This informational article discusses opportunities and strategies for how to develop an externally funded research program in the American academic environment, specifically in STE M (science, technology, engineering, and mathematics) disciplines. It is presented from a long-term perspective of a faculty member with active research, who has served in all ranks (assistant, associate, and full professor) and has led a large academic department at the University of Arizona for several years. It is stipulated that the employment offer for a junior faculty include an adequate start-up package which allows to set the research program in motion by establishing a laboratory and hiring graduate students. The spectrum of funding sources for STE M research is given with a brief annotation of the current funding climate and mechanisms in the USA. As junior faculty face negative submission outcomes, strong encouragement and pragmatic advice is needed so that faculty can focus their efforts, persist in grant competitions, and ultimately succeed. Grant planning and submission suggestions that might help in this process and lead to good outcomes are given. The article concludes with the stipulation that faculty maintain high standards of academic integrity, ethics, and quality and not succumb to potentially perverse incentives to pursue funds just for the sake of generating higher quantitative indicators of their productivity.
Niniejszy artykuł opisuje możliwości i strategie tworzenia programów badawczych z zewnętrznym finansowaniem na amerykańskich uczelniach w dziedzinach ścisłych (nauki przyrodnicze, technologia, inżynieria oraz matematyka). Artykuł jest napisany z perspektywy wieloletniego pracownika naukowego, który prowadzi badania i przeszedł przez wszystkie szczeble kariery naukowej (asystent, profesor nadzwyczajny i profesor zwyczajny) oraz przez kilka lat stał na czele dużego wydziału na University of Arizona. Propozycja umowy zatrudnienia dla młodszego członka kadry naukowej powinna zawierać odpowiedni pakiet początkowy, który umożliwia rozpoczęcie programu badawczego przez otwarcie laboratorium i zatrudnienie laborantów spośród studentów. Spektrum źródeł finansowania badań w zakresie nauk ścisłych jest opisane wraz z krótką wzmianką o obecnym klimacie finansowym i mechanizmach finansowania w USA. Ponieważ młodszy członek kadry naukowej zmierzy się niejednokrotnie z odmową przyznania środków, będzie potrzebować zachęty oraz pragmatycznych porad, które pomogą skupić wysiłki, wytrwać i nadal startować w konkursach dotacyjnych, co ostatecznie zaowocuje uzyskaniem finansowania. Niniejszy artykuł zwiera również sugestie, jak planować granty i składać wnioski. Na zakończenie autor wnosi o to, żeby kadra naukowa zachowała wysokie standardy akademickiej uczciwości, etyki i jakości oraz nie ulegała pokusie pozyskiwania środków finansowych jedynie w celu generowania wyższych wskaźników swojej produktywności.

It is interesting for us to know if pupils achieve better learning results in the first three areas of Niemierko taxonomy (remembering, understanding, specific trans-fer) when Multimedia Teaching Program (other than MTP) is used in teaching, and if pupils learn more actively in the classroom, where MTP is used in comparison to teaching applying the tradi-tional teaching methods.

This paper analyzes Polish and German papers contributed to conferences of the European research society ESREA. The method “program analysis” is used. The analysis demonstrates that Polish and German researchers are present in this European forum for research in adult education. But there are also some shortcomings. Niniejszy artykuł jest poświęcony analizie Polskich oraz Niemieckich referatów nadesłanych na konferencje Europejskiego Stowarzyszenia Badaczy Edukacji Dorosłych (ESREA). Użyto tutaj metody „program analysis”, dzięki której wykazano, że Polscy i Niemieccy naukowcy aktywnie uczestniczą w Europejskim forum dotyczącym badań nad edukacją dorosłych. Jednakże można zaobserwować tutaj pewne wady i braki. Niniejszy artykuł proponuje i omawia sugerowane zmiany.

Background: Research centers, operating in a very dynamic, changing and complex environment in the first decade of the 21st century, face a number of major challenges. Universities set up virtual research teams (VRTs), whose cooperation proves extremely effective, despite geographical distances, borders, differences resulting from time zones, cultural and organizational dissimilarities. They work out common models which are then put into practical action in those academic institutions. For five years now VRTs formed by employees of the colleges of higher education based in Suwalki and Grodno have been working successfully. Aim of the study: Assessment of joint activities developed by VRTs, based on an analysis of medical and social aspects of pro-health attitudes declared by students of Prof. Edward F. Szczepanik State Vocational College in Suwalki (SVC) and Yanka Kupala State University in Grodno (YKU). Material and methods: The studies in Grodno and Suwalki were carried out by a VRT coordinated by SVC in Suwalki, within the framework of the “Pro-health program for the years 2013–2016”. We used the online questionnaire system LimeSurvey (social, organizational and statistical tool for implementation of health promotion and health education). Results: Upon the analysis of 4,878 original electronic surveys, which were conducted in 2013–2015, Suwalki-Grodno-based VRTs obtained extensive knowledge of pro-health attitudes of students of both academic centers. As a result, there were created databases of, among others: a) studies on the impact of health-targeting behaviors, b) studies on the prevalence of psychoactive substances (alcohol, tobacco, drugs) among students, c) studies on knowledge about diseases related to addictions, and d) studies on the model of physical activity among students. Conclusions: 1. Unconventional forms of work, including also the sphere of science, materialize along with socio-technological developments and the appearance of new, innovative communication media. 2. Activities of VRTs to a significant extent contribute to an international research cooperation. 3. Verification of the health policy implemented by both academic centers poses a challenge to actions undertaken by Grodno and Suwalki VRTs.
Wstęp: Ośrodki naukowe pierwszej dekady XXI wieku, działające w niezwykle dynamicznym, zmiennym i złożonym środowisku, stają obecnie przed szeregiem ważnych wyzwań. W uczelniach powstają wirtualne zespoły badawcze (WZB), które niezwykle efektywnie współpracują ze sobą, pomimo odległości geograficznej, granic, różnic czasowych, kulturowych i organizacyjnych. Wypracowują wspólne modele, które następnie są wdrażane do działania w ośrodkach, które biorą w nich udział. Od pięciu lat w Suwałkach i Grodnie pracują wirtualne zespoły badawcze tworzone przez pracowników obu uczelni. Cel pracy: Ocena wspólnych działań WZB na podstawie analiz medycznych i społecznych aspektów postaw prozdrowotnych studentów Państwowej Wyższej Szkoły Zawodowej im. prof. Edwarda F. Szczepanika w Suwałkach oraz Państwowego Uniwersytetu im. Janki Kupały w Grodnie. Materiał i metody: Badania w Grodnie i Suwałkach wykonano w zakresie działań WZB koordynowanych przez uczelnię w Suwałkach, w ramach „Programu prozdrowotnego na lata 2013–2016”. Wykorzystano internetowy system ankiet LimeSurvey (społeczne narzędzie organizacyjne i statystyczne dla wdrożenia promocji zdrowia i edukacji zdrowotnej). Wyniki: Suwalsko-grodzieński WZB z analizy 4878 autorskich elektronicznych ankiet, przeprowadzonych w latach 2013–2015, uzyskał obszerną wiedzę na temat postaw prozdrowotnych studentów obu uczeni. Powstały bazy danych gromadzące badania dotyczące m.in.: a) wpływu zachowań studentów na zdrowie, b) rozpowszechnienia środków psychoaktywnych (alkohol, tytoń, narkotyki) wśród studentów, c) znajomości chorób związanych z uzależnieniami oraz d) modelu aktywności fizycznej wśród studentów. Wnioski: 1. Niekonwencjonalne formy sposobów współpracy, także w dziedzinie nauki, powstają wraz z rozwojem społeczno-technologicznym oraz pojawieniem się nowych innowacyjnych mediów komunikacyjnych. 2. Działania WZB istotnie wspomagają międzynarodową współpracę naukową. 3. Wyzwaniem dla działań WZB z Grodna i Suwałk staje się ciągła weryfikacja polityki prozdrowotnej obu uczelni.

Entrepreneurship has been pointed out by researchers as well as policymakers as one of the main drivers of economic growth and development. Over the years, a great deal of research has been conducted on this topic. However, in many cases the investigation is broad and not gender specific. Females encounter different challenges and barriers when compared to males; hence specific gender based entrepreneurial research could assist in the development and improvement of female entrepreneurship (FE). As research findings may in same cases be used either directly or indirectly to improve or amendment management policies, having more high impact data available could prove to be valuable in certain cases. The purpose of this study is, therefore, to highlight the importance of research on female entrepreneurs as a separate study field. In addition, this article aimed to determine whether the number of female entrepreneurship related peer reviewed articles appearing in leading entrepreneurship and management journals in the USA and Europe have increased over the decades. The study follows a theoretical investigation while comparing the data obtained from previous studies conducted from 2003 to current data. Results demonstrate that amongst the 14 leading management and entrepreneurship journals investigated, just one published more than 10 percent of its articles on female entrepreneurial and business management topics. These findings further indicate that, although research on female entrepreneurship as a focussed study field has slightly increased over the decades, there is still room for improvement. Initiatives such as special journal editions on this field could assist in increasing the number of peer reviewed academic research articles and studies carried out on this topic.
Przedsiębiorczość została wskazana przez naukowców i decydentów, jako jedna z głównych sił napędowych wzrostu gospodarczego i rozwoju. Z biegiem lat przeprowadzono wiele badań na ten temat. Jednak w wielu przypadkach dochodzenie jest szerokie, a nie związane z płcią. Kobiety spotykają się z różnymi wyzwaniami i barierami w porównaniu do mężczyzn; w związku z tym badania przedsiębiorczości ukierunkowane na płeć mogłyby pomóc w rozwoju i poprawie przedsiębiorczości kobiet (FE). Ponieważ wyniki badań mogą w tych samych przypadkach zostać wykorzystane bezpośrednio lub pośrednio do ulepszenia lub zmiany polityk zarządzania, posiadanie bardziej dostępnych danych o dużym wpływie może okazać się cenne w niektórych przypadkach. Celem tego badania jest zatem podkreślenie znaczenia badań dotyczących kobiet-przedsiębiorców jako odrębnej dziedziny nauki. Ponadto artykuł ten ma na celu ustalenie, czy liczba artykułów recenzowanych przez kobiety przedsiębiorcze, które pojawiły się w wiodących czasopismach na temat przedsiębiorczości i zarządzania w USA i Europie, wzrosła w ciągu ostatnich dziesięcioleci. Badanie przeprowadzono w drodze teoretycznej analizy porównawczej danych uzyskanych z poprzednich badań przeprowadzonych od 2003 r. do danych bieżących. Wyniki pokazują, że spośród 14 wiodących czasopism dotyczących zarządzania i przedsiębiorczości, tylko jedno opublikowało ponad 10 procent artykułów na temat kobiecej przedsiębiorczości i zarządzania przedsiębiorstwem. Odkrycia te dodatkowo wskazują, że chociaż badania nad przedsiębiorczością kobiet jako ukierunkowanym obszarem badań nieznacznie wzrosły w ciągu dziesięcioleci, jednak wciąż jest miejsce na poprawę. Inicjatywy takie jak specjalne wydania czasopism w tej dziedzinie mogą pomóc w zwiększeniu liczby recenzowanych artykułów naukowych i badań naukowych przeprowadzonych na ten temat.

The development of the knowledge-based economy requires undertaking many initiatives that contribute to the increase in the competitiveness of entreprises through the development and the implementation of innovative products. Such initiatives include, among others, strategic research programmes, which are characterised by a great number of levels, a multitude of objectives and results, and high budgets. It causes that the subject of strategic research programmes must be generated or fully accepted by national authorities responsible for this sphere. Therefore, it is necessary to develop a complex and effectiveness management and evaluation system dedicated to strategic research programmes. The authors present the concept and the structure of the system, and particular attention is paid to the evaluation, which enables systematic improvement of the effectiveness and the efficiency of a strategic research programme and research projects undertaken within such a programme.The system designed is currently verified within Innovative Systems of Technical Support for Sustainable Development of Economy Strategic Programme executed in the Institute for Sustainable Technologies – National Research Institute in Radom (Poland).
Rozwój gospodarki opartej na wiedzy wymaga podejmowania inicjatyw mających istotny wpływ na zwiększenie konkurencyjności przedsiębiorstw poprzez tworzenie i wdrażanie rozwiązań innowacyjnych. Do takich inicjatyw można zaliczyć między innymi strategiczne programy badawcze charakteryzujące się wielopoziomowością, mnogością celów oraz uzyskanych rezultatów i wysokim budżetem. Sprawia to, że problematyka strategicznych programów badawczych musi być generowana lub w pełni akceptowana przez odpowiedzialne za tę sferę struktury państwa. Dlatego też konieczne jest opracowanie kompleksowego systemu zarządzania i ewaluacji w odniesieniu do tego typu programów. Artykuł dotyczy zintegrowanego systemu zarządzania i ewaluacji dedykowanego strategicznym programom badawczym. Autorzy prezentują koncepcję oraz strukturę systemu, a szczególną uwagę poświęcają ewaluacji umożliwiającej systematyczną poprawę skuteczności i efektywności programu strategicznego oraz prowadzonych w jego ramach projektów badawczych. Opracowany system zarządzania i ewaluacji jest obecnie weryfikowany w odniesieniu do Programu Strategicznego realizowanego w ITeE – PIB Innowacyjne Systemy Wspomagania Technicznego Zrównoważonego Rozwoju Gospodarki.

In order to improve the effectiveness of strategic research programmes, it is necessary to conduct a systematic and complex evaluation of such programmes. This paper presents an evaluation approach that is adequate for research projects undertaken within strategic research programmes. The approach comprises two dimensions, formal evaluation and factual evaluation, in order to provide the appropriate completion of the research projects and the efficient implementation of their results to the market. The evaluation approach focuses particularly on the possibilities of introducing changes in the research projects; if such changes are required in order to improve the effectiveness of the realisation of the whole strategic research programme.
W artykule zaprezentowano kompleksową procedurę ewaluacji dla projektów badawczych realizowanych w ramach strategicznego programu badawczego, obejmującą dwa wymiary: ewaluację formalną oraz ewaluację merytoryczną. Głównym celem procedury jest zapewnienie prawidłowej realizacji projektów oraz efektywne wdrażanie uzyskanych rezultatów do gospodarki. Zaprezentowana procedura ewaluacji jest narzędziem wspoma-gającym proces podejmowania decyzji w odniesieniu do programu strategicznego, ukierunkowanym głównie na wprowadzanie modyfikacji do projektów badawczych, jeżeli takie zmiany są niezbędne w celu zwiększenia efektywności realizacji strategicznego programu badawczego.

This article discusses the importance of teacher mentoring in schools. It presents mentoring programs which are implemented in Austria in cooperation with universities and teacher training colleges. The study investigates three phenomena: learning in the internship with accompaniment, collaboration, and professionalism. It evaluates interviews with mentors and applies grounded theory as its research methodology which shows the consequence in form of six school practical mentoring functions in the mentoring process. Conditions with a positive impact on the mentoring process are derived from these mentoring functions. The article aims to contribute to the current discussion about mentoring in teacher education. The discussed research project is a qualitative-based survey on interviews with mentors (n=12) and mentees (n=12) and an evaluation with Grounded Theory.
W artykule omówiono znaczenie mentoringu nauczycieli w szkołach oraz przedstawiono programy mentorskie, które są realizowane w Austrii we współpracy z uniwersytetami i kolegiami nauczycielskimi. Przedmiotem badania są trzy zjawiska: uczenie się w ramach stażu z asystą, współpraca i profesjonalizm. W artykule przeanalizowano wywiady z mentorami oraz zastosowaną teorię ugruntowaną jako metodologię badawczą. W konsekwencji, uzyskano rezultaty w postaci sześciu praktycznych funkcji mentorskich w procesie mentoringu a warunki mające pozytywny wpływ na proces mentoringu są wyprowadzane właśnie z tych funkcji. Artykuł ma na celu wniesienie wkładu do aktualnej dyskusji na temat mentoringu w kształceniu nauczycieli. Omawiany projekt badawczy jest badaniem jakościowym opartym na wywiadach z mentorami (n=12) i podopiecznymi (n=12) oraz ewaluacji z wykorzystaniem teorii ugruntowanej.

Modern agriculture involves the implementation of a particular technological operation, according to the appropriate map-task, which is developed pre-based on diverse information. Knowledge of a certain structure of soil cover variability, obtained using information and technical systems of local operational monitoring of the agrobiological state of agricultural lands, allows us to adopt effective operational decisions for efficient management of agrobiological potential of agricultural lands. Obviously, under such conditions, there is a need for fundamentally new approaches to agricultural production, which is to ensure the proper quality of technological operations. The quality of the implementation of technological operations is an integral indicator of the efficiency of production of agricultural products within the agrobiological field. The necessary quality of implementation of the basic technological processes in plant growing is provided by the integrated information and technical systems of operational monitoring of the agrobiological state of agricultural lands. In connection with this, the task is to use a fundamentally new class of information and technical systems of local operational monitoring of the agrobiological state of agricultural lands. The task is achieved by using the information and technical system of operational monitoring of the soil environment of the structure to determine the conductive characteristics of the soil environment. The purpose of this research is to develop and substantiate the functional structure, software, writing code and algorithms for managing the executive bodies of the information and technical system of operational monitoring of the agrobiological state of the soil environment of agricultural lands.

The article provides the results of the practical application of evaluation methodology in the Development of Innovative Systems of Manufacturing and Maintenance 2004-2008 (PW-004) multiyear strategic research programme in the area of technical solutions. Findings from this study indicate the evaluation criteria and methods used at different stages and levels of evaluation – project, thematic area and the entire programme levels. The author indicates the importance of the evaluation process, which contributed to the achievement of the practical results in the programme. However, the author also underlines shortcomings of the methodology and identifies additional elements needed to make the evaluation methodology complex.
W artykule zaprezentowano wyniki praktycznego zastosowania metodyki ewaluacji w ramach krajowego wieloletniego programu strategicznego w obszarze innowacji technicznych Doskonalenie systemów rozwoju innowacyjności w produkcji i eksploatacji w latach 2004-2008 (PW-004). Wskazano kryteria i metody zastosowane na różnych etapach i poziomach ewaluacji – poziomie projektu badawczego, poziomie grupy tematycznej oraz poziomie programu strategicznego w ujęciu całościowym. Autor podkreśla istotę procesu ewaluacji, którego wyniki przyczyniają się do osiągania praktycznych rezultatów zaplanowanych w programie. Jednakże, wskazuje również na braki w metodyce i identyfikuje dodatkowe elementy niezbędne do wprowadzenia, aby ewaluacja uzyskała charakter kompleksowy.

Opis:
Legal experts of international firms need a sound knowledge of national law systems and international law. In view of decision-making processes that assume a global per- spective rather than the perspective of one centralized headquarters, they need appro- priate human resources from many countries with employees who can combine legal, technical and economic advice. The requirement is a knowledge of methods to cope with new and unknown law systems. The role of the law faculty is to put students in the position to understand what law is, to train their abilities of being able to identify legal problems and find appropriate solutions to them. Faculties should aim at equip- ping their students with the tools and methods that will later put them in a position to achieve these goals. Law faculties have to adapt law curriculums to the requirements of education of inter- national legal experts. For this reason, the teaching of intercultural skills and judicial terminology in foreign languages takes an important part in the law curriculum. These special programs begin at an early stage of law studies.
