The first objective of the research was to analyse employers' expectations with a focus on employers whose companies are related to the smart specialisations of the region of Silesia. The second objective of the research was to confirm the need for and development of the conceptual model of regional integration network (information network) of the system of education, higher education and companies, the region's authorities... in order to shape the supply of and demand for course-specific education; its priority would be to develop human resources for the regional industry in the perspective of economic changes. The hypothesis that "The creation of integration network of information for improving the effectiveness of development of major studies in higher education is desired by system of education, higher education, companies and public authorities" was confirmed on the basis of secondary and primary data.

The IT system market belongs to the group of markets characterised by imperfections in information access both amongst the suppliers and the recipients. Literature studies indicate a research gap concerning the phenomenon of information asymmetry between the supplier and the recipient in an IT project. My research thus far has indicated that an excessively high level of information asymmetry between the supplier and the recipient, occurring during the entire life cycle of a management support IT system, is an important factor, which has a key significance to the success of the project. The scope of this article is to present the results of research on the phenomenon of asymmetry in information access both amongst suppliers and recipients as part of a conducted case study.

The paper discusses the North Sea – Mediterranean corridor, part of the Trans-European transport network. A brief discussion on the aspects of multimodality and the possible modes of transport involved in transporting inland freight is presented followed by an introduction to main IT systems that can be implemented to increase the efficiency of freight transport. Presented also is a description on the envisaged investments in freight corridors in Europe. An assessment of information flows is also offered. The study concludes that the concept of a freight corridor should be extended to a network in order for more global benefits to be experienced.
Artykuł omawia część transeuropejskiej sieci transportowej jakim jest Korytarz Morze Północne - Morze Śródziemnomorskie. Jest to krótka dyskusja na temat aspektów multimodalności i możliwych środków transportu zaangażowanych w przewóz śródlądowy, a następnie wprowadzenie do głównych systemów informatycznych, które mogą być wdrożone w celu zwiększenia wydajności transportu towarowego. Artykuł przedstawia również informacje o planowanych inwestycjach w korytarzach transportu towarowego w Europie. Badanie potwierdza, że należy rozwijać koncepcję sieci korytarzy towarowych w celu doświadczenia większych korzyści.

When a new EU directive on municipal waste management was implemented in Poland over 5 years ago, there were practically no IT systems on the market allowing for comprehensive support of this process. Significant changes revealed a number of problems that the municipalities had to face and are facing today, trying to create an integrated system of waste management. IT systems used by municipal units before the amendment of the act have been proved insufficient to be able to efficiently manage the collection of waste from residents. The new regulations significantly influenced, among others, the process of information flow between entities in the waste management system. New participants in the municipal waste management process have been introduced, which from that moment has had to be dealt with by municipal units - the entire organization of the waste collection process and information activities in this area fell on the municipalities. This article presents the results of research on IT systems used in municipalities and its needs in this area. These surveys were carried out using a questionnaire sent to municipalities in the Silesian Voivodeship. Its aim was to identify the features and functions that should be met by the IT system, allowing for comprehensive management of the new municipal waste management system.

The paper presents the requirements, architecture and important features of a modern IT system of logistics for rail transport. The purpose of the system is to provide logistic support of transport issues relating to the work performed in the sectors of transport and maintenance of railway enterprises. In particular, special attention was paid to optimization problems of strategic and operational planning applying modern optimization algorithms. System architecture, the basic functional modules and their relationship are presented as an example of the system used by the Polish rail operators, engaged in the transport of both passenger and freight. The system is characterized by centralized architecture, divided into an application server, a database server and a terminals server. The system takes full advantage of modern mobile technologies. The study outlines basic logistics processes implemented in the system, among others,: planning of transport using background maps and a scheme of railway network, records of vehicles and employees, allocation of transport work for individual units, planning cycles of vehicles and trains, scheduling work for vehicles, train driver crews and train attendant teams, creating work schedules, short-term and long-term dispatches, verification and accounting of the work time, accounting transport and train drivers performance.

The aim of this article is to present the project environment for the implementation of an IT system in a district court as well as an analysis of the entities and processes on the basis of which this model was built. It includes all of the identified processes that have been assigned responsible entities and the artifacts arising as a result of these processes. The analysis and identification of the processes, entities, and artifacts was carried out on the basis of the realized project of customizing and implementing an IT system. The customization involves the parameterization and adjustment of a standard solution to the needs of a specific recipient 18; in this case, to the needs of a district court. This case study is part of the research in the area of project management in the common courts for the needs of doctoral dissertations. The methodology of this research is presented in the third chapter.

Electric vehicles are increasingly popular means of transport. One of the most important problems of their operation is to optimize the use of a battery pack. It requires to analyze the operational characteristics of a vehicle in motion, which are stored in a database. If the measurement data are collected from many vehicles, the efficiency of their analysis is important. The objective of this article is to study the possibilities of using modern column-oriented databases in order to increase the efficiency of the analysis of selected operational characteristics of an electric vehicle. The research problem is a comparative analysis of the processing efficiency of selected measurement characteristics of an electric vehicle in relational and column-oriented data structures. Important analytical functions were formulated and recorded in the form of database queries. An experiment consisting in multiple execution of functions packages on various database structures, including a column-oriented one, was carried out. The execution time of packages and the IT system load were collected and analyzed. The analysis of the experiment results allows to conclude that the use of the column-oriented data structures made it possible to shorten the time of executing the functions analyzing the energy consumption by the electric vehicle’s drive system. Depending on the type of the analyzed characteristics of the vehicle and its method of representation in the database, a significant reduction of the analysis time compared to the relational structure was obtained. Also, a decrease in the load on the computer system during data processing on the column-oriented structures was noted. The use of the column-oriented databases in the processing and analysis of measurement operational characteristics of electric vehicles is justified and it can bring measurable effects. It should be considered that the effectiveness of solving depends on the number of the analyzed characteristics and the format of their representation in the computer.

Artificial Intelligence (AI) supports project management in industry projects increasingly more often. The article documents research results regarding the use of AI in Industry 4.0 projects. The aim of the article is to define the range of AI use in Industry 4.0 projects throughout their entire life cycle and to indentify the main stages of AI development in project management. Additionally, the article indicates the main barriers to AI use in project management identified in the studied projects. In order to identify and systemise the range of AI use, the Conceptual Framework of Using AI in Project Management presented in literature is applied. Research results indicate that we are in the early stages of AI use in projects. The studied projects use AI mainly in project administration, i.e. to complete the following tasks: simple automation of routine activities, support, and, to a very limited extent, in the area of project management, i.e. in identifying anomalies and predicting the phenomena where the anomalies will occur. The research uses the case study method, where four projects were studied: an ERP system upgrade, an implementation of an IT system supporting high-bay warehouse management, an implementation of an IoT as a data-collection sensor platform and an E-learning platform implementation. The study was conducted between 2019 and 2021, and covered the entire project life cycle, including its three stages, i.e. preparation, implementation and operation.

The issues of remote access by law enforcement authorities to data in remote IT systems are extremely difficult and controversial. The literature stresses that such activities threaten the right to privacy of the parties involved in the proceedings and the right to a fair trial. However, on the other hand, the dynamic development of new technologies and the need to combat cybercrime effectively require that law enforcement and judicial authorities make use of adequate legal and technical solutions. One such a solution may be a remote search of an IT system, which exists in many European countries, including Belgium, Romania and Germany. In the case of Poland, a search of an IT system as a procedural activity is only allowed in respect of a system in which the person concerned is a dispatcher or user. The Polish legislator has not implemented procedural provisions enabling remote searches via the Internet. In case of the necessity of a system remote search, it will be necessary to conduct a parallel search. Another way of obtaining remote access to data and IT systems may be new methods of covert surveillance, which have been introduced into the Police Act. The new regulations generate a lot of interest among Polish police officers, but at the same time they provoke a lot of discussion. The diversity of the existing approach leads to the development of a uniform interpretation of the introduced regulations, which has been adopted as the subject of this study.

There is a lack of consensus among national law enforcement and judicial authorities as to which procedural acts are relevant for obtaining data contained in devices or information systems for evidentiary purposes. It is easy to fi nd supporters of the search of the information system as well as those who consider it appropriate to carry out inspections. However, regardless of many examples and arguments of various persons, it may seem that the compromise in this respect should be the position of the National Public Prosecutor’s Offi ce on the procedural practice related to obtaining data contained in IT equipment or systems for evidentiary purposes. However, the opinion of the National Prosecutor’s Offi ce does not take into account legally protected data, and in particular, legal aspects related to obtaining access to the content of telecommunications, including text messages protected by telecommunications secrecy. The article is a summary of the previous considerations regarding the possibility of obtaining data located in IT equipment or systems. The article also contains the author’s conclusions, based on, inter alia, methodology for securing digital footprints, intended for all representatives of national law enforcement and judicial authorities.

This paper is an overview of the most important new features introduced to version 2.0 of Unified Modeling Language. We denote the changes to existing diagram and present four new modeling techniques. We present the changes in definitions of syntax, semantics and pragmatics of behavioral and static models of systems designed with UML 2.0. Particular emphasis is put on the changes to sequence and activity diagrams and to component diagrams. The newly introduced diagrams, unknown in previous UML versions - interaction overview diagrams, timing diagrams, composite structure diagrams and package diagrams - are described with the most detail.

An excessively high level of information asymmetry between the supplier and the client occurring during the whole life cycle of an MIS is an important factor influencing the success of a project. The methods chosen to minimise information asymmetry in IT projects constitute an important research area which can impact their successful outcome. The aim of this article is to present research results on the use of Agile Methodology as a tool for minimising information asymmetry as part of an IT project completion consisting in a DMS system implementation with the use of outsourcing. The article may be interesting both for theoreticians of business informatics and for practitioners specializing in IT project implementation.

Opis:
RailTopoModel is a tool for logical define object model of the data related to railway infrastructure. In April 2016, the standard was released by the UIC (International Union of Railways) as International Railway Standard IRS 30100:2016. RailML has been developed since 2002. It is based on the XML - meta-language that is used to define other languages. RailML is used as a data exchange format in railway systems. It includes within its scope data relating to railway traffic management, rolling stock management, stacking timetables, information for passengers, booking and selling tickets. RailML is currently available in version 2.3. Its upcoming version 3.0 has been especially designed to ensure compliance with RailTopoModel and will be the first practical implementation of this standard. Additionally interlocking schema will be included to the RailML 3.0 schema. The authors pay attention to the importance of both RailML and RailTopoModel specification. The current state of the standards and their prospects are discussed. The authors also present their own software which allows edit and validate RailML files.

The development of technologies and innovative solutions in the field of information transfer has a significant impact on the functioning of enterprises. Accounting is treated as an organized system of collecting and processing information affecting the enterprise. The aim of the paper is to indicate the important elements that support the organization of financial and accounting work in the company. The analyses were based on the data and research of IT financial and accounting systems. The analysis of the collected literature on the subject and the synthesis of knowledge included there was helpful in implementing this method. It has been hypothesized that the implemented IT systems in enterprises significantly support accounting and finance and bring potential benefits from the use of such software by enterprises. The paper shows that the role of financial and accounting systems in modern enterprises is becoming more and more important and irreplaceable. Thanks to computer systems it is possible to perform the tasks entrusted to employees quickly and efficiently.

The article deals with the problems, disadvantages and advantages of using adaptive learning systems in interactive monitoring and assessment of knowledge. Methodical and technical aspects of interactive monitoring and assessment of knowledge based on the adaptive learning system are defined. The schemes of the algorithms based on which the learning process with simultaneous interactive monitoring and assessment of knowledge is realized is offered. Recommendations on the use of software products for the implementation of interactive monitoring and assessment of knowledge based on an adaptive learning system are proposed.
W artykule omówiono problemy, wady i zalety stosowania adaptacyjnych systemów nauczenia w interaktywnym monitorowaniu i ocenie wiedzy. Określono metodyczne i techniczne aspekty interaktywnego monitorowania i oceny wiedzy w oparciu o adaptacyjny system nauczenia. Zaproponowano schematy algorytmów, na podstawie których realizowany jest proces nauczenia z jednoczesnym interaktywnym monitorowaniem i oceną wiedzy. Proponuje się zalecenia dotyczące wykorzystania oprogramowania do wdrażania interaktywnego monitorowania i oceny wiedzy w oparciu o adaptacyjnej systemie nauczenia.
