The 21st century is becoming a time of undertaking activities for the benefit of an aging society, activation of elder people, engaging them in various forms of social, civic and other activities. Pedagogy and social policy are part of this trend of emerging tasks, because their practical solutions determine the successful involvement of the oldest members of society in its development and change. The article highlights the value of social and educational activity of the elderly for their development and functioning in the world of dynamic changes. Attention is paid to the low activity of seniors in the areas of functioning mentioned above. This contributed to the formulation of tasks for education and social policy for preparing the youngest generations in preparation to a good and dignified old age care from an early age,.
Wiek XXI staje się czasem podejmowania działań na rzecz starzejącego się społeczeństwa, aktywizacji osób starszych, angażowania ich w różne formy działań o charakterze społecznym, obywatelskim i in. W ten trend pojawiających się zadań wpisuje się pedagogika i polityka społeczna, od ich praktycznych rozwiązań zależy bowiem pomyślne zaangażowanie najstarszych członków społeczeństwa w jego rozwój i zmianę. W artykule skupiono się na wartości aktywności społecznej i edukacyjnej osób starszych dla ich rozwoju oraz funkcjonowania w świecie dynamicznych przemian. Zwrócono uwagę na niską aktywność seniorów w zakresie wymienionych obszarów funkcjonowania. To przyczyniło się do sformułowania zadań dla edukacji i polityki społecznej na rzecz troski już od najmłodszych lat, najmłodszych pokoleń w przygotowaniu do dobrej i godnej starości.

Autor artykułu przedstawia zagadnienie dyfuzji innowacji i wiedzy jako źródła zmiany i rozwoju gospodarczego. Charakterystyki i analizy zjawiska dyfuzji skupiają się na jego społeczno-kulturowym i ekonomicznym wymiarze. W pierwszej części opracowania, odwołując się do literatury przedmiotu, ukazano złożoność i wieloaspektowość teoretycznych ujęć procesu dyfuzji innowacji. Następnie scharakteryzowano zjawisko dyfuzji innowacji jako ważnego mechanizmu zmian społecznych i kulturowych. W tak zarysowanych ramach teoretycznych dokonano analizy uwarunkowań, dynamiki i efektywności rozprzestrzeniania się innowacji i wiedzy jako instrumentów przedsiębiorczości i rozwoju gospodarczego. Syntetyczną konkluzję teoretycznych analiz i charakterystyk przedmiotowej problematyki stanowi szkicowo nakreślony schemat powstawania i dyfuzyjnego rozprzestrzeniania się innowacji i wiedzy, który może być użyteczny z punktu widzenia polskich przemian modernizacyjnych oraz przyspieszenia rozwoju gospodarczego, zrównoważonego społecznie i terytorialnie.
The author of the article presents the issue of diffusion of innovation and knowledge as a source of change and economic development. Characteristics and analyses of the phenomenon of diffusion focus on its socio-cultural and economic dimensions. In the first part of the study, referring to the literature on the subject, the complexity and multifaceted nature of the theoretical approaches to the diffusion of innovation process was shown. Next, the phenomenon of diffusion of innovation as an important mechanism of social and cultural changes was characterized. The theoretical framework has been analyzed in such a way as to analyze the conditions, dynamics and effectiveness of the spread of innovation and knowledge as instruments of entrepreneurship and economic development. The synthetic conclusion of the theoretical analyses and characteristics of the subject matter is a sketchy model of the emergence and diffusion of innovation and knowledge, which can be useful from the point of view of Polish modernization changes and the acceleration of economic development, socially and territorially balanced.

The article presents the relationship between climate change and tourism, focusing on the ethical dimension of sustainable tourism. Der Beitrag geht aus von Positionen der Zukunftsforschung und kennzeichnet Megatrends und Szenarien als typische Formen zukunftsorientierter Aussagen. Megatrends und ein Szenario zum Thema „Schule 2030“ werden kurz skizziert. Schließlich werden Folgerungen für eine zeitgemäße Lehrerbildung für eine Schule mit inklusiver Bildung abgeleitet und am Beispiel des Potsdamer Modells illustriert.
In this article we intend to unpack a number of issues concerning future developments in teacher education with a focus on the State of Brandenburg. We will attempt to undertake our discussion from a point of view of megatrends and scenarios in a kind of futuristic projection. We will address some framework conditions for teacher education and subsequently we project this into a situational context of the State of Brandenburg generally and the Potsdam Model of teacher training especially.

Until 15th August 1971 the value of the U.S. dollar was anchored to gold. Facing an emerging currency crisis and the imminent danger that the United States would no longer be able to redeem dollars for gold, gold convertibility was finally terminated by President Nixon. It has begun the process of financialization the global economy. Until the end of XX century this process has concerned mainly developed countries with mature economies, presently it has happened also on emerging markets. In 2010, emerging economies made up for 21 per cent of the global financial assets worth 198 trillion USD. The value of financial assets worldwide is expected to touch 371 trillion USD by 2020, with emerging economies accounting for about one third of the total amount (111 trillion USD). The projected worth of financial assets in 2020 would be nearly double the value of around 198 trillion USD witnessed in 2010. Increase in the share of emerging markets is both a barrier effect of demand for financial products as a consequence of over-saturation of financial products of developed countries and the growing affluence of the societies of Asia, Latin America, and Central Europe. The purpose of this article is to present the development of global financial markets and to discuss the progressive process of the structural transformation in the global capital market, caused by the growing importance of the emerging markets.

The aim of this paper is to present and describe the EU’s policy with regard to environmental protection and countering climate change in Africa, in the context of the broader objective of reducing, or eliminating poverty. It is increasingly accepted that we need an integrated approach to climate change and development; only by linking these issues together can we show the entire complexity of the multidimensional issue of poverty. Global development requires taking into account issues related to susceptibility and adjustment to climate change. The paper seeks to answer the questions of the extent to which climate change is a serious and lasting threat to devel- opment, and about the relations between climate change and development. It presents the role and significance of climate change and environmental protection in EU development policy; it describes the major relevant documents and decisions. The author focuses particularly on discussing the issues of climate change and development in the relations between the EU and Africa, and points out the key challenge related to the implementation of policies combining climate and development. Although there is a general conviction about, and awareness of the interrelation of these two phenomena (processes), still too few of the necessary actions are being taken, and the activities related to development and climate are often approached and executed separately.

Financial markets are undergoing a transformation process, which is determined by the growing impact of non-financial risk, particularly the threat of climate change. Financial institutions, taking into account the effects of climate risk on their operations, take several adjustment measures to reduce the impact of this risk. These activities result from the applicable regulations and legal conditions on the one hand and initiatives undertaken by and for financial institutions on the other. Sustainable Development Goals (SDGs) are a strong stimulus determining activity for the climate. The implementation of the SDGs is monitored at the level of Member States. The SDGs are integrated into public policies, and their assumptions are present in the decisions of financial and non-financial sector entities, which affects the allocation and the flow of financial capital. The article aims to show changes in the functioning of financial markets in the conditions of climate change risk and also through the prism of sustainable development goals. The paper uses the triangulation method (apart from conventional research methods).

The aim of the article is to answer the question whether the regulations of the Act on Protection of Rights of Buyers of Residential Premises or Single-Family House of 16 September 2011 are in place. (Journal of Laws No. 232, item 1377), i.e. of 30 August 2019. (Journal of Laws of 2019, item 1805) – hereinafter referred to as the Developer’s Act, are sufficient in the context of the developer’s information obligations. The author specifically referred to the obligation to provide information on a development project. In the opinion of the author, the Developer’s Act does not provide the purchaser with sufficient protection in the period between the conclusion of the development contract and the date of transfer of the ownership right (residential unit or single-family house). Therefore, the author considers the legitimacy of amending the Development Act to introduce the buyer’s right to withdraw from the development contract in the case of significant changes to the development project in the period between the conclusion of the development contract and the date of accession to the promised contract. Also, the author notes that not every change in a development project, which the developer could not foresee at the time of concluding the development contract, should give the purchaser the right to withdraw from the contract. It cannot be forgotten about the complexity of a development project, which means that it would not be justified to fully burden the developer with investment risk.
Celem artykułu jest odpowiedź na pytanie, czy regulacje ustawy o ochronie o ochronie praw nabywcy lokalu mieszkalnego lub domu jednorodzinnego z dnia 16 września 2011 r. (Dz.U. Nr 232, poz. 1377), tj. z dnia 30 sierpnia 2019 r. (Dz.U. z 2019 r. poz. 1805) – dalej zwana Ustawą Deweloperską, są wystarczające w kontekście obowiązków informacyjnych dewelopera. Autorka w sposób szczególny odniosła się do obowiązku informacji na temat przedsięwzięcia deweloperskiego. Zdaniem autorki Ustawa Deweloperska nie daje nabywcy dostatecznej ochrony w okresie pomiędzy zawarciem umowy deweloperskiej, a terminem przeniesienie prawa własności (lokalu mieszkalnego lub domu jednorodzinnego). W związku z tym autorka rozważa zasadność zmiany Ustawy Deweloperskiej, jaka miałaby polegać na wprowadzeniu uprawnienia nabywcy do odstąpienia od umowy deweloperskiej w sytuacji, gdy nastąpią istotne zmiany dotyczące przedsięwzięcia deweloperskiego, w okresie pomiędzy zawarciem umowy deweloperskiej, a nadejściem terminu na przystąpienie do umowy przyrzeczonej (rozporządzającej). Jednocześnie autorka zauważa, że nie każda zmiana przedsięwzięcia deweloperskiego, której deweloper nie mógł przewidzieć w momencie zawierania umowy deweloperskiej, powinna dawać uprawnienie nabywcy do odstąpienia od umowy. Nie można bowiem zapominać o złożoności przedsięwzięcia deweloperskiego, co oznacza, że nie byłoby uzasadnionym obciążanie dewelopera w pełni ryzykiem inwestycyjnym.

W referacie zaprezentowano wyniki badań laboratoryjnych, w których analizowano zmiany osiowej sztywności próbek piaskowca poddanego konwencjonalnemu trójosiowemu ściskaniu. Założono iż opisem zjawisk powstawania i propagacji szczelin w skałach, na poziomie reprezentatywnej objętości, zajmuje się kontynualna mechanika uszkodzeń. Na podstawie przeprowadzonych badań i analizy zmian osiowej sztywności próbek, dla analizowanych ciśnień zdefiniowano zmienną uszkodzenia i wyznaczono warunek zapoczątkowania procesu uszkodzenia. Wyniki badań obrazują charakter dwóch różnych procesów zniszczenia.
Results of laboratory investigations focusing on change of axial stiffness of sandstone samples made under a conventional triaxial compression test conditions has been presented in this paper. It was assumed, that fracture propagation and damage process of rock samples on representative volume element level follows continuum damage mechanics laws. Based on investigations and analysis of axial stiffness change of sandstone samples for applied confining pressures, a damage variable was determined and the condition for the initiation of damage process was proposed. The results of investigations show a phenomenon of two different failure processes.

Artykuł omawia znaczenie informacji i technik informacyjnych jako istotnych przyczyn przemian współczesnego świata. Opisano mechanizmy wpływu technik informacyjnych na gospo-darkę i społeczeństwo. Omówiono rosnącą zależność współczesnego człowieka od systemów infrastrukturalnych oraz wzajemne związki rozwoju systemów infrastrukturalnych i rozwoju spo-łeczno-gospodarczego. Zdefiniowano infrastrukturę informacyjną i jej szczególną rolę we współ-czesnym świecie. Opisano wpływ technik informacyjnych na gospodarkę i procesy zarządzania. Podkreślone zostaje znaczenie twórczej destrukcji, jako mechanizmu formującego zarówno sam rynek technik informacyjnych jak i pozostałe rynki, na których ICT jest używane. Krótko scharak-teryzowano historię rozwoju technik informacyjnych. Opisana została niepredyktywność rozwoju ICT i związane z tym przemiany rynkowe. Podkreślono szczególnie dynamiczny rozwój technik mobilnych umożliwiających dostęp do infrastruktury informacyjnej osób i regionów dotychczas wykluczonych. Omówiono rolę ICT w kreacji nowych produktów, usług i rynków. Zdefiniowana została także rola technik informacyjnych jako źródła niepewności i zmian w strukturach rynkowych. Tak więc uwzględnione zostają zarówno pozytywne, jak i negatywne skutki rozwoju i rozpowszechnienia technik informacyjnych.
The article discusses the importance of information and information technology as a significant cause of transformation of the modern world. It describes the impact of information technology on the economy and society. The growing dependence of contemporary human from infrastructure systems and the inter-relationships of infrastructure systems development and socio-economic development are discussed. The information infrastructure and its special role in the modern world is defined. The impact of information technology on the economy and governance processes are described. The importance of creative destruction, as a mechanism for forming both the information technology market itself as well as other markets in which ICT is used, is underlined. The history of the development of information technologies is briefly sketched. The unpredictability of the ICT development and the associated market transformation are described. Rapid development of mobile technologies is particularly underlined. It is a factor allowing access to the information infrastructure to people and regions hitherto excluded. Finally the role of ICT in creating new products, services and markets is discussed. The role of information technology as a source of uncertainty and changes in market structures is defined. So, both positive and negative effects of the development and dissemination of information technologies are taken into account.

The paper examines the latest trends in theoretical research into possible interactions between institutional change and economic policy in the process of growth. Even though the article focuses on changes in the theoretical approach to economic growth and development, the author analyzes these issues in combination with actual economic processes. New trends and processes that have taken place over the past decade or so have led to radical changes in economic theory. This is primarily because the previously used and recommended tools were inefficient. The author describes past experiences that defy traditional interpretation and call for a more adequate approach. The article shows that institutional change is seen as an important factor not only in development economics, but also in empirical studies of economic growth conducted as part of mainstream economics. The author’s analysis of the current stage of research shows that, contrary to expectations, the differences between economic policy and institutional change are still unclear; they are mostly intuitive and arbitrary in nature, and the terms themselves are either imprecise or, in some cases, left completely undefined. This means that researchers have insufficiently examined the complementariness, substitutability and relative autonomy of institutions with regard to economic policy, the author concludes. Consequently, in the coming years, those conducting research into economic growth should analyze the role of institutions and economic policy with greater precision, Wojtyna says.

Report of the EASAC’s Environment Programme is an interdisciplinary publication on how to stop the current climatic and ecological crisis. It also raises the question of whether and how the necessary transformation is affected by the current pandemic. I start this refection article by shortly presenting some of the causes and consequences of CO2 rise in the atmosphere. I then summarise the reports diagnosis on the state of civilization and the potential impact of pandemic on our planet. Finally, I suggest further readings on the issue.
