundations of the highest Polish authorities (legislative and executive) and local administration (initially, on the territory of the former Kingdom of Poland and then on the gradually annexed former Polish territories). The author refers to both spheres of legal activity of the Polish state at that time. She discusses the primary political acts, i.e. the March Constitution (1921), the April Constitution (1935) and the Constitutional Act (1926), as well as regulations concerning county administrative authorities of the first instance, situated in the then two-tier (ministries – county offices) administrative apparatus. Attention is primarily focused on the acts directly concerning the position of the voivode, i.e. the Act of 2 August 1919, the Regulation of the President of the Republic of 19 January 1928, and executive acts issued on the basis of these, and against whose background the importance of the legal institution of the voivode is presented: during the time of attempts to unify the administrative system (1918–1928), and in the period of changes leading to a uniform organisational structure of voivodship administrative authorities (1928–1939). The analysis makes it possible to state that successive legal conditions strengthened the political position of the voivode. In both periods covered by the analysis, the voivode was a representative of the government (with broader competences in 1928–1939), the executor of orders from individual ministers, the head of state and local government authorities and offices (1918–1928), the head of general administrative bodies subordinate to him, and the supervisory body over local government (1928–1939). The position of the voivode in the interwar period was unquestionably very strong.
