It is not only growth and development that is of value to local, regional and central governments, but also the ability to absorb negative phenomena and the ability to continuously transform socio-economic systems. Resilience strategies thus serve as a response to the more and more frequent and intense natural, social and economic challenges. In some approaches to urban resilience, special attention is paid to activities undertaken by cities to become inclusive, integrated, robust, resourceful, reflective, redundant and flexible. In regional strategies the emphasis is on diversity, dispersion, mutuality and modularity. The aim of the paper is to synthesise selected qualities of resilient cities and regions into a new model of resilience strategy. It assumes that goals at each level of strategy are formulated according to adaptive interpretation of the resilience concept. Development of such model would enable the use of the concept by practitioners responsible for creating development strategies.

This study aims to identify key phenomena and regularities in the business models of regional airlines in the context of a decreasing number of players in this market despite the development of regional airport infrastructure. Since previous studies have focused on the analysis of supra-regional aviation, this paper focuses on specific elements of regional airline business models and the identification of key elements that are crucial for particular conditions on the aviation market. Thiswork contributes to development ofaviation management and specifically to the construction of business models, but can also be useful for practical implementations in small- or middle-size airlines. Thisresearch is qualitative in nature, based mostly on interviews with managers of regional airline companies. This approach has some limitations in the context of representativeness due to its retrospective nature and the potential bias of the respondents; therefore, it requires further verification. However, this studyallowed us to establish recommendations for practitioners in the area of key business model elements for thesekinds of carriers and further research.

It is extremely important to predict the logistics requirements in a scientific and rational way. However, in recent years, the improvement effect on the prediction method is not very significant and the traditional statistical prediction method has the defects of low precision and poor interpretation of the prediction model, which cannot only guarantee the generalization ability of the prediction model theoretically, but also cannot explain the models effectively. Therefore, in combination with the theories of the spatial economics, industrial economics, and neo-classical economics, taking city of Zhuanghe as the research object, the study identifies the leading industry that can produce a large number of cargoes, and further predicts the static logistics generation of the Zhuanghe and hinterlands. By integrating various factors that can affect the regional logistics requirements, this study established a logistics requirements potential model from the aspect of spatial economic principles, and expanded the way of logistics requirements prediction from the single statistical principles to an new area of special and regional economics.

We propose a method of constructing multisector-multiregion input-output tables, based on the standard multisector tables and the tools of spatial econometrics. Voivodship-level (NUTS-2) and subregion-level data (NUTS-3) on sectoral value added is used to fit a spatial model, based on a modification of the Durbin model. The structural coefficients are calibrated, based on I-O multipliers, while the spatial weight matrices are estimated as parsimoniously parametrised functions of physical distance and limited supply in certain regions. We incorporate additional restrictions to derive proportions in which every cross-sectoral flow should be interpolated into cross-regional flow matrix. All calculations are based on publicly available data. The method is illustrated with an example of regional economic impact assessment for a generic construction company located in Eastern Poland.

Building upon insights from earlier investigations of innovation collaboration from A regional perspective as well as the triple helix perspective, local/regional innovation systems and open innovation approaches, this study explores whether cooperation between firms, universities and government increases the intensity of innovation equally for the capital city and peripheral regions. We investigate whether firms located in the capital region benefit more from public support, cooperation with universities, and cooperation with different stakeholders than firms located in peripheral regions. Using logistic binary regressions, we find that capital region firms are generally not more innovative than those located elsewhere. We also find no effect on innovation from cooperation with universities, although public support is related to engagement in product and process innovations. Our results warn against simple applications of triple helix and open innovation approaches, as many forms of collaboration seem to have little impact on innovation, regardless of regional context.

Global climate change is anticipated to have consequences on water resources and the environment both at global and local/regional levels. Efforts towards proper management of future water resources and resolving potential water-related conflicts require the formulation of appropriate techniques to downscale the output of global climate models (GCM) to local conditions for hydrologic prediction. The paper presents an integrated framework for modeling the impact of climate change on river runoff that combines methodology for downscaling climate change scenarios for a basin scale with a hydrological model to estimate the impact of climate change on a river runoff. The modeling framework uses long-term observations of meteorological and hydrological variables together with a climate change scenario to provide a projection of future flows for the specified time horizon. The framework is based on a spatial weather generator and a distributed rainfall-runoff model. Such a configuration enables a reflection of the uncertainty of future conditions by running multiple realizations of future conditions, and also take into account the spatial variability of hydrological properties in the catchment by maintaining the physical details at a given grid size. The performance of the framework was presented for the Kaczawa basin that is one of the main left bank tributaries of the Odra River – the second biggest river in Poland. The results show simulated changes of the future river flow regime caused by climatic changes for two time horizons: 2040 and 2080.

In the current knowledge-based economy paradigm, it is innovativeness that may enable lagging regions to be as competitive as more developed regions. The innovation and efficiency of regional innovation systems (RISs) are crucial for enhancing economic development. Using data envelopment analysis (DEA) with environmental factors, we conducted an assessment of the efficiency of RISs in Polish subregions. On this basis, a list was drawn up of efficient subregions with strong innovation as well as efficient regions with weak innovation. The results confirm that, in most cases, Polish subregions are not using their full potential. While estimating the panel model, RIS features that influenced efficiency were identified, and the positive impact of the innovative milieu, spatial proximity and the share of industry in value added were confirmed. The negative impact of unemployment and factors reflecting the low level of social capital were identified. The obtained results may be the basis for formulating an appropriate innovation policy at the regional level, especially in Central and Eastern European countries. We suggest that the use of the identified patterns, in combination with the individual characteristics of particular regions, may contribute to an improvement in both technological effectiveness and productivity, particularly in weaker regions.
W obecnym paradygmacie gospodarki opartej na wiedzy to właśnie innowacyjność może sprawić, że regiony zapóźnione w rozwoju będą tak samo konkurencyjne jak regiony bardziej rozwinięte. Czynniki innowacyjne i efektywność regionalnych systemów innowacji (RIS) są kluczowe dla wzmocnienia rozwoju gospodarczego. Wykorzystując analizę obwiedni danych (DEA) z czynnikami środowiskowymi, przeprowadzono ocenę efektywności RIS w polskich podregionach. Na tej podstawie stworzono listę efektywnych podregionów o silnej innowacyjności oraz efektywnych regionów o słabej innowacyjności. Uzyskane wyniki potwierdzają, że w większości przypadków polskie podregiony nie wykorzystują w pełni swojego potencjału. Estymując model panelowy, zidentyfikowano cechy RIS wpływające na efektywność, potwierdzono pozytywny wpływ środowiska innowacyjnego, bliskości przestrzennej oraz udziału przemysłu w wartości dodanej. Zidentyfikowano negatywny wpływ bezrobocia oraz czynników świadczących o niskim poziomie kapitału społecznego. Uzyskane wyniki mogą stanowić podstawę do formułowania odpowiedniej polityki wspierającej innowacje na poziomie regionalnym, zwłaszcza w krajach Europy Środkowo-Wschodniej. Wykorzystanie zidentyfikowanych wzorców w połączeniu z indywidualnymi cechami poszczególnych regionów może przyczynić się do poprawy zarówno efektywności technologicznej, jak i produktywności – szczególnie w regionach słabszych.

The aim of the paper is to verify whether a change in innovation model by less-developed regions may speed up development processes and if innovativeness plays crucial role in these processes. Cluster analysis conducted for the years 1994-2014 showed that the majority of lessdeveloped regions in 1994-2000 that experienced significant growth by 2011-2014 changed their innovation models. Logit regression confirmed that innovation factors play a crucial role in high growth rates. The findings suggest that less-developed regions can break out of path dependency by increasing their shares of high-tech industries and employment in science and technology and boosting technology transfer, which usually involves changing and improving their innovation models.

This article provides a cluster analysis of existing technoparks, the sample of which was built according to the completeness of the data presented on the official websites of the Ministry of Industry and Trade of the Russian Federation and the terms of operation. The analysis is carried out in order to determine the best components of the effectiveness of the development of the technopark movement in Russia. According to the analysis of this article, we can talk about a weak relationship between the three sub-indices: the activities of the management company, the activities of residents, the activities of regional authorities. The obtained data can serve as a starting base for further construction of an econometric model of the efficiency factors of technoparks.

This article focuses on the position of regional airports in the countries of Central Europe, with a focus on the airports of the Visegrád Group, especially the airports in Slovakia and the Czech Republic. The authors explain the financing of the airports and provision of state aid to these entities according to European legislation. This article reports differences in the national implementation processes of the same Europeans rules in the V4 Member State and compares the regime of financing of the regional airports. Subsequently, we analyse the economic situation of regional airports and their state based on financial indicators. In general, the current COVID-19 pandemic has exacerbated their situation. Many countries still adhere to strict regulations or international travel bans so as not to spread the virus. The sharp decline in the number of passengers and flights has begun to have an impact on the financial viability of regional airports; therefore, financial assistance for regional airports will be more than necessary in the coming years.

The econometric analyss identifies factors which characterise the specificity of the poviats in a relevant way and influence on the human resources (working doctors) in the groups of poviats under study. Mention was made of factors, which affect the level of employment of doctors’ in poviats, although the strength of their impact was different. In Poland, the dissimilarity between poviats is a result of processes taking place in particular areas of country and translate into a permanent lack of coherence, clearly seen in healthcare, despite of expectations of uniformity. The quality of the services provided by the public facilities and in-creasing role of social capital become an essential component and a source of competitive advantage of each region. Zastosowana analiza statystyczno-ekonometryczna pozwoliła wskazać czynniki, które charakteryzują specyfikę powiatów w zakresie opieki zdrowotnej i wpływają na kapitał ludzki (pracujący lekarze) w badanych grupach powiatów. Wskazano czynniki wspólne, które wpływają na zatrudnienie lekarzy w powiatach, choć siła ich wpływu okazała się różna. Zróżnicowania regionalne w powiatach w Polsce są efektem procesów, jakie zachodziły na poszczególnych obszarach Polski i przekładają się na ciągły brak spójności, co wyraźnie uwidacznia się w opiece zdrowotnej, pomimo oczekiwań jednorodności. Wykorzystanie dynamicznych modeli panelowych pozwoliło na wyodrębnienie w składniku losowym dwóch składowych, dzięki czemu możliwe było wskazanie czynników, które w istotny sposób wpływają na dostęp do opieki zdrowotnej w grupach powiatów oraz umożliwią określić siłę tego wpływu na wzrastającą rolę zatrudnio-nych lekarzy, jako istotnego składnika i źródła przewagi konkurencyjności regionu.

Research background: Poland and Spain share many common features resulting both from similarities of historical experience, and also cultural, political, socio-demographic factors. Both countries have a similar area, population and GDP structure. They also share historical experience related to political and economic transformation after a long period of non-democratic, centralized governments. Therefore, the experience of Spanish membership in the EU is often considered as a model for Poland. Purpose of the article: The purpose of this research is to perform a comparative empirical analysis of income convergence processes in Poland and Spain on a regional level. We aim to verify if and how these processes are related to one another (show similar paths). Special attention is paid to the periods after accession of these countries to the EU. Convergence patterns in both countries are compared with several tools. Methods: Spatial econometric model for absolute beta convergence, sigma convergence indicators and the analysis of distribution dynamics — transition matrices and kernel density estimation. Findings & Value added: The impact on EU accession on income convergence in Spain was positive both at the national and regional level. Regional convergence processes sped-up and interregional disparities decreased. The poorest subregions had relatively high probability to increase their income and catch-up with initially more developed regions. In the first decade after accession to the EU Poland has also achieved a significant improvement of income indicators at the national level. However, empirical analyses of GDP per capita distribution and its dynamics at the regional level in Poland show that the above mentioned progress does not spread out proportionally on all regions. Neither beta nor sigma convergence is observed. Instead, relatively fastest growth of initially richest regions (mostly large cities) introduces convergence of clubs leading to polarization. EU accession has accelerated divergence processes in Poland.

Climate model results for the Baltic Sea region from an ensemble of eight simulations using the Rossby Centre Atmosphere model version 3 (RCA3) driven with lateral boundary data from global climate models (GCMs) are compared with results from a downscaled ERA40 simulation and gridded observations from 1980 –2006. The results showed that data from RCA3 scenario simulations should not be used as forcing for Baltic Sea models in climate change impact studies because biases of the control climate significantly affect the simulated changes of future projections. For instance, biases of the sea ice cover in RCA3 in the present climate affect the sensitivity of the model’s response to changing climate due to the ice-albedo feedback. From the large ensemble of available RCA3 scenario simulations two GCMs with good performance in downscaling experiments during the control period 1980–2006 were selected. In this study, only the quality of atmospheric surface fields over the Baltic Sea was chosen as a selection criterion. For the greenhouse gas emission scenario A1B two transient simulations for 1961 –2100 driven by these two GCMs were performed using the regional, fully coupled atmosphere-ice-ocean model RCAO. It was shown that RCAO has the potential to improve the results in downscaling experiments driven by GCMs considerably, because sea surface temperatures and sea ice concentrations are calculated more realistically with RCAO than when RCA3 has been forced with surface boundary data from GCMs. For instance, the seasonal 2 m air temperature cycle is closer to observations in RCAO than in RCA3 downscaling simulations. However, the parameterizations of air-sea fluxes in RCAO need to be improved.

The Arctic Ocean is currently in transition towards a new, warmer state. Understanding the regional variability of oceanographic conditions is important, since they have a direct impact on local ecosystems. This work discusses the implementation of a hydrodynamic model for Hornsund, the southernmost fjord of western Svalbard. Despite its location, Hornsund has a stronger Arctic signature than other Svalbard fjords. The model was validated against available data, and the seasonal mean circulation was obtained from numerical simulations. Two main general circulation regimes have been detected in the fjord. The winter circulation represents a typical closed fjord system, while in summer the fresh water discharge from the catchment area generates a surface layer with a net flow out of Hornsund. Also described are the local hydrographic front and its seasonal variability, as well as the heat and salt content in Hornsund. The integration of salt and heat anomalies provides additional information about the salt flux into the innermost basin of the fjord - Brepollen during the summer. Extensive in situ observations have been collected in Hornsund for the last two decades but our hydrodynamic model is the first ever implemented for this area. While at the moment in situ observations better represent the state of this fjord's environment and the location of measurements, a numerical model, despite its flaws, can provide a more comprehensive image of the entire fjord's physical state. In situ observations and numerical simulations should therefore be regarded as complementary tools, with models enabling a better interpretation and understanding of experimental data.
