Objectives: The neoclassical economic framework is a dominant approach in both theoretical and applied fields, such as public policy design. Despite the substantial amount of criticism towards the neoclassical assumptions of rational choice and obstacles related to preference aggregation, there is a minor concern regarding the underlying philosophy of the mainstream public policy design, namely static social utility maximisation under exogenously given social preferences.This paper analyses the inherent biases of the public policy based on the neoclassical background, attempting to prove that although such an approach can theoretically lead to the socially optimal outcome, it is hardly in line with the long-run social survival and development objectives. Other than this, the paper attempts to explore how incorporating alternative approaches towards individual and collective rationality into the theory of social choice can allow for designing a more sustainable public policy. Research Design & Methods: The paper presents the review of the relevant literature alongside the theoretical inquiry into the underlying logic and philosophy of the neoclassical approach towards the public policy design as well as the most relevant non-mainstream theories. Findings: It is demonstrated that the assumptions behind the neoclassical framework are inconsistent with the notions of social evolution and social sustainability. Implications / Recommendation: The persistent idea that public policymakers should attempt to maximise social utility implies artificial limitations for public policy as well as ill-designed goals and objectives. There is a strong need to reconsider the appropriateness of using the neoclassical analytical framework in public policy design. Contribution / Value added: The framework discussed in this article serves as the ground for more sustainable public policy design principles.

Semi-structured individual in-depth interviews were conducted to explore and compare which social norms with regard to the debt-incurring process are important to Poles with various experiences of indebtedness. Thematic analysis within a constructionist framework identified the social norms important in the borrowing process for Poles and revealed, as expected, a number of differences between people with various indebtedness experiences. Model borrowers have a significantly different approach to debt than unreliable debtors and non-borrowers. Model borrowers seem to be oblivious to the negative sides of loans as well as indicate fewer reasons for justifying not repaying obligations than others. For unreliable debtors, loans are a quick way to solve financial problems. They borrow money out of necessity rather than to finance any larger, long-term investments and have their own private rules for borrowing. Non-borrowers, although aware of borrowers’ higher standard of living, emphasize that debt is associated with permanent stress and psychological burden. Model borrowers, unlike the others, declare that in their immediate vicinity are only those who use and pay their loans in a timely manner.

The aim of this research was to investigate the opinions of parents at different stages of parenthood, about the myths of authoritarian parenting and gender stereotypes in parenting in the context of their own upbringing and social expectations. Considering the influence of one’s own parents, the way of growing up and the influence of wider society and social norms, the initial assumption of the research was that the way of growing up, as a family factor and social norms, as a social factor, define parents’ opinions on myths about authoritarian parenting and gender stereotypes in parenting. Twelve respondents participated in the research; a qualitative method of semi-structured interview was used. The results of the research showed that family factors,  such as the way of growing up and the parenting style, but also social factors such as the social environment and media, influence parents’ opinions of myths about authoritarian parenting and gender stereotypes in parenting. Also, it was found that parents differ in their opinions on the myths about authoritarian parenting and gender stereotypes in parenting, depending on the stage of parenthood they are currently in.

The starting point for my reflections was a thesis presented by Max Weber more than one hundred years ago. According to this thesis, a Protestant ethos was an important factor responsible for the spectacular economic growth of Northern Europe. In his own reflections, the German scholar paid attention mainly to both Protestant asceticism, which concentrated the energy of believers on the work they did, as well as on theology, especially Calvinism, which provided explanations for hard work and the accumulation of capital. It seems, however, that in his reconstruction of the Protestant ethos, Weber described universal mechanisms which are responsible for social mobilization in general. The problem is that instead of trying to analyze them, he ultimately concentrated on their cultural manifestations. The main aim of my paper is an identification of these mechanisms. They discipline individuals, or more correctly, they discipline the patterns of playing these social roles, which are functionally significant for initiating and sustaining the mobilization process. In other words, when there is a need in a society to achieve specific goals, including economic ones, it should develop social norms which will be able to bolster the engagement of its members and focus their energy on specific aspects of their life. Moreover, there is a need to prepare non‑normative mechanisms, which increase the probability that members of the society will adhere to these social norms. The reflections in this regard seem to be important mainly for developing states. On the one hand, they should prepare mechanisms which allow them to develop their economies. On the other hand, the members of these states must face many costs associated with their implementation and this problem should also be a part of the discussion.

As more and more societies are transforming into cashless economies, questions about the social nature of this transformation are arising. With this paper we present specific insights into the process of the institutionalization of cashlessness in Poland. The process is analyzed from the perspective of Small and Medium Enterprises (SMEs). We advance the idea that the institutional field of cashlessness is emerging with similar pressures. In this field—as we argue using the concept of Powell and DiMaggio—SMEs experience a coercive institutional isomorphism. We show that the complex impact of interlocked social interactions, financial sanctions, narrations, values and norms are creating the matrix for SMEs’ decision whether to implement cashless payments into their business. The analysis is based on 74 individual in-depth interviews with SMEs owners. The paper is grounded in qualitative research design and the theory of neo-institutionalism.

The present research investigated the perception of the flood threat and willingness of inhabitants of regions experiencing regular severe floods to take preventive actions.Residents of two type of regions were compared: those living in a region protected by flood levees vs. residents living unprotected regions. Inhabitants of the area protected by the levees resulting in the rare experience of flood, perceived probability of flood as lower and  reported higher willingness to take preventive actions than inhabitants of the area unprotected by levees. Similarly as in many previous studies personal experience and social norms turned out to be crucial factors in determining self-protective behavior. On the other hand unlike in other studies, we found no relationship between decision makers’ willingness to take preventive actions and factors related to threat appraisal, such as the perceived magnitude of loss and the perceived probability of damage. Finally, we found that the impact of a given factor on willingness to protect oneself against a hazard may depend on the kind of measure of the protective behavior

The article discusses the problem of academic dishonesty, which has been growing in Western Europe, North America, in the transitional economies of Eastern Europe and Central Asia. However, cross-cultural comparisons remain scarce, particularly with regard to the former communist countries. This paper presents an exploratory study on academic misconduct in Switzerland, Ukraine and Poland. The Academic Dishonesty Scale was used. A sample of 870 university students participated. The results reveal no differences between Ukrainian and Polish students in terms of attitudes toward cheating. Swiss students expressed significantly more negative attitudes. The results offer implications for the practice of moral awareness.

The paper presents an evolutionary model illustrating the dynamics that give rise to discriminatory social norms i.e. such rules of behaviour that fulfil two conditions: (1) they treat differently actors having the same abilities and technical options, but differing in some arbitrary sense (2) they are supported by socially enforced sanctions. In the presented model both discrimination and social norms are necessary to solve a coordination problem that arises when the situation requires different actors to perform different tasks. The properties of behavioural rules relying on discrimination and leading to various degrees of inequality are analysed. It is demonstrated that in general norms ensuring equal payoffs are easier to stabilize, but unfair norms can also be stable.

The objective of this study is to explore factors that affect the decisions single-child parents make when considering whether to have a second child applying the psychological theory of planned behaviour (TPB). Quantitative survey data from a sample of parents with a single child selected from a Slovak representative sample was used to perform regression analysis assessing effects of attitudes, subjective norms and perceived control on intention to have a second child within the next three years. Results largely confirm the model captured in TPB. All three components of the TPB have a significant effect on intentions to have a second child. A particular set of liberal and conservative attitudes facilitate plans to have a second child. The strongest predictors, however, are the perceived pressure from the social environment (subjective norm) and subjective desire to have a child (perceived control). The study concludes that, along with demographic and sociological variables, psychological factors play a significant role in decision-making processes concerning reproductive planning.

Scholars have argued that Eastern Europe’s communist past drives signifi cant differences in Eastern and Western Europeans’ social justice norms. However, much of this research examined attitudes before the East’s accession to the European Union (EU). Using data from the International Social Survey Project’s 1999 and 2009 Social Inequality surveys, I compare Eastern and Western Europeans’ attitudes toward income redistribution to examine whether EU integration has coincided with a convergence in Eastern and Western social justice norms. I find that although average levels of support for redistribution have remained stable overtime in the East, there have been important changes in ways that Eastern Europeans form opinions about redistribution. First, class status has become more important in shaping Eastern attitudes since the East’s EU accession. By 2009, its effect in the East was not significantly different from its effect in the West. Second, while citizens’ experience under communism signifi cantly affected Eastern attitudes before EU accession, its effect has become insignifi cant overtime. These fi ndings suggest that the East’s communist past is no longer an important driver of variations in social justice norms across the EU.

Fenomen ulegania pokusie doczekał się wielu opracowań na gruncie badań etnograficznych, socjologicznych czy też nauki o moralności. Inaczej rzecz ta wygląda w przypadku rozważań prowadzonych na gruncie psychologii społecznej. Dokonany przeze mnie przegląd literatury w tym zakresie wskazuje na istnienie dwóch dominujących perspektyw badawczych, przyjmowanych w badaniach nad sytuacją ulegania pokusie: perspektywy właściwej psychologii resocjalizacyjnej, ujmującej zjawisko w kategoriach zachowań, oraz perspektywy psychologii moralności. Wyniki badań pokazujące, iż ludzie w większości przypadków skłonni są np. ulegać pokusom łatwych korzyści, mimo deklarowanego uznania dla norm prawnych i etycznych zakazujących zawłaszczania cudzego mienia, stały się punktem wyjścia rozważań autorki niniejszego artykułu. Co jeszcze, jeśli nie legalizm prawny, może być buforem powstrzymującym człowieka w sytuacji pokusy? Jaką rolę w tym zakresie odgrywa nasza osobowość? Artykuł prezentuje wyniki badań nad zależnością pomiędzy zmiennymi osobowościowymi a uleganiem pokusie przez człowieka.
The notion of yielding to temptation has already been studied by ethnographers, sociologists, and morality researchers. Yet the situation is different in the area of social psychology. My review of the literature in that scope indicated the existence of two dominant research perspectives used in studies on the situation of giving in to temptation: the perspective related to resocialisation psychology, which discusses the notion in terms of behaviour, and the perspective of the psychology of morality. The results of the research which indicated that in most cases people are ready to, e.g. yield to the temptation of easy gains, despite their declared appreciation of the legal and ethical norms prohibiting the misappropriation of other people’s property, formed the starting point for my study. What else if not the legal framework can prevent a person from giving in to temptation when it arises? What role does our personality play in that? The article presents the results of a study into the correlation between personality-based variables and a person’s yielding to temptation.

W artykule opisano uwarunkowania wprowadzenia systemu dodatków mieszkaniowych na Ukrainie, zgodnie z "nową" i "starą" normatywną formułą. Przeprowadzono analizę podstawowych wskaźników realizacji i finansowania programu dopłat mieszkaniowych na Ukrainie. Opisano główne problemy funkcjonujących procedur dofinansowania ludności w zakresie przedsięwzięć w zakresie budownictwa oraz usług komunalnych. Wskazano na podstawowe kierunki transformacji systemu ochrony socjalnej obywateli w sektorze mieszkaniowym w kontekście równowagi społecznej, bezpieczeństwa ekonomicznego społeczeństwa i państwa.
In the article the features of the appointment of housing subsidies in Ukraine in accordance with the "new" and "old" procedure. Analyzed main indicators of the implementation and financing of the program of housing subsidies in Ukraine. The main problems in the existing procedure of subsidizing the population in housing and communal services. The basic directions of transformation of the system of social protection of citizens in the housing sector in the context of balancing the social responsibility of the population and the state.
В статье исследованы особенности назначения жилищных субсидий в Украине в соответствии с «новым» и «старым» порядком. Проанализированы основные показатели реализации и финансирования программы жилищных субсидий в Украине. Определены основные проблемы в действующем порядке субсидирования населения в жилищно-коммунальной сфере. Обоснованы основные направления трансформации системы социальной защиты граждан в жилищно-коммунальной сфере в контексте сбалансирования социальной ответственности населения и государства.

This article discusses Angela Di Maso’s theater, which is a reflection on contemporary society and aims to awaken audiences from social conformity and consumerism. This theater seeks to explore human existence, with its metaphysical anxiety, violence, and the brutality of everyday life present. It challenges social norms and stereotypes, using crude language to tell stories that disturb and provoke self-analysis. Angela Di Maso’s theater has gained recognition and success for its versatility in combining textual and scenic elements, meticulously developed with actors. Di Maso’s work combines tradition and innovation, drawing inspiration from European theater and at the same time representing a form of resistance to traditional and avant-garde theatrical conventions, forging new paths of expression and advocating freedom of expression. The article includes as an appendix an extensive interview with Angela Di Maso, entitled “From Jerzy Grotowski to Angela Di Maso, via Witold Gombrowicz: An Interview with an Enfant Terrible of Italian Theater.”
