    Opis:
    Majority vote model on multiplex networks with two independently generated layers in the form of scale-free networks is investigated by means of Monte Carlo simulations and heterogeneous mean-field approximation. In a version of the model under study each agent with probability 1-q (0≤q≤1/2) follows the opinions of the majorities of her neighbors within both layers if these opinions are identical; otherwise, she makes decision randomly. The model exhibits second-order ferromagnetic transition as q, the parameter measuring the level of internal noise, is decreased, with critical exponents depending on the details of the degree distributions in the layers. The critical value q_{c} of the parameter q evaluated in the heterogeneous mean-field approximation shows quantitative agreement with that obtained from numerical simulations for a broad range of parameters characterizing the degree distributions of the layers.

    The first step, allowing women to actively participate in political life was to give them the right to vote. The first country, which was made New Zealand at the end of the nineteenth century. Thus, no matter sex. Anyone who has acquired the right to vote can take an active part in political life. The study cited examples of women in the political arena confirm that the role of head of state in Europe has only six women. This is clear evidence that women may have limited access to important political positions. One of the reasons for this situation is the fact that society continues to believe that the woman the position of head of state is not the right person. Another important reason for the lack of women in politics are stereotypes, which are unfortunately very firmly rooted in the thinking of society.

    By decision no. 32 of 2015, “On the establishment of a special parliamentary commission for the implementation of the issues in the resolution on the agreement between the majority and the opposition in the Albanian Parliament” was approved the establishment of a special parliamentary commission for the implementation of the resolution adopted on 24 December 2014, which, among other things, foresaw the commitment of the parties involved to work together with consensus, supported by the European Union, on the issue of individuals with criminal records, who hold a public post or seek to be elected or appointed to one, based on European standards and the assistance of the Venice Commission. On 17 December 2015, Members of the Albanian Parliament adopt by consensus the constitutional amendments and legislative framework which are necessary to introduce in our country a clear mechanism for the exclusion of criminal offenders from public offices. In this paper we examine regulatory issues relating to the legal framework necessary to guarantee the integrity of public officials, the verification and ascertainment of the prohibition of exercising public functions and the implementation of the prohibitive measures provided for by law no. 138/2015 “On guaranteeing the integrity of the persons elected and/or appointed to, or exercising public functions”, the so called “decriminalisation” law.

    Nowadays people, especially young people usually use several mobile devices in the same time. This means, that they can reach any information just in time, so they are not patient any more to listen to anything which is not interesting for them in the moment. What does it mean in the context of university life? Is it true that university talks are living their last hours? They are boring because only one person is speaking for 90 minutes and nothing else happens? Are they really unnecessary because everything is on the net somewhere? Can we change this kind of attitude somehow? How can we make the talks more interactive? Our personal student response system.

    Opis:
    Comfort of the train passengers is the main priority of modern mass rapid transit (MRT) management. Objective of this paper is to investigate the thermal comfort of the elevated MRT station in tropical climate. The first step of this study was to conduct literature review on human thermal comfort, environment ergonomics, computational fluid dynamic (CFD), computational aeroacoustics (CAA), and predicted mean vote (PMV). Air quality in elevated MRT station was measured based on several parameters: relative humidity, wind speed, temperature, and wind direction. A 3D model of MRT designed was used to describe existing condition prior to simulations with CFD and CAA softwares. Predicted mean vote is arranged based on the value of metabolism, wind speed, ambient temperature, mean radiant temperature, amount of insulation from clothing, and relative humidity. Whereas predicted percentage of dissatisfi ed (PPD) can be derived from PMV calculations. The analysis shows that the average PMV of existing condition for elevated outdoor MRT station is 3.6 (extremely hot) with PPD is 100% (all passengers felt discomfort). Some recommendations to reduce heat stress were addressed such as: adding plant, changing materials of the MRT station, and change the design of the elevated MRT station. Modifying open elevated MRT station into indoor elevated MRT station with installing six units of AC (2pk, ±23°C) can improve air quality and maintain the thermal comfort scale of PMV to be –0.04 (comfort) with PPD of < 8%. Based on the analysis, it can be concluded that the most suitable design for elevated MRT station in tropical climate (hot and humid) is indoor MRT station with pay attention to both direct and indirect heat exposure that hit the station.

    Przedmiotem publikacji jest działalność uchwałodwacza organów wykonawczych. Od 2018 r. wprowadzono do systemu prawnego nową procedurę dotyczącą uchwał organów stanowiących jednostek samorządu terytorialnego, tj. pojawienie się uchwał z mocy prawa jako fikcja prawna i konsekwencja innego działania. Istotny jest zarówno nowy tryb powstania uchwał, jak i forma prawna nieudzielenia wotum zaufania organowi wykonawczemu gminy. Formą prawną wyrażenia woli odmowy udzielenia wotum zaufania przez organ stanowiący jest uchwała. Uchwała ta jest podejmowana w trybie szczególnym – bez głosowania – i ma szczególny charakter, dla jej ważności niezbędne jest uzasadnienie stanowiące część formalną uchwały. Dlatego też poglądy prawne prezentowane przez organy nadzorcze nad  samorządem, kształtujące praktykę administracyjną organów samorządu, nie znajdują uzasadnienia prawnego zarówno w ustawie o samorządzie gminnym, jak iw praktyce orzeczniczej.
    The subject of the publication is the activity of the resolution-maker of executive bodies. From 2018, a new procedure was introduced into the legal system regarding resolutions of constitutive bodies of local government units, i.e. the emergence of resolutions by operation of law as a legal fiction and a consequence of a different action. Both the new mode of drawing up the resolutions and the legal form of the failure to grant a vote of confidence to the executive body of the commune are important. The legal form of expressing the will to refuse to grant a vote of confidence by a decision-making body is a resolution. This resolution is adopted in a special mode - without voting - and has a special character, for its validity it is necessary to justify constituting a formal part of the resolution. Therefore, the legal views presented by the supervisory authorities over the self-government, shaping the administrative practice of self-government bodies, do not find legal justification both in the act on commune self-government and in the jurisprudence practice.

    In my paper I present the electoral transformation of the last three decades by considering the most important impulses and their effects. In doing so, I focus on a few essential elements that are considered to be decisive Hungarian and internationally in terms of both electoral science and election practice. Such are, among others, primarily the nomination system, internationalization of election, the electoral data protection or the evolution of electoral technology.
    W swoim artykule przedstawiam transformację wyborczą ostatnich trzech dekad, rozważając najważniejsze impulsy i ich skutki. Czyniąc to, skupię się na kilku istotnych elementach, które są uważane za decydujące w zakresie zarówno nauki o wyborach, jak i praktyki wyborczej na Węgrzech, jaki i na arenie międzynarodowej. Są to między innymi:system nominacji, internacjonalizacja wyborów, ochrona danych wyborczych czy ewolucja technologii wyborczej.

    The purpose of this paper is to verify the thesis that the right to vote is one of the most significant fields of Indigenous Peoples Rights’ violations. History of the U.S. relations with Native tribes is a history of broken treaties and promises, including these pertain- ing to voting. It is vital to keep track of issues related to voting rights, not only because of the constantly increasing number of court cases related to this issue, but also several legal initiatives proposed in Congress with the aim to make the right to vote more applicable. The first part of the paper enumerates the main reasons for the denial of In- dian Voting Rights. It is followed by the explanation how these limitations were implemented. The third part of the work describes how the Indigenous Americans struggled to receive the right to vote. However significant the moment of gaining the right was, it did not put an end to their struggle for equal treatment. On the contrary, a list of court cases based on Voting Rights Act violations is still extending, which is described in the fourth part of the paper. The fifth part examines contemporary issues regarding the Native Americans’ right to vote.
    Celem artykułu jest zweryfikowanie tezy, według której czynne prawa wyborcze są jednymi z najczęściej łamanych praw przysługujących ludności rdzennej. Historia stosunków USA z plemionami Indian Ameryki Północnej charakteryzuje się szeregiem zerwanych traktatów i niedotrzymanych obietnic, w tym dotyczących praw wyboru przedstawicieli na poszczególnych szczeblach władzy. O ważkości opisywanych zagadnień świadczy nie tylko systematycznie rosnąca liczba spraw sądowych dotyczących praw wyborczych, ale także szereg inicjatyw prawnych zaproponowanych w amerykańskim Kongresie w celu lepszego ich egzekwowania. W pierwszej części artykułu wymieniono główne przyczyny pozbawiania Indian czynnych praw wyborczych. Następnie wyjaśniono, w jaki sposób ograniczenia te zostały wdrożone. W trzeciej części autorzy wskazali na najważniejsze etapy, jakie musieli pokonać rdzenni Amerykanie w procesie ubiegania się o zagwarantowanie prawa do głosowania. Ostateczne uzyskanie czynnych praw wyborczych nie zakończyło walki rdzennych Amerykanów o równe traktowanie. Wręcz przeciwnie, lista spraw sądowych opartych na naruszeniach Ustawy o prawie do głosowania wciąż się rozszerza, co opisano w czwartej części artykułu. Część piąta analizuje współczesne kwestie dotyczące czynnego prawa wyborczego Indian Ameryki Północnej.

    This article examines the political consequences of the biggest government crisis in the history of the Second Republic of Austria. This ensued after the media revealed in May 2019, the corruption in the activity of the Freedom Party of Austria. The video sting scandal, dubbed Ibiza-gate, has shaken Austria, prompted the collapse of the coalition between the Austrian People’s Party and Freedom Party of Austria, and subsequently brought down the government after the National Council had voted no-confidence to Sebastian Kurz’s cabinet. In this article, a hypothesis is put forward that the scandal has strengthened the Christian Democrats’ position on the Austrian political scene, despite opposition criticism that ÖVP, which decided to cooperate with the extreme right, is co-responsible for the political crisis.
    W artykule ukazano polityczne konsekwencje największego w historii II Republiki Austrii kryzysu rządowego, który był następstwem ujawnienia w maju 2019r. przez media korupcyjnych propozycji składanych przez polityków Wolnościowej Partii Austrii. Afera taśmowa nazywana „Ibiza-gate” wstrząsnęła Austrią, doprowadziła do rozpadu koalicji Austriackiej Partii Ludowej i Wolnościowej Partii Austrii, a następnie do upadku rządu Sebastiana Kurza w wyniku wyrażenia przez Radę Narodową wotum nieufności. W artykule przyjęto hipotezę, że skandal umocnił pozycję chadecji na austriackiej scenie politycznej i to mimo krytyki ze strony partii opozycyjnych, że ÖVP która podjęła się współpracy ze skrajną prawicą, jest współodpowiedzialna za kryzys polityczny.
