The paper presents an assessment of the functional mechanisms that are part of the security system for the power grid control. The security system, its components, and the real time processes for the control of electricity supply were defined. In particular, SCADA protocols used in the control system and mechanisms for transferring them between the control center and actuators were identified. The paper also includes presentation of a test environment that is used for developed security mechanisms evaluation. In the last fragment of the paper, the test scenarios were formulated and the results obtained in the cyber security system were shown, which cover security probes reaction delay, forged malicious IEC 60870-5-104 traffic detection, DarkNet and HoneyPot interception of adversary actions, and dynamic firewall rules creation.

This paper describes way how to use graph theory in security analysis. As an environment is used network of power lines and devices which are included here. Power grid is considered as a system of nodes which make together graph (network). On the simple example is applied Fiedler´s theory which is able to select the most important power lines of whole network. Components related to these lines are logicly ordered and considered by author´s modified analysis. This method has been improved and optimalized for risks related with illegal acts. Each power grid component has been connected with possible kind of attack and every of this device was gradually evaluated by five coefficients which takes values from 1 to 10. On the coefficient basis was assessed the level of risk. In the last phase the most risky power grid components have been selected. On the selected devices have been proposed security measures.

Smart Grid is both a concept and a way to mitigate infrastructural deficiencies and counteract the effects of the growing demand for electrical energy. One of the ways ensuring an increase in power grid’s management efficiency is utilization of the latest communication solutions by use of IT technologies. Such solutions ensure reduced energy consumption and evened 24-hour loads, decreased losses and – thanks to automated energy balancing – increased transfer security. Such solutions will directly translate into increased efficiency of the entire power grid. The present article contains an introduction to smart power grids, perspectives for their development in Poland, as well as an extended discussion of related issues concerning security on the organizational level.

Russia’s aggression against Ukraine has led to an increased interest in knowledge about warfare. The public debate about this war has become a test for the expertise skills of numerous scholars and government analysts. Within a few months, a new epistemic community emerged, which began to create a security discourse around the problems of the Russian-Ukrainian war. The article tries to explain the key terms used in this discourse and to indicate what classical texts in the field of international relations say about the causes and course of the Russian-Ukrainian war. In order to compare theory with practice, the author analysed several hundred expert publications on the war and conducted a total of several dozen interviews and surveys in 2022 in the Polish expert community. This text is therefore based on both a theoretical analysis and an insight into the reasoning of the epistemic community of experts educated in the field of security studies.

The international security environment of East Asia is undergoing dynamic changes. This articleis another instalment in a series of analysis initiated by the “Strategic Review” in 2017. It deals with international security situation in various regions. The article’s main aim is to present the influence of selected international events of 2017’s second half and 2018s first half on the evolution of East Asia’s long term international security environment. In order to achievethis aim the author has posed two research questions: what long term trends have the strongest influence on international security environment of East Asia? and, do key events of 2017–18 increase or decrease stability of the regional security environment? Following research methods have been adopted to solve this research problem: the comparative method, legal-institutional analysis and forecasting method based on identification of key trends shaping the evolutionof the studied phenomenon. The main conclusions are twofold. First, the most important long term trends shaping the international security environment of East Asia are, on the one side, the growing bipolarity of the regional order (with US and PRC as main protagonists) and, on the other side, other player’s attempts to increase the degree of their own autonomy. The events of 2017–18 show that almost all regional powers act to limit the tensions. It doesn’t change thefact that long term trends point towards a growing confrontation of two contradictory visions of regional order – one championed by USA, and the other by PRC.

Over the past few years, interest and research in wireless power transfer (WPT) have been rapidly incrementing, and as an effect, this is a remarkable technology in many electronic devices, electric vehicles and medical devices. However, most of the applications have been limited to very close distances because of efficiency concerns. Even though the inductive power transfer technique is becoming relatively mature, it has not shown near-field results more than a few metres away transmission. This review is focused on two fundamental aspects: the power efficiency and the transmission distance in WPT systems. Introducing the principles and the boundaries, scientific articles will be reviewed and discussed in terms of their methods and respective challenges. This paper also shows more important results in efficiency and distance obtained, clearly explaining the theory behind and obstacles to overcome. Furthermore, an overlook in other aspects and the latest research studies for this technology will be given. Moreover, new issues have been raised including safety and security.

Opis:
National security determines the degree to which endangering national interests that sublimate national values is absent. With a review of the genesis and framework of the modern interpretation of national security, the paper discusses its approaches to endangerment. A retrospective of the ideas of endangerment in the paradigm of the changed physiognomy of contemporary conflicts and dynamic geopolitical movements creates the need for an innovative approach and prediction in national security strategic assessments. The paper provides an overview of the internal and external political aspects of national security and a framework for the actions of prominent entities according to the perceived foreign policy interests of importance for the Republic of Serbia’s security. By analysing common and conflicting interests of Serbia and forces that have geopolitical interests in the Western Balkans, it is possible to establish the most objective framework for predicting the trend of relationship development and the vector of influence. The paper analyses Serbia’s interactions with Russia, the United States, and the EU. The findings point to a complex situation regarding Serbia’s national security, where Russia seeks to maintain its strong soft power presence, the United States wants close cooperation and insistence on recognising Kosovo’s independence, and the EU does not vigorously stimulate or promote Serbia’s European integration. In that way, a concrete contribution is made to the developing of strategic assessments of possible trends of importance for the Republic of Serbia’s security, as well as to the achievement of declared national goals.

This work presents the methodology of the Russian impact on Latvia after 1991. It defines and specifies the scope of methods concerning both the hard and soft power in international relations in the 21st century, particularly the ones used to implement the Russian Federation’s foreign policy. The implemented strategies and impact models are described. The work is also focused on certain indicators used in global rankings by experts worldwide. In the 21st century, it is no longer enough to employ the hard power methods as it is advisable to use the soft power ones, which may bring about much better results than the hard ones.

The achieved status of coexistence has not been accepted by all states. Russia cannot accept the fact that it has sustained substantial losses, especially in the global dimension, after the collapse of the USSR. Vladimir Putin’s team has been striving to rebuild the power of their country. Russian society, which is accustomed to sacrifices for its homeland, is actively involved in the activities undertaken. Much effort is put into the development of the armaments sector. The structures, command and mobilization condition of the Armed Forces are improved. The Russian Armed Forces is modernized and the percentage of modern equipment is constantly increasing. The Armed Forces of the RF are preparing for any possible armed conflict. Various types of exercise are being performed and frequently maneuvers are carried out in close proximity to the borders of NATO member states. However, it must be hoped that Russia’s leadership remains in the sphere of ‘dreams of power’, though the analysis of question marks emerging in the East should be a kind of basis for conclusions.

The aim of this article is to identify soft power in the security policy of the Republic of Poland (RP). Cause-effect analysis is used to identify the object of cognition (soft power in the security policy of the RP), as it serves to determine the fundamental connections between soft power in the RP’s security policy, soft power components, and their purpose. In turn, word-formation is supported by induction, philological and intuitive methods, and also logical methods. It allows us to determine the scope and content of fundamental concepts. This article explains the validity of soft power in building the position of the RP in the international arena and safeguarding the national interest of Poland, particularly in the context of ensuring Polish security. Moreover, the author determines the scope and content of soft power in the post-1989 security policy of the RP, among other things by analysing documents of the National Security Strategy of the RP and National Security Bureau actions. As a result, the most important and fundamental components of soft power, RP’s security policy, and soft power in the RP’s national security policy have been identified .
