In 2008, before the conflict with Georgia began, no one was able to predict the readiness or effectiveness of the Russian Army. A few years later during the military campaign in Syria, the Russian Armed Forces confirmed their standing as one of the best armies of the world, demonstrating a high level of technical potential and combat training. Between 2008 and 2012 Russia’s military education became one of the best and most prestigious forms of education in Russia. The main purpose of this article is to show the changes that have occurred in the Russian military education since the beginning of military reform (in 2008) to 2012. The main research problem is to answer the question: how have the changes in military education and in the training system strengthened Russia’s military potential?

By synthesizing the content of the monograph, the article contextualizes it within the realm of security science research in Poland. This analysis not only provides an evaluation of the monograph but also proposes avenues for further research into the process of military education of young people in Poland.

The paper deals with issues related to security and defence as seen from the perspective of the role played by military education. The essence of the new security environment realm and new threats for security are described. The importance of military educational institutions is underlined. In this context, observations and reflections on education and training based on NDU Warsaw’s experiences are offered. There are four leading issues mentioned. The first one is the approach to military education, the second one is the curricula, the third one is research and the lessons learned, and the fourth one is to share the experiences of an activity aimed at forging strategic trust. Finally, the author puts forward suggestions on how to strengthen educational cooperation in the Europe and Asia-Pacific region.

This paper evaluates the potential for defence research to contribute to the long-term development of higher military education. Motivation for the paper emerged from recent organisational changes at the Ministry of Defence by which the Strategic Research Institute (SRI), joined the University of Defence (UoD). Both institutions, SRI and UoD, are obligated and dedicated towards respecting and implementing national strategies, laws and norms related to scientific research and education as well as towards fulfi llment of prescribed accreditation standards for academic education and scientific research. The main idea here is to evaluate a scientific research approach conducted by the SRI, through the lens of the guiding principles for development of academic studies which are declared in the national strategy for education development. A few of the questions we tried to answer were: how relevant are the research topics?; who needs research results?; how should the research process be conducted?; and what about the quality of research results? Development of scientific research connections, higher education and practical needs of the military organisation are very important for all three domains, particularly for future security challenges. Military research organisations, along with the higher education component, have to be capable of perceiving future security challenges, conducting scientific research and offering some proposals based on scientific methodology. However, in the selection of the research topics, they have to respect the views, needs and priorities of other organisational entities which are part of the military organisation.

The article is dedicated to the study of higher military education in Ukraine and the foundations for ensuring and guaranteeing the quality of training of military specialists in higher military educational institutions. The article shows the role and significance of the Armed Forces of Ukraine, and systems of military education as important intellectual components of the system of security and defense of the state. The basic national and global trends in the development of military education are substantiated. The effective practical implementation should facilitate the training of military specialists capable of mastering modern forms, types of armed struggle, the use of troops, and adequately respond to the challenges of security and defense of the state.
Artykuł poświęcony jest analizie systemu wyższego szkolnictwa wojskowego na Ukrainie oraz podstawom zapewnienia i zagwarantowania wysokiej jakości kształcenia wojskowych kadr specjalistycznych w dedykowanych im instytucjach edukacyjnych. Pokazuje on rolę i znaczenie Sił Zbrojnych Ukrainy i systemów edukacji wojskowej jako ważnych elementów bezpieczeństwa i obrony państwa. Uwzględniono także podstawowe narodowe i światowe trendy w rozwoju edukacji wojskowej, których skuteczne wdrożenie powinno ułatwić kształcenie specjalistów wojskowych zdolnych do opanowania nowoczesnych form i rodzajów walki zbrojnej, użycia sił zbrojnych oraz odpowiedniego reagowania na wyzwania obrony i bezpieczeństwa państwa.

The article highlights the obtained results on conducting an institutional audit of the professional military education system in educational institutions of the Ministry of Defence and the Armed Forces of Ukraine. The directions of further development of institutional audit mechanisms for evaluation of professional military education quality on the way to achieving compatibility of training processes according to NATO standards were substantiated. The results of the experiment confirm that institutional audit is a common element on the way to achieve compatibility of personnel training processes on NATO quality principles. The authors of the article use a system of general scientific and special methods of theoretical and empirical research (systematization, generalization, systematic approach) and methods of expert evaluation.

In the years since Ukraine’s independence, attention has been paid to defense capability of the country, but reforming the national defense sector has been falling behind current needs. The Ukrainian course towards the European community and NATO membership predetermines the advancement of all spheres of public life, including training of officer personnel of the Armed Forces of Ukraine, its education and career progress. The reform of military education requires introducing new academic programs that permit training modern-type officers - military managers, who can constructively interpret theoretical materials, the experience of domestic and foreign scientists and implement them in their practical activities. Against the backdrop of the reform of military education, one of the most important tasks of higher military education involves not only training highly-qualified specialists but also the conformity of their knowledge with international standards that will allow them to be competitive both at the domestic and international labor markets and be compatible with NATO partners. The introduction of practical management experience as management methodology for the relevant system into military medicine will drive the formation of the requirements for organizing the training of specifically qualified personnel. The training of a manager and leader under the dictatorship (authoritarian) principle is passing into history; there is a need for a military manager as a prototype of an intelligent and wise leader. With the advent and expansion of such a control system as management, the following question has arisen sporadically: what is the difference between management and administration? The objective of management is to increase the profitability of business and production activities, i.e., gaining profit. The objective of administration, in particular, state or public, is to regulate social relations, which would be convenient and beneficial to the use of business and all citizens of the state in their day-to-day operations. Management objectives prescribe the features of management methodology which relies on the guiding principle: public administration adopts methodology and action procedure, which is defined by current legislation, and management adopts methodology and action procedure, which is not prohibited by law. Consequently, military administration is close to public administration in terms of the mentioned methodological principle since it is regulated by statutory acts and the system of orders allowed by the relevant laws in force. Thus, heightened attention to the enhancement of military administration is more important than using the terms “military management” and “military manager” within the system of military administration.

This paper presents recent research focused on the role of subtitled audio-visual material on foreign language acquisition. The author distinguishes various types of subtitled audio-visual content and comments on their usefulness and possible impact on the learning process, presenting other researchers’ opinion and his own perspective. Different types of content (videos, games) are categorized and properly commented regarding their influence on different language skills and competences. Also, the author shows ways the learners can experience such content for learning purposes. Possible application of such methods for advanced distributed learning is investigated, with LMS ILIAS used a base for exercises.

Higher military education is nowadays undergoing numerous changes due to the “Concept of the development of higher military education in 2017-2026” adopted in 2016. The following article looks at the planned modifications in the context of training aviation personnel for the needs of the Air Force. The “Training military pilots” section discusses the process of training candidates to be military pilots, the main problems related to it as well as the nature of the system of training and educating the cadets of the Polish Air Force University. The considerations in the next section of the article concern the selection of candidates for military pilots. The recruitment, consisting of several stages, aims to efficiently identify the best candidates for service in aviation. The screening training, the aim of which is to check the predispositions of candidates for serving as pilots, is a novelty in this process. The chapter “Selection” looks at the solutions applied so far in the School of Eaglets, and also analyses the benefits of the new recruitment method. The final sections of the article concern the profile of the graduates of the Polish Air Force University, their target skills and the development plans of the University in the face of the challenges posed.

Mid-sized countries face a changing security environment, and cannot be certain that the knowledge and practices of the past will serve the future. The officers, professors, and researchers in defence universities are the custodians of military sciences that must adapt to these changing situations. Practitioner research should be modelled and encouraged in defence universities as a vehicle for advancing military sciences to meet new challenges. Previous practitioner research in higher and adult education has highlighted the need for experiential learning in other professions. The authors report on practitioner research by professors at pre-commission military academies to improve cadets’ understanding of peace and conflict. Military and police education is often experience-based, but there are few reports of practitioner research on its effectiveness, nor of combining peace and conflict education with out-of-classroom experiences. Legitimation Code Theory provides tools for understanding different teaching approaches. Comparing four cases of practitioner research on experiential learning the authors present models for practitioner research on teaching peace and conflict through out-of-classroom experiences, and conclude with means of evaluating learning experiences by pre-commission cadets, drawing on legitimation code theory. This is increasingly important for military academies striving to meet academic standards, but also to preserve professional values and young officer motivation to confront new challenges.

The study focuses on the use of Information and Communication Technologies (ICT) in Military Higher Education, delimited to the present moment and to the current professors and students of the Military University Institute. This study aims to analyse the relationship between ICT and teaching and learning methodologies in the context of professional military education, with emphasis on the concept of innovation in the classroom, on teaching and learning styles and on the role of ICTs in learning. The study is based on a mixed research strategy combining deductive and inductive approaches, materialized in a case study, with data collected through questionnaires, interviews and documentary analysis. This article focuses on the conceptual framework and its interconnection with the methodological strategy for the empirical study. The results presented refer to the pilot validation test of the data collection instruments and indicate that, in general, students and teachers share the same teaching-learning styles and both students and teachers show a good propensity to use ICT in the classroom.

The article deals with the essence of theoretic and experimental check of author’s andragogical model of development of foreign language communicative competence of lecturers of higher military educational institutions into educational process. The definition of “foreign language communicative competence” and its structure is proposed by author. The article reveals the main stages of experiment of foreign language communicative competence development. The results of pedagogical experiment on development foreign language communicative competence were presented and substantiated with help of Fisher F-test. The efficiency of the andragogical model was statistically proved.

The report presents all the current challenges which the Bulgarian military-educational system is facing in the context of the basic features of the security environment and trends for the first half of the 21th century by identifying the main problem areas in its functioning. The status and capabilities of the military-educational system of the Republic of Bulgaria are discussed on the basis of an analysis of key strategic documents in the sectors of education, security and defence, as well as the current state of military and civil education and the inherent activities of the training institutions. Outlined are the basic principles of construction and operation of military-educational systems and the fundamental strategic goals and tasks according to modern strategic security environment and dynamically changing conditions in NATO and the EU. Described are the main elements of the military-educational system as a complex, adaptive and flexible system that develops in unity and complementarity with the system of civil education in Bulgaria. Guidelines are formulated for improving the military educational system in relation to its contribution to strengthening national security and defence of the country in three directions – conceptual, organizational and technological improvement.
Raport przedstawia wszystkie aktualne wyzwania stojące przed bułgarskim systemem szkolnictwa wojskowego w kontekście podstawowych cech środowiska bezpieczeństwa i trendów pierwszej połowy XXI wieku poprzez identyfikację głównych obszarów problemowych w jego funkcjonowaniu. Status i możliwości systemu szkolnictwa wojskowego w Republice Bułgarii są omówione w oparciu o kluczowe dokumenty strategiczne w sektorach edukacji, bezpieczeństwa i obrony oraz obecny stan edukacji wojskowej i cywilnej oraz nieodłączne działania instytucji szkoleniowych. Przedstawiono podstawowe zasady konstruowania i działania systemów edukacji wojskowej oraz fundamentalne cele strategiczne i zadania w korelacji ze współczesnym środowiskiem bezpieczeństwa strategicznego i dynamicznie zmieniającymi się warunkami w NATO i UE. Główne elementy systemu edukacji wojskowej zostały opisane jako złożony, zdolny do adaptacji, elastyczny system rozwijający się zgodnie i komplementarnie z cywilnym systemem edukacji w Bułgarii. Sformułowano wytyczne dotyczące ulepszenia systemu szkolnictwa wojskowego w Bułgarii w odniesieniu do jego wkładu we wzmocnienie bezpieczeństwa narodowego oraz obronności w trzech kierunkach – rozwoju konceptualnego, organizacyjnego i technologicznego.
