Research background: This paper explores the approach that focuses on entrepreneurial activities suppressed by restraining forces or different barriers. We investigated a particular type of obstacles reported by entrepreneurs, i.e., those which prevented their gaining access to support instruments. This paper delved into the specificity of family businesses and explained why perceptions of access to support could differ between family and non-family firms. Purpose of the article: This paper seeks to identify the differences between family and non-family businesses in terms of their perceptions of different barriers that hinder access to support instruments. Methods: The main research processes were based on logistic regression models with a dependent variable: 0 for a non-family firm and 1 for a family firm.  As dependent variables 13 barriers to the access of public support instruments were adopted. The study was conducted on a sample of 386 Polish business entities. Findings & value added: The results confirmed the existence of differences between family and non-family businesses in perceptions of barriers towards gaining support in entrepreneurial endeavours. Obstacles, such as overly-complex bureaucratic procedures and requirements, lack of access to information disseminated by business support institutions, and complicated support settlement procedures, were perceived as far less crucial by family businesses than non-family businesses. Family businesses demonstrated a lower propensity to use real property as collateral for transactions. Additionally, family businesses with financial resources that overlap with their own familial resources declared that they found it easier to make their own contributions to satisfy the requirements for support programmes or services. This paper makes several novel and significant contributions to the field. First, we add to existing research focusing exclusively on family entrepreneurial activity by drawing a comparison between family and non-family firms in terms of the perceived barriers towards gaining support. Second, we address different types of barriers. Our findings provide further evidence that different types of businesses perceive certain types of barriers differently. Third, we extend current knowledge on family businesses study in Poland.

The Prime Minister’s program speech, called the exposé, attracts particular attention. Its essence comes down to presenting the government’s program. In a few key words, the Prime Minister often summarizes the framework proposals of his government in terms of economic policy, social policy, education, health care, the army as well as individual social and professional groups. The words spoken by the Prime Minister, asking for confidence in the government that has just been formed set the direction for the entire Council of Ministers for subsequent years. In this regard, there is a need to examine the economic policy of every Prime Minister in office since 1989 considering entrepreneurs. What offer did the heads of government make to entrepreneurs, what kind of support could this group count on, how were the institutions supporting the economy and political institutions evaluated? The aim of this article is to find answers to the presented problems.

Over the last twenty years a growing number of researchers have been interested in female entrepreneurship. Every third business venture in the world is run by a woman. Brief Women business owners face substantial risks and uncertainty. Women tend to take entrepreneurial risks if provided with various forms of support that increase their sense of psychological safety and work comfort. The below study findings identify the most useful support methods. The subject of the survey was to determine on a scale of five the usefulness of individual forms of business support. Respondents answered, how useful is listed form of business support. Support should be tailored to the demographic characteristics of women. In depending on the stage of life and life situation women need different support. The barriers to women entrepreneurship result not as much from difficulties in obtaining funding but rather from the frustration resulting from unfulfilled social needs. Access to support from the state, social organizations and family members increases the sense of psychological safety and work comfort in women, leading to a greater propensity to take risks and start and run businesses.

Entrepreneurship support activities are crucial in local management no matter what country they are used in. Local structures are usually used actively to support local development and it is very important to construct a set of entrepreneurship support instruments which is effective. To achieve that it may be useful to use foreign experience in this matter. In the article the authors outlined the instruments used in Sankt Petersburg region. The evaluation of the instruments was introduced by Russian companies which may be helpful for Polish local governments to improve their instruments systems.

This paper focuses on the importance of sector small and medium enterprises (SME) in each economic system and necessity of support of development and of entrepreneurship of this sector. The first part deals with an analysis of development of quantitative parameters of SME through selected macroeconomic indicators and with present situation of development in EU and Slovakia. The main part analyses support of entrepreneurship of SME through EU funds and programmes and utilization of financing through EU funds in Slovakia in practice. In the end of the paper are outline new trends and ways of the financing of SME and its effects on international competitiveness and cooperation for SME in EU. (JEL: L26, G15, O11).
Artykuł koncentruje się na znaczeniu sektora małych i średnich przedsiębiorstw (MŚP) w każdym systemie gospodarczym i konieczności wspierania i rozwoju przedsiębiorczości w tym sektorze. Pierwsza część dotyczy analizy ilościowej rozwoju małych i średnich przedsiębiorstw wykorzystującej parametry wybranych wskaźników makroekonomicznych związanych z obecną sytuacją i rozwojem w UE i na Słowacji. Główna część prezentuje wsparcie przedsiębiorczości małych i średnich przedsiębiorstw w ramach funduszy i programów UE oraz wykorzystanie w praktyce finansowania z funduszy UE na Słowacji. Na końcu przedstawione są nowe trendy i zarys sposobów finansowania MŚP oraz ich wpływ na międzynarodową konkurencyjność i współpracę małych i średnich przedsiębiorstw w UE.

Entrepreneurship is crucial for promoting innovation, creating employment opportunities and generating social and economic wealth in a country’s economy. In order to increase entrepreneurial activity, it is important to investigate entrepreneurial behavior by analyzing the process of businesses creation and the set of factors that favor the development of entrepreneurial aspirations, intentions and actions, which is a central goal of psychology of entrepreneurship. This research aims to deepen the knowledge about the relationship between the entrepreneurial self-efficacy, belief, motivation, family support and entrepreneurial intentions by developing a moderated mediation model. This study suggests that entrepreneurial self-efficacy partially mediates the effect of beliefs and motivations on entrepreneurial intention. This mediation is moderated by family support, which is also directly related to the intentions. The study was conducted on a sample of 446 students from four different high schools, and results support our hypotheses. Theoretical and practical implications from this research are further examined in the study.

Aim/purpose – The aim of the paper is to identify and assess the strategic factors that determine the absorption process of support instruments by SMEs sector companies. Design/methodology/approach – Strategic factors were identified on the basis of the literature review and opinions of ten experts representing management sciences. Further empirical verification of the proposed assumptions was carried out on a random sample of 1,741 micro-, small- and medium-sized enterprises from 22 European Union countries. Findings – The obtained results indicate a significant positive influence of five identi-fied strategic factors, i.e. social, support environment, resource, management system and organisational, on the support absorption process. This impact is slightly stronger in the acquisition phase than in the use of support instruments by the SMEs. Research implications/limitations – The results provide a basis for improving efforts to acquire and use external support for micro-, small- and medium-sized enterprises. The limitations of the study include respondents’ high subjectivity of opinions and complex character of considered theoretical constructs. Originality/value/contribution – The contribution of research to the development of management sciences primarily includes the formulation and empirical verification of a set of strategic factors determining the support absorption process in SMEs.

The article analyzes current state of economic activity in the field of cinematography in Ukraine and offers several approaches to its classification, in accordance with criteria defined by legislation of Ukraine. In particular, the following criteria of classification are proposed: parties involved into the activity and corporate objects, purpose of activity, availability of special terms (licensing, patenting, quotas), availability of state support. Emphasis is placed on lack of the term “type of cinematographic activity” in the relevant legislation of Ukraine. Both positive and negative aspects of economic activity in the cinematographic industry which currently affect the activities of economic entities are considered. Examples of different types of cinematographic activity in Ukraine are given as perceived through the prism of entrepreneurship and economic relations in general. Recommendations have been developed aimed to improve the state of cinematographic legislation in Ukraine - both at the level of laws and by-laws. Main types of cinematographic activity in Ukraine are substantiated and singled out on the basis of conducted research.

In times of increasing significance for national policies which support international economic cooperation, a special role is played by state trade support institutions (TSIs). This paper investigates whether such TSIs can be said to operate effectively, through an analysis of one essential element of the support provided to domestic entrepreneurs, namely export recommendations. The recommendations provided by Polish TSIs in respect of Turkey is employed as a case study. The theory of comparative advantage along with a neo-institutional perspective provide the conceptual framing for this analysis, in conjunction with both desk research, document analysis, and selected economic indices. Factors such as trade potential, comparative advantages, and the competitiveness of selected product groups exported by Polish firms to Turkey were also taken into account. The findings largely indicate that TSI export recommendations are adequate, and the majority of the recommended industries demonstrated considerable sales opportunities. Nevertheless, some discrepancies were also noted, which should be an issue for further investigation by both researchers and TSI analysts. Furthermore, the case study in this paper demonstrates that the choices within economic promotion policy – despite its partition between variously-oriented TSIs - were made on the basis of economic rationality.

Introduction/background: The development of the small and medium enterprises sector is extremely important for economy from the point of view of many, very diverse criteria. Employment increase, market expansion, active involvement in internationalization processes and product portfolio expansion require many qualitative changes such as improvement of the management system, implementation of innovations, raising funds for investments, overcoming paradoxes and management shortcomings. Politics and public support instruments play an increasingly active role in those processes. Such public aid may include, for example, dedicated EU funds, support for business environment institutions as well as direct and indirect public influence exerted from the central, regional and district level. Aim of the paper: The purpose of this paper is to present an outline of the approach to contemporary entrepreneurship of small companies and the related development requirements which SMEs sector entities need to face as well as to draw out the research approach adopted by the author for evaluation of the public aid provided to entrepreneurs. Materials and methods: The research instruments have been independently developed by this paper’s author. They are the effect of pilot surveys held by the author with small and medium entrepreneurs and representatives of entrepreneurs’ self-government in which they indicated their feelings about and reflections on the opportunities for obtaining public support. The author has based his work also on the evaluation reports on the use of EU Structural Funds in the years 2007-2014. Results and conclusions: The system of research proposed by the author of the paper creates a space for becoming familiar with how entrepreneurs and administrators of aid funds evaluate potential changes which may result in corrections, as part of public support after 2020, that is during the period of the new perspective of financing with EU funds and during the greatest economic crisis after World War II caused by the coronavirus pandemic.

Gminy pełnią szczególnie ważną rolę, m.in. w tworzeniu odpowiednich warunków życia oraz organizowaniu prawidłowego funkcjonowania i rozwoju gospodarki. Uwzględniając specyfikę gmin nadmorskich, sprawdzamy, jak działania samorządów gmin nadmorskich przyczyniają się do rozwoju lokalnej przedsiębiorczości w Polsce i na Łotwie. Na podstawie wyników badania przeanalizowano 38 417 danych wejściowych dając pole do porównań w celu oceny skuteczności analogicznych rozwiązań stosowanych w obu krajach i ich konsekwencji w postaci dynamiki przedsiębiorczości. Wyniki naszego badania wskazują na istotne różnice w zmianach poziomu przedsiębiorczości w gminach nadmorskich w porównaniu do pozostałych gmin z kraju. Zauważamy również, że gminy nadmorskie zdecydowanie częściej realizują inwestycje w ramach partnerstw publiczno-prywatnych, zabiegają o nowych inwestorów, podczas gdy łotewskie gminy nadmorskie są charakterystycznie zorientowane na inwestorów zagranicznych.
Municipalities play a particularly important role, including in creating appropriate living conditions and organising the proper functioning and development of the economy. Taking into account the specifics of coastal municipalities, we verify how the activities of coastal municipal governments contribute to the development of local entrepreneurship in Poland and Latvia. Based on the results of the survey, 38,417 input data were analysed, giving room for comparisons to assess the effectiveness of analogous solutions applied in both countries and their consequences in the form of entrepreneurial dynamics. The results of our study indicate significant differences in changes in the level of entrepreneurship in coastal municipalities compared to other municipalities from the country. We also note that polish coastal municipalities are far more likely to carry out PPP investments and solicit new investors, while Latvian coastal municipalities are characteristically oriented towards foreign investors.

Opis:
The following article is to outline the opportunities in the near future that can be ensured by the use of mobile video communication technology in processes related to entrepreneurship. It is also an attempt to prove that such a form of communication, not only will complement the range of tools dedicated for modern business, but already has become an important element for the management of many companies and institutions in Poland. It also has a direct impact on the development of entrepreneurship. At the same time publication indicates the direction in which the changes are likely to proceed in the area of organization management, and how the technologies themselves must evolve to meet the expectations of users. The article has also one practical aspect - shows an example of actual implementation of these solutions provided by one of the producers of the video communication technology in Poland.
Niniejszy artykuł przedstawia możliwości jakie w bliskiej przyszłości mogą być zapewnione przez zastosowanie technologii komunikacji wideo w procesach związanych z przedsiębiorczością. Jest też próbą udowodnienia, że taka forma komunikacji, nie tylko uzupełni zakres narzędzi dedykowanych dla nowoczesnego biznesu, lecz już stała się ważnym elementem dla zarządzania wieloma przedsiębiorstwami i instytucjami w Polsce. Wpływa też bezpośrednio na rozwój przedsiębiorczości. Jednocześnie publikacja wskazuje kierunek zachodzenia prawdopodobnych zmian w obszarze zarządzania organizacją oraz ukazuje jak same technologie muszą rozwinąć się aby sprostać oczekiwaniom użytkowników. Artykuł ma też jeden praktyczny aspekt - pokazuje przykład faktycznego wprowadzania w życie tychże rozwiązań dostarczanych przez jednego z producentów technologii komunikacji wideo w Polsce.
