Management transformations which started at the turn of the eighties and nineties of the 20th century in Poland have thoroughly changed socio-economic conditions of the development of the country and its regions. The transformation of state-controlled management system required adjustment of various socioeconomic and spatial structures to the new rules of market economy. This process, being based on transformation of the previous structures created in the centrallysteered management system and on the development of new structures, is being observed in many places in Poland, also in rural areas in the Świętokrzyskie Province. One of the most popular forms of development of rural areas is agritourism at present. The study attempts to assess the influence of geographical environment on agritourism development potential in the Świętokrzyskie Province. The analysis of elements of natural environment and tourist amenities makes it possible to evaluate how attractive rural areas are from the standpoint of agritourism development. The study gives numerical attractiveness indicators to show how rural areas are diversified in their likelihood of success for agritourism business

This paper aims to improve understanding of the drivers and barriers to digital transformation in asset management. Accordingly, this paper contributes to the literature by conducting a qualitative Delphi study with 15 experts (including academia, consultancy and industry) to identify, validate, and classify the drivers and barriers affecting digital transformation in asset management. As a result of the experts’ interactions, 20 barriers were identified. The main barriers to digital transformation in asset management are the following: Misunderstanding of the strategic importance of asset management, no clear vision/strategy, existing mindset and culture, inadequate asset management system, lack of understanding of digital trends, and lack of employee knowledge and skills. The study also highlights 12 drivers that are critical to the digital transformation of asset management. These include cost reductions, opportunities in condition monitoring of assets, expected benefits in asset management processes, expected benefits in risk management and others.

The beginning of the period where the impact of human activity took dangerous size is considered to be 40 years of the nineteenth century. Then the large-scale production of electricity increased production of metallurgical industry and transport development. Significant changes contributed to rapid population growth and urbanization and industrialization processes. Man by intensive exploitation reduces or completely exhausted most natural resources. This has resulted in the availability criterion, which is distinguished by inexhaustible and exhaustible resources. Exhaustible resources may include solar, wind, energy, ocean currents and the energy of the Earth. Exhaustible resources, however, are the elements of nature that as a result of the operation can be completely depleted or destroyed. These resources include: water, soil, plant world, animal world natural resources. The greater the intensity of acquiring human resources, the faster will be the depleted. There is also a very important division of exhaustible resources: non-renewable resources, renewable and very difficult reproducible (living areas). Non-renewable resources are mainly minerals, such as iron ore, crude oil, coal, sulfur, natural gas, useful stones, limestone, salt, and many other minerals). After extraction resources are processed, and the bed from which they were extracted can no longer be used. It is different from renewable resources; they are characterized by the fact that over time they are reconstituted, although, for this to happen balance of the environment through the rational use must be maintained. These resources include, among others, soil, water, flora and fauna, as well as atmospheric air.

Research background: Recent decades may undoubtedly be deemed as a period of exceptional transformation on a global scale. One element of this transformation is the reorganisation of traditional ways of business management (on all ontological levels). As a result, agile approach is increasingly often considered one of the key aspects of building the competitive advantage of a company. In this paper, agile approach is understood as the businesses' capability of responding promptly to market needs. Purpose of the article: The aim of this paper is to present the research results on the use of agile approach in chosen organizations. More specifically, the main purpose of this article is to describe how organizations are transformed with use of the agile approach. Methods: In accordance with the goal of the article, the organizations selected for empirical research are characterized by revenue increase levels of over 100% (such organizations undergo a dynamic transformation caused by growth), and employment ranging from 10 to 50 employees. The studied companies operate mainly in the IT industry and use technologies to organize the processes of identification and tracking of customer behaviour to a large extent. Several research methods were used in this paper: literature studies, expert interview, participant observation, and Spearman's rank correlation coefficient. Findings & Value added: The article describes the usage level of the agile (and linear) approach in the organizational transformation (through the dynamic growth of revenues), and presents the agile approach model, which can be used as an accelerator of the business' development. In addition, the authors undertook the first (limited and unrepresentative) attempt to evaluate the use of agile approach in the context of such indicators as: communication with customers, profit increase, and minimization of the risk related to introducing a new product on the market.

Opis:
Increasing number of repositories of online documents resulted in growing demand for automatic categorization algorithms. However, in many cases the texts should be assigned to more than one class. In the paper, new multi-label classification algorithm for short documents is considered. The presented problem transformation Labels Chain (LC) algorithm is based on relationship between labels, and consecutively uses result labels as new attributes in the following classification process. The method is validated by experiments conducted on several real text datasets of restaurant reviews, with different number of instances, taking into account such classifiers as kNN, Naive Bayes, SVM and C4.5. The obtained results showed the good performance of the LC method, comparing to the problem transformation methods like Binary Relevance and Label Powerset.

Information and Communications Technology (ICT) has made major advances in linking physical dimension through information to cognitive dimension as described by John Perry et al. (2004) in their model for Information Superiority. The information technology linkage between the physical and cognitive dimensions has created new ways of effect both for the red and blue force. The paper focuses on the information dimension and searches for better models to describe the structure of blue force information, especially from the Enterprise Architecture (EA) approach. Enterprise Architecture has been developed to better communicate the complex structures of military capabilities. Major EA frameworks (TOGAF, DODAF) recognise the layer of information between business and technology, but in practice, the focus turns more to the technology as has happened in several Command, Control, Communications, Computing, Information, Surveillance, and Reconnaissance (C4ISR) and Enterprise Resource Management (ERM) programmes. The paper develops a tool for architects to use in measuring the maturity of information management in the current military organisation and in defining the possible paths of evolution in information management available for the military. The outcome of this paper is a roadmap picturing the evolution of military information management. Enterprise Architects may use the roadmap in analysing and developing both C4ISR and ERM capabilities in military organisations. The primary research question for this paper is: What may cause so many failures in defining Enterprise Architecture at information management level and then in implementing C4ISR and ERM tools? The paper first defines six stages for management of unstructured information from various former studies and information architecture models (Cook, 1996). The basic stages of evolution of unstructured information are defined as print, file, page, social media content, semantic content, and intelligent content. These six stages and a generic military structure are processed through an evolutionary model derived from evolutionary theory for technical development described by Joel Mokyr (1998). The Mokyr model helps to recognise the paths of evolution, the forces that may influence the development and the ways that have been taken in achieving goals. The outcome is a roadmap that describes the evolution of past and possible future for military information management and explains different drivers and constraints on roads. The roadmap is aligned with other similar roadmap tools Enterprise Architects are using. The roadmap is further tested against experiences gained from several C4ISR and ERM focused military transformations. The overall research approach follows the hypothetico- deductive model (Brody, 1993) and the roadmap part applies the theory of evolution in sociotechnical systems (Bertalanffy, 1969). Military organisations have followed the general evolutionary path (print – file – page – social media content – semantic – intelligent content) in developing their management of unstructured information. The general path includes two definite leaps that require more effort: 1) from files to pages, and 2) from unstructured content to more structured content. There have also been more discrete shortcuts together with downgrades defined by cultural and doctrinal powers of the force. Meanwhile, it is possible to accelerate evolution by taking shortcuts. A consistent effort to change technology, processes, and people at the same time is needed when, for example, taking force from publish-pull pages to semantic information management. It might be easier to start with structured information and then, gradually, include unstructured information. Strong forces may also pull back already achieved development if the change has not been made to stick properly. Losing the thin trust for shared information management early in implementation may prevent individuals from sharing for a long time. Not providing the expected level of availability of the service for the knowledge base may lose the confidence of process owners. Since information is essential for cognitive level sense making, decision making, and learning, Enterprise Architects should include information maturity in their roadmaps of technical and business process development. The roadmap for military information management is to help analysis of the current situation and provide possible paths towards future stages aligned through business, information, and technical layers. The research in this paper only covers the approach of evolution. The systems and business strategy approached are studied in other papers. This article does not illustrate the integrated roadmap of business, information, and technology, which can be found in further papers by the writers. The research is based mainly on qualitative data in proving the roadmap. There is room for further assurance when the information sharing cultures of the military are enabling it.

The article examines the impact of the COVID-19 pandemic on the content of key functional strategies of companies in the real sector of the economy. The purpose of the article is to assess the changes in the economic behaviour of companies in the context of the COVID-19 pandemic, to analyse business practices in adapting functional strategies to new risks, and to determine the directions for transforming functional strategies. An analysis of companies’ business practices showed that the pandemic had a significant impact on the economic behaviour of companies, transforming not only their tactics, but also their strategy. The functional strategies of the companies have undergone significant changes - marketing, production, personnel management strategies. The transformation of the marketing sphere is due to new trends in the sphere of consumption that have arisen as a result of the introduction of restrictive measures by states. The changed conditions of production activities necessitated accelerated digitalization and robotization of production, restructuring of supply chains and determined the need for the formation of innovative production strategies that meet the conditions of the Industry 4.0 era. The strategy and tactics of personnel management of companies are adapting to the conditions of the epidemic using a remote work format, digitalization of processes and tasks, and the use of new approaches in management. Based on the results of the study, the authors concluded that the pandemic has highlighted problems in the ability of companies to learn quickly in a rapidly changing environment. Today, the surviving companies are those that have been able to best adapt to unforeseen threats. For them, the coronavirus pandemic is not the cause of the crisis, but a turning point and a unique opportunity to develop in a highly competitive environment.

IT has a number of solutions that increase productivity while lowering costs allowing to improve the effectiveness of business. The aim of this paper is to present the quantitative perspective of the agile transformation processes in IT organisations. The phenomenon of agile transformation becomes a complex challenge for an IT organisation since it has not been analysed in detail so far. There is no research on the readiness of IT organisations to realise agile transformation processes. Such processes also prove to have uncontrolled character. Therefore, to minimise the risk of failure referring to the realisation of transformation processes, it is necessary to monitor them. It is also necessary to identify and analyse such processes to ensure their continuous character.

The author’s thesis assumes that the degree of landscape degradation in many parts of Poland is so high that the use of the term “landscape hell” is justified. This denotes such a state of visual and aesthetic, structural and functional landscape degradation that leads or has already led to the landscape’s death. This condition existed in many areas during the communist period, but now, 34 years after the political transformation and eight years of the development of the “mafia” state, it is also occurring with increasing frequency. Its origin lies in the attitude of some politicians and the public towards space and nature as resources that can be exploited to an extreme extent and that must be subordinated to people. This is due, among others, to the Poles’ civilizational lag in relation to many other nations, Polish society’s developmental history, and the recurring compensation for economic shortcomings. In the first quarter-century of transformation, the development of consumption, the dominance of economic development criteria, and the politicians’ ignorance and bias have introduced phenomena such as strip farm urbanisation, “concreteosis”, architectural “gigantomania”, “urban blight”, “railingeosis”, and “advertosis” into the landscape. After 2015, the above have been overlaid by the landscape-eroding activities of the representatives of the “mafia” state, resulting from, among others, excessive deforestation and tree clearing in open and urban areas, continued operation of the coal-based energy sector, including open-cast mines, river diversions, construction of hydro-technical facilities, mass legalisation of arbitrary construction, and transport infrastructure planning. The various recommendations on landscape conservation, formulated for many years, have, for the most part, not been implemented, despite Poland’s ratification of the European Landscape Convention. We can thus gradually kill off more landscape, which will continue to linger in our memories and documents for some time, until eventually, virtual reality becomes the main way of admiring it.

Management in the public sector considerably differs from the measures applied in the private sector. Fundamentally, this is attributable to different scopes of tasks fulfilled by these two categories of economic entities – largely stemming from the fact that activities of the state while simultaneously performing its functions are not geared towards generating profit. Nevertheless, with the economic growth and the impact exercised by the globalising economy triggering a shift in the role played by the state in economic governance, tendencies to leverage certain experiences from the private sector in the public management move to the foreground. The objective of the paper is to demonstrate the change in the manner in which public tasks are managed in Poland as illustrated by the case of railways, and to show a new system which, given the considerable universalism of solutions employed, may set the pattern for other states (specifically in Central and Eastern Europe) which went through a similar transformation process. The point of reference for the specific management system elements addressed in the paper is also the second edition of the EU Transport Scoreboard issued by the European Commission which compares Member States performance in 29 transport-related categories.
Zarządzanie w sektorze publicznym znacząco różni się od rozwiązań mających zastosowanie w sektorze prywatnym. Jest to spowodowane odmiennym zakresem zadań realizowanych przez te dwie kategorie podmiotów życia gospodarczego – wynikającym głównie z faktu, iż działalność państwa przy jednoczesnym wypełnianiu swoich funkcji nie jest ukierunkowana na osiąganie zysku. Celem niniejszego artykułu jest przedstawienie zmiany sposobu zarządzania zadaniami publicznymi w Polsce na przykładzie kolei, a także zaprezentowanie nowego systemu, co, biorąc pod uwagę znaczny uniwersalizm zastosowanych rozwiązań, może stanowić przykład dla innych krajów (zwłaszcza Europy Środkowo-Wschodniej), które przeszły proces transformacji. Punkt odniesienia dla ujętych w artykule poszczególnych elementów systemu zarządzania stanowi także opublikowane przez Komisję Europejską 20 listopada 2015 r. drugie wydanie tzw. tabeli wyników UE w dziedzinie transportu, która porównuje postępy państw członkowskich w 29 kategoriach transportowych. Warto w tym miejscu zaznaczyć, że choć obecna pozycja Polski jest odległa, co wynika m.in. z ugruntowanej pozycji i jakości infrastruktury kolejowej krajów tzw. starej Unii, to w większości obszarów zanotowano wzrost względem poprzedniego badania. Co więcej, biorąc pod uwagę fakt, iż proces modernizacji ma charakter wieloletni, przyjmuje się, że efekty prowadzonych działań w coraz większym stopniu będą widoczne w kolejnych edycjach rankingu.

Opis:
Purpose: Technological changes determined by the development of Industry 4.0 significantly change the business models of modern organizations. The Covid-19 pandemic is also influencing changing organizational systems and dynamic progress in technological transformation. The main purpose of the paper is to present the impact of digital transformation on changes in business models and to answer the question if Covid-19 will accelerate change. Design/methodology/approach: The paper contains the literature review on business model concept, Industry 4.0, Digital Transformation and Covid-19. In this paper the empirical study is also presented. The main research problem was to determine the impact of the digital transformation (technological progress) following the Covid-19 pandemic on changes in the business models of Polish enterprises and public sector institutions. Findings: A research confirmed that the digital transformation (processes connected with digitization, automation, robotization and artificial intelligence) resulting from the Covid-19 pandemic has had an impact on the business models of both Polish enterprises and public sector institutions. The research also confirmed a discrepancy between the opinions of experts and management when it came to assessing the impact of technological progress associated with Covid-19 on the business models of the surveyed organizations. Originality/value: The presented work is an important contribution when it comes to the post pandemic economic reality. Paper assesses the impact of technological progress induced by Covid-19 on changes in the functioning of individual processes, which can be an important guide for management practitioners, helpful in implementing modern technological solutions in organizations.

Opis:
The Polish development policy was shaped along with the process of political transformation and integration with the European Union. After 1990, the management of development policy had a provisional character, in fact the system did not exist. At the national level, there was certain lack of the legal financing. The progressively progressing process of European integration, the transfer of pre-accession funds and the prospect of EU membership and also the possibility of implementing cohesion policy have enabled the adoption of solutions appropriate for many EU Member States. In the first phase, in 1998, exactly on 5 June, the law on voivodship and poviat level self-government was adopted. The following year, the act on departments was adopted, on the basis of which the office of the minister competent for development was established, and in 2000 the fundamental act of law was adopted, namely the act on the principles of supporting regional development. Along with the possibility of cohesion policy implementation, a strategic planning system was adopted, primarily for the purpose of taking advantage of the European funds, and the corresponding institutional set-up was created. However, it was only in 2008, at the initiative of the Strategic Advisory Group at the Prime Minister, that the solutions at that time were reviewed and changes were recommended in the area of strategic management of Poland’s development. The justification for the changes was the need to have a new “compass of development”, which after the period of implementation of accession goals and short-term needs characteristic of societies in the transformation phase prevented the so-called “development drift” situation, that is, stable growth, but too weak to compare to the most developed Western countries. After the adoption of the document “Assumptions of the development management system of Poland” by the Council of Ministers on 27 April 2009 and as a result of further work, a national development management system was developed.
Polska polityka rozwoju kształtował się wraz z procesem transformacji ustrojowej oraz integracji z Unią Europejską. Po roku 1990 zarządzanie polityką rozwoju miało prowizoryczny charakter, de facto system nie istniał. Na poziomie ogólnokrajowym brakowało zarówno ram prawnych, dokumentów strategicznych, ram instytucjonalnych i sposobu finansowania. Sukcesywnie postępujący proces integracji europejskiej, transfer środków przedakcesyjnych oraz perspektywa członkostwa w UE i możliwość realizacji polityki spójności pozwoliły na przyjęcie rozwiązań właściwych dla wielu państw członkowskich UE. W pierwszej fazie, w roku 1998, dokładnie 5 czerwca przyjęto ustawy o samorządzie szczebla wojewódzkiego i powiatowego. W następnym roku uchwalono ustawę o działach, na podstawie której powołano urząd ministra właściwego do spraw rozwoju, a w roku 2000 przyjęto fundamentalny akt prawa, a mianowicie ustawę o zasadach wspierania rozwoju regionalnego. Wraz z możliwością realizacji polityki spójności przyjęto system planowania strategicznego, przede wszystkim na potrzeby wydatkowania środków europejskich oraz stworzono układ instytucjonalny. Jednak dopiero w roku 2008 z inicjatywy Zespołu Doradców Strategicznych przy Prezesie Rady Ministrów dokonano przeglądu ówczesnych rozwiązań i zarekomendowano zmiany w obszarze strategicznego zarządzania rozwojem Polski. Uzasadnieniem dla zmian była potrzeba posiadania nowego „kompasu rozwojowego”, który po okresie realizacji celów akcesyjnych i doraźnych potrzeb charakterystycznych dla społeczeństw w fazie transformacji zapobiegły sytuacji tzw. „dryfu rozwojowego”, to znaczy wzrostu stabilnego, lecz zbyt małego aby zbliżyć się do najbardziej rozwiniętych państw Zachodu. Po przyjęciu 27 kwietnia 2009 roku przez Radę Ministrów dokumentu „Założenia systemu zarządzania rozwojem Polski” oraz w wyniku dalszych prac opracowano system zarządzania rozwojem kraju.
