The paper is meant as a springboard for a discussion on the issue of archaeological finds in forested areas, with regard to the situation in Poland. Firstly, the issue of identifying cultural heritage in forested areas will be discussed, with a particular emphasis on the role and significance of the latest non-invasive technologies, especially laser scanning (LiDAR). Another element of the paper is the issue of protecting cultural and environmental heritage, therefore, the issue requiring an interdisciplinary approach, the necessity to work out optimal solutions, at the same time recognising the two aforementioned groups of historic objects that require integrated activities, as well as large-scale and long-term strategies. Examples of current activity will be presented by referring to the work that is being / has been realised, using the experience gained from scientific projects or institutional activities in Poland. The paper is directed towards “preventive activities to save archaeological objects in forested areas” and answering the question – how to effectively and optimally identify, examine, protect, manage and present historic heritage in forested areas. The paper fits in with tasks related to “Inventorying cultural heritage“, which are carried out within the assignment commissioned by the State Treasury – the State Forests National Forest Holding - General Forest Management.

Jego celem jest wykazanie związków, jakie zachodzą między umiejętnościami kierowniczymi i procesem kształtowania kluczowych kompetencji. Badania wskazują również na znaczenie kultury organizacyjnej, traktowanej jako kontekstualna zmienna budowania kluczowych kompetencji. Badania empiryczne przeprowadzono w Regionalnej Dyrekcji Lasów Państwowych w Poznaniu.

Goal is to systemise knowledge about the rules and basic elements of financial management of the State Forests as an entity responsible for the sustainable development of forestry in Poland. Research methodology used in the study is analysis of the literature related to financial management of enterprises in the forestry sector, especially in the SFNFH, as well as sustainable forest economy. The literature review allows the author to examine the general rules, aims and elements of financial management of the State Forests. The determinants influencing the form of financial management of this entity are also indicated. Score: The research confirms that the financial management of the State Forests is influenced by numerous factors resulting from the specific nature of the forest industry. On one hand, there is a necessity to take into account the economic efficiency of conducted operations, as well as the need for maintaining the financial independence of all the SFNFH's organisational units. On the other hand, any initiated activities should comply with environmental requirements and the social needs of society.

Purpose: The article aims to: (1) revise the costs and cost accounting model in State Forests National Forest Holding (PGL LP), (2) investigate the possibility of applying resource-process consumption accounting in the activities of the State Forests. Methodology/research approach: A critical analysis of the literature, desk research, analysis of phenomena, synthesis of results, and a case study. Results: A systematic, traditional cost accounting model is used at State Forests, which is mainly used for reporting purposes. It is possible to use the resource-process model of cost accounting from the perspective of its usefulness in disclosing information about the im-plementation of social and environmental goals in the activities of State Forests. Research limitations/implications: The proposed cost accounting model was constructed with State Forests in mind as a specific unit operating in the field of social responsibility. Originality/value: The article proposes solutions for modeling an accounting system, including resource-process cost accounting.

The paper presents a method for grouping forest districts that are characterised by similar natural and forest conditions and the results of standardisation of wood extraction costs for forest districts and regional directorates of the State Forests. The adopted standard costs referred to the costs which determine the reasonable level of costs necessary to perform a specific management task in the given natural, forest and economic conditions of forest districts. Forest districts were grouped based on the forest habitat types and the land diversity index (Wtri), which were determined with statistical methods to be the factors that shape wood extraction costs. In order to determine the standard unit costs of wood extraction, source materials for the year 2017 have been used, which had been obtained from the State Forests Information System for all forest districts in the country. The method of standardising wood extraction unit costs on the basis of forest district groups with similar natural and forest conditions was reduced in 2017 to the designation of eight uniform forest district groups in terms of forest habitat type structure and Wtri index. Standard unit costs of wood extraction, determined on the basis of the methodology presented in the paper, should be used in the State Forests’ financial system.

The aim of the presented research was to analyse the efficiency of forest management as an approach to promote sustainable multifunctional forestry. A total of 17 Regional Directorates of State Forests (RDSFs) in Poland were studied with the use of data envelopment analysis (DEA). This method has been proposed and tested using criteria and indicators (C&Is) as inputs and outputs of the created models. The research process was divided into two stages: first, we analysed the efficiency of simple DEA models and models with additional variables, which allowed us to determine the major models providing the best combination of efficiency evaluation criteria. Second, we used these models to assess the efficiency of sustainable management of forests by RDSFs. According to our results, RDSFs were found to be highly efficient in converting resources into production and nonmarket results. Nevertheless, the implementation of sustainable development principles requires further actions, in order to fulfil all ecological, economic, and social functions in a more effective way. They are connected with the necessity to increase the areas of both protective forests and promotional forest complexes. Thus, the results of this study might be a valuable source of information for the planning process of forestry services at the strategic and operational levels.

The aim of the article is to demonstrate the functioning of the Forest Fund and to evaluate its use in terms of the financial support for the protection of natural resources.
W artykule przedstawiono zasady gromadzenia i wydatkowania środków Funduszu Leśnego oraz przeanalizowano wielkość i strukturę jego dochodów i wydatków. Ze względu na sposób prezentacji danych dotyczących kierunków wydatków Funduszu Leśnego przez PGL LP i GUS trudności sprawia dokładne oszacowanie, w jakim stopniu środki Funduszu są przeznaczane na działania służące ochronie zasobów leśnych. Można jednak przyjąć, uwzględniając specyfikę i zasady prowadzenia gospodarki leśnej w PGL LP, że większość środków Funduszu Leśnego wspiera ochronę tych zasobów.

It has been estimated that over 80% of forest areas in Poland is threatened with fire. Due to the number of fires and burned area, Poland is counted to the group of European countries where fires break out the most frequently. On average, each year and mostly because of human activity, almost 8.5 thousand fires break out resulting in over 7 thousand ha of burned forest area. Many scientists forecast that the climate warming, decline in precipitation amount and prolonging rainless periods will enhance fire risk in forests, which will translate itself not only into an increase in the number of fires, but also will favour their intensive spreading. The aim of presented paper is estimating the operational efficiency of the fire protection system in Polish forests and the effectiveness of fire extinguishing actions in forests, but also recognition of the effect of the forest area management type on fire statistics. Following data series were investigated: of the number of fires, the burned forest area and average fire area for the years 1990-2016 for the forests under the management of the State Forests National Forest Holding (State Forests NFH) and other managements. Determined trends were analysed by means of Mann-Kendall non-parametric test. A mean area of forest fire was assumed as the main measure of forest fire protection system effectiveness. The area was compared with the other European countries, Canada and the USA. Despite a lack of a tendency for decreasing number of fires in Poland, which is noted in Europe, taking into account a low value and a statistically significant downward trend for average fire area, forest protection and the effectiveness of extinguishing actions in Polish forests should be regarded as very good. The exception are forests remaining beyond the management of the State Forests NFH, where the upward trend for the number of forest fires is alarming.

Economic viability of forestry is one of the key pillars of sustainable forest management and a basis for maintaining forests and their multiple benefits for the society. It may be achieved by, inter alia, diversification of sources of income in forest management. The aim of the article is to analyse sources of revenues of state-owned forest enterprises (holdings) in selected European countries and ongoing changes in this respect in recent years. In the paper, we analyse the structure of revenues of state forest enterprises in Poland, Germany (with the examples of Bavaria and Lower Saxony) and Austria; however, particular attention is paid to the State Forests National Forest Holding in Poland, which is the largest state-owned forest holding in the European Union (EU) in terms of area of forests. The study is based on document content analysis methodology (desk research), including annual reports published by forest enterprises, statistical data and also legal regulations. The analysis shows that while revenues from the sale of wood are the main source of income of forest enterprises, some of them are seeking to diversify their sources of revenues. The Austrian Federal Forests can serve as an example of a good development strategy based on diversified sources of income. Also, the Lower Saxony State Forest company, which is approximately 60% dependent on the sale of wood, undertakes other activities, including real estate management, hunting and recreational services. Our study shows that both the State Forests National Forest Holding and the Bavarian State Forests Enterprise are based on timber harvest and sale to a large extent. We conclude that as regards the State Forests Holding in Poland, the possibility of expanding and diversifying commercial activities should become a subject of discussion among foresters, decision makers and politicians.

Over the centuries, arboreta and botanical gardens have performed a variety of functions, the most important being the collection and sharing of the various plant collections. Initially, these collections mainly included medicinal plants for the education of future physicians or pharmacists. The aim of this article is to show the significant role of these units in the forest and nature education. Conducting scientific research and making collections for educational and research purposes is carried out by botanical gardens primarily by providing access to the public to harvest in a manner that will not endanger the collection. Formal education is carried out in these units mainly through links with universities and through the organization of special educational activities (equivalent to museum lessons) for schools.

The paper describes the measures adopted by the Czech State Forests for the conservation and reproduction of the Norway spruce gene pool in the Moravian-Silesian Beskid Mts. In addition to the assurance of natural regeneration in genetically valuable stands and the use of high-quality autochthonous stands as seed sources for artificial regeneration, the measures include selection of plus-trees, establishment of seed orchards, seed stands and clone archives, and identification of gene pools. Seeds of the most valuable regional populations are deposited in a seed bank.

An analysis of the functioning of 15 Game Breeding Centres was performed in the eight forest inspectorates of the Poznań Regional Directorate of State Forests (RDSF) between 1995 and 2004. It comprised a review of the costs and revenues of game management, the numbers of harvested cervids and wild boars, the quality of trophies, as well as the extent of tasks in the area of forest management, protection and utilization. The analysis showed that the Game Breeding Centres in the Poznań RDSF fulfilled, in majority, the tasks ensuing from the Game Law Act. The need for developing the principles of state policy was emphasized. Also, organizational changes were proposed to be introduced to the running of the Game Breeding Centres.
Prowadzenie gospodarki łowieckiej w ośrodkach hodowli zwierzyny napotyka na bardzo poważne trudności. Elementami wyróżniającymi tę gospodarkę są: uzyskiwany corocznie wynik gospodarowania w danym obwodzie oraz realizacja celów wynikających z art. 28 Ustawy z 13 października 1995 r. Prawo łowieckie. Gospodarka łowiecka w dzisiejszych uwarunkowaniach jest tylko działalnością uboczną w leśnictwie, co oznacza, że musi być podporządkowana celom gospodarki leśnej. Przy takim modelu gospodarowania obowiązkiem leśników jest minimalizowanie kosztów oraz maksymalizacja zysków. Jest to zadanie niezwykle trudne, ponieważ ani szkód w lasach, ani w gospodarce rolnej nie można całkowicie wyeliminować. Powstałych w ten sposób strat nie da się zrekompensować przychodami uzyskanymi jedynie z gospodarki łowieckiej. Próba pełnej analizy gospodarki łowieckiej prowadzonej w ośrodkach hodowli zwierzyny, w ramach działalności ubocznej oraz wpływu tejże gospodarki na działalność podstawową, pozwala ją ocenić w poszczególnych nadleśnictwach w aspekcie merytorycznym, w pewnym wymiarze ekonomicznym, jak również w zakresie przestrzegania zapisów obowiązującego prawa. Szczegółowa analiza funkcjonowania ośrodków hodowli zwierzyny w Regionalnej Dyrekcji Lasów Państwowych w Poznaniu wykazuje istotne różnice zarówno pomiędzy nadleśnictwami, jak i pomiędzy poszczególnymi „Ośrodkami” w ramach jednego nadleśnictwa. Główną przyczyną jest konieczność rożnego sposobu gospodarowania w obwodach określonych jako polne (8 obwodów) oraz leśne (6 obwodów). Warunki składające się na kategoryzację obwodów, lokujące je w przedziale od obwodu bardzo słabego do obwodów średnich, a także udział powierzchni leśnej ohz w ogólnej powierzchni nadleśnictw wynoszący od 10,9% do 45,5%, jak również wysoki współczynnik fragmentacji obwodów i związana z nim długość granicy polno-leśnej są kolejnymi przyczynami takiego stanu rzeczy. Zmiany realiów gospodarczo-kulturowych obserwowane w ostatnich latach w Polsce oraz pojawiające się głosy o konieczności zmian w gospodarce łowieckiej w kontekście gospodarki leśnej wręcz nakazują znaleźć odpowiedzi na pytania: jakie cele stawiane będą przed gospodarką łowiecką, jaka liczebność zwierzyny będzie tolerowana oraz jaki poziom szkód powodowany przez zwierzynę będzie dopuszczalny?

The issue of constitutional protection of natural resources does not arouse the interest of lawyers, including constitutionalists, in Poland. In none of the drafts of the new Constitution of the Republic of Poland presented after 1989 was this issue regulated. After the new Constitution of the Republic of Poland came into force in 1997, no draft amendment to this act dealing with natural resources was submitted either. The constitutional surveys conducted in 2011 and 2017 did not explicitly call for a complete or even very extensive amendment of the Constitution. Most often, they indicated the need for punctual amendments or concerning certain areas of constitutional regulation. In light of the experience with forest management, it would be advisable to extend constitutional protection to all strategic natural resources.
