Opis:
The purpose of this article is to present the basic determinants as regards the use of the Territorial Defence Force (TDF) in the national defence system. The article focuses on issues related to security and defence as well as their impact on national security, and indicates the need to establish territorial forces in order to increase military potential in any country. What is more, it describes basic tasks which TDF can perform during individual stages of armed operations. Particular attention is paid to the fulfilment of the tasks by TDF as regards purely army-related activities, both military and non-military. It is indicated that TDF is a military formation that fills the gap as regards the security of a given area or territory, and that it can supplement the operational forces, thus constituting a vital element of the national defence system.

This article presents aspects of developing the competences of the soldiers of Territorial Defence Forces (TDF) – albeit, due to the vastness of the subject matter, it only partially explores this topic. Particular attention has been paid to the wide spectrum of the competences of a Territorial Defence officer who performs the roles of a commander-educator and instructor, but the competences of the subordinate – a private soldier of this service of the Armed Forces have also been discussed. Additionally, this article indicates rather important aspects of forming soldiers’ personalities and, in consequence, also their attitudes (civic, patriotic, national defence-oriented etc.) which combine to form their professional-personal characteristics.

One of the priorities of the Ministry of National Defense is the creation of a new branch of Armed Forces – the Territorial Defense Forces (Polish: WOT). It was initiated by the establishment of the Territorial Defense Bureau, and then the Command of the Territorial Defense Forces. The process of creating brigades and sub-units of these troops is parallel to the completion of the WOT Command. The main idea of their functioning is the widespread, optional access of volunteers to serve under the so-called territorial military service. Due to the intensive formation of new structures, a high-level military education is facing a major challenge, which is taking steps to urgently fill positions both for professional officers and for officers of territorial military service with graduates. The material presented in the present paper is an attempt to analyze and propose solutions that are not necessarily final but are treated as a basis for further substantive discussion.

The three Baltic states: Estonia, Latvia, and Lithuania, gained independence for the second time in the late 20th century, and are now investing in the whole society’s approach to defence, recognizing the threat from Russia, especially after the wars in Georgia (2007/8) and Ukraine (2014, 2022). Voluntary territorial defence forces are an important constituent of their national defence strategies. This paper aims to analyse these forces as an integral component of national security, based on a close connection with society, armed forces, and government. The similarities and differences between the three different volunteer forces will be highlighted and ultimately proven how they are strongly embedded in national and regional security setup, while also enhancing cross-border cooperation.

The article presents the conditions for organizing the cooperation of the newest type of armed forces, the Territorial Defense Forces, with non-military institutions. When presenting individual issues, it was emphasized that the essence of cooperation between various entities is to coordinate their actions to achieve a common goal, while maintaining the autonomy of individual parties to this action. Concerning not only military threats, the coordination of the activities of various entities in the regional (voivodeship, poviat, commune) but also nationwide dimension has become particularly important due to the introduction of a new element to the national security system – the Territorial Defense Forces (WOT). The underlying assumption of activities in this area has been to increase the state’s defense capabilities and link the operation of Territorial Defense Forces units to a given area. The activities related to the establishment and development of the WOT are mostly the result of the strategic analysis carried out since 2016 at the Ministry of National Defense as part of the Strategic Defense Review (SPO2016). Bearing in mind the regional nature of the activities (in permanent areas of responsibility) of the Territorial Defense Forces, the article presents what tasks this formation can perform in cooperation with public administration institutions and units of the Police, Border Guard, State Fire Service, health protection, and civil defense formations. The basic requirements for planning and organizing joint activities of such different entities are also indicated. The essential of them is the unity of action (planning, organizing, conducting activities), which primarily concerns acting in accordance with the same intention (concept), which in turn is a consequence of the proper definition of the chain of command (control), in which the relations between individual entities and decision-making powers have been precisely defined. This will make it possible to build an operational system in which the presented procedures of action planning are understandable to everyone and above all, allow for making rational decisions that enable achieving the synergy effect during the WOT’s operation with elements of the non-military system. It will be facilitated by getting to know each other’s procedures, potential, and specifics of action, and mainly being aware of the possibilities and scope of joint action.
Artykuł przedstawia uwarunkowania organizacji współdziałania najnowszego rodzaju sił zbrojnych, jakim są Wojska Obrony Terytorialnej, z instytucjami układu pozamilitarnego. Przedstawiając poszczególne zagadnienia podkreślono, że istotą współdziałania różnych podmiotów jest skoordynowanie ich działania dla osiągnięcia wspólnego celu, przy jednoczesnym zachowaniu autonomii poszczególnych wykonawców tegoż działania. W odniesieniu do zagrożeń militarnych, ale nie tylko, koordynacja działań różnych podmiotów w wymiarze regionalnym (województwo, powiat, gmina) ale również ogólnopaństwowym nabrała szczególnego znaczenia z uwagi na wprowadzenie do systemu bezpieczeństwa państwa nowego elementu – Wojsk Obrony Terytorialnej (WOT). Zasadniczym założeniem działań w tym zakresie było, i jest, zwiększenie zdolności obronnych państwa oraz dowiązanie działania jednostek WOT do danego terenu. Działania w zakresie utworzenia i rozwoju WOT są w znacznej mierze wynikiem analizy strategicznej, jaką od 2016 roku prowadzono w Ministerstwie Obrony Narodowej w ramach Strategicznego Przeglądu Obronnego (SPO 2016). Mając na uwadze regionalny charakter działań (w stałych rejonach odpowiedzialności) WOT, w artykule przedstawiono jakie zadania może realizować ta formacja podczas współdziałania z instytucjami administracji publicznej oraz jednostkami Policji, Straży Granicznej, Państwowej Straży Pożarnej, ochrony zdrowia oraz formacjami obrony cywilnej. Wskazano także na zasadnicze wymagania wobec planowania i organizowania wspólnego działania tak różnych podmiotów. Zasadnicze z nich to jedność działania (planowania, organizowania, prowadzenia działań), która dotyczy przede wszystkim działania w myśl tego samego zamiaru (koncepcji), co z kolei jest konsekwencją właściwego określenia łańcucha dowodzenia (kierowania), w którym precyzyjnie określono relacje pomiędzy poszczególnymi podmiotami oraz określono kompetencje decyzyjne. Pozwoli to na zbudowanie systemu działania, w którym przedstawione procedury planowania działania są dla wszystkich zrozumiałe, a przede wszystkim pozwalają na podejmowanie racjonalnych decyzji, które pozwalają na osiągniecie efektu synergii podczas działania WOT z elementami układu pozamilitarnego. Przyczyni się do tego wzajemne poznanie procedur, potencjału, specyfiki działania, a przede wszystkim uświadomienie sobie możliwości i zakresu wspólnego działania.

In the presented article the author desires to study requirements for the air defense subunits in the forest-lake environment of the Suwalki isthmus. For that purpose the author underlined the importance of the presented region, identified specifics of the isthmus, made a terrain analysis and defined the requirements of the air defense subunits operating in that area. The submitted proposals learnt from the research indicate the need of use of the so-called light air defense in order to provide efficient defense for forces and critical infrastructure of the region. The author also takes into account the origin and presence of the Territorial Defense Forces air defense elements, drawing also attention to their place in the entire air defense system of the area and emphasizing the importance of the suitable armament selection for the newly formed air defense subunits of the Territorial Defense Forces (TDFs).

One of the experiences of the initial stages of the development of the eastern Ukraine conflict was the decision of the authorities in Kyiv to establish the so-called volunteer battalions (BTRO) and, among them, the territorial defense battalions. This article presents synthetically the tasks set for the above military formations. The authors consider which of the BTRO designed capabilities can be useful and effective against an aggressor using hybrid combat methods. They refer primarily to the course of events taking place during the conflict in Eastern Ukraine and the annexation of the Crimean Peninsula. The authors discuss the capabilities of territorial defense subunits of the Armed Forces of Ukraine that can effectively defend against hybrid warfare. While looking to answer the question presented, materials and articles on current Russian war preparation and warfare concepts were analyzed. Attention was primarily paid to their practical application during the ongoing conflict in eastern Ukraine and the annexation of Crimea. Subsequently, documents and publications related to the creation and tasks posed to the Territorial Defense Battalions of the Ukrainian Armed Forces were examined. Assumptions concerning their organization and functioning were considered in the context of achieving the designed operational capabilities. The summary presents the conclusions of the compilation of the above work. They concern particularly the concept of territorial application of the discussed military formations, the possibility of their establishing cooperation with regular subunits of the Armed Forces to supplement their ability to perform tasks, as well as issues related to cooperation with local authorities and communities.
Jednym z doświadczeń początkowych faz rozwoju konfliktu na wschodniej Ukrainie była decyzja władz w Kijowie o powołaniu tzw. batalionów ochotniczych (BTRO), a wśród nich batalionów obrony terytorialnej. Niniejszy artykuł przedstawia w sposób syntetyczny zadania stawiane wobec powyższych formacji militarnych. Autorzy rozważają, które z projektowanych zdolności BTRO mogą być przydatne i skuteczne wobec agresora stosującego hybrydowe metody walki. Odwołują się przy tym przede wszystkim do przebiegu wydarzeń mających miejsce w czasie konfliktu we Wschodniej Ukrainie i podczas aneksji półwyspu krymskiego. Autorzy rozważają jakie zdolności pododdziałów obrony terytorialnej Sił Zbrojnych Ukrainy mogą być skuteczne w obronie przed hybrydowym sposobem prowadzenia wojny. Szukając odpowiedzi na przedstawione pytanie poddano analizie materiały i artykuły dotyczące aktualnych rosyjskich koncepcji przygotowania i prowadzenia wojny. W szczególności zwrócono uwagę na praktyczne ich zastosowanie podczas trwającego konfliktu na wschodzie Ukrainy i w czasie aneksji Krymu. Następnie zbadano dokumenty i publikacje związane z utworzeniem i zadaniami stawianymi wobec batalionów obrony terytorialnej Sił Zbrojnych Ukrainy. Rozważano założenia dotyczące ich organizacji i funkcjonowania w kontekście możliwości osiągnięcia projektowanych zdolności do działania. W podsumowaniu przedstawiono wnioski z zestawienia powyższych prac. Odnoszą się one w szczególności do: koncepcji terytorialnego zastosowania omawianych formacji wojskowych, możliwości nawiązania przez nie współdziałania z regularnymi pododdziałami Sił Zbrojnych w celu uzupełnienia ich zdolności do wykonywania zadań, a także do zagadnień związanych ze współpracą z lokalnymi władzami i społecznościami.

For nations facing expansionist and revisionist neighbours such as Russia or China, a total defence approach provides a mechanism to protect both territorial integrity and political sovereignty. A key component for any effective total defence concept is volunteer, citizen- soldier territorial defence forces (TDF). This paper emphasises the role these territorial formations play as the critical snap link between the military and civilian population in such a national defence strategy. The territorial defence forces, like the snap link in mountaineering, connect the military to the civilian population in a way to ensure popular support for national resistance efforts. The article offers the historical example of Switzerland as an exemplar of total defence from 1939 to 1991 and demonstrates the role its citizen-soldier forces played in linking the population to overall resistance efforts. This Swiss historical experience provides three main concepts for consideration today: (1) the creation of a government directed and functional levée en masse that mobilizes the entire population to support total defence; (2) the establishment of a national redoubt or refuge, either in-country or abroad, to provide sanctuary for the resistance movement; (3) and the organisation of specialised, multi-crisis capable territorial units for the full range of total defence missions.

The paper presents a concise and thorough insight into the problem of overcoming potential Russian anti-access/area denial (A2/AD) operations, which may pose a major threat to Poland’s security. The geopolitical situation in the region is seriously determined by the Kremlin’s Foreign policy, which is aimed at restoring Russian dominance over its neighbouring countries and disrupting political and military cohesion of NATO. Against this background it seems essential for Poland to develop its modern Armed Forces, which being based on the Land Forces and the Territorial Defence Forces, could be effectively employed against potential military threats.

Celem artykułu jest analiza wpływu strachu przed nowymi zagrożeniami w dziedzinie bezpieczeństwa na rozwój polskich Wojsk Specjalnych oraz Wojsk Obrony Terytorialnej. Została ona przeprowadzona chronologicznie z uwzględnieniem zmian, jakie zachodzą w Siłach Zbrojnych RP. W artykule wskazano zasadnicze efekty osiągnięte w rozwoju obydwu formacji, a które zostały wywołane w odpowiedzi na strach i poczucie zagrożenia. Wspomina się również o wyzwaniach, jakie ciągle stoją przed Wojskami Specjalnymi i Wojskami Obrony Terytorialnej. Przyjęto, że pojawiające się w ostatnich 20 latach zagrożenia wywołujące uczucie strachu wśród jednostek i całych społeczeństw spowodowały podjęcie przez polski rząd decyzji dotyczących szczególnego rozwoju dwóch rodzajów sił zbrojnych – Wojsk Specjalnych i Wojsk Obrony terytorialnej. Analizy dokonano w oparciu o dostępne źródła i literaturę przedmiotu oraz obserwację uczestniczącą.
The aim of this article is to analyse the impact of a fear of new threats in the field of security for the development of the Polish Special Forces and the Territorial Defence Forces. The study was conducted in a chronological order taking into account the changes still taking place in the armed forces of the Republic of Poland. The article indicates the main results achieved in the development of both formations and brought by fear and threat. It also points out to the challenges still faced by Special Forces and the Territorial Defence Forces. It has been assumed that the threats of the last 20 years, causing a sense of fear among individuals and entire societies, prompted the Polish Government to make decisions regarding detailed development plans for two types of armed forces – Special Forces and the Territorial Defence Forces. The analysis was based on the available sources and literature on the subject, as well as participant observation.

The Territorial Defence Forces (TDF, Polish abbrev. WOT) are to participate in combat counter-subversive operations, alone or in cooperation with other security actors. Using both offensive and protective-defensive forms and methods, they will create freedom of action for operational troops. Precise reconnaissance of the area, infrastructure knowledge in permanent areas of responsibility (Polish abbrev. SRO), cooperation with the non-military system (Polish abbrev. UPM), and cooperation with the local population in combination with the training of the TDF commanders and soldiers equipped with modern weaponry, reconnaissance and object monitoring systems will ensure good quality of protection while reducing the number of human resources involved. All forms and methods of conducting combat counter-subversive activities presented in the article are a compilation of the content contained in the literature on the subject and the practical conduct of training classes with cadets and officers at the Military University of Land Forces.
Wojska Obrony Terytorialnej (WOT) będą uczestniczyć w bojowych działaniach przeciwdywersyjnych, samodzielnie lub we współdziałaniu z innymi podmiotami odpowiedzialnymi za bezpieczeństwo. Stosując formy i sposoby, zarówno zaczepne i ochronno-obronne, stworzą swobodę działania wojskom operacyjnym. Dokładne rozpoznanie terenu, znajomość infrastruktury SRO, współdziałanie z układem pozamilitarnym (UPM), współpraca z miejscową ludnością w połączeniu z wyszkoleniem dowódców i żołnierzy WOT, wyposażonych w nowoczesne uzbrojenie, systemy rozpoznania i monitoringu obiektów, zapewni dobrą jakość ochrony, ograniczając przy tym ilość zaangażowanych zasobów ludzkich. Wszystkie formy i metody prowadzenia bojowych działań przeciwdywersyjnych, przedstawionych w artykule są kompilacją treści zawartych w literaturze przedmiotu oraz praktycznego prowadzenia zajęć z podchorążymi i oficerami w Akademii Wojsk Lądowych.

Opis:
The Territorial Defense Force is of great interest to politicians, the media and public opinion. A great deal of misinformation and misconceptions have arisen about the subject related to the newly created type of the Polish Armed Forces. Therefore, the aim of the article is to familiarize the reader with the role, place and tasks of the Territorial Defense Force in the national system of combating terrorism based on the provisions of the law in force in Poland. The article attempts to determine the opportunities and threats under the provisions of the Act on Anti-Terrorism of June 10, 2016, and the Act amending the Act on the Universal Obligation to Defend the Republic of Poland and certain other acts of November 16, 2016, to the Territorial Defense Force and for the security of the country. Comparative analysis of the legal acts mentioned above seems necessary for a better understanding of the peculiarities of the operation of the Territorial Defense Force in the Polish legal system and the security system.
Wojska Obrony Terytorialnej są przedmiotem dużego zainteresowania polityków, mediów i opinii publicznej. Wokół tematyki związanej z nowopowstałym rodzajem Sił Zbrojnych RP narosło wiele niedomówień i błędnych przekonań. W związku z tym celem artykułu jest przybliżenie czytelnikowi roli, miejsca i zadań Wojsk Obrony Terytorialnej w krajowym systemie zwalczania terroryzmu w oparciu o zapisy obowiązującego w Polsce prawa. W artykule została podjęta próba określenia szans i zagrożeń, wynikających z zapisów Ustawy o działaniach antyterrorystycznych z dnia 10 czerwca 2016 r. oraz Ustawy o zmianie ustawy o powszechnym obowiązku obrony Rzeczypospolitej Polskiej oraz niektórych innych ustaw z dnia 16 listopada 2016 r. dla Wojsk Obrony Terytorialnej oraz dla bezpieczeństwa kraju. Komparatystyka ww. aktów prawnych, wydaje się niezbędna dla lepszego poznania specyfiki działania Wojsk Obrony Terytorialnej w polskim systemie prawnym oraz systemie bezpieczeństwa.

The goal of this paper is to analyze the current personnel structure of the US Army and to describe recruitment options for candidates interested to serve in the US Army as officers. The author portrays the possible service options for officers in the US Army and depicts the educational process required by the US Army for officers to get further promotions. In conclusion, the author defines weaknesses in the recruitment system and formulates possible recommendations for the Polish Armed Forces.
Celem artykułu jest przedstawienie ścieżki rozwoju zawodowego kandydatów na oficerów w Wojskach Lądowych Sił Zbrojnych USA (ang. US Army), a także sposobów pełnienia służby w ramach US Army. Autor poddał analizie możliwości doskonalenia zawodowego podczas kursów oraz studiów zawodowych. W podsumowaniu zdefiniowano szereg słabych punktów w systemie rekrutacji i edukacji wojskowej w Polsce i zarekomendowano rozwiązania możliwe do wprowadzenia w Siłach Zbrojnych RP.

The Territorial Defense Forces’ combat operations carried out for the benefit of the operational troops will create a hardly permeable network of resistance points (defense zones), which will allow slowing down and ultimately stopping the enemy. However, to perform this task, the TDF operation principles and features when organizing the fight should be borne in mind. Apart from that, they must organize their effective system of reconnaissance, anti-landing, and anti-diversion activities, both in their offensive and protective-defensive forms. They will organize resistance points (defense zones) in specific combat environments as for network defense activities. In the first stage of the defense operation, they will take part in cover operations.
Działania bojowe WOT, prowadzone na korzyść wojsk operacyjnych, stworzą wspólnie z nimi w głębi operacyjnej, trudno przepuszczalną sieć punktów oporu (rejonów obrony), która pozwoli na spowolnienie i w ostatecznym rozrachunku zatrzymanie przeciwnika. Ale aby to zadanie wykonać należy przy organizacji walki pamiętać o zasadach i cechach działań WOT. Poza tym muszą one zorganizować własny, skuteczny system rozpoznania, działań przeciwdesantowych, przeciwdywersyjnych zarówno ich form zaczepnych, jak i ochronno-obronnych. W działaniach w ramach obrony sieciowej będą organizowały punkty oporu (rejony obrony) w specyficznych środowiskach walki. W pierwszym etapie operacji obronnej wezmą udział w działaniach osłonowych.
