This article describes a simulation model of a national network of television broadcasting stations. The performance of a station depends on its sitting and its antenna, on its radiated power and frequency, and on surrounding terrain and electromagnetic environment. All these factors can be analysed using the simulation model. Simulation can help in the maintenance of the existing television stations and in the planning of new stations by making “what-if” considerations fast, simple and effective. The simulation model has been developed as an engineering aid in planning the low-power rebroadcasting stations.

A planar monopole antenna is an aerial, which the radiating element is perpendicular to the ground plane. It has five equal curvy sides and works at Ultra High Frequency (UHF) band of terrestrial broadcast 478–806 MHz. The curvy sides are made of five equal trimmed ellipses and separated 72o each ellipse to another, form pentagonal shape. Optimizations are obviously necessary to gain the antenna performance at the desired frequency range. The dimensions to optimize this antenna performance are the length of the sides, the offset of curvature, the antenna height from the ground plane, and the ground plane size. Optimization process is done by simulating the proposed antenna with calculated designs using Computer Simulation Technology (CST) Studio Suite 2015 software. The optimized antenna design then fabricated with a 75 W coaxial line fed, measured, and results: Voltage Standing Wave Ratio (VSWR) range of 1.05–1.28, antenna gain at 600 MHz is 15.33 dBi, elliptical polarized, and omnidirectional. With these features, this antenna should satisfy the requirements of UHF television broadcasting.

This paper is a historical discourse on the development and the political framework of television broadcasting in Nigeria. It also explores the influence of politics in the emergence of the medium of television, and its imperative in Nigerian politics. It argues that the political gimmick, culture and counterculture characteristic of the Nigerian polity was germane to the establishment of television stations in Nigeria. I utilise the literary and descriptive methodological investigative approaches to investigate the imperative of television in the Nigerian political landscape. Among other findings, the study reveals that the birth of television in Nigeria is rooted in the Nigerian political situation of the First Republic, and that television is imperative in the growth and positive change and development of Nigeria. This research concludes that television and politics in Nigeria intersect. In Nigeria, this medium of communication is a force to reckoned with. Hence, the study recommends that positive reforms and modifications should be made by the National Broadcasting Commission in the operation of television broadcasting. Furthermore, these reforms should be adhered to, so that the aim and objectives of the positive transformation in television broadcasting in Nigeria can be achieved.

From August 1975 to August 1976 the Indian space agency’s world-leading Satellite Instructional Television Experiment, known as SITE, broadcast to 2,400 villages across the country. This early project of the Indian Space Research Organisation (ISRO) defined a societal remit still considered the formational imaginary behind the space agency’s range of remote sensing and planetary activities. The paper focuses on a brief span of time following SITE when opportunities opened for village residents to take control of the media, and this came about in part through initiatives in which creative practitioners working with the space agency introduced methods of co-production. The shift in creative agency from producers to audiences carried radical possibilities for social mobility and locally determined, rather than state-led, development initiatives. The purpose of this short paper is to highlight how creativity coincided with audience-led innovation. Opportunities for audiences to use the technical equipment opened as creative methods of co-production became more commonplace, such that innovation reflected the cultural values, or cognitive matrix, of the audience. Although the shift in agency from producer to audience was unprecedented, it was swiftly suppressed when the national satellite broadcast system INSAT finally became operational in the 1980s, in spite of-or perhaps because of-this flourish of social innovation. Applying the concept “cognitive innovation” to this context foregrounds the limited opportunities available for rural television audiences to use the technology instrumentally for their own purposes. Displacing creativity, by dismantling the project and putting a halt to its emerging methods of co-production, was a way of delinking the audience from the technology and thereby imposing a different order. By indicating how creative activity accesses cognitive innovation, the paper introduces the notion of “displacing creativity” as a transferable measure of agency. It argues that where creativity is displaced, crucial mechanisms by which subalterns gain agency to act and to innovate are lost.

In the era of the market-driven media, the digital transition and the ‘new media’ reign we should consider what will be the future of local broadcasting. First of all, we should look at the broadcasting legislation process – especially changes connected with the rules and privileges given to the local and community broadcasters. Second point worth consideration is the case of the traditional local TV and radio stations in Norway. A few questions should be asked, for example: if the local TV/radio fulfils the local medium function; which is the dominant function for the local broadcasters; what will be the future of local TV/radio station; if web TV/radio replace traditional ones; what is the local programmes content etc. Third point which should be analyzed is the role of local TV and radio in creating local identity and local democracy. We should look at the local communication level from the wide perspective: relation global–local; globalization–glocalization.

The subject of the study is a comparison of television broadcasting for school-age children and youth by public broadcasters in Slovakia and the Czech Republic during the first wave of the coronavirus pandemic in spring 2020. The authors selected and researched programs which were supposed to partially replace full-time teaching in primary schools. Radio and Television of Slovakia (RTVS) broadcast a program called Školský klub (School Club) and Czech Television broadcast the UčíTelka (Teaching TV) program. The aim of the group of authors was to analyze five parts of both programs broadcast in one week and then compare the results. In the theoretical part of the study, the authors characterize the broadcast during an emergency situation and present the examined programs. Subsequently, they are presenting an overview of television broadcasting during the mandatory quarantine in Slovakia in the children’s television JOJKO, which they divided into two categories: broadcasting focused on coronavirus and broadcasting focused on spending free time at home. In the research part, the authors carry out a qualitative analysis of the researched lectures with a focus on several aspects: visual design, tools used in the lecture, the role of the presenter and their performance, the overall contribution of the lesson in terms of topics and curriculum and interaction with viewers. They compare the results of both lectures and deduce the results of the analysis based on the findings. The result of the study is a comparison of the level, processing and benefits of lessons aimed to partially replace the teaching process of children and youth in primary schools in Slovakia and the Czech Republic at the time of emergency measures and quarantine caused by the COVID-19 virus.

The state plays supervising rather than regulative role on the Russian TV market, being an acting force per se on this market. The state takes care of the ideological and moral health of citizens as a missionary. In this respect the Russian State TV cannot be classified as public TV – as the social order could not be formed by society. Instead the order is dropped down from power structures, imposing state ideas of social development and providing reproduction of power elite.

On 6 November 2019, the Croatian Competition Agency brought one of its latest decisions concerning dominance abuse on Croatian electronic communication market. When asked to assess the behaviour of the dominant incumbent, Agency had to deal not only with incumbent’s position in the electronic communications markets, but also with spillover of its power to electronic media market. In its ruling, the Agency concluded that exclusivity licencing terms regarding premium football content do not qualify as the abuse of dominant position. While the decision in itself might represent only an interesting read, if considered in the context of Agency’s previous practice, powers and influence of other Croatian regulatory authorities, it might also represent the long-awaited evidence of the need to shift perspective and invoke improved rules for antitrust cases concerning electronic communication operators in Croatia.
Le 6 novembre 2019, l’Agence croate de la concurrence a rendu une de ses dernières décisions concernant l’abus de position dominante sur le marché croate des communications électroniques. L’Agence a dû se prononcer non seulement sur la position de l’opérateur dominant sur les marchés des communications électroniques, mais aussi sur les répercussions de son pouvoir sur le marché des médias électroniques. Dans sa décision, l’agence a conclu que les conditions des licences d’exclusivité concernant les contenus premium de football ne constituent pas un abus de position dominante. Bien que la décision en elle-même ne représente qu’une lecture intéressante, si elle est considérée dans le contexte de la pratique antérieure de l’Agence, des pouvoirs et de l’influence d’autres autorités de régulation croates, elle pourrait également représenter la preuve tant attendee de la nécessité de changer de perspective et d’invoquer des règles renforcées pour les affaires d’antitrust concernant les opérateurs de communications électroniques en Croatie.
