This article aims to discuss the objectives and instruments of the European regional policy with particular reference to the current period of its programming. Programming is a particular feature of the implementation of the Community policy, therefore this study is also intended to present a short overview of the programming of this policy in Poland. The main information about the existence and evolution of European regional policy is presented. Special attention is given to its political programming (tasks and spheres of financial intervention), especially budget programming. The main purposes of solidarity policy in Poland are presented. Its programming tools which are implemented according to the main document, which characterises directions of financial support from the EU, are given. This document entitled the National Strategic Frames presents a diagnosis of the social and economic situation of the country and the intentions of its regions towards development of solidarity. It contains a chapter about financial resources sharing according to operation programs as well as a description of the realization system.

The crisis of the euro area is undoubtedly a continuation of the global crisis that started on the real estate market in the USA; and from there spread to Europe; touching Greek economy the hardest. The purpose of this article is the analysis of causes of economic crisis in Greece and to determine high performance methods to its overcoming. To develop effective methods to combat the crisis and prevent future breakdowns changes must cover not only Greek economic policy; but also a mechanism for international cooperation. The crisis of the euro area turned out to be not only a crisis of the economies of member countries; but also of the mechanism of integration. It is especially about the economic policy carried out at the level of the EU institutions that affects the economic policies of individual member countries. Hence the article tries to find an answer to the question; what changes should be made in Greek economic policy as well as in the EU institutional framework to overcome the present crisis and to prevent its occurrence in the future. A permanent solution of the crisis can be only a transformation of Greek economy that was most acutely affected by a decline in production and an increase in unemployment.

Aside from the single market policy and monetary integration, the cohesion policy is nowadays one of the most vital aspects of EU’s operations. That policy, its projects and financial aims, are the key element of the European integration and the economic development of the European Community, member states, regions and local communities. Regional efforts and horizontal European funds concern pre-eminently the tasks associated with transformation and the development of the modern infrastructure. European funds hold the means for protective activities as well. Their application, in the first place, contributes to the growth of competitiveness among the countries, regions and municipalities, as well as the overall internal progress. These programmes contribute in a significant manner to the development of Polish municipalities and regions, including the municipality of Szczebrzeszyn.
Polityka spójności (strukturalna) jest obecnie jednym z najistotniejszych aspektów funkcjonowania Unii Europejskiej obok jednolitego rynku wewnętrznego i integracji walutowej. Polityka ta jest kluczowym elementem integracji europejskiej i rozwoju gospodarczego Wspólnoty Europejskiej. W jej ramach realizowane są projekty i istotne zadania finansowe Unii Europejskiej, wszystkich członków, a także regionów, samorządów itp. Interwencje regionalne i horyzontalne funduszy unijnych dotyczą przede wszystkim zadań związanych z przekształcaniem i rozwojem nowoczesnej infrastruktury. Fundusze unijne posiadają środki na działania ochronne. Ich zastosowanie ma przede wszystkim przyczynić się do wzrostu konkurencyjności krajów, regionów i gmin, a także ogólnego rozwoju wewnętrznego. Realizowane projekty w sposób znaczący ułatwiają życie mieszkańcom gmin i regionów Polski a w tym mieszkańcom gminy Szczebrzeszyn.

The paper is focused on the introduction and operation of a novel model of EU-induced structure of governance networks-composed of public administration, business and civil society actors. It takes up a case of institutional structures to manage EU structural funds in Poland. In particular, the role of social partners, i.e. representatives of non-governmental organizations in the European Regional Development Fund-related region-level and nation-level steering and monitoring committees is analyzed. Following a brief exposition of regionalization principles, arrangement for regional development policy in Poland and changes induced by the country’s accession to the EU, legal and institutional frameworks for the inclusion of social partners in the committees responsible for the programming, management and evaluation of the EuropeanRegional Development Fund are scrutinized. Empirical evidence of social partners’ participation in the proceedings of such selected committees is introduced and analyzed. Opportunities, challenges and dilemmas of civil society actors faced with new modes of governance are discussed.

The objective of the paper is showing connections between using financial funds from European Social Fund and unemployment rate in świętokrzyskie voivodeship. Detailed analysis concerns funds allocated for combating unemployment within the Sectoral Operational Programme Human Resources Development for years 2004 - 2006. Moreover it gives basic information about structural funds in Poland, describes situation on labour market in świętokrzyskie voivodeship, EU's employment policy and labour market processes in świętokrzyskie region.
Celem autorki jest pokazanie związków zachodzących pomiędzy wykorzystaniem środków finansowych pochodzących z Europejskiego Funduszu Społecznego a poziomem stopy bezrobocia w województwie świętokrzyskim. Szczegółowa analiza dotyczy środków przeznaczonych na walkę z bezrobociem w ramach Sektorowego Programu Operacyjnego - Rozwój Zasobów Ludzkich w latach 2004-2006. Ponadto przedstawiono podstawowe informacje o funduszach strukturalnych w Polsce, sytuację na rynku pracy w województwie świętokrzyskim, politykę zatrudnienia UE oraz podejmowane w regionie świętokrzyskim działania w zakresie rynku pracy.

The aim of the cohesion policy is to accelerate the socio-economic development of Member States and their regions. Poland as well as its closest neighbour, the Czech Republic, have benefi ted from structural funds and the Cohesion Fund. The effects of provided aid have already become apparent but they differ given the scale of problems, including regional issues existing in these countries, and the amount of funds allocated. The aim of the article is to present the directions and the effects of the implementation of the cohesion policy in Poland and the Czech Republic with particular focus on the financial perspective of 2007–2013. The results of the evaluation of programmes for the years 2007–2013 show that EU funds are mostly spent on transport infrastructure. However, the support of entrepreneurship and innovation and human capital should be an important objective in the current programming perspective in order to transform and modernise the structure of economies.

While the scope of the paper is to assess the actions undertaken by the European Union towards the FSU-CIS (the former Soviet Union, Commonwealth of Independent States) which was manifested through the Eastern Partnership Initiative in the years 2008–2014, the focus will be centred on theoretical concepts and their ‘explanatory power’ rather than actions undertaken by European or Russian decision makers. Taking that into the account, this essay will critically assess the explanatory power of the neorealist school of thought which although overtly criticized, still remains a viable tool in explaining the processes occurring in international relations.

Opis:
A central aim of the Regional Policy of the European Union is a regional cohesion. Major instruments are regional policy programs financed via various European funds. The allocation of regional policy funds varies dramatically across regions even when one controls for regional development indicators. Thus, what political economy factors determine the access to financial support of regional policy funds? With this regard, the paper highlights the role of local government performance. Beyond, it is tested for spatial dependencies, e.g. if knowledge spillovers determine the ability to capture regional funds. Pars pro toto empirical analyses focus on the allocation of SAPARD funds in Slovakia using cross-section as well as panel data. The government performance is measured as a technical efficiency of local public good provision and derived within a non-parametric DEA approach. Results show that the government efficiency has a positive significant impact on the structural funding allocation. Furthermore, spatial dependencies occur. With respect to the program duration, it is concluded that knowledge spillovers take place, supporting a successfully program participation.

The paper analyzes legal regulations and statistical data on a lease and assesses their infl uence on structural changes in agriculture. Next, it presents the issue of lease in the context of the theory of institutional economics (in the framework of old and new institutional economics). The research has proved that a lease is an effective instrument of structural changes in the Polish village helping not only to create and enlarge the new farms but also to modernizing the existing ones. Currently, a lessee of agricultural land is an entity which, in order to run an effective business activity, has to conclude various agreements, file applications, invest. The development of a lease is part of a theory which promotes the image of an entrepreneurial person, entangled in social and institutional relationships, who enters into various agreements.
W ramach artykułu przeprowadzono analizę regulacji prawnych dotyczących dzierżawy i danych statystycznych oraz dokonano oceny ich wpływu na zmiany strukturalne w rolnictwie. W dalszej kolejności rozważania koncentrowały się na przedstawieniu zagadnienia dzierżawy w aspekcie teorii ekonomii instytucjonalnej (definicja instytucji w ramach starej i nowej ekonomii instytucjonalnej). Badania wykazały, że dzierżawa jest efektywnym instrumentem zmian strukturalnych na polskiej wsi, przyczyniając się nie tylko do powiększania i tworzenia nowych gospodarstw, ale także modernizacji istniejących. W obecnych czasach dzierżawca gruntów rolnych to podmiot, który aby prowadzić efektywną działalność rolniczą musi zawierać różnego rodzaju umowy, składać wnioski, inwestować. Poza tym w coraz większym zakresie musi dbać o dobra publiczne, czyli zachowanie wymogów w zakresie ochrony środowiska. Rozwój dzierżawy wpisuje się w nowe teorie ekonomii oraz w zrównoważony rozwój rolnictwa i obszarów wiejskich.

Subject and purpose of work: The objectives of the elaboration are the following: 1) to analyze the regional changes (at the level of poviats) in the number of farms involved in milk production over the period 2002-2010; 2) to present the main factors affecting the ongoing changes in Polish farms oriented at milk production; 3) to determine the impact of the measure 121. “Modernization of agricultural holdings” under the RDP 2007-2013 and the applied system of direct subsidies for the development of farms oriented at milk production. Materials and methods: The work has been prepared on the basis of the analysis and synthesis of the source literature, statistical data collected and the author’s own reflections. Results: In Poland, in the years 2002-2010 there was a distinct regional differentiation in the pace of the ongoing changes in the dairy sector. The regions, where we observe the development of milk production, include almost the entire Podlaskie Province, the northern part of the Mazowieckie Province and the south-eastern part of the Warmińsko-Mazurskie Province. Conclusions: Within the RDP 2007-2013, significant funds were allocated to support the modernization of agricultural farms. Mainly under the measure 121 “Modernization of agricultural holdings” the investments were carried out in relation to the purchase of mobile equipment, they represented 89% of all investments. This was partly due to the actual demand and administrative procedures that stimulated these types of investments.
Przedmiot i cele pracy: Cele opracowania sprowadzają się do: 1) analizy zmian regionalnych (na poziomie powiatów) w liczbie gospodarstw zajmujących się produkcją mleka w latach 2002-2010; 2) przedstawienia głównych czynników oddziałujących na dokonujące się zmiany w polskich gospodarstwach ukierunkowanych na produkcję mleka; 3) określenia wpływu działania 121. „Modernizacja gospodarstw rolnych” w ramach PROW 2007-2013 oraz stosowanego sytemu dopłat bezpośrednich na rozwój gospodarstw ukierunkowanych na produkcję mleka. Materiały i metody: Praca została wykonana na podstawie analizy i syntezy literatury przedmiotu, zebranych danych statystycznych oraz własnych przemyśleń autora. Wyniki: W Polsce występowało w latach 2002-2010 wyraźne zróżnicowanie regionalne w tempie dokonujących się zmian w sektorze mleczarskim. Do regionu rozwijającego produkcję mleka można zaliczyć prawie całe województwo podlaskie, północną część województwa mazowieckiego oraz południowo-wschodnią część województwa warmińsko-mazurskiego. Wnioski: W ramach PROW 2007-2013 przeznaczono znaczne środki na dofinansowanie modernizacji gospodarstw rolniczych. Głównie w ramach działania 121. „Modernizacja gospodarstw rolnych” realizowano inwestycje związane z zakupem sprzętu ruchomego, które stanowiły 89% wszystkich inwestycji. Wynikało to po części z faktycznego zapotrzebowania oraz procedur administracyjnych, które stymulowały tego typu inwestycje.

The objective of the paper is to present ecological measures for marine environment protection financed by the EU within Euroregional structures. For this purpose the paper is divided into two parts. The first part concerns the Euroregions' position and mission based on the origin of Euroregion Baltic and its special features. The second part concerns selected measures aimed to protect marine environment financed from the EU assistance funds. The primary conclusion is as follows: Euroregional structures were crucial as regards the acquisition of development funds while the EU's involvement in ecological development and the specific features of Euroregions have led to the implementation of ecological measures. They have directly or indirectly contributed to marine environment protection.
Celem opracowania było przedstawienie działań ekologicznych na rzecz ochrony środowiska morskiego finansowanych z UE w strukturach euroregionalnych. Dla jego realizacji przyjęto konstrukcję opracowania składającego się z dwóch części. Pierwsza z nich dotyczyła istoty i misji euroregionów z uwzględnieniem genezy Euroregionu Bałtyk i specyfiki jego funkcjonowania u wybrzeży wód Bałtyku. Druga część dotyczyła opisu wybranych przedsięwzięć mających na celu ochronę środowiska morskiego, a realizowanych ze środków pomocowych UE. Zasadniczy wniosek, który nasuwa się przy realizacji powyższego tematu, jest następujący: struktura euroregionalna odegrała istotną rolę w pozyskiwaniu funduszy rozwojowych. Natomiast zaangażowanie UE w rozwój ekologiczny i specyfika obszarów euroregionalnych powodowały, iż były realizowane przedsięwzięcia ekologiczne. Służyły one bądź bezpośrednio, bądź pośrednio ochronie środowiska morskiego.

Opis:
Autor, opierając się na oficjalnych danych z polskich regionów, Ministerstwa Inwestycji i Rozwoju oraz dokumentów europejskich i własnych doświadczeniach eksperckich podsumowuje wdrażanie polityki regionalnej po 15. latach od akcesji Polski do UE. Wskazuje na zasadność przyjętych kierunków interwencji, ale też poddaje analizie przykłady niewłaściwego wykorzystania unijnych środków. Te ostatnie przypadki, zdaniem autora, często związane są z samorządową polityką, kiedy decyzje inwestycyjne wynikają z bieżącej kalkulacji wyborczej, a nie długofalowej strategii rozwoju. W rekomendacjach zaproponowano zmianę dominującego dotychczas wyrównawczego modelu implementacji europejskich środków na model modernizacyjny z wykorzystaniem wiedzy jako głównego składnika rozwojowego. Wiąże się z tym również potrzeba szerszego zaangażowania w politykę regionalną środowiska akademickiego.  
The author summarizes the implementation of regional policy 15 years after Poland’s accession to the EU as revealed in the official data coming from Polish regions, the Ministry of Investment and Development, the European documents and his own expert experience. Not only does he indicate the legitimacy of the adopted directions of intervention, but also he analyses the examples of misuse of EU funds. The latter cases, according to the author, are often associated with local politics, when investment decisions are based on current electoral calculations, and not long-term development strategy. The recommendations propose a change of the hitherto dominant compensatory model of the implementation of European funds to a modernisation model using knowledge as the main development component. This is also related to the need for a broader involvement of the academic community in regional policy.

Opis:
National stability expectations (NSE) were what people expected they would be served from the public organization. It was a set of policies that every public sector had to implement. The purposes of the research were to investigate national stability expectations and to analyze components from empirical data based on the role played by local organization administration via the structural equation model to confirm measurement model. The total participants were 450 individuals who live in Rangsit Municipality, Pathum Thani Province area, Thailand. The results exhibited three components influence to national stability, i.e., enforcement equally (EE), welfare system (WS), and government service upgrades (GSU). Two structural models which were analyzed fit the indices and most of the indicator correlation was significantly positive with the highest component variation of GSU 89 percent. EE and GSU were co-relationship highest. Moreover, Measurement model identified highest influence GSU while lowest EE to NSE. Slack laws were modified and developed a stronger was the most influence to GSU. Measurement model of national stability can be an appropriate assessment model to measure and to explain how local implementation going under central policy goal. Confirmation and conflict were described through the empirical findings.
Oczekiwania narodowej stabilności (NSE) były tym, czego ludzie oczekiwali od organizacji publicznej. Był zbiór polityk, które każdy sektor publiczny musiał wdrożyć. Celem przeprowadzonych badań było zbadanie krajowych oczekiwań dotyczących stabilności i przeanalizowanie komponentów z danych empirycznych na podstawie roli, jaką odgrywa administracja organizacji lokalnej za pomocą modelu równania strukturalnego w celu potwierdzenia modelu pomiaru. Uczestnikami badania było 450 repondentów mieszkających w gminie Rangsit, w prowincji Pathum Thani w Tajlandii. Wyniki wykazały trzy czynniki wpływające na stabilność narodową, tj. równe egzekwowanie (EE), system opieki społecznej (WS) i ulepszenia usług rządowych (GSU). Dwa modele strukturalne, które poddano analizie, pasowały do wskaźników, a większość korelacji wskaźnika była istotnie dodatnia, przy najwyższej zmienności składowej wynoszącej 89 procent GSU. Czynniki EE i GSU były ze sobą najbardziej powiązane. Ponadto model pomiarowy zidentyfikował najwyższy wpływ GSU przy najniższym EE na NSE. Model pomiaru stabilności narodowej może być odpowiednim modelem oceny do pomiaru i wyjaśnienia, w jaki sposób wdrażanie lokalne podlega celowi polityki centralnej. Potwierdzenie powyższego stwierdzenia oraz sprzeczności zostały opisane poprzez rezultaty empiryczne.
