Many prominent bioethicists have recently raised the question of the possibility of moral status enhancement. In this paper I discuss the arguments advanced by Nicholas Agar for the possible existence of the postpersons. I argue that in spite of the many limitations and shortcomings of Agar’s account, there are no conclusive reasons to rule out the possibility of moral status enhancement. However, if post-persons are as they are described by Agar, the fact of their possibility is less interesting and ethically relevant than it might seem. Most importantly, the account of post-persons given by Agar is rather an outcome of some implausible assumptions. I propose that Agar conflates the ethical with the scientific and dismisses the importance of phenomenology in framing our ethical outlook. Also, he seems to follow the assumption made by many utilitarian ethicists that such features as sentience and cognitive capacities have some universal relevance. This accounts for the delusion that we can view our moral attitudes from the point of view of the Universe.

Introduction. The deteriorating health of persons of advanced age necessitates that essential health care services are provided not only by networks of health care institutions but by informal caregivers as well. Aim. The aim of this study was to assess select aspects of care provision for persons requiring long-term care on the basis of opinions shared by their direct informal caregivers. Materials and methods. Surveys were administered to 982 individuals providing informal care for chronically ill persons or for those with disabilities. The survey was conducted in 2017. The questionnaire contained questions concerning the dysfunctions of chronically ill or disabled persons in their daily functioning and addressed related care problems. Results. Over half of the informal caretakers in the study were over 50 years of age (52.5%), had completed secondary educations (45.8%), and lived mainly in cities with populations under 50 thousand (63.4%). Reconciling care-related duties with one’s own professional work or studies was a problem for 43.2% of caregivers. The care tasks which entailed the greatest difficulties for caregivers were washing intimate areas after urination (57.4%) and bowel movements (55.6%) as well as total body bathing. Conclusions. In the opinion of over half of the surveyed caregivers, the activity posing the greatest difficulty for those providing care for persons partially or completely immobilized and possessing physiological dysfunctions (urinary or fecal incontinence) was the washing of intimate areas of the body.

Opis:
Presupposition for realizing the demand for bus transport is the existence of its potential, which represents the population of that city, region, or state. Public passenger transport is considered to be an instrument of state social policy. The legislation defines it as transport performed to satisfaction the transport needs of persons, especially vulnerable groups, pupils, students, and pensioners. A significant problem in Slovakia and also in abroad is an aging population. The retired population has different transport habits like other groups of passengers (children, pupils and students, economically active persons), which is related to the change of transport requirements, as well as an adaptation the public transport offer. In recent years, the number of license holders of individual disabled persons has been increasing in Slovakia, or possibly individual person with severe disability with a guide. In this article, we focus on examining the issue of the rising trend of issued valid licenses of disabled persons and persons with reduced mobility, and related new measures, to which transport undertakings are confronted and transport service subscribers. The aim is also to identify the motivation to own a disability person license or persons with reduced mobility with the ability to use it for the demand for public passenger transport.

The article addresses the problem of population aging and the related problem of using and maintenance of technical means by the older persons. Such persons, as participants of the exploitation process, experience various problems. Therefore, the challenge is to adapt technical means to the needs of older people. The response of engineers to this challenge may be the technology assessment, which assumes the adoption of various achievements in the field of philosophy, sociology, psychology or other social sciences as tools for their work. The proposal for such a solution is presented in the article and it is an indicator that allows you to draw conclusions about the real needs of older people. The effect of calculations with its use is the Wi characterization in the function of the human age. This characteristic complements the characteristics obtained on the basis of empirical data about the behavior of a technical mean. The article also presents the possibilities of using the discussed indicator. These include: improving the quality of life of users of technical means at various ages through rational management of company resources, improving the quality of life of users through user-centered design, exclusion from exploitation by the elderly technical means/their components based on social technology assessment, analysis and optimization of needs people of different ages, modeling the movement of older people, elimination of social exclusion of older people, improving the quality of life of people of all ages through appropriate knowledge management.

Labour migration of people at productive age is a common practice in Western countries based on capitalist economy and parliamentary democracy. Post-accession migration from Poland is a mass phenomenon nowadays, having a double impact on the situation of the oldest family members: they face the need to undertake new versions of old traditional roles or – on the other hand – they are left alone, often in deteriorating health conditions and without assistance in everyday routines. The aim of this analysis is to provide recommendations for social policy on possible solutions supporting and supplementing the care offered for old persons in the situation of migration of their adult children. The analysis is based on the existing data and reports.  Recommendations proposed in the article are directly and indirectly related to forms of care which should be provided to older adults. Aid and assistance are viewed as a chain of interrelated processes; for example, higher digital competences of older adults would allow them to communicate with their families abroad and would help them to be independent in shopping or fixing financial and administrative affairs, as they could do this online.

Some scholars define perfectionism as the relationship between one’s abilities and expectations. A strong emotional reaction to the discrepancy between these can be maladaptive and even lead to aggressive behaviour. The study covered 133 students and graduates of colleges around Poland, including 67 persons of various specialties in visual arts. In order to characterise perfectionism, the Polish version of the Goals and Work Habits Survey (Schuler, 1994) was used, while the tool called Inwentarz Psychologiczny Agresji [Aggression Psychological Inventory] (Gaś, 1980) was used for description of aggression. The aim of the study was to analyse the relationship between specific aspects of perfectionism and aggression in artistically gifted persons. The results of the study indicate that artistically gifted persons scored higher in respect of some aspects of perfectionism than persons from the control group. The assumption that the studied groups differ in terms of aggression syndrome has not been confirmed. The artistically gifted men differed from the control group men in terms of aspects of perfectionism and in terms of transferred aggression. No statistically significant differences in terms of perfectionism or aggression syndrome have been established between the women. Moreover, gender did not differentiate perfectionism in the group of artistically talented persons.

Opis:
It seems uncontroversial that persons have a particular ontology, and a temporal ontology at that. Yet attempting to “unpack” the intimate relation between the being of a person and time often leaves one frustrated and perplexed. Both Edmund Husserl and Henri Bergson are explicitly concerned with the manner in which persons experience and understand time primitively. Both are concerned with taking our understanding of time away from the mere motions of a clock or the days of a calendar, and examining how time and temporality are given to persons (Husserl), and lived-through by persons (Bergson). This paper demonstrates that, taken together as mutually supporting, Bergson’s and Husserl’s writings on time are able more clearly to express primordial structures of time itself and temporal experience. Applying the insights of Husserl’s analysis of passive syntheses to Bergson’s idea of temporal duration advances the project of personal, temporal, ontology.

The legislative framework for the protection of persons and property in the Republic of Serbia has evolved with time and has always been determined by the character of societal and economic relations in society. Hence, historically speaking, there have been periods when the system of protection of persons and property remained unregulated; what’s more, some of the existing forms of protection were scrapped and hence, from the legal standpoint, all companies remained unprotected. It is interesting to note that the first private companies in Serbia were engaged in activities that would today be branded as consulting services.

The main directions of Ukraine’s social policy towards the disabled are presented in the article. Topical issues of integration of persons with disabilities into society are covered. The meaning of the concept of “social stigmatization” is revealed. The authors analyze and define the tools of social stigma in the legislation of Ukraine on issues of social integration of persons with disabilities. It has been proven that stigma in some cases deprives a person of full status, becomes a source of prejudice, discrimination, social isolation of the stigmatized, causes low self-esteem and feelings of depression, forms a negative social identity, and complicates psychosocial adaptation. Certain steps have already been taken to ensure the protection of persons with disabilities by creating appropriate conditions for them in society and equal opportunities for the realization of vital needs, abilities, and creative potential. The article defines a system of measures aimed at improving the lives of persons with disabilities, restoring their social status, achieving material independence, and comprehensive integration into society. The authors also propose measures to remove obstacles caused by stigmatization in the way of integration of persons with disabilities into society.

The scale of interregional inequality of employment conditions for internally displaced persons (IDP), in particular, according to the basic indicators of the block «Decent work» of the index of regional human development is determined. The manifestations of the irregularity of placement of internally displaced persons in the regional cut are analyzed. This problem complicates the implementation of the employment policy concerning IDP’s needs. The experience of solving the IDP’s problems connected with their irregular placement, their employment, the balancing of the labor market on the basis of equalization of the dynamic equilibrium of interregional conditions of access to stable employment is generalized. The recommendations for the equalization of interregional conditions of IDP’s employment, which are necessary for deepening of the social dialogue in the field of labor relations, are substantiated.

In the 21st century ageism is becoming the most widely spread phenomenon. It has become so extensive that presently many more seniors in Europe are exposed to ageism than other people to sexism or racism. Contrary to other vulnerable groups, the elderly do not enjoy any binding instrument that could protect them and their dignity against ageism in the same way that women and racial groups are protected against sexism and racism. Unfortunately, the UN General Assembly resolution, supposed to be a first step to drawing up such a convention, was adopted with a significant number of abstentions, leaving the fate of a potential treaty on the rights of the elderly uncertain. On the other hand, in 2014 the Committee of Ministers of the Council of Europe adopted a new recommendation, and in June 2015 members of the Organisation of American States adopted a treaty protecting the elder’s rights. Taking into account these new circumstances, the idea underlying this article is to investigate the ability of international instruments to limit ageism and protect older persons’ dignity, as well as to indicate existing gaps.

One of the rules contained in the Code of Good Administrative Behavior adopted in 2001 by the European Parliament is the principle of impartiality and independence (Article 8). The presence of this rule, despite its non-binding nature, prompted the author to examine – using the method of comparative law analysis – whether the EU Member States have regulated this issue in their legal systems – and if so, to what extent and how. The basic institution serving the implementation of this principle is the disqualification of an employee of the authority from participation in the proceedings in situations where their impartiality seems to be at risk. Not all EU countries explicitly provide for such an institution. Among the legal systems that contain it, only some regulate the entirety of issues related to it: the grounds for disqualification, the procedure for disqualification and the consequences of it, as well as the appealability of orders taken in this matter and the consequences of violating the provisions on disqualification. Regulations of individual issues differ in the degree of detail. This applies primarily to the reasons for the disqualification of an employee of the authority. The most important reason for the disqualification of employees (except when they or their spouse are a party to the proceedings) is the consanguinity or affinity between them and the party. However, the ranges of such ties resulting in automatic disqualification of an employee, adopted in EU member states, differ significantly. The second area of significant difference is the consequences of the potentially biased employee’s participation in the proceedings. The solutions adopted in this regard in legislation and jurisprudence depend on how the main purpose of the provisions concerning the disqualification of an employee is perceived: as strengthening the public’s trust in the executive, or as a fair settlement of the matter.

Michael Esfeld has recently put forth his ontology of persons, with which he hopes to secure freedom and irreducible personhood as well as scientific realism, all by working with minimal ontological assumptions. I present his view and investigate it, finding it too minimalistic: Esfeld’s featureless matter points do not warrant an emergence of persons from matter, and his claim that persons can create themselves by adopting a normative attitude seems more like a just-so story. Also, Esfeld’s rejection of classical mind-body dualism seems premature. I present as an alternative a modified mind-body dualism which solves the problems of Esfeld’s view and argue that embedding it in a theistic worldview is favorable for any account that seeks to establish irreducible personhood.
