Opis:
The paper presents selected theories of regional development. The first one is the concept of “top-down” development, according to which the region is understand as an “object” of development: the processes taking place in the region are the consequence of external conditions of development. Subsequently, selected “bottom-up” regional development theories, in which the leading role is attributed to the differentiated activities of the region which is the “subject”, not the “object”, of the development processes, are presented. Finally, the paper points out the references to regional development in the concepts of “new economic geography” and evolutionary economics, which show the complexity of modern regional development processes.

Opis:
Supporting smart specialization, taking into account regional potential, makes sense in the case of probable, significant increase of a competitive advantage in the region. This should result in economic growth. In turn, countering dispersion of the EU support by indicating smart specialization of a given region, constituting one of the policy objectives for regions, does not guarantee development of these specializations, and therefore, economic growth. One must remember that development of given specializations is a result of the local-level processes, which determine the market and at the same time being the main stimulant for their formulation. The strategic objective should be the introduction of such a system which will generate innovations, taking into account the advanced technologies and their diffusion into less developed areas. Flexibility should be an important aspect, understood as the capacity of specific areas to modify the use of their own potential. It is important to shape and promote pro-innovative and proentrepreneurial stances. Designating smart specialization and supporting it with the EU funds cannot be a goal in itself, but a carefully considered and prudent financial policy.

There are many levels of discussion on current challenges and issues facing regional development. One of them is the question of the existence of the cause and effect relation between regional and spatial developments. In the light of a current discourse about the European Union’s regional development as well as implementation of a number of new solutions concerning regional policy in Poland, especially in the urban development context, this issue deserves a special attention. In this article, regional and spatial developments in terms of strategic documents of the European Union and Poland for 2014-2020 were considered. Territorial dimension in the idea of regional development was also accounted for.

Celem artykułu jest ukazanie roli klastrów w rozwoju regionu. Odwołując się do literatury przedmiotu analizie poddano trzy aspekty problematyki regionalnego wymiaru prorozwojowych funkcji klastrów. W pierwszej części artykułu scharakteryzowano czynniki i mechanizmy powstawania klastrów. Skupiono się zarówno na endo-, jak i egzogenicznych czynnikach warunkujących ten proces, akcentując zarazem ich wzajemne przenikanie się i uzupełnianie prowadzące do powstania zintegrowanej kooperacyjno-konkurencyjnej struktury klastrowej na poziomie regionu. W drugiej części przedstawiono warunki sprawnego funkcjonowania klastrów, podkreślając decydujące znaczenie relacji między głównymi regionalnymi aktorami gospodarczego układu sieciowego, tj. sektorem prywatnym a publicznym. W trzeciej części artykułu analizie poddano prorozwojowe oddziaływanie klastrów na poziomie regionalnym. Przedstawiono korzyści w zakresie zwiększania wydajności i zdolności do innowacji firm lub sektorów należących do grona, a także w zakresie generowania impulsów motywujących do tworzenia nowych form w regionie. W zakończeniu artykułu – odwołując się do klasycznego ujęcia przedsiębiorczości – ukazano stymulujący wpływ klastrów na rozwój regionu przezzwięzłą analizę ich roli w realizacji funkcji regionalnej przedsiębiorczości. W wymiarze praktycznych implikacji przeprowadzonych charakterystyk i analiz wskazano główne kierunki i sfery działań władz publicznych odnośnie realizacji polityki regionalnej wspierającej powstawanie i rozwój klastrów.
The purpose of this article is to show the role of clusters in the development of the region. Referring to the subject literature, three aspects of the regional dimension of the pro-development function of clusters have been analyzed. The first part of the article characterizes clustering factors and mechanisms. The focus on both the endogenous and exogenous factors determining the process, at the same time emphasizing their interpenetration and complementarity leading to formation of the integrated Cooperative-competitive cluster structure at the level of the region. The second part presents the conditions for the efficient functioning of clusters, underlining the decisive importance of relations

The aim of the study is to rank the counties in terms of economic development. The classification was based on taxonomic indicators of economic development. In addition, the authors also described the spatial differentiation of basic macroeconomic variables in the counties. The differentiation was based on macroeconomic variables such as the registered unemployment rate, wages, sold production of industry per capita, investments per capita, and the gross value of fixed assets per capita. The period of the analysis covers the years 2002-2014, and the final statistics are taken from the Local Data Bank of the Central Statistical Office.
Celem opracowania jest uszeregowanie powiatów pod względem rozwoju ekonomicznego. Uszeregowania dokonano, opierając się o taksonomiczne wskaźniki rozwoju ekonomicznego. Ponadto w artykule autorzy opisali również przestrzenne zróżnicowanie podstawowych zmiennych makroekonomicznych w powiatach. Omawiane w opracowaniu zmienne to: stopa bezrobocia rejestrowanego, płace, produkcja sprzedana przemysłu na mieszkańca, inwestycje na mieszkańca oraz wartości brutto środków trwałych na mieszkańca. Okres analiz obejmuje lata 2002–2014, zaś dane statystyczne zostały zaczerpnięte z Banku Danych Lokalnych Głównego Urzędu Statystycznego.

After Poland’s accession to EU regional and local development as well as public administration actions for improvement of conditions of living were tied with the necessity to invest heavily, especially in infrastructure. Providing necessary funds meant combining funds from different sources, particularly from public resources and from the EU budget. In the present system of financing the tasks of local government, external income, transferred to the local government through national budget, is important part of development policy, even though it limits financial self-reliance of local government. Income transferred to gminas from national budget, especially the gminas’ share of personal income tax, still plays important part in their budgets. The amount of money transferred to gminas to co-finance with EU different projects and programs shows large spatial differences which influences the level of investments, especially in infrastructure.

Nowadays Europe is facing major economic challenges that require an ambitious economic policy for the 21st century. The ability to continually generate and adapt new technologies, organizational solutions and new knowledge contribute to socio-economic development. Knowledge, technological development and continuous innovation are key elements for ensuring the development and competitive advantage of particular economies. Great opportunities for diffusion of innovations are related to the identification of potential, “power” of the region. The aim of the article is to present trends in the new concepts of regional development and to explain the issue of smart specializations as the potential of a region. The paper presents new trends in regional policy which focus on the identification of smart specialisations by Member States’ regions and on the preparation of new development strategies − 3S smart specialization strategies. The aim of the paper is also to explain the significance of clusters in process of smart specialization identification. The element connecting smart specialisation with clusters is the view that clusters are perceived as a favourable and facilitating identification of smart specialisations in regions.

In western countries outsourcing has been an integral part of many enterprises for a long time. In Poland it is increasingly seen as a part of a long-term development strategy. Although Poland is only beginning to mark its presence in this area, it is quite often listed as one of the countries with a great potential to attract outsourcing. Among the competitive advantages of our country are geographical and cultural proximity to the markets of Western Europe, European Union membership, steady growth of direct foreign investments and highly qualified labor with knowledge of various European languages. Due to the above-mentioned advantages, many Polish cities easily compete with European business centers. The most successful of them are Krakow, Warsaw, Wroclaw, Lodz and Tricity. Analyzing outsourcing in Poland, we cannot forget its impact on region and on social processes like education, accommodation, traveling. The most important benefits from locating outsourcing companies in our country are the ability to attract further investment, additional revenues for the Treasury from taxes, lower unemployment rate, and finally stimulation of various social initiatives.

Artykuł poświęcony jest realizacji projektu badawczego Trendy rozwojowe Mazowsza w kontekście zmiany podejścia do zarządzania regionem. Projekt koordynowany przez Mazowieckie Biuro Planowania Regionalnego w Warszawie i współfinansowany ze środków Europejskiego Funduszu Społecznego jest jednym z najważniejszych projektów badawczych, realizowanych przez Samorząd Województwa Mazowieckiego. Głównym celem projektu jest stworzenie systemu przewidywania zmian społecznych i gospodarczych na Mazowszu. W artykule omówiono strukturę projektu oraz wymieniono jego główne cele. Przedstawiono również hipotezy oraz wiodące tematy badawcze. W drugiej części artykułu pokrótce opisana została międzynarodowa konferencja Świat – Europa – Polska. Przyszłość Mazowsza (27-28 maja 2009 roku), poświęcona inauguracji projektu Trendy rozwojowe Mazowsza. Uwzględniona została również część warsztatowa, dotycząca wskazówek oraz sugestii metodologicznych na poczet realizacji projektu.
The article describes „The development trends of Mazovia Region” project in the context of changing approaches to the management of the region. The project, coordinated by the Mazovia Office for Regional Planning in Warsaw and co - financed by the European Social Fund, is one of the most important research projects undertaken by local government of the Mazovia Region. The main aim of “The development trends of Mazovia Region” project is to create appropriate instruments of sustainable development of regional policy, focused on forecasting of social and economic changes. The article presents the structure of the project, its main objectives, the hypotheses and the leading research topics. The second part of the article briefly describes the international conference „World - Europe - Poland. The future of Mazovia” (27 - 28.05.2009 r.). The conference was devoted to the inauguration of the “The development trends of Mazovia Region” project. The article contains also some methodological suggestions towards the project made during workshops: society, economy, space.

The paper concentrates on budgetary income of Polish gminas. The text is part of larger study on Polish local government budgetary policies. In the period beginning in 2004 and ending in 2011 no significant shrinking of disparities between regions have been observed and in some cases they have even increased. At the same time income of local government in Poland increased. Main reasons why the disparities persists are twofold: 1. different dynamics of development and 2. different economic foundations. Although the disparities in income between gimans increased, incomes of all gimnas increased at the same time. This allowed for implementation of new local policies which led to new impulses for growth, financed either by gminas or by the EU

Jako cel artykułu przyjęto określenie zakresu i systematyzację współczesnej redefinicji czynników rozwoju regionalnego zachodzącej pod wpływem uwarunkowań globalnych. Postępowanie badawcze objęło trzy etapy: (1) syntetyczne uporządkowanie podstaw teoretycznych oraz przemian koncepcji czynników rozwoju regionalnego; (2) przedstawienie wyników ustaleń określających kierunek i zakres oddziaływania współczesnych megatrendów procesów rozwoju społeczno-gospodarczego na przemiany czynników rozwoju regionalnego oraz (3) zasadniczy etap analizy dotyczący identyfikacji i charakterystyki specyfiki zmian sposobu i zakresu postrzegania czynników rozwoju regionalnego odbywających się w konsekwencji współczesnych uwarunkowań globalnych.
The paper aims to identify the scope and propose a systematisation of the contemporary redefinition of regional development factors, influenced by global conditions. The research process comprised three stages: (1) a brief review of the theoretical foundations and changes in the understanding of regional development factors; (2) presentation of the findings relating to the directions and impact of contemporary socio-economic megatrends on changes of regional development factors, and (3) the main body of the analysis, which identifies and describes the nature of changes in the perception of regional development factors as a consequence of contemporary global conditions.

Voivodship self-government in Poland plays an important role in the programming and carrying out voivodship development policy. The government prepares various documents, including regional development strategies and regional operational programmes to ensure sustainable development. Simultaneously these documents constitute a basis for making European funds available. Preparation of well-thought-out, complete, and coherent documents, as well as the monitoring their implementation require using figures describing different social and economic phenomena. A significant number of these figures comes from the public statistics system. The necessity of making use of hard data is of special importance right now, as the European Union both requires the presentation of progress in the efficiency of using European funds within the sustainable policy framework and makes future fund transfers dependent on the progress in achieving previously-set development goals. The aim of the article is to present the scope and the way of using statistical data in development documents on the basis of certain strategies and programmes from a Podlaskie voivodship area.
