In the article solving of a research problem presented in the introduction of the article is described. The aim of the article is to explore and verity the hypothesis that the complete structure of the Safety Network is the tool towards greater stability of the financial system. The research was based on a methodology that included descriptive and comparative analysis. The bibliography of the article consist of scientific works, as well as reports and expertise knowledge. The results of the research present the new structure of the safety network institutions that can be applied to the business practice and the theory of the financial markets. This arrangement broadens the structure and functions of the Safety Network and should result in better stability of the financial system, especially in relation to crisis.

Opis:
In a distributed denial of service (DDoS) attack, the attacker gains control of many network users through a virus. Then the controlled users send many requests to a victim, leading to its resources being depleted. DDoS attacks are hard to defend because of their distributed nature, large scale and various attack techniques. One possible mode of defense is to place sensors in a network that can detect and stop an unwanted request. However, such sensors are expensive, as a result of which there is a natural question as to the minimum number of sensors and their optimal placement required to get the necessary level of safety. Presented below are two mixed integer models for optimal sensor placement against DDoS attacks. Both models lead to a trade-off between the number of deployed sensors and the volume of uncontrolled flow. Since the above placement problems are NP-hard, two efficient heuristics are designed, implemented and compared experimentally with exact mixed integer linear programming solvers.

Authors describe the possibilities of a wireless technology used within safety-critical applications with orientation to selection the computationally safety cryptography techniques. Undetected corruption of data transmission can cause substantially considerable damages within equipments, environments or demands on human health and this is reason why systems have to be designed so that guarantee required Safety Integrity Level. For this reason the safety-related wire or wireless machines must have implemented a number of safety mechanisms located into special safety or security profiles. Nowadays, after acceptation of the new standard ISA 100.11a the barrier was broken towards the use of wireless machine-to-machine communications in standard and safety-related communication, too. ZigBee technology is very accepted standard which fulfils the requirements to the wireless industrial communication system. The main part of the paper describes the possible attacks to ZigBee communications based on cryptography mechanisms with orientation to Denial-of-Service attack. The practical part contains the results of ZigBee sensor network testing in laboratory conditions with demonstration of error-control mechanisms of MESH topology and cryptoanalytic’s attacks based on monitoring of traffic are mentioned as well.

The paper presents a computer software that uses a database of the MS Access format and is meant to facilitate management of protection setting calculations for bays in a MV network system. The database collects and saves information about the network topology, parameters of its component elements and about the applied protection devices together with their settings. Interface of the application supports the process of the network topology development and the selection of protection devices and their settings. It also makes possible to check efficiency of the protection equipment operation by checking their sensitivity, operation range, redundancy as well as coordination of the operation times.

Authors describe the solutions of safety industrial Ethernet with orientation to safety-related industrial control systems. Nowadays the numbers of safety solutions of industrial Ethernet are increasing (e. g. CIP Safety, ProfiSafe, Safety Interbus). Bernecker & Rainer is coming with the new solution - Open Safety, which was developed for technology Ethernet PowerLink (EPL), but open platform is compatible with the other types of industrial Ethernet too, e. g. Sercos, Ethernet/IP, Modbus, and Profinet. Mainly part of paper the safety analyses of Open Safety frame with orientation to safety codes used in two sub-frames are mentioned. Practical part is orientated to model realisation via Matlab, Simulink with the use of safety codes with possibility to demonstrate the detection capability of cyclic CRC codes dependence on characteristics of communications channel and generator polynomial selection.

Paper presents a novel idea of capacitive sensor for human presence detection. Due to the use of resonant circuit significant increase of sensor's sensitivity was achieved. In the case of human hand, value of output signal changes up to 421per cent. Moreover, sensor creates possibility of determination of the material of the detected object. As a result developed sensor can be applied for human presence detection sensors utilized in safety systems, which are especially suitable for underground transportation network.

In the paper, the three critical infrastructure networks are introduced, i.e. port, shipping, and ship traffic and port operation information. For every of them the main safety paremeters are defined. Furthermore, the multistate system component and the multistate system main safety characteristics, i.e. their mean values of the lifetimes and in the safety state subsets and in the particular safety states and standard deviations and the moment when the system risk function exceeds a fixed permitted level are determined. Finally, the Baltic Port and Shipping Critical Infrastructure Network is defined and described in the same way.

In the analysis of the operation of critical infrastructure systems it is important to perform the analysis of the safety of the operation. The daily operation of such systems is inherently associated with the occurrence of various types of random undesirable events. Therefore, in the paper the matrix and logical trees methods used in the analysis of the risk of threats in critical infrastructure systems within the Baltic Sea, were presented. The analysis and assessment of the protection of technical system was performed using the FMEA method (Failure Mode and Effect Analysis). As to analyse the cause and effect of undesirable events the method of Bayes' theorem and Java Bayes program were implemented, which allows to identify the probability of the event occurrence.

The main aim of the paper is analysis of safety of the Global Baltic Network of Critical Infrastructure Networks (GBNCIN), taking into account interactions among particular critical infrastructure networks this network consists of. The safety function and other safety characteristics: the risk function and mean values and the standard deviations of the lifetimes in the safety state subsets are determined assuming the particular critical infrastructure networks have exponential safety functions. Finally, the coefficients of cascading effect impact on the intensities of degradation of the GBNCIN, and the indicator of that network resilience to cascading effect impact, are presented.

Certain critical infrastructure networks show some interconnections, relations and interactions with other ones, most frequently when located and operating within particular areas. Failures arising within one critical infrastructure network, can then negatively impact not only on associated systems, societies and natural environment, but also on mutual critical infrastructure networks. Therefore, interdependent critical infrastructure networks can be determined as network of critical infrastructure networks (network of networks approach). The paper presents safety analysis of the network of critical infrastructure networks, taking into account interconnections, relations and interactions between particular ones. Critical infrastructures networks as multistate systems are considered, by distinguishing subsets of no-hazards safety states, and crisis situation states, and by analysing transitions between particular ones. Issues introduced in the article are based on the assumption that one key critical infrastructure network impacts on functioning of other critical infrastructure networks - can reduce their functionality and change level of their safety and inoperability, furthermore, other networks can impact each other, too. Safety characteristics of network of critical infrastructure networks: safety function, mean values and standard deviations of lifetimes in particular safety state subsets, are determined, taking into account interdependencies between particular networks. The results are related to various values of coefficients defining the significance of influence of interdependencies among networks.

Road vehicles equipped with appropriate measurement equipment, computing facilities, data storage and data communication capabilities can be considered valuable data sources for the description and quantitative characterisation of road traffic. The data obtained from these vehicles provide valuable direct and indirect information pertaining to traffic states and various aspects of traffic safety in respect of the analysed road network. In this study, trucks' abrupt braking events, detected by the trucks' on-board safety protection units, were analysed. The road locations of the detected abrupt braking events can be characterised by a number of features ranging from the specific traffic regulations (e.g., speed limits) in force to the socio-cultural environment of the location. The abrupt braking data evidence was used for identification and description of non-trivial interactions of drivers, trucks and roads. Some of the more interesting results and conclusions of the experiments are reported herein.
Pojazdy wyposażone w odpowiednie urządzenia pomiarowe, systemy przetwarzania numerycznego, pamięci do przechowywania danych oraz pokładowe układy do teletransmisji tych danych mogą być cennym źródłem dla konstruowania charakterystyk przemieszczania się pojazdów w specyficznych warunkach ruchu drogowego. Dane uzyskane z takich zapisów dostarczają nam cennej ilustracji pośredniej i bezpośredniej dla opisu stanów ruchu drogowego w aspekcie przepisów bezpieczeństwa ruchu drogowego; z uwzględnieniem specyfiki analizowanego odcinka sieci drogowej. W przedstawianych badaniach oceniano elementy bezpieczeństwa ruchu małych samochodów ciężarowych na podstawie danych z pokładowych układów rejestrujących, dla stanów gwałtownego hamowania, gdy aktywuje się system ABS. Miejsca rejestracji danych na szczególnie ważnych odcinkach drogi zostały odpowiednio odniesione do przepisów bezpieczeństwa ruchu drogowego wraz z elementami otoczenia tych odcinków dróg. Ewidencja ruchu zawiera szczegółowy opis charakterystyki jazdy na charakterystycznych odcinkach drogi z uwzględnieniem elementów ekonomiki eksploatacji pojazdów. Akcje gwałtownego hamowania pojazdów wykorzystano do identyfikacji i opisu szczególnej reakcji kierowców w odniesieniu do rodzaju pojazdu oraz charakterystyki jezdni. Wybrane elementy tych interesujących badań wraz z dyskusją zarejestrowanych danych zostały zaprezentowane w niniejszym raporcie.

The main aim of the paper is the adaptation of the known methods for safety modelling related to the operation process for Baltic Port and Shipping Critical Infrastructure Network. To realize this goal, the description of the four critical infrastructure networks, i.e. Baltic Port, Shipping, Ship traffic and port operation, and finally Baltic Port and Shipping are provided. The basic notations for operation process and multi-state CIN safety analysis for them are introduced. Furthermore, the Baltic Port and Shipping Critical Infrastructure Network safety function and its risk function are proposed. The practically significant critical infrastructure network safety indices like mean lifetime up to the exceeding a critical safety state, the moment when the risk function value exceeds the acceptable safety level, the component and critical infrastructure network intensities of ageing/degradation and the coefficients of operation impact on component and critical infrastructure network intensities of ageing are presented for four CIs considered in the paper.

Oil spills from maritime activities can lead to very extensive damage to the marine environment and disrupt maritime ecosystem services. Shipping is an important activity in the Northern Baltic Sea, and with the complex and dynamic ice conditions present in this sea area, navigational accidents occur rather frequently. Recent risk analysis results indicate those oil spills are particularly likely in the event of collisions. In Finnish sea areas, the current wintertime response preparedness is designed to a level of 5000 tonnes of oil, whereas a state-of-the-art risk analysis conservatively estimates that spills up to 15000 tonnes are possible. Hence, there is a need to more accurately estimate oil spill scenarios in the Northern Baltic Sea, to assist the relevant authorities in planning the response fleet organization and its operations. An issue that has not received prior consideration in maritime waterway oil spill analysis is the dynamics of the oil outflow, i.e. how the oil outflow extent depends on time. Hence, this paper focuses on time-dependent oil spill scenarios from collision accidents possibly occurring to tankers operating in the Northern Baltic Sea. To estimate these, a Bayesian Network model is developed, integrating information about designs of typical tankers operating in this area, information about possible damage scenarios in collision accidents, and a state-of-the-art time-domain oil outflow model. The resulting model efficiently provides information about the possible amounts of oil spilled in the sea in different periods of time, thus contributing to enhanced oil spill risk assessment and response preparedness planning.
