The article departs from the discussion of the sources of the scholar interest in civil society and proceeds to the functional expectations about it. It claims that the concept of civil society, as it is frequently used in scientific and political debates, has specific cultural roots, which makes a trans-cultural analysis difficult or perhaps even impossible. Furthermore, the article addresses three conceptual problems of civil society, namely the issue of what constitutes civil society, its autonomy and impact as well as the challenge of civil society to the state. The central argument of the article is that in order to examine the impact of civil society on governance and democracy, it is recommendable to include three levels of analysis, namely the structure and functions of civil society (including also the possibly negative impact of civil society), the type of state co-existing with civil society as well as the character of the relationship between state and civil society.

The issue of immigrants’ place in Western societies is still vital, and it is considered from various theoretical and axiological positions. The article attempts to look at these issues through the eyes of a classic of European philosophy, which is Plato. In ancient Greece, foreigners were approached rather with superiority; Greeks believed that the world is divided into them and barbarians. The same is true of Plato, who proposes many rules for treating „aliens” in his theory of the ideal state. These principles are based on the assumption that citizens and noncitizens (foreigners and slaves) cannot be treated equally in every respect.

Effects of isotopic substitutions of "spectator" hydrogens on rate constants have been theoretically examined for the CH3 + H2 ' CH4 + H (I) and C2H + H2 ' C2H2 + H (II) reactions using variational transition state theory with the multidimensional semiclassical tunneling correction. A small but significant secondary isotope effect was found for reaction (I) but almost no isotope effect was found for reaction (II). This is because the potential energy surface for reaction (II) has an "early" character.

Opis:
In this work, the state-space nonlocal strain gradient theory is used for the vibration analysis of piezoelectric functionally graded material (FGM) nanobeam. Power law relations are used to describe the computing analysis of FGM constituent properties. The refined higherorder beam theory and Hamilton’s principle are used to obtain the equations of motion of the piezoelectric nanobeam. Besides, the governing equations of the piezoelectric nanobeam are extracted by the developed nonlocal state-space theory, and the analytical wave dispersion method is used to solve wave propagation problems. The real and imaginary solutions for wave frequency, loss factor and wave number are obtained and presented in graphs.

This article discusses the independent state legislature theory, which has been the subject of interest of an ever-growing group of American constitutionalists in recent years. This theory deals primarily with state legislatures’ power – derived directly from the US Constitution – to regulate federal elections. According to its underlying premises, this fact results in the absence of any tools to control the law enacted in this area as to its compliance with a given state’s constitution. Neither the electoral administration nor the state courts can interfere with these laws. They would therefore be subject to federal courts’ review only. However, the Supreme Court, in applying the political questions doctrine, has excluded many election law matters – other than those concerning funding – from its jurisdiction. As a result, such an important part of state law – one concerning fundamental political rights – would remain without any supervision inherent in modern democracies.

The aim of the paper is to reconstruct the theoretical background and practical meaning of the so called war writings which emerged within the phenomenological movement during the First World War. The author exemplifies it by researching the works of two German representatives of this movement, Max Scheler and Kurt Stavenhagen. He focuses on their application of the phenomenological method to the analysis of Russian national identity, and historical as well as cultural foundations of Russian state. The paper’s main thesis is that the politicization and militarization of phenomenology consisted in both “personalization” and “sociologization” of the phenomenological approach to the problem of the state. While interpreting Scheler’s personalism as an exemplification of the approach to the state as a problem of social ontology, the author reconstructs the theoretical conditions of analyzing the Russian imperial state in terms of the “world.” The focus of the paper is particularly on the phenomenology of, as Scheler put it, Russian collective personality and Russian national consciousness or “soul” as well as on the question of legitimacy of Ukrainian resistance against Russian imperialism.

RESEARCH OBJECTIVE: The aim of the paper is twofold: (1) polemics with Alexander Wendt’s thesis that state is a person and (2) innovative approach to the problem of anthropomorphism of state in general theories of International Relations. THE RESEARCH PROBLEM AND METHODS: How is anthropomor‑ phism of the state present in the language of grand theories of IR? How the language as a system shapes the phenomenon of anthropomorphism of the state in those?”. Research methods: qualitative content analysis and close reading research technique. THE PROCESS OF ARGUMENTATION: Using these research method and techniques, the author analyses theories of Hans Morgenthau, Raymond Aron, Headley Bull, Morton Kaplan, and Kenneth Waltz seeking the presence of anthropomorphism as a feature of their language. He summarises his find‑ ings that enable him to critically engage with Alexander Wendt’s thesis, hence fulfilling the scientific objective of the paper. RESEARCH RESULTS: On the basis of the conducted research, the anthro‑ pomorphism of state is a fact of language of the analysed theories. CONCLUSIONS, INNOVATIONS AND RECOMMENDATIONS: The author problematizes Alexander Wendt’s thesis that state is a person by pointing out that anthropomorphism of state is not predicated upon the ontological reality of state as person, but on the linguistic rule that language seeks the economy of utterances. Pointing out to this fact is novel, since the literature referred in the article largely omits it. It is an important contribution for all the scholars for whom the problem of the state is a major research interest.
CEL NAUKOWY: Artukół ma dwa zasadnicze cele: 1) Polemikę z tezą Aleksanda Wendta, że państwo jest osobą; 2) Innowacyjne podejście do problemu antropomorfizowania państwa w ogólnych teoriach nauki o stosunkach międzynarodowych. PROBLEM I METODY BADAWCZE: W jaki sposób antropomorfizacjia obecna jest w języku ogólnych teorii nauki o stosunkach międzynarodowych? W jaki sposób język jako system kształtuje i warunkuje fenomen antropomorfizacji w ogólnych teoriach nauki o stosunkach międzynarodowych  Metody badawcze: jakościowa analiza treści i technika bliskiego czytania ARGUMENT: Używając powyższych metod autor analizuje teorie Hansa Morgenthaua, Raymonda Arona, Hedleya Bulla, Mortona Kaplana i Kennetha Waltza poszukując obecności antropomorfizacji jako fenomenu językowego obecnego w treści tych teorii. Podsumowuje swe wnoski, że antropomorfiazacja jest obecna w języku tych teorii i wynika z zasady dążenia języka do ekonomii wypowiedzi. To z kolei pozwala, krytycznie odnieść się do tezy Aleksandra Wendta, że państwo to osoba.  WYNIK ANALIZY NAUKOWEJ: Na podstawie przeprowadzonych badań autor stwierdz, że natropomorfizacjia jest fenomenem językowym występującym w treści wybranych ogólnych teorii nauki o stosunkach międzynarodowych, który wywodłany jest dążeniem języka jako systemu do ekonomii wypowiedzi. WNIOSKI, INNOWACJE, REKOMENDACJE: Autor problematyzuje tezę Aleksandra Wendta, że państwo jest osobą, poprzez wskazanie, że antropomorfizowanie państwa nie wynika z ontologicznej realności państwa jako osoby, ale z zasady lingwistycznej, że system językowy dąży do ekonomii wypowiedzi. Podkreslenie tego faktu ma charakter innowacyjny, ponieważ cytowana w artukule literatura w zasadzie kwestię tę pomija. Wynik maukowy przeprowadzonych badań jest istotnym wkładem w reflekcję metateoretyczną w nauce o stosunkach międzynarodowych ważną dla wszystkich tych badaczy, dla których państwo jest znaczącym problemem badawczym.

This paper is devoted to illustrating how process neuropsychology and neurolinguistics, based on microgenetic theory androoted in process thought, can help to explain the often baffling symptomatology of brain damage. Our purpose is to present an overview of this difficult and complex subject matter for readers, with particular emphasis on its creative potential. The essence of microgenetic theory in neuropsychology is an account of the phases in brain process through which successive mind/brain states arise and perish over the duration of the psychological present, measured in milliseconds. According to the theory, mental states are rhythmically generated out of a “core” in the anatomically deepest and phylogenetically oldest parts of the central nervous system, over phases to the outermost and youngest regions of the brain, the neocortex. The clinical applications are only one aspect of the creative potential of microgenetic theory. Indeed, the elegance of the theory consists in the way in which it can be extended into a number of different fields of endeavor, providing a kind of “unified field theory” for the explanation of often rather diverse phenomena. This provides an opportunity for neuropsychology and neurolinguistics to resume the interdisciplinary discourse they were founded to conduct.

The article examines the reports on the 1050th anniversary of the Baptism of Poland as a religious and political event in mainstream Polish newspapers, websites and TV news in April of 2016. Using qualitative grounded theory and quantitative intermedia agenda-setting at the networked level, the author shows how this religious event was presented and interpreted as a dominant force in this Church–state relationship. As a result, he claims that the Church–state relationship in media was covered by an increasing policy of the Church putting pressure on the state by expanding religion in the public sphere.

The concept of raison d’état (reason of state) is very popular in Poland, and it will apparently remain relevant as long as the Polish state exists. The idea is commonly used in official statements by politicians, political journalism, and in various government documents. Raison d’état is an ambiguous concept, which results from simplified and often popular opinions on what is and what is not the raison d’état. Conceptual chaos, intuitive judgments and notions appear to be the reason why political scientists are discouraged from systematized and in-depth studies on this political category. The paper is divided into three parts. The first part discusses definitions of raison d’état and the accompanying problems. The second one deals with the theoretical aspect covering the subjective, objective, temporal and spatial scopes of the concept. Two new definitions of raison d’état were mentioned which diminish the importance of the nation-state at the expense of international organizations. The third part presents methodological approaches in studies on raison d’état understood in two ways: as a system of vital interests of the state and as a category of political thought.
Rację stanu rozumiemy jako system egzystencjalnych interesów państwowych realizowanych w sposób bezkompromisowy, co do których powinien istnieć konsensus głównych sił politycznych w danym państwie. Może ona być również traktowana jako osobna wartość lub kategoria myśli politycznej, wokół której budowane są wizje państwa obejmujące politykę wewnętrzną oraz międzynarodową. Analizując teoretyczne i metodologiczne aspekty racji stanu, należy stwierdzić, że cechuje ją niejasność definicyjna, duża pojemność treściowa, czasowa zmienność, trudności w określeniu katalogu interesów państwowych składających się na rację stanu, oraz różnorakie podejścia teoretyczne i metodologiczne. Wszystko to odstręcza badaczy od zajmowania się tą kategorią. Paradoksalnie owa wielowymiarowość i wieloaspektowość, połączona z polską specyfiką pojmowania raison d’état, może stanowić o jej atrakcyjności badawczej. Ciekawa z punktu widzenia teorii racji stanu jest jej współczesna ewolucja w kierunku ponadnarodowej raison d’état. Nieuniknione procesy globalizacji oraz działanie międzynarodowych i ponadnarodowych organizacji i instytucji prowadzą do uniwersalizacji racji stanu. W toku owej ewolucji zmienia się sposób rozumienia takich pojęć jak suwerenność czy bezpieczeństwo państwa (nieodzownych składników racji stanu). Suwerenność zastępowana jest przez pojęcie podmiotowości, a bezpieczeństwo nabiera coraz to nowego zakresu przedmiotowego.

Liquid Computing Theory is a proposal of modelling the behaviour of neural microcircuits.It focuses on creating a group of neurons, known as a liquid layer, responsible for preprocessing of the signal that is being analysed. Specific information is achieved by the readout layers, task oriented groups of neurons, taught to extract particular information from the state of liquid layer. The LSMs have been used to analyse sound signals. The liquid layer was implemented in the PCSIM Simulator, and the readout layer has been prepared in the JNNS simulator. It could successfully recognise certain sounds despite noises. Those results encourage further research of the computational potentialof Liquid State Machines including working in parallel with many readout layers.

This article outlines ideas about a people’s history of economics. The goal of such a history is to use economic theory to understand the formation of classes, political projects and historical blocs and history as a history of class struggles instead of the unfolding of economic laws. The article discusses the shortcomings of existing histories of economic thought and peoples’ histories. It suggests a synthesis that offers insights into the production and diffusion of economic ideas and their role in the making and remaking of class- and state relations from industrial capitalism to the present. The last part of the article offers an outline organized around the ideas of Smith, Marx, the Marginalists, Keynes and Hayek. Though using the common big names as entry points to class- and state-formation during different periods of capitalist and imperialist development, the peoples’ history is mainly concerned with the lives, thoughts and struggles of the toiling, primarily invisible, hands performing paid and unpaid work in capitalist centres and peripheries.

Arnold–Chiari I malformation is a congenital malformation of the hindbrain characterized by displacement of the cerebellar tonsils into the foramen magnum, pressure on the fourth ventricle, and decreased fluid flow to the basal cisterns. It is a mild form of the neuro-cranio-vertebral syndrome (Arnold–Chiari syndrome) because in many cases it is asymptomatic or has few clinical signs and symptoms of mild severity. The case study presented in the article concerns a 16.5-year-old patient with Arnold–Chiari I malformation following surgery. Based on the neuropsychological diagnosis, clinical symptoms that might result from the course of structural and functional changes in the hindbrain in Arnold–Chiari I syndrome were described and explained. The following were observed: selective difficulties in planning and concentration (maintaining the direction of action) and a weakening of visual perception (described by the patient as a subjective state of derealization). The results of the neuropsychological diagnosis point to certain practical implications for the further therapeutic treatment of patients with a mild form of Arnold–Chiari I malformation, especially as there is a risk of clinical symptoms changing over time due to the posibility of progressive neurodegenerative changes in the hindbrain.

This article investigates two recent fictional representations of the feminized US surveillance state and its “security feminists” (Grewal), with an eye towards limning what visions of social transformation and political life such representations make possible. It first examines Gish Jen’s 2020 novel The Resisters, considering how the novel’s characterization of the US surveillance state as a snoopy suspicious Aunt maintains American liberal fantasies about the value of productive work and institutionally-sanctioned responses to state violence, even as the novel attempts to find grounds for reinvigorating a democratic commons. Jeff Vandermeer’s 2021 novel Hummingbird Salamander, in contrast, is suspicious of democratic visions of the social. Instead, the novel unravels the privatized figure of the “security mom” (Grewal) in order to experiment with how a queer antisocial orientation might confront environmental and institutional collapse and reimagine the idea of “security” itself.

Systemic transformation process in Poland has led to a dynamic development of higher schools. Those higher schools generate new, both formal and informal, connections triggered by people working there, especially by those at higher positions. This situation leads to the creation of relation networks. Thanks to them one can get, process and transfer information, enlarge the owned knowledge which is necessary to raise the productivity of own activities. In compliance with the theory of contacts it should lead to social capital growth which stimulates development of the analysed areas. The objective of this paper is to characterise and compare contacts of rectors and deputy rectors of state and private higher schools in Świętokrzyskie Voivodeship as well as to evaluate on this basis the part of social capital which develops thanks to formal contacts kept by the researched with people who are at a similar position in other institutions.
