The paper explores Wrocław Civic Budget in the context of procedures and impact. It reviews various data to present different aspects of this process: number of projects submitted and implemented, citizens’ participation in the selection process, geographical distribution of the implemented projects and their contents, showing the significant fall in the citizens’ interest in the process after two years of its implementation. The paper aims to analyze whether the project in its current form actually succeeds in activating the citizens’ and involving them in the local decision-making on one hand, and changing the city on the other. The effectiveness of participatory budgeting in Wrocław is explored, considering such criteria as reliability, impact, activation and innovativeness. The data reveal both the successes and drawbacks of Wrocław Civic Budget, allowing for presentation of recommendations.

The article deals with the issues of the sense of communication subjectivity of citizens and their actual activity in the local environment. In the article, the author's concept of communication subjectivity to be tested through the questionnaire survey conducted on 500 respondents in 2016 in Silesia district. The aim of the study was to analyze how the sense of communication subjectivity indicate the activity of citizens in the local environment. The central hypothesis of the study was as follows: the sense of subjectivity is associated with activity in the local government space. The article contains an introduction to the topic of the subject. The author characterizes the phenomena of subjectivity at the local level and distinguishes between the sense of general and communicative subjectivity. Then she discusses the results on the meaning of the sense of communication subjectivity for civic activity and draws the conclusions. Empirical findings confirm that communication activity correlates with actual action in the local environment, especially the aspects of communication subjectivity associated with two-way communication. The study showed a low level of the sense of communication subjectivity, which indicates about reasons for the low activity of citizens in the local environment. Moreover, the results reveal that the development of self government communication activities should lead to encouraging active participation in communication processes and building a reasonable belief in them about the importance and the effectiveness of these activities.
Artykuł jest prezentacją wyników kwestionariuszowych badań przeprowadzonych w zakresie komunikacji samorządowej, z uwzględnieniem poczucia podmiotowości komunikacyjnej obywateli oraz ich faktycznej aktywności w środowisku lokalnym. Opierając się na autorskiej koncepcji poczucia podmiotowości komunikacyjnej, dokonano jej weryfikacji w wywiadach kwestionariuszowych przeprowadzonych na 500 respondentach w województwie śląskim w 2016 roku. Celem badania było wykazanie, na ile poczucie podmiotowości, szczególnie tej komunikacyjnej, jest wyznacznikiem faktycznej aktywności obywateli w otoczeniu lokalnym. Główną hipotezę badania stanowiło przekonanie, że poczucie podmiotowości jest związane z aktywnością w przestrzeni samorządowej. W artykule zamieszczono wprowadzenie w tematykę, charakterystykę podmiotowości na poziomie lokalnym, zdefiniowano poczucie podmiotowości ogólnej i komunikacyjnej, zaprezentowano wyniki badań własnych dotyczących znaczenia poczucia podmiotowości komunikacyjnej dla aktywności obywatelskiej oraz sformułowano wnioski. Wyniki potwierdzają, że aktywność komunikacyjna koreluje z faktyczną aktywnością w otoczeniu lokalnym, szczególnie istotne są aspekty podmiotowości komunikacyjnej związane z komunikacją dwustronną. W badaniu wykazano, że poczucie podmiotowości komunikacyjnej nie jest wysokie, co pozwala w pewnym stopniu wnioskować nie tylko o powodach znikomej aktywności obywateli w środowisku lokalnym, ale także stwierdzić, że rozwój samorządowej działalności komunikacyjnej powinien przebiegać w kierunku zachęcania obywateli do aktywnego uczestnictwa w procesach porozumiewania się oraz budowania w nich uzasadnionego przekonania o ważności i przede wszystkim skuteczności tych działań.

The aim of the article: The main aim of the article is to present the essence and significance the institution of civic budget as a tool not only allowing citizens to actively participate in the process of deciding about the directions of spending public funds, but also a tool to determine the directions of social expectations, the essence and importance of social participation. Hypothesis: The hypothesis accepted in the study stipulates that the growing popularity of the civic budget makes it an effective tool for social participation. Methodology: The study was based on a literature review, legal acts, information on the functioning of the civic budget in Lodz as well as a questionnaire conducted among the city residents. Results of the research: The civic budget in Lodz has been functioning for eight years, and during this time it has been constantly contributing to the idea of citizen involvement in the decision-making process. Although the budget procedure itself is undergoing numerous corrections and transformations, as the ongoing political, social and macroeconomic changes must be taken into account, it is still a basic tool enabling active participation and involvement of citizens. The matters it concerns are important to the community, and the civic budget offers an opportunity to express their opinions on key issues. The conducted survey indicates that Lodz is a positive example of using the participatory budget mechanism in the city management process. The sustained high (on a Polish scale) turnout confirms the inhabitants’ interest and willingness to change the public space, thus positively influencing the building of a sense of local community.

A growing awareness of civic participation resulted in the fact that, at the turn of the 20th and 21st century, local authorities of the world’s countries decided to hand over some social tools to citizens. This article presents one of the most important participatory tools – participatory budgeting. A detailed analysis of the process was made on the example of the City of Szczecin, including the provisions of the Szczecin Participatory Budgeting Regulations, in force since 2019. The changes, which were introduced as a result of legal regulations of the legislator, made it necessary to update the rules of conducting this procedure in Szczecin. Three main elements on which participatory budgeting should be based are identified and, on this basis, the provisions of the Szczecin Participatory Budgeting Regulations are analysed. An attempt has been made to compare and identify significant differences between the usual way of conducting public consultations and the participatory budgeting process. The deliberations close with an assessment of the direction and manner of introducing changes in participatory budgeting in Szczecin.

District authorities in the system of communal decentralization, known in many Italian cities as Consigli di circoscrizione (Cdc), were established between the end of the ‘70s and the early ‘80s make the local government closer to citizens and to promote, at the same time, the participation of the latter in the administration of the former. The set up of such district councils was also a move aiming to give real answers to the many questions raised by the urban social movements active in the big metropolitan areas of the Country. This article, starting from the results of some recent studies on the decentralization system within the Commune of Genova, is set to discuss the implications of the establishment and the evolution of Cdc for political parties as well as for citizens’ committees exerting pressure on local authorities. In other terms, it will describe the patterns of institutional and non-institutional political participation prompted by this new layout of local government, considered as an example of change in the political opportunity structure, trying also to verify if these two fields of participation may somehow overlap. With regard to the local case study, where a new system of nine decentralized organs called Municipi was set up in 2007, the following points will be discussed. First, what kind of political actors and what kind of lists participate in the elections to the bodies of the communal decentralization system. In more detail: are they civic or local lists (organized bottom-up) or organized by traditional political parties (top-down)? Second, what kind of relationships are set with these institutions by neighbourhood-based citizens’ committees that choose not to take part in elections at this level directly. Third, the sociographic profile and attitudes of the politicians elected to these bodies, trying to verify whether they are closer to the mainstream political class or, say, to neighbourhood volunteers

The paper takes on a comparative case assessment of e-government services at local government levels in Norway and Poland. In the Norwegian government structure, the municipality prevails as the level having the most direct contact with the citizens and businesses and is responsible for providing an array of basic services. In recent years the municipalities throughout Norway have made considerable efforts to establish and refine their on-line presence. Still, the functionality and quality of content vary greatly. In Poland, the path of e-government development has not been so smooth; as findings from previous research confirm the thesis of the initial existence of low e-services development and even the lack thereof in some regions of Poland. Now we can observe the rapid growth of ICT technologies in Poland and its visual impact in shaping the local democratisation process. The discussion captures both sides of this impact — positive and negative. According to cases mentioned above, this paper attempts to present some important digital initiatives being introduced in Poland and Norway at a local democracy level. I present ICT improvements, which are being introduced into communities. Secondly, I discuss the communication between local politicians and the community.

W artykule zaprezentowany wyniki analiz dotyczących sposobu i zakresu przyjmowania w społecznościach lokalnych idei partycypacji upowszechnianej przez UE. Sposób wdrażania oraz nastawienie środowisk lokalnych wobec idei partycypacji wyrażone zostało w państwach członkowskich UE w prawie lokalnym, które wyznacza ramy dla współdecydowania mieszkańców o lokalnych politykach oraz kierunkach zmian w społecznościach, do których należą. Kluczowe dla artykułu pytania dotyczą warunków dla udziału członków społeczności lokalnych w podejmowaniu decyzji tworzonych przepisy prawa lokalnego, różnic w adaptacji idei partycypacji w prawodawstwie gmin pogranicza polsko-niemieckiego oraz roli partycypacji w zarządzaniu lokalnym. W celu odpowiedzi na pytania stawiane w niniejszym artykule zastosowano analizę zawartości dokumentów prawnych kształtujących warunki dla włączania mieszkańców pogranicza polsko-niemieckiego, ustanawianych lokalnie. W zakończeniu zaprezentowano wnioski mówiące o komplementarności mechanizmów partycypacji wobec działalności instytucji publicznych gmin niemieckich oraz instrumentalnym stosowaniu form partycypacji w gminach polskich.
The paper presents how and to what extent the participation idea, promoted by the EU, has been implemented in local communities. The way of its implementation and the attitude of local communities are reflected in the local legislation adopted in the member states, which determines the framework for inhabitants’ involvement in making decisions regarding local policies and the directions for changes in their communities. The key questions in the article focus on the conditions for members of local communities to participate in the decision-making process, indicated in the local legal provisions, on the differences in adapting the participation idea in the legislation of the municipalities in the Polish-German border region, and on the role of participation in local management. To answer these questions, the author analyses legal documents, adopted locally, which influence the conditions for the involvement of inhabitants in the Polish-German region. The last part of the paper presents the conclusions: in German municipalities, participation mechanisms show complementarity to the activities of public institutions, whereas in Polish municipalities, forms of participation are used instrumentally.

Social participation enables citizens to take part in the decision-making process. It is an increasingly popular instrument in Poland. The effectiveness of participation is the most important issue in this context. In accordance with the Act of 9 October 2015, urban regeneration mainly applies to mitigating negative social phenomena. The social aspect is also important at the stage of establishing urban regeneration programmes. Extensive social participation in the process of creating these programmes is one of the main requirements. The aim of the article is to present the scale of the involvement of local communities in the procedure of creating regeneration programmes in selected small towns in Poland. Conclusions from the analysis include an assessment of participation success rate in regeneration activities.

The concept of “good governance,” reflected in legislation, modifies the nature of the activity of public authorities. It is currently being promoted by international institutions, including the European Union, particularly with regard to its cohesion policy, which should be based on the principles of openness, participation, accountability, effectiveness and cohesion. Therefore, the existing mechanisms of cross-sectoral cooperation are being modified and new organisational and legal forms are emerging. They meet the requirements of openness, partnership and dialogue of public administration with social partners, thus increasing the effectiveness of bodies of public administration. As a result of consultation, as well as through the direct involvement of social partners in the implementation of tasks, the public are more trusting and the actions of public authorities are gaining more legitimacy.

This paper deals with public consultations, which are a form of direct democracy. The assumptions of such consultations were discussed from the theoretical and legal perspective. In the theoretical approach, an attempt was made to determine the direct democracy features and its relationship with the idea of local government well as understanding public consultations. Public consultations also h a wider context, which is determined by public participation and a new philosophy of government. The object, consultation involves not only consulting the public about a specific document, but also a comprehensive approach to cooperation with citizens.

The aim of the article is to assess the role and the level of social participation in local development in the light of the opinions of local governments and entities of social economy. In the new paradigm of territorial development, an important role is attributed to the cooperation of local government units with society, considered as a vital factor in local development. This cooperation is determined, among others, by engaging citizens in local matters, including through social economy entities. Local authorities and social economy entities perceive and evaluate this activity in a slightly different way, which is not conducive to the development of cooperation and the region itself. Therefore, it is important to identify these discrepancies in order to take appropriate pro-development measures. The following methods were used in the study: literature analysis, comparative analysis of the results of surveys carried out in the communes of the West Pomeranian Voivodeship and among social economy entities operating in this province (the research was carried out in 2017-2018), inference and plus evaluations. Consequently, they enabled (1) to make a synthetic assessment of the role and the level of social involvement in local development and to indicate differences in its perception by the surveyed entities, as well as (2) to formulate recommendations for improving cooperation between local governments and society and social economy entities.
Celem artykułu jest ocena roli i poziomu partycypacji publicznej w rozwoju lokalnym w świetle opinii samorządów lokalnych i podmiotów ekonomii-społecznej. W nowym paradygmacie rozwoju terytorialnego istotną rolę przypisuje się współpracy jednostek samorządu terytorialnego ze społeczeństwem, upatrując w niej czynnika rozwoju lokalnego. Współpraca ta jest determinowana m.in. angażowaniem się (aktywnością) obywateli w sprawy lokalne, w tym za pośrednictwem podmiotów ekonomii społecznej. Tą aktywność samorządy lokalne i podmioty ekonomii społecznej postrzegają oraz oceniają nieco odmiennie, co nie sprzyja ani rozwojowi współpracy, ani regionu. Dlatego ważne jest identyfikowanie tych rozbieżności, by móc podjąć odpowiednie działania prorozwojowe. W opracowaniu wykorzystano następujące metody: analizy literatury, analizę porównawczą wyników badań ankietowych przeprowadzonych w gminach województwa zachodniopomorskiego i wśród podmiotów ekonomii społecznej działających na tym obszarze (badania przeprowadzono w latach 2017-2018), wnioskowania oraz ocen plusowych. Umożliwiły one (1) syntetyczną ocenę roli i poziomu zaangażowania społecznego w rozwój lokalny i wskazanie różnic w jego postrzeganiu przez badane podmioty, a także (2) sformułowanie rekomendacji odnośnie polepszenia współpracy między samorządami lokalnymi a społeczeństwem i podmiotami ekonomii-społecznej.

Opis:
Research on the condition of democracy in post-socialist countries focuses primarily on issues of civic participation. This article, which provides an analytical overview, presents civic participation in light of the achievements of Professor Paweł Starosta. The text has the character of an analytical overview study. Particular attention is focused on the social context, the aims and directions of the research, the definition and determinants of public participation, and the main results of the observations made by Starosta. Starosta’s contribution, visible in the analysed works, extends the perception of public participation beyond the behavioural dimension and constructs theoretical concepts to explain political involvement based on the criterion of subjectivity. It also distinguishes ideal types of political involvement at the local level. In conclusion, Starosta’s research has considerable application potential in the context of the methods used to measure and explain participation at the local level. The comparative value may be particularly useful for researchers of local systems, especially rural systems (rural studies), who come from various scientific disciplines, including political sociology, rural or urban sociology, and socio-political geography.
Badania dotyczące kondycji demokracji w krajach posocjalistycznych przede wszystkim skupiają się na kwestiach aktywności obywatelskiej. Celem artykułu jest zaprezentowanie zagadnienia uczestnictwa obywatelskiego w dorobku publikacyjnym profesora Pawła Starosty. Tekst ma charakter studium przeglądowego. Szczególną uwagę skoncentrowano na kontekście społecznym, celach i kierunkach badań, definiowaniu i determinantach partycypacji publicznej oraz na głównych wynikach obserwacji prowadzonych przez Pawła Starostę. Widoczny w analizowanych pracach wkład w naukę prof. Pawła Starosty polega rozszerzeniu postrzegania partycypacji publicznej poza wymiar behawioralny oraz skonstruowaniu koncepcji teoretycznych tłumaczących zaangażowanie polityczne według kryterium podmiotowości, a także wyodrębnieniu idealnych typów zaangażowania politycznego na poziomie lokalnym. Podsumowując, uzasadniony wydaje się wniosek o znacznym potencjale aplikacyjnym prac badawczych Pawła Starosty, zarówno w kontekście stosowanych metod pomiaru, jak i wyjaśniania zjawisk partycypacji na poziomie lokalnym. Szczególnie duża w tym zakresie może być wartość porównawcza dla badaczy układów lokalnych, zwłaszcza wiejskich (tzw. rural studies), reprezentujących różne dyscypliny naukowe, w tym np. socjologię polityki, socjologię wsi lub miasta, geografię społeczno-polityczną.

Citizen participation in the city development planning process is guaranteed by law in every civil society. In Poland, the participation of local communities in spatial planning has been evolving since the political transformation of the years 1989/1990. Changes that occur in the participation process are a result of the formation of civil society and a resulting increase in social awareness on possibilities of expressing one's needs and influencing planning decisions of local governments, as well as modifications in laws and regulations. The article presents the experience gathered in the field of extended social participation in the procedure of drawing up local spatial development plans, on the example of ongoing work on plans for the village of Józefosław in Piaseczno, nearby Warsaw. The problems identified in the area covered by the plans and their origins have been characterized, the assumptions of the plans, whose main purpose is to alleviate diagnosed problems and respond to the needs of the inhabitants, articulated at various stages of the planning process. Then the scope and results of the various phases of social participation – preplanning and based on formal planning procedures – have been described. The experience gained from the phase of public consultation during the preparation of local plans for the village of Józefosław allowed us to draw more general conclusions about participatory procedures specified in the binding regulations, which were included in the summary.

In the article prepared on the basis of the analysis of “family stories” various forms of women’s presence in the public sphere of small local communities are discussed. Principal conclusions of those analyses concern: 1) culturally conditioned tendencies to masculinize the “public” family history; 2) a necessity to take into account different forms of non formalized activities when researching women’s activity in the public sphere; 3) a need to modify research tools applied for the analysis of women’s civic activity; 4) the postulate to take into account the concept of endogenous development in social programmes concerning the activization of women.

The article deals with the issues of Communal Seniors Council as an institution of social participation in local government. The considerations start with the discussion of the concept and the essence of social participation and participation of the elderly in public life. Then, the Communal Seniors Councils were analysed in the light of the Act on the Municipal Self-Government, the functions of the Seniors’ Councils, as well as the social participation of the elderly in the United Kingdom and Germany also were presented.
W artykule podjęto problematykę gminnej rady seniorów jako instytucji partycypacji społecznej w samorządzie terytorialnym. Rozważania rozpoczynają się od omówienia pojęcia i istoty partycypacji społecznej oraz partycypacji osób starszych w życiu publicznym. Następnie zanalizowano gminne rady seniorów w świetle ustawy o samorządzie gminnym i funkcje rad seniorów oraz opisano partycypację społeczną osób starszych w Wielkiej Brytanii i Niemczech.
