In the paper the relationships between current and capital account balance and GDP are analysed, both from the economic analysis and applied points of view. Next the assumptions, method of analysis and results of our investigation of these relationships are discussed in details. We used yearly data for the Visegrad Group countries in 1994-2015. We applied two versions of linear econometric models and a power one for panel data and for every country separately.

Opis:
Central and Eastern-European countries are strongly linked to the international economic and financial systems, which results in their dependence on foreign capital and on the upturn in the global markets. This situation also makes them vulnerable to external shocks. Resilience of the economies of CEE countries was additionally diminished by their relatively quick and uncompromising opening up to the process of globalization and European integration. All the economies subject to scrutiny have quite a substantial external debt level (reaching 55–139% of GDP), their net international investment position is quite strongly in the negative (constituting 25–71% of GDP). They are also characterized by high level of foreign liabilities (85–350% of GDP), a significant degree of trade openness (export and import of goods and services amounting to 41–94% of GDP), considerable rate of foreign liquid portfolio investments (even as much as 32% of GDP). Another common feature is the strong financial support received from the EU budget, with CEE countries being its net beneficiaries (with the accumulated value of funds received from the EU budget in 2004–2015 at the level of 21–42% of GDP). It should be borne in mind that Lithuania, Latvia, Estonia, Slovenia and Slovakia are members of the Eurozone, i.e. operate an international currency, which improves their creditworthiness and augments the trust of the global markets. What seems not without significance for investors is the fact that the IMF classified these five CEE countries – as well as the Czech Republic – as advanced economies. In light of the above, it should be stated that the Polish economy is characterized by a relatively strong external exposure relative to the creditworthiness the country boasts. This exposure increases Poland’s vulnerability to shocks and makes it less immune thereto. These circumstances partially explain the higher estimation of the risk premium for investments in Poland, which reduces the state’s opportunities and prospects of development in comparison with other CEE economies. It should be stressed that when assessing the external exposure one must take into account not only its particular characteristics, but also the economic and political stability of a given country – or, more specifically and importantly, their assessment by financial markets.

The paper details numerical and experimental study on elastic buckling of cylindrical shells caused by external pressure, a horizontal edge force and combined action of both. The following three geometries of vertical cylinders are considered: (i) circular cylinders, (ii) concentric circular cylinders, and (iii) cylinders with elliptical cross-section. In total, test results on nineteen shells are given. The experimental data is benchmarked against the FE predictions of buckling loads. Good agreement has been obtained between the experimental results and numerical predictions for all tested shells except for buckling of the concentric cylinders loaded by the horizontal edge force. Possible reasons for discrepancies are discussed. The paper offers insight into buckling performance of vertical cylinders subjected to combined loading, and in the case of concentric cylinders, into the interaction between the inner and outer shells. Some of the interaction features, not immediately obvious, are discussed.
Praca przedstawia wyniki obliczeń numerycznych oraz wyniki doświadczalne dotyczące sprężystego wyboczenia powłok walcowych poddanych: (i) działaniu ciśnienia zewnętrznego, (ii) działaniu skupionej siły poprzecznej przyłożonej do końca powłoki, (iii) równoczesnym działaniu obydwu obciążeń. Przedmiotem pracy są natępujące trzy konfiguracje geometryczne: (i) pojedyncza pionowa powłoka walcowa, (ii) układ dwóch pionowych i współosiowych powłok walcowych, (iii) pionowa powłoka walcowa o przekroju eliptycznym. Testy wykonano na 19 powłokach. Otrzymane wyniki doświadczalne porównano z wynikami obliczeń numerycznych. Dobrą zgodność wyni- ków doświadczalnych i teoretycznych otrzymano w przypadku wszystkich konfiguracji z wyjątkiem powłok współosiowych. Praca analizuje zachowanie się pionowych powłok walcowych w warunkach utraty stateczności, a w przypadku powłok współosiowych zajmuje się interakcją pomiędzy wewnętrznym i zewnętrzym walcem. Podano szczegółową analizę wzajemnej interakcji tych powłok.

The article presents the Baltic-Black Sea region in the military-political dimension, as well as explores the potential benefits of this cooperation for European security. The study offers some important insights into the historical preconditions for the formation of the Union according to the Baltic-Black Sea Arc. This paper attempts to show the importance of international political and security potential of Ukraine and its influence on the formation of the Baltic-Black Sea Union. The Baltic-Black Sea Union is seen as an effective counterweight to Russia’s expansion into the West, whereby Ukraine could serve as a guarantor of European stability. The article analyzes opinions of international experts on the implementation of the Baltic-Black Sea Union, as well as compares the military power of potential members of the union with the military forces of advanced countries. This study provides an important opportunity to advance the understanding of the benefits for Union members and European countries and how the United States can help implement the idea of project. The analysis emphasizes the functions of the Baltic-Black Sea Union, potential NATO assistance and how the Union will ensure the stability of its forces in Europe. It is summarized why the countries of the Baltic-Black Sea arc can act as a guarantor of protection against Russian aggression.

Opis:
The paper presents a quarter car model two degrees of freedom (wheel and body), with vertical guiding system, the model being equipped with suspension stroke limiters and with excitation by wheel and/ or by body. The model reproduces elastic and damping characteristics of wheel and of rebound and compression stopper bumpers, the spring elastic characteristic and the shock absorber damping characteristic on rebound and compression, function piston speed. The road profile is generated with simple or summation of harmonic functions, or by reproducing real roads. The forces acting on full vehicle body e.g. aerodynamic and inertial forces are reproduced in the proposed quarter model by vertical forces reduced to the analysed quarter part. Thus, the model can be used for evaluation the vertical and horizontal stability at acceleration, deceleration, pitch and roll, at aerial forces, the body ground clearance and the comfort. The model can evaluate the influence of the damping and elastic characteristics of suspension and wheel, of the static position, of the vehicle load state, of the road profile and of the external forces, to the vehicle behaviour

This paper considers the problem of the accurate task space finite-time control susceptible to both undesirable disturbance forces exerted on the end-effector and unknown friction forces coming from joints directly driven by the actuators as well as unstructured forces resulting from the kinematic singularities appearing on the mechanism trajectory. We obtain a class of estimated extended transposed Jacobian controllers which seem to successfully counteract the external disturbance forces on the basis of a suitably defined task-space non-singular terminal sliding manifold (TSM) and the Lyapunov stability theory. Moreover, in order to overcome (or to minimise) the undesirable chattering effects, the proposed robust control law involves the second-order sliding technique. The numerical simulations (closely related to an experiment) ran for a mobile manipulator consisting of a non-holononic platform of (2;0) type and a holonomic manipulator of two revolute kinematic pairs show the performance of the proposed controllers and make a comparison with other well-known control schemes.
