Public safety is an important factor in both public and private life. Simultaneously it is one of the most regionally diverse sectors, due to historical, cultural, social, legal, and financial differences.Therefore, it is very difficult to compare public safety policies and facilities directly. However, assessment and comparison are crucial factors for defining the best practices and implementing the “learning-from-the-best” policy, which is important in the process of regional development and globalization. Fortunately some quantitative methods, such as DEA (Data Envelopment Analysis) enable this kind of research. DEA allows for analyzing relative effectiveness based on inputs and outputs, without incorporating procedural specifics of public safety. Therefore, the aim of this paper is to perform a regional analysis of the technical effectiveness of public safety systems in European states in 2003 and 2012 by utilizing an optimization method of DEA. Based on the results of this research countries are divided into two groups - effective and ineffective. Countries with effective systems are considered leaders. They present best practices which should be treated as benchmarks for the countries with ineffective systems, i.e. followers. In the research, inputs of the Data Envelopment Analysis consist of human and financial resources, as these are crucial for the functioning of public safety systems. The outputs are transformations of major crime categories. The analysis has been carried out for selected European countries in 2003 and 2012. This analysis indicates that among the countries with effective public safety systems are Finland, Norway, Romania and Poland.The worst technical efficiency could be observed in Belgium, the UK, Estonia, and Italy, which are underperforming and wasting a large proportion of their resources. This research indicates that despite many differences among states’ public safety policies, improvement and regional development can be stimulated and achieved by implementing the “learning-from-the-best” policy.

This paper presents an evaluation of technical efficiency and time-dependent changes in productivity of Polish professional electric power and heat & electric power stations by using Data Envelopment Analysis non-parametric method. The research covered the enterprises whose total available electric power amounted to about 98% of that of all professional thermal electric power stations in this country. The analysis has concerned the years 2000÷2004. Impact was considered of such factors as: scale of enterprise activity, form of ownership as well as type of carried out activity, on technical efficiency and time-dependent productivity changes. Changes in productivity of the power generation sector were determined by means of Malmquist index.

W artykule przedstawiono wyniki analiz różnic w wydajności opieki zdrowotnej świadczonej w szpitalach zlokalizowanych w zachodnich i południowych regionach Ukrainy. Oszacowano poziom wydajności przy użyciu techniki modelowania nieparametrycznego –metody DEA. Metoda ta stanowi narzędzie stosowane do porównań i oceny względnej skuteczności kilku jednostek gospodarczych będących jednostkami decyzyjnymi (DMU). W badaniu skupiono uwagę na różnicach w poziomie efektywności szpitali.
This study examines variations in efficiency among hospitals located in western and southern Ukraine. We estimated efficiency using a nonparemetric modeling technique known as data envelopment analysis (DEA). DEA is a very powerful tool to compare relative efficiency among several economic units of study, known as decision making units (DMUS). In our current and previous research we have focused attention on comparative efficiency among hospitals and then explained variation in efficiency based on historical and cultural differences that influence managerial behavior at the hospital level of decision making. This study using current data and an expanded geographic territory provides further support to our findings from previous studies.

The aim of the presented research was to analyse the efficiency of forest management as an approach to promote sustainable multifunctional forestry. A total of 17 Regional Directorates of State Forests (RDSFs) in Poland were studied with the use of data envelopment analysis (DEA). This method has been proposed and tested using criteria and indicators (C&Is) as inputs and outputs of the created models. The research process was divided into two stages: first, we analysed the efficiency of simple DEA models and models with additional variables, which allowed us to determine the major models providing the best combination of efficiency evaluation criteria. Second, we used these models to assess the efficiency of sustainable management of forests by RDSFs. According to our results, RDSFs were found to be highly efficient in converting resources into production and nonmarket results. Nevertheless, the implementation of sustainable development principles requires further actions, in order to fulfil all ecological, economic, and social functions in a more effective way. They are connected with the necessity to increase the areas of both protective forests and promotional forest complexes. Thus, the results of this study might be a valuable source of information for the planning process of forestry services at the strategic and operational levels.

Aim: Indian Pharmaceutical Industry (IPI) has undergone a massive makeover–from a modest beginning of “process patents regime” in the seventies to a modern and WTO compatible regime under the Trade Related Intellectual Property Rights System (TRIPS) in 2005. This paper estimates Total Factor Productivity Growth (TFPG) of Indian Pharmaceutical Industry (IPI) using firm level data from 2000 to 2013.   Design / Research methods: We have used nonparametric approach of Data Envelopment Analysis (DEA) using Biennial Malmquist Index.   Conclusions / findings: The results of estimation suggest an increase in overall TFPG of IPI after TRIPS agreement and also those vertically integrated firms involved in both bulk drugs production and formulation activities are less productive compared to firms that are involved in production of only bulk drug or formulation activity.   Originality / value of the article: This paper examines whether productivity of IPI has increased after 2005 i.e. after the period of TRIPS, by estimating TFPG for two sub-periods, i.e., from 2000 to 2005 and 2006 to 2013.   Implications of the research: The decomposition of TFPG suggests that for overall period 2000-2013, scale changes are the most important factor causing the productivity changes and among the other two alternative sources of TFPG, efficiency change dominates over technical changes. For the sub-period 2006-2013, the improvement in the scale efficiency may push the firms to a higher TFPG, whereas for 2000-2005 the better utilization of factors of production is the main driver of TFPG. A second stage panel regression suggests that R&D expenditure, Marketing expenditure, Market size, Capital-Labour ratio, import intensity and export intensity have positive and significant influence on TFPG.

Hospitals are the most important and costly component of the healthcare system. Therefore, hospital performance evaluation (HPE) is an important issue for the managers of these centres. This paper presents a new approach for HPE that can be used to calculate the efficiency, effectiveness, and productivity of hospitals simultaneously. Efficiency refers to the ratio of inputs and outputs, effectiveness refers to the extent to which outputs align with predetermined goals, and productivity refers to the sum of both efficiency and effectiveness. To this end, a Data Envelopment Analysis (DEA) model is developed to simultaneously measure the efficiency, effectiveness, and productivity (DEA-EEP) of hospitals. DEA is a linear programming technique that in its traditional form, calculates the performance of similar decisionmaking units (DMUs) that have both inputs and outputs. In this study, the inputs are the number of health workers, the number of other staff, and the number of patient beds; while the outputs are the bed occupancy rate and the bed turnover rate. A target value is set for each output to measure the effectiveness of hospitals. The advantage of the developed model is the ability to provide a solution for non-productive units so that they can improve their performance by changing their inputs and outputs. In the case study, data of 11 hospitals in Tehran were evaluated for a 3-year period. Based on the results, some hospitals experienced an upward trend in the period, but the efficiency, effectiveness, and productivity scores of most hospitals fluctuated and did not have a growing trend. This indicates that although most hospitals sought to improve the quality of their services, they needed to take more serious steps.

Aim/purpose ‒ The traditional data envelopment analysis (DEA) is popularly used to evaluate the relative efficiency among public or private firms by maximising each firm’s efficiency: the decision maker only considers one decision-making unit (DMU) at one time; thus, if there are n firms for computing efficiency scores, the resolution of n similar problems is necessary. Therefore, the multi-objective linear programming (MOLP) problem is used to simplify the complexity. Design/methodology/approach ‒ According to the similarity between the DEA and the multiple attribute decision making (MADM), a game of MADM is proposed to solve the DEA problem. Related definitions and proofs are provided to clarify this particular approach. Findings ‒ The multi-objective DEA is validated to be a unique MADM problem in this study: the MADM game for DEA is eventually identical to the weighting multi-objective DEA. This MADM game for DEA is used to rank ten LCD companies in Taiwan for their research and development (R&D) efficiencies to show its practical application. Research implications/limitations ‒ The main advantage of using an MADM game on the weighting multi-objective DEA is that the decision maker does not need to worry how to set these weights among DMUs/objectives, this MADM game will decide the weights among DMUs by the game theory. However, various DEA models are eventually evaluation tools. No one can guarantee us with 100% confidence that their evaluated results of DEA could be the absolute standard. Readers should analyse the results with care. Originality/value/contribution ‒ A unique link between the multi-objective CCR DEA and the MADM game for DEA is established and validated in this study. Previous scholars seldom explored and developed this breathtaking view before.

Aim: If companies manage their inventory inefficiently, inventory costs can increase significantly due to shortages, overstocking, and risks. Inventory management is critical for company’s success which, in turn, impacts on countries’ development. This paper aims to investigate the efficiency of inventory control systems of companies from Brazil and Chile through Optimal Control Theory and Data Envelopment Analysis. Design/Research methods: Data was collected from Chilean and Brazilian companies covering different industries in which both countries are mostly dependent A new approach using OCT and DEA is applied for dealing with inventory, production, and demand in Dynamic DEA model to benchmark companies’ production-inventory systems. Conclusions/findings: The results show efficient companies among evaluated industries. Such companies are related mainly to Brazilian commerce and Chilean exports. Based on findings, it was possible to identify patterns and relationship among companies and its inventory management. Originality/value of the article: This paper fills a gap in studies including demand, production, and inventory in Dynamic DEA by using OCT to forewarn unrealistic results and observing companies’ behavior. Besides that, this approach is particularly useful for developing countries in this context, determining benchmarks for the most inefficient firms in each sector. Implications of the research: The results show (1) which companies should focus more on improving inventory management, (2) which companies should be used as benchmarks, and (3) it highlights the reasons of different performance of companies in each country. Limitations of the research: For future research, it is suggested including variables and analysis of social and environmental impacts.

Opis:
There is wide range of environmental performance indicators. The more sophisticated they are, the more arbitrary viewpoint they take. The EPI weights are established based on experts’ judgments form Yale University and Columbia University team. In the article was analysed the changes in the EPI when the weights had been replaced with the weights determined by Data Envelopment Analysis. DEA determines weights that maximize the performance of each unit with some assumptions. Not for every European country this approach turned out to be the better option.

Revenue management (RM) deals with selling the right product to the right customer at the right time at the right price through the right channel to maximize revenue. The innovation of RM lies in the way decisions are made. The performance of revenue management approaches can be evaluated against several criteria. Both discrete and continuous multicriteria models can be used to analyse RM. The performance pyramid is a comprehensive, fully integrated per performance system that captures multiple perspectives such as internal, financial, customer and innovation. The assessment is based on a combination of Analytic Hierarchy Process (AHP), Analytic Network Process (ANP) and Data Envelopment Analysis (DEA) approaches. Customer behaviour modelling is gaining increasing attention in revenue management. Customer choice models can be extended with more inputs and more outputs. Evaluation of alternatives can be performed using DEA based evaluation methods. The search for an efficient frontier in a DEA model can be formulated as a multiobjective linear programming problem. We propose to use an Aspiration Level Oriented Procedure (ALOP) to solve the problem.

Data envelopment analysis (DEA) is a well-known method that based on inputs and outputs calculates the efficiency of decision-making units (DMUs). Comparing the efficiency and ranking of DMUs in different periods lets the decision-makers prevent any loss in the productivity of units and improve the production planning. Despite the merits of DEA models, they are not able to forecast the efficiency of future periods with known input/output records of the DMUs. With this end in view, this study aims at proposing a forecasting algorithm with a 95% confidence interval to generate fuzzy data sets for future periods. Moreover, managers’ opinions are inserted in the proposed forecasting model. Equipped with the forecasted data sets and concerning the data sets from earlier periods, this model can rightly forecast the efficiency of the future periods. The proposed procedure also employs the simple geometric mean to discriminate between efficient units. Examples from a real case including 20 automobile firms show the applicability of the proposed algorithm.

Classical methods of data envelopment analysis operate by measuring the efficiency of decision- -making units (DMUs) compared to similar units, without taking their internal structure into account. However, some DMUs consist of two stages, with the first stage producing an intermediate product, which is then consumed in the second stage to produce the final output. The efficiency of this type of DMU is often measured using two-stage network data envelopment analysis. In real world, most data are vague. Therefore, the inputs and outputs of systems with vagueness data create uncertainty challenges for DMUs. As a result, when uncertainty appears, intuitionistic fuzzy sets can show more information than classical fuzzy sets. This paper presents a model of two-stage Network Data Envelopment Analysis based on intuitionistic fuzzy data, which measures the efficiency of the first and second stages of each DMU, and the overall efficiency measures based on the stage efficiencies.
