Opis:
A notion of weak invertibility in a unital associative algebra A and a corresponding notion of strong spectrum of an element of A is defined. It is shown that many relationships between the Jacobson radical, the group of invertibles and the spectrum have analogues relating the strong radical, the set of weakly invertible elements and the strong spectrum. The nonunital case is also discussed. A characterization is given of all (submultiplicative) norms on A in which every modular maximal ideal M ⊆ A is closed.

A spectral method of the analysis of linear control systems is considered. Within the framework of this approach the σ-entropy of input signals and the σ-entropy norm of systems are introduced. The invariance of the introduced norm makes it possible to get invariant results of σ-entropy analysis.

Opis:
There is incomplete information available concerning NORM-related (naturally occurring radioactive material) industries in Estonia. In order to fill the gap in this knowledge, a nationwide study was carried out between 2015 and 2017 to determine and radiologically characterize potential NORM-related industries. The study included compiling available literature and studies as well as on-site measurements (external dose rate and radon) and samplings in multiple industries, which had been determined to be potential NORM creators. The results from this study concluded that there are 3 industries in Estonia where the activity concentrations of naturally occurring radionuclides can reach an increased level which may require further regulatory control. Radionuclide exemption values were clearly exceeded in the filter materials of drinking water treatment plants that use water from Cambrian-Vendian aquifer. 226Ra and 228Ra values in filter materials reached over 40 kBq kg−1. Additionally, the gross radionuclide activity concentrations of 238U and 232Th in waste from a rare metal production industry reached up to 191 kBq kg−1. Clinker dust from the cement industry showed elevated concentrations of 210Pb, rising to over 2 kBq kg−1 in fine clinker dust. The creation of a national NORM inventory can be the basis for establishing a national NORM strategy for the management of NORM residues. This work provides a thorough overview of the radiological parameters of the potential NORM-related industries, describes the radionuclides that have elevated concentrations, provides estimations on their yearly creation amounts and produces input for determining possible NORM management options.

In this paper the solution for hesitant fuzzy system as AX = B is introduced where A is an n×n known hesitant fuzzy matrix, B is an n×1 known hesitant fuzzy vector and X is an n×1 unknown hesitant fuzzy vector. First, L∞-norm and L1-norm of a hesitant fuzzy vector are introduced. Then, the concepts of hesitant fuzzy zero, ’almost equal’ and ’less than’ and ’equal’ are defined for two hesitant fuzzy numbers. Finally, using a minimization problem; the hesitant fuzzy system is solved. At the end, some numerical examples are presented to show the effectiveness of the proposed method.

In this paper, certain examples of comparison between the selected definition of the stochastic technical stability (for motor vehicle models) and the ISO definitions (developed for real vehicles) have been discussed. Being able to refer the examined stability of a mathematical model to the real object may result in verifying the properties of the latter on the basis of model tests, instead of the field trials. Such an attempt has been presented previously, but in a more general approach. The aim of this paper is to present a certain attempt to compare the results obtained for a simulated vehicle model in virtual environment with the specific definitions of stability dedicated to the real motor vehicles. The background of this considerations liesin the examination of the stochastic technical stability, which allows any mechanical system undergo external random disturbances, such as road irregularities.

In the Logical Investigations, Edmund Husserl defines that which is normative as the objectively regular with its rules of regularity, which can be recognised rationally – normativity concerns the being itself and the rational cognition of the being (logic as a normative discipline establishing the rules of scientific knowledge, as the science of science). Instead, Adolf Reinach in The Apriori Foundations of the Civil Law defines the notion of norm as polysemantic and distinguishes the legal provisions (the prescriptive sentences), formulated within a given community, from the basic norms which are grounded in the objective (including moral) justness of the states of affairs. The obligation of the being and the obligation of acting exist in themselves, independently from cognition. In turn, “enactments and the propositions which express enactments” as a kind of normative sentences have the character of normalisation, but they require a person to pronounce them. The prescriptions realise and refer to what is objectively being and to the objectivity of what is being and obligatory. In my text, I present Reinach’s position on the relations between norms and provisions (as prescriptive propositions “which express enactments”) referring his theories to the Husserlian concept of normativity.

Harper's operator is defined on $\ell^2({\sym Z})$ by $$ H_\theta \xi(n) = \xi(n+1) + \xi(n-1) + 2\cos n\theta\, \xi(n), $$ where $\theta\! \in \![0,\pi]$. We show that the norm of $\|H_\theta\|$ is less than or equal to $2\sqrt{2}$ for $\pi/2 \le\theta\le \pi$. This solves a conjecture stated in [1]. A general formula for estimating the norm of self-adjoint tridiagonal infinite matrices is also derived.

The aim of this article is to discuss the dilemmas over the integration of accounting in EU member states. The dilemma could be divided into the following main groups. Dilemma of the user of financial statements. This dilemma consists in determining for whom the integration of accounting in EU is crucial, and who is the intended beneficiary of integration. Dilemma arising from the lack of theoretical framework for drafting directives and standards: the accounting paradigm assuming that accounting is strictly quantitative. Accounting is a social science, whereas the accounting practice has greater influence on social, rather than purely economic, reality. Dilemma over legal regulations and the legitimization of standard setters could be attributed to accounting regulations as legal norms. A classic example of this might be the transition from rule-based to principle-based IFRSs. The dilemma over the legitimization of standard setters has its roots in the legal aspect of accountancy. In order to solve it, it is necessary to answer the question: ‘who controls the processes of accounting integration?’ since the participants of this process often present divergent viewpoints, and sometimes even opposite priorities. Dilemma over the politicization of accountancy. The more globalized and complex the economic environment is, the more of political intervention there is expected to be in the standard setting process, affected by global geopolitical trends.

The goal of the text is to reconstruct the concept of cultural normativity found in the phenomenological philosophy of law. The starting point of the text is the distinction between cultural normativity and normativity in culture. This distinction is based on reference to an extra-cultural, but not non-human instance – transcendent to the creations of humanity and its world, but in relations with the human equipment, with the characteristics of a specific human being and its existence. The specific relations between cultural and legal normativity can be found in phenomenological concepts of law, which draw on the Husserlian transcendentalism and essentialism. The phenomenology of law attempts to answer the question of the sources, and the ontological and epistemological status of normativity as such. Normativity as a written and unwritten set of norms is characterized by phenomenologists with reference to value and axiology. The values are assumed by them as certain fixed reference points (“horizon of values” given to be recognized), because norms make it possible to establish rules for various individual and collective practices within a particular community and culture on the basis of values.

The article is devoted to the development and study of a model of a minimal risk portfolio under conditions of hybrid uncertainty of possibilistic-probabilistic type. In this model, the interaction of fuzzy parameters is described by both the strongest and the weakest triangular norms. The formula for variance of a portfolio is given that allows for estimating its risk. Models of acceptable portfolios are based on the principle of expected possibility or on the basis of fulfilling the restriction on the possibility/necessity and probability of the level of portfolio return that is acceptable to an investor. Equivalent deterministic analogues of the models are constructed and their solution methods are developed. Theorems describing a set of investment opportunities are proven. The obtained results are demonstrated on a model example.
