Fighting unemployment in the EU has been and still is the most serious challenge to economic policy. Poland’s entry into the EU meant not only the opening of European labour markets to Poles, but also significant transformations that made our market more flexible and which have helped alleviate the effects of the global financial crisis. The new situation is a new challenge with regards to increasing productivity and the ability of the economy to create new jobs. Unfortunately, apart from the positive effects of the transformation, unfavorable phenomena have emerged including the too-frequent use of fi xed-term contracts by employers. This unfavorable phenomenon lessens an employer’s motivation to invest in an employee and to improve his or her qualifi cations and in the longer term worsens the socio-economic situation. The author of this article has attempted to assess the functioning of the labour market, taking into account the years 2012–2016. The choice of this particular period is directly related to the pace of the economic changes that took place at that time and the incubation of new, unidentified problems such as the following; the impact of EU funds on increasing the competitiveness of employers in the employment process and the phenomenon of the economic and financial recession, which at the turn of caused a signifi cant rise in unemployment and a decrease in employment.

The article aims to show the major labour market problems connected to economic and social changes which happened in Poland at the end of the 20th and at the beginning of the 21th century, and their practical implications for educational purposes. Their results are difficult to estimate as they are still in process. However, they are inarguably long-termed and long-lasting. The question emerges about the nature of radical changes in Poland in the last decade and their consequences. The diagnosis of these changes constitutes an important research subject as well as the theoretical reflection for sociologists, economists, pedagogues, psychologies as practical programs implemented in the educational policies of the country depend on its accuracy. The long-awaited membership in the European Union has transformed Poland into a new European-global dimension. It is marked with hypercompetition, free flow of human resources, new, flexible forms of employment, high unemployment rates in Europe, therefore a need for the scientists, practitioners and politicians to reflect on these in an attempt to find the solutions, not only to form questions. It is felt that a social debate as well as institutions and non-government organizations should play a vital role in adjusting to the new labour market. Similarly to other European countries, they should become an active partner in unemployment prevention programs.

The aim of this article is to present how aid is offered to the unemployed and how it is registered in Poland. Special attention is given to profiling as the new kind of aid offered. The procedure was introduced elsewhere already in the 1990 s whereas in Poland it has been in use for two years now. The paper is based on the oficial statistics provided by the Ministry of Labour and Social Policy and the National Bank of Poland, and interviews with civil servants working with the unemployed. The analysis points to the need for diversification of the kinds of profiling aid for the unemployed.

The precariat is a notion and a phenomenon that has drawn special attention of economists since the turn of 20th and 21st centuries. The article is based on the assumption that the precariat involves unwanted and long-term insecurity and uncertainty, a highly changeable situation on the labour market and many other negative consequences. The paper advances the thesis according to which the phenomenon in ques-tion will escalate and be experienced by a growing number of people who have reached pre-retirement age and are no longer mobile in occupational terms. The article is aimed at presenting reasons of possible growth of the problem under discussion, as well as the consequences faced by people who deal with it. Last but not least, potential ways of fighting precarity will be discussed. The analysis will be based on the literature on the subject, data derived from Central Statistical Office of Poland (GUS) and Eurostat, as well as research con-ducted by the author.

Celem artykułu jest prezentacja, analiza i ocena funkcjonowania rynku pracy w województwie wielkopolskim w latach 2000-2013. Na tle sytuacji na rynku pracy dokonano także analizy sytuacji w zakresie polityki rynku pracy prowadzonej w przekroju regionalnym. Przeanalizowano tu wydatki z Funduszu Pracy poniesione na prowadzenie polityki rynku pracy. W Wielkopolsce występuje dość duże zróżnicowanie stóp bezrobocia: od miasta Poznania i powiatu poznańskiego, gdzie stopa bezrobocia jest na poziomie naturalnym, do powiatów o wysokim bezrobociu i jego trwałym charakterze, jak w przypadku powiatu wągrowieckiego i innych. Zróżnicowanie terytorialne bezrobocia w regionie wielkopolskim jest zatem dodatkową cechą charakterystyczną, na którą muszą zwracać uwagę politycy szczebla regionalnego zajmujący się sprawami rynku pracy.
The aim of the paper is to present, analyze and evaluate changes taking place on the labour market in the context of the labour market policy. The study area covers Wielkopolskie Voivodeship, which has been presented against national indexes, however, sometimes statistical data for poviats of this voivodeship have been applied. The time scope covers the period 2003-2014, although data availability sometimes has limited the time scope. The study includes a presentation of the level, structure and rate of unemployment on the study area. Expenditures on labour market policy have been presented regarding their level and subject structure. Moreover, there has been performed an analysis of employment efficiency and cost labour market policy on the study area. The final part of the paper offers synthetic conclusions formulated on the basis of the carried out analyses as well as recommendations for regional politicians.

The analysis carried out in the paper shows that the program 'My Pitch-Orlik 2012' has a positive impact on the Polish labor market.

Theoretical considerations related to the functioning of the labor market are always the implication of many economic factors. Market theorists and pragmatists are trying to determine the assumptions that guide the market in order to prevent the increasing unemployment. Over the years, a number of theories of unemployment have been determined but do they protect the labor market? The controversy on the relationship between inflation and unemployment is one of the popular macroeconomic dependencies. Presented relationship has been given a lot of criticism. One of the economic trends that has taken criticism on accuracy found in this relationship is the trend called "rational expectations". This trend taking criticism aroused astonishment among economists. In the classification of schools and trends it did not fit into any of the paradigms. Today, it belongs to the mainstream neoclassical economics, under the name of the new classical economics, new classical macroeconomics, or school of rational expectations. The content of the paper shows the main areas of criticism of Keynesian relationship between inflation and unemployment. Keywords: inflation, unemployment, Phillips curve, the rational expectations.

In this paper we approach the problem of forecasting the key variables in labour market: registered unemployed persons in the Silesian Voivodeship, structure of registered unemployed persons by sex, age and by duration of unemployment. We analyse stability of unemployment trends models and apply the change point detection procedure. Results indicate increasing trends of number of unemployment in some analysed groups in the recent years. This is crucially important from the point of view of regional social and economic development. In the paper we also argue that the segmented trend models are very useful for forecasting and modeling the unemployment structure in the Silesian Voivodeship. As a result of the research conducted a growing tendency in the number of unemployed in the selected market segments has been observed. This is a disturbing phenomenon from the point of view of social and economic development of the Silesian Voivodeship. Furthermore significant usefulness of segment trend models for modeling and forecasting unemployment structures in the Silesian Voivodeship has been demonstrated.

The main purpose of this study is to describe selected aspects of the modern labour market of the Silesian voivodeship and to show these factors, of which meaning will grow in the future. Particularly, demographic conditionality of labor market in future was an object of the interest. A so-called the jobless growth was another considered problem. In order to de-scribe the relation between the economic growth rate and the employment growth rate in the Silesian voivodeship a segmented regression model was applied. The last part of the paper was devoted to problems of the innovation of the economy. The analysis of the relationship between the gross expenses on the research and development (domestic and provincial) and the value GDP was conducted.

Prezentowany artykuł traktuje problemy rynku pracy w ujęciu wskaźników pozwalających na ocenę jakości pracy, w podziale na kilka aspektów warunków pracy, czyli jej czas, formy wynagradzania za pracę czy ogólne zasady związane z zatrudnieniem. Celem artykułu jest wskazanie wybranych mierników pozwalających na ocenę rynku pracy z punktu widzenia pracownika, pod kątem komfortu pracy i osiąganej z pracy satysfakcji przenoszonej na sferę jakości życia. Wartości poddawanych analizom szczegółowym mierników zaczerpnięto z bazy EUROSTAT z lat 2010-2015, w zależności od dostępności oraz częstotliwości zbierania informacji. Ze względu na zakres danych, metody badawcze zastosowane w opracowaniu ograniczono do analiz wskaźnikowych i prezentacji graficznych.
The article presents labour market issue in terms of factors, that allow to determine employment quality in division into parts which are describing labour conditions: time, salary or general terms of employment. The aim of article is to show chosen factors, that allow to assess labour market from employee’s point of view: work comfort, satisfaction and work-life balance. These factors are effect of research of experts from European or international organizations. Values of presented and analyzed factors are from GUS or EUROSTAT database (years 2010-2015). Because of range of data research methods are limited to factors analysis and graphic presentations.

Poland is one of the European countries undergoing intensive legal and economic changes (increased retirement age, changes in the labour market) aimed at reducing the negative consequences of population aging and shrinking labour force. The changes in the demographic structure, as evidenced by low birth rate and increasing life expectancy are causing increased pressure on public pension expenditures. Implementation of the procedures intended to increase the retirement age requires obligatory coordination with the measures taken by the state in the area of labour market to support economic activity of individuals within the pre-retirement age bracket. This translates into the need to make the best use of the existing labour market instruments, employment services, and to support effective cooperation between labour market participants – mainly employers, but prospective employees as well.

In the publication, there was conducted the analysis of labour market policy in the United Kingdom in area of implemented reforms of social policy, which were begun by the New Deal Program up to the conception of Universal Credit. The publication was devised on the base of research, which were made in London in September 2011. They included interviews with representatives of both public and private labour market institutions. The respondents came from the Department for Work and Pensions and two British employment providers, which have significant meaning for the employment services, they participate regularly in the state Work Programs and they create British social policy. Moreover, the author, in the publications, recommends some of the British solutions, which are worth implementing in Polish social and economic reality
