This article discusses the possibility of optimizing a particular postal transportation network within the scope of the main mail processing and distribution centres in Žilina, one of four main mail processing and distribution centres of the national postal operator in Slovakia – Slovenská pošta (referred to here, in English, as the Slovak Post). The authors compare the 3-level model of postal transportation network with the 4-level model of postal transportation network that is currently used in areas other than Žilina. When comparing both models, the authors also takes into account the processing operations of postal items required before the mail is delivered to its addressee – both models accept the technological procedures of processing and handling postal items. In addition, the authors of the presented article solves the allocated task through the construction of the distance matrix to find out if the actual location of the main mail processing and distribution centre and its facilities in the city of Žilina is optimal, from the point of view of transportation distance from this centre and the other supporting processing centres located at the second and third levels respectively within the analysed postal transportation network models.

Pedagogical experiment showed that the author's method of distance learning by exam, carried out using e-mail, allowing students to correct their exam works and, consequently to raise their grades, is effective in case of difficult transfer tasks, increases motivation of learners and fosters durable knowledge. The efficacy of the method depends on encouragements addressed to all students to take the attempts to raise their grades. It is advisable to conduct further research into ways and forms of their use. The study confirmed that e-mail can be an effective tool for communication between student and her/his teacher.

The primacy effect has long been considered a decisive factor in determining election outcomes and has consequently developed a robust literature dedicated to studying it in different scenarios and contexts. However, existing research has offered limited insight into how the choice of voting method, particularly by-mail voting, may infl uence its impact on elections by altering how and when voters participate. This article fi rst reviews why the primacy effect exists, how researchers identify its infl uence, and its overall impact on election outcomes. It then discusses why the use of by-mail voting should be expected to alter the primacy effect, and analyzes two works where this relationship has been explored. Their results highlight several of the issues faced when trying to examine this relationship, but also indicate that further study is warranted and likely to be fruitful.

  The article entitled “Strategies for organising the attention of receivers in e-mail marketing” discusses issues within social communication, more specifically e-mail advertising communication. In it, I consider the intention to draw the attention of receivers as the major element of said type of communication. The creators of advertisements utilise various methods for presenting their offers, as, in the light of market research, e-mail communication still holds a high significance in marketing. E-mail inboxes are often filled with advertising messages. Users easily identify some of those as advertising messages, and remove them without engaging their attention resources. Other, however, require more careful consideration as they do not reveal their commercial provenance, or even force users to open them. In order to discover the communication-based mechanisms which lay at the foundation of the influence on the receiver, I conducted a study of the material that I collected within a period of 2 years; there I analysed only those elements of an e-mail visible to receivers prior to clicking on a message. Eventually, I extracted 300 examples indicating the applications of the strategies discussed in the article, one of which is based on the intention to highlight an offer among other messages, while the other is aimed at concealing the marketing dimension of an offer. The assumed perspective of this communication-based study was explained by a description of an interdisciplinary nature: I discuss each strategy from the perspective of a linguist, I propose explanations of the mechanisms of their operation based on the knowledge regarding selected psychological mechanisms, and I indicated the operating tactics utilised within each strategy. The significance of the study was emphasised by the fact that a conscious and intentional concealment of the purpose of an e-mail constitutes an instrumental approach to receivers. Therefore, the application by the senders of advertising messages of the discussed strategies raises justified ethical doubts, and demands further research consideration, which might lead to legislative solutions.

The article presents the results of calculations and analysis of the eM ratio of the propulsion energy consumption per the nautical mile and the eMt ratio of the propulsion energy demand for the transport of 1-ton cargo per the nautical mile for bulk carriers. The relationship between eM and eMt indicators with the EIV (Estimated Index Value) ratio is shown. The output data for the determination of eM and eMt indicators was taken from the quoted MAN publication, reading (reproducing) the values of power, velocity v and DWT tonnage from the charts included in this publication. Calculations and analyses were made for velocity v between 11-15 knots and for DWT from 5-400 kt (kilo tonnes). The graphs of eM and eMt ratios in the function of speed v and load capacity DWT are presented. Using the stepwise method of least squares, models of statistical dependence of indicators on velocity v and load capacity of bulk carriers were developed. They were based on generalized polynomials with integer exponents. Derivatives deM / dv and deMt / dv and derivatives deM / dDWT and deMt / dDWT were determined. The main observations resulting from the conducted analyses are observed with the increase of DWT (within the range of 80-100 kt) a significant decrease in the value of the eM index. For DWT values> 100 kt, the decrease in eMt is slow − eMt asymptotically tends to a constant value. The results of the analyses carried out can be used at the stage of designing the transport capacity (tonnage) and nominal speed of the ship as well as selection of ship tonnage and travel speed in a given transport situation.

Since 2005, in IUNG-PIB [Institute of Soil Science and Plant Cultivation – State Research Institute] work on the construction of the "Decision support system in plant production" (DSSPP) has been conducted. The purpose of the system is to generate information for agricultural producers, advisers, administration, etc. The DSSPP includes the yield forecast module (YFM), which implements in SQL language the yield forecast models of the selected crops developed at the Institute. As a supplement to the YFM, an application for generation of reports on yield forecasts was built with the use of the models. Reports in text and spreadsheet form are sent by e-mail to designated recipients. The application extends the YFM functionality adjusting information to the recipient's needs (selection of crops and localities). The tests conducted on the application showed conformity of the results generated by the reporting application and the yield forecast module.
Od 2005 roku w IUNG-PIB prowadzone są prace nad budową "Systemu wspomagania decyzji w zakresie produkcji roślinnej" (SWDPR), przeznaczonego do generowania informacji dla producentów rolnych, doradców, administracji, itd. W skład SWDPR wchodzi moduł prognozowania plonów (MPP), implementujący w języku SQL modele plonowania wybranych roślin uprawnych opracowane w Instytucie. Jako uzupełnienie MPP zbudowano aplikację do generowania raportów o prognozach plonowania roślin uprawnych, wykorzystując modele pochodzące z MPP. Raporty w formie tekstowej i w arkuszu kalkulacyjnym są przesyłane drogą elektroniczną do określonych odbiorców. Aplikacja rozszerza funkcjonalność MPP umożliwiając dostosowanie informacji do potrzeb odbiorcy (wybór uprawy i miejscowości). Testowanie aplikacji pozwoliło stwierdzić zgodność wyników generowanych przez aplikację raportującą i moduł prognozowania plonów.

Opis:
Mail-order brides are not a new concept to society, and unfortunately, it is still an issue that persists today. The trafficking of women illegally through the mail-order bride sys- tem is a well-known and documented phenomenon across the world. This paper will look specifically at the mail-order bride phenomena in the United States, the United Kingdom, and Ireland, as well as the International Marriage Broker Regulation Act of 2005 and the Victims of Trafficking and Violence Prevention Act of 2000. By analyzing these nations’ mail-order bride laws and systems, as well as the international laws gov- erning mail-order brides, it is clear that although measures have been taken to protect trafficked women, more could be and should be done to protect women from falling into the hands of the abusive and dangerous mail-order bride ecosystem. By reforming laws, strengthening punishments, and placing more accountability on nations to actively prevent women from being mistreated as mail-order brides, we may one day be able to live in a world in which mail-order brides do not exist. The author presents the historical development of the mail-order bride phenomena and its current implications on women and family life. Moreover, the paper analyzes the problem in a broader, comparative perspective which gives a greater understanding of the occurrence within the realm of common law countries.

Pawel Petasz, Polski artysta mail art i György Galántai, artysta i twórca archiwum Artpool w Budapest rozpoczęli współpracę i wymianę artystycznych artefaktów i idei artystycznych w 1978 roku. Galántai, razem z Julia Klaniczay, podjęli ideę Commonpress - magazynu, którego kolejne wydania były tworzone przez różnych artystów na świecie. Edycja Węgierska nosiłą tytuł 'Hungary Can be Yours' i była 51 numerem czasopisma. Materiały do tego wydania zostały zebrane w światowej sieci mail art, w której funkcjonowali obaj artyści, Petasz i Galántai. Zostały one pokazane w Budapest na wystawie, która jednak została zablokowana przez tajną policję węgierską. Raport policyjny na temat tej wystawy jest publikowany wraz z innymi materiałami towarzyszącymi temu artykułowi. Artykuł bazuje na archiwum Artpool. Prezentuje bibliografię publikacji i artefaktów mail art gromadzonych w Artpool. Historia opisana i poddana analizie w tym artykule stanowi przyczynek do zrozumienia zarówno warunków uprawiania twórczości w krajach za żelazną kurtyną, jak i specyfiki funkcjonowania sieci mail art jako mechanizmu kreacji artystycznej w skali globalnej.
Pawel Petasz, Polish mail art artist, and György Galántai, artist and creator of the Artpool archive in Budapest, began collaborating and exchanging artistic artifacts and artistic ideas in 1978. Galántai, together with Julia Klaniczay, took up the idea of Commonpress - a magazine whose subsequent editions were created by various artists around the world. The Hungarian edition was entitled 'Hungary Can be Yours' and was the 51st issue of the magazine. The materials for this issue were collected on the worldwide mail art network, in which both artists, Petasz and Galántai, functioned. They were shown in an exhibition in Budapest, which, however, was blocked by the Hungarian secret police. A police report on this exhibition is being published along with other material accompanying this article. The article is based on the Artpool archive. It presents a bibliography of publications and mail art artifacts collected in Artpool. The history described and analyzed in this article contributes to the understanding of both the conditions of cultivating creativity in countries behind the Iron Curtain, and the specificity of the functioning of the mail art network as a mechanism of artistic creation on a global scale.

The paper aims to present logistics solutions in Poland’s e-commerce market using the example of the rapidly growing InPost SA Group. The group’s development strategy focuses on the e-commerce market and the expansion of services including innovative solutions. The subject literature, and documents and information provided by the research subject, the InPost SA, are the sources used in this study. The paper presents the specificities of the e-commerce sector, especially courier services, express and parcel deliveries. Receivers of shipments in the e-commerce market are a demanding group of customers, who continually pressure the courier market operators to expand their range of services. The study also identifies drivers of competitive advantage in the changing logistics services sector associated with e-commerce.

This paper outlines the representation of Claimants, a key social actor relevant to the welfare state, as groups in two conservative British newspapers, the Daily Mail and the Daily Telegraph. With recourse to critical discourse analysis, in particular van Leeuwen’s 2008 work on the representation of social actors, as well as to corpus methods, the paper shows how the representation of this social actor in collective terms helps entrench the discourse of (mainly class-based) prejudice, thus working to delegitimise the welfare state.

In 1921, at the instigation and with the contribution of the Ministry of Posts and Telegraphs, a post museum was founded in Warsaw. It was until 1950 that the Ministry continued to serve as the Museum’s sponsor supporting it. The establishment of the Museum under the auspices of the Ministry, being an organ of the central state administration, provided the institution with numerous benefits and essentially enabled its activity. The initiative was actually priceless; had it not been for the post department support, it would have been most likely impossible to establish the Museum in the first years following the end of WW I and Poland regaining independence. Throughout the 1920s and 30s, the Ministry organized social actions of collecting historical objects for the Museum, providing it with financing and factual backup, legal guidance, care for proper museum space, for the selection of appropriate museological staff, and last but not least, for the promotion of the Museum and its collections; at the same time, the Ministry made frequent donations to its subordinate institution. The activity of the Ministry of Posts and Telegraphs, as well as the personal commitment of its ministers to the establishment, and later to the maintaining of the Museum on the cultural map of Poland’s capital, significantly contributed to the effective operation of the only Museum of Post and Telecommunications in Poland.
W 1921 r. w Warszawie zostało powołane, z inicjatywy i przy zaangażowaniu Ministerstwa Poczt i Telegrafów, muzeum pocztowe. Ministerstwo aż do roku 1950 roztaczało nad muzeum opiekę i udzielało mu wsparcia. Utworzenie muzeum pod auspicjami ministerstwa – centralnego organu administracji państwowej – dawało placówce wiele korzyści i umożliwiało działalność. Była to inicjatywa bezcenna – bez tego resortowego wsparcia prawdopodobnie niemożliwe byłoby w ogóle utworzenie muzeum w pierwszych latach po zakończeniu działań I wojny światowej i odzyskaniu przez Polskę niepodległości. Wynikiem zabiegów podejmowanych przez ministerstwo w dwudziestoleciu międzywojennym było organizowanie społecznych akcji zbiórki przedmiotów zabytkowych do muzeum, udzielanie mu wsparcia finansowego i merytorycznego, opieka prawna, dbanie o właściwą przestrzeń muzealną, dobór odpowiedniej kadry muzealników, wreszcie promocja muzeum i jego zbiorów oraz liczne donacje poczynione na rzecz podległej placówki. Działania Ministerstwa Poczt i Telegrafów, a także osobiste zaangażowanie ministrów w zakresie powołania, a później utrzymania na mapie kulturalnej stolicy i kraju muzeum pocztowego, znacząco przyczyniły się do sprawnego działania jedynego w Polsce Muzeum Poczty i Telekomunikacji.
