Modern land organization, as a complex of social-economic and ecological measures, is focused on rational organization of the territory of administrative-territorial units, which make a spatial base for territorial organization of state management and local self-governing. Thus, determination of boundaries of administrative-territorial units is very important, actual and responsible task of land organization. Improvement of organizational and ecological mechanisms of establishment of boundaries of administrative-territorial units through the provision of these subjects with the relevant land surveying, land planning and cartographic, soil, land evaluation materials and agreed urban planning documents is still of great importance. Legislation of Ukraine determines the dependence of land use documents (land development project regarding the establishment of (changes in) the boundaries of settlements) on the town planning documentation (the general layout of a settlement, other town planning documentation), but the mechanism of its implementation is not grounded.

In this paper the authors describe the steps of building of a new automated complex land evaluation system based on the D-e-Meter land quality index. Complex evaluation means an organic systematization of ecological and economical factors. Necessary of development of a new land evaluation system based on the undeveloped land market in Hungary, which causes difference between the level of actual land price and economic value of agricultural land. The land evaluation has - among others - an important task: that is to convey the value towards the land market actors, which can be the starting point in negotiation about market price and in decision-making about the land use. The estimated land value indicates the total values of land estates on the basis of their rent-production ability. These values can differ from land-estate prices formed on land market, nevertheless they are decidedly adequate to replace the Hungarian current land evaluation system, so called Gold- -crown System and to solve whole series of objectives connected with land evaluation. The new land evaluation system is useful for estimating the realistic land value, but also helps to manage the land use on sustainable way.
W artykule opisano etapy budowania nowego zautomatyzowanego systemu kompleksowej ocen) gruntów na podstawie wskaźnika jakości gruntów De-Meter. Kompleksowa ocena oznacza organiczni usystematyzowanie czynników ekologicznych i ekonomicznych, wpływających na cenę ziemi. Metodyki powstała na potrzeby rozwoju nowego systemu oceny rynku gruntów na Węgrzech, związanego z różnicam rzeczywistych cen działek a wartością ekonomiczną gruntów rolnych.

The article analyzes the efficiency of land plot use in the event of its division based on engineering factors. The concept of a land plot and the process of its devision was determined. It was established that the division of land is made at the owner′s desire to separate one or more individual land plots. Thus, the land plot is considered to be divided into parts if each of the parts determined after devision may become a separate plot with further effective use of each of them. The possible options for the division of land were analyzed. It has been found that division (unification) of the land plot is made by developing of the technical documentation on land management concerning the division and unification of the land plot. It is possible to carry out this procedure only when the right to land is legalized. On the basis of experimental studies it was found that newly formed land plots became less compact in configuration after the division which affects the efficiency of their use. Therefore, it is necessary to develop common methods of land devision that will provide its effective use without creating inconvenience to the owners of land plots.

Based on a theoretical discussion from global perspective the paper describes present rural land administration and management structure in Bangladesh. Bangladesh is a land scarce country with high density population. As most of the people live in rural areas and depend on agriculture and allied activities, proper rural land management is crucial. The paper presents an overall view of rural land management in Bangladesh and reveals that present land management system is almost obsolete. Land administration system is conventional and characterised by inefficiency and corruption. Some of the major problems facing the country in managing rural land are outdated and inadequate land related policies and land laws, inequality of land ownership and landlessness, and increase conflicts over land. The study also looks at some potential measures taken by government to improve country’s land administration and management system. Finally the paper provides a set of guidelines to deal with present land management challenges.

The aim of the paper is to define the key spatial conflicts regarding planning relations be- tween the plans of protection tasks for Natura 2000 areas and local tools of spatial policy. The contents of all administrative court’s decisions related directly to the plans of protection tasks for Natura 2000 areas are analysed. The judgements issued in 2010 - 2019 are taken into account. Sixteen of such judgements have been distinguished in the Central Database of Judicial Decisions of the Supreme Administrative Court (in principle, grouping all of such rulings). They are classified, and the allegations made in the cases, as well as the contents of specific plans of protection tasks, are analysed. A quantitative and qualitative analysis of the contents of the judicial decisions is conducted. Based on the analyses carried out, two main conclusions can be drawn up: - on the occasion of spatial conflicts pending before administrative courts, related to the contents of plans of protection tasks for Natura 2000 areas, space users, as a rule, submit very similar objections to those concerning the direct tools of spatial policy; - the contents of plans of protection tasks directly related to the contents of spatial policy tools are very often underdefined both in subjective and formal terms.

Land management constitutes an integral component of planned spatial management that binds it with the entity, which is responsible for land management, charging it with particular obligations, including those specified in the Surveying and Mapping Law of 17 May 1989. The Law entails such issues as the national land information system, land and building registry (property cadastre), state survey and mapping resources and the infrastructure inventory. According to the Law, data included in the land and building registry constitute a basis for business planning and spatial planning, as well as of public statistics, taxation and benefits, with proper marking of properties in the Land Registers. Data included in the Land and Building Registers and Infrastructure Registers, together with other data collected in the state survey and mapping resources, constitute a basis for the national land information system. The requirements of a good subjective and objective land division are met by the classification implemented by the Regulation of the Minister of Regional Development and Building of 29 March 2001 Concerning Land and Building Registry. The capability to use resources allocated by the European Union will be of fundamental importance for the development of Poland in 2007-2013. That capability will depend on the practical application of institutional instruments and solutions. Therefore, it is necessary to recommend to the Polish communes the databases, as well as land and property information, which are essential for land management, including the metadata databases on the existing and projected Spatial Databases and Geographic Information Systems (GIS) maintained by the initiative of the Chief National Surveyor.

A significant problem of the current land management in Slovakia is the long-term separation of usage and property rights. More than 91% of agricultural land is leased and used by larger agricultural enterprises (9%). Current common agricultural policies of the EU have been the subject of criticism for a long time, as inappropriate settings force farmers to manage unsustainably with a negative impact on biodiversity. Substantial, reliable and beneficial mutual information sharing between those who do business on the land, who own the land and who use the surrounding landscape, either as a living space for housing or relaxation and recreation might help to mitigate some issues. In this paper, the authors present an implemented proposal for multi-layer map and analytical support for land and soil use assessment. The model area includes the land units managed by the Agricultural Cooperative of Horná Nitra. The approach includes the identification of undesirable combinations according to criteria (degree of protection, area, type of use, erosion risk, and ecological stability) on each land block. This concept enabled the visualization and quantification of risks in the area in question through an online GIS application with a web interface.

Public authorities practically have no noticeable influence on the development of land relations. This necessitates the transfer of the full power of authorities to local governments for land management. This can be achieved by decentralizing governance, adherence to the principle of universality of local self-government, which should take place  throughout the country without any restrictions. This approach will allow the administrative-territorial units to have content resources in their own assets (land outside of settlements), as well as management tools for its effective application.

The article provides a scientific analysis of the regulation of the powers of district state administrations in the field of land management. It was determined that the normative securing of the functions of the district authorities in land management, as well as the regulation of environmental safety requires unification, since in the basic laws the norms differ in content and formulation. These powers need to be reflected in the structure of the district state administration, in accordance with the basic law of administration (the structure of the public authority must correspond to the functions). In order to study the practice, the structure of 40 district administrations of different regions of Ukraine was analyzed; it was found that the actual structure does not correspond to the functional load, which is enshrined in the legislation. It is such inconsistencies that make it impossible to move to the second stage of decentralization, which is already taking place at the legislative level.

Unfavorable spatial structure of arable land located in Małopolska is a major obstacle in conducting agricultural activity. Arable lands located in the southern part of Małopolska are fragmented, have small area, and irregular shapes. Agricultural activity on land with an unfavorable spatial structure is associated with an increase in production costs, which directly results in lower income of farms. One of the methods of improving spatial conditions is to implement land consolidation works. They allow to organize the spatial structure, increase the area of agriculturally used parcels, while reducing their number. The article presents a new approach in determining the parameters of land fragmentation. GIS tools were used to identify areas with unfavorable spatial parameters. The methodology which allows for the processing, filtration of source data, determination and visualization of land fragmentation parameters is discussed. As part of the research, the Binning method was used, which allows to visualize the phenomenon and simultaneously reduce the data used. In the work, a detailed assessment of land fragmentation parameters was made, which can be used in agricultural land management works. Analyzes have shown that the southern areas of the Nowy Targ County are characterized by intensive fragmentation of arable land. There are also unfavorable parameters related to the elongation and shape of parcels in the discussed areas.

The suitability of a land plot in a real estate market could be identified as a good investment because the land plot is deemed as popular. This activity is important for economic growth, who is one of the sustainable development goals. Mostly, all research in this field is focused on sustainability as well as the opinions of professionals. However, this field should be explored from another side which is based on real geodata. Criteria and its weight are very important in decision support systems. The correct criteria can help in selection of the best real estate object for an investment, but it is not only useful but also and a challenging task that has not yet been solved. The methods of research are data graphical analysis, correlation, decision supporting systems, etc. The research aims at determining the significance of the connections and using them as the criteria in the selected decision supporting method. In addition, it will be determined which decision supporting method defines the most suitable object for investment. These new criteria are proposed for operation in the land use models. Furthermore, it has been identified as one criterion, which is significant in the urban and agrarian territories. Also it turned out, that the land plot is the most active when it is as far from a densely built-up residential territory as possible and as close to a school, and when the land plot is as large as possible.

Opis:
Agricultural land consolidation schemes have been implemented in Poland with European Union financial support since 2004. The improvement of farm layout facilitates the achievement of economic benefits by farmers. However, methods for full evaluation of the economic viability of consolidation projects are still lacking. The aim of the paper was an attempt at determining the cadastral effects of consolidation proceedings received by land owners and county administrator offices as a result of sorting out plot borders and land registration as a consequence of the consolidation procedure. Conducted analyses show that, in entities characterised by the most fragmented area structure of farms, the overall non-productive benefits obtained jointly by land owners and county administrator offices, as a result of completing the consolidation procedure, can exceed the total cost of carrying out consolidation. However, where farms are characterised by a larger average surface area of agricultural plots subject to consolidation and where the shapes of such plots are regular, much smaller benefits should be expected. The proposed solutions require further improvement and adaptation to local conditions. Still, even these pioneer studies clearly demonstrate that cadastral effects of consolidation proceedings can prove important in the discussion over the economic viability of consolidation projects. It can encourage land owners and county administrator offices to take advantage of consolidation schemes, and constitute a strong argument in favour of continuing to finance consolidation projects from public funds.
Programy scalania gruntów rolnych realizowane są w Polsce przy wsparciu środkami finansowymi Unii Europejskiej już od 2004 roku. Poprawa rozłogu gospodarstw sprzyja osiąganiu przez rolników korzyści gospodarczych. Wciąż jednak brakuje metod pozwalających na pełną ocenę efektywności ekonomicznej scaleń. Celem opracowania była próba określenia katastralnych efektów postępowania scaleniowego, które uzyskali właściciele ziemi oraz starostwa powiatowe, dzięki uporządkowaniu granic działek i ewidencji gruntów, będących następstwem postępowania scaleniowego. W wyniku przeprowadzonych analiz stwierdzono, że w obiektach o najbardziej rozdrobnionej strukturze obszarowej gospodarstw, suma korzyści pozaprodukcyjnych, które uzyskują łącznie właściciele gruntów i starostwa powiatowe w wyniku przeprowadzenia postępowania scaleniowego, może przekraczać całkowity koszt wykonania scalenia. Natomiast tam, gdzie gospodarstwa charakteryzują się większą średnią powierzchnią działek rolnych podlegających scaleniu oraz tam, gdzie kształty tych działek są regularne, należy oczekiwać znacznie mniejszych korzyści. Zaproponowane rozwiązania wymagają dalszego doskonalenia oraz dostosowania do warunków lokalnych. Jednak już te pionierskie badania wyraźnie wskazują, że katastralne efekty postępowania scaleniowego mogą mieć istotne znaczenie w dyskusji nad efektywnością ekonomiczną scaleń. Może motywować właścicieli ziemi i starostwa powiatowe do korzystania z programów scaleń oraz stanowić mocny argument za kontynuacją finansowania scaleń ze środków publicznych.

Germany has notable land management and planning traditions. As part of their formal responsibilities, local governments have powers to regulate and structure their areas and landscapes through land-use planning. They use it to prepare and guide land-uses for development purposes in Municipalities. This study presents the Bavarian experience of land-use planning in relation to public administration. The study emanated from a research conducted at Technische Universität München and funded by the GERMAN ACADEMIC EXCHANGE SERVICE. It uses data from semi-structured interviews with land management experts, Mayors and public administrators at different levels of public administration. The authors used these interviews to discern the scope, nature and role of public administration of land-uses at either the local or regional scale. It led to four findings. The two major ones being that: first, based on good governance principles, there are contradictions in the administration of land-use planning in Germany. Second, there are no harmonised criteria for assessing the efficiency and effectiveness of land-use planning administration. By way of recommendation, it suggests an Efficiency Assessment Criteria and Method of land-use planning through public administration, among others suggestions.
