Opis:
In the Polish literature of the subject granted to the residential architecture the most common is the theme of constructed environment, the problem of new trends both in form and design, most often in the context of the sustainable development. More and more frequent are the works on analyzing and describing the sociological perspective of dwelling. Basing on the long-term international and domestic publications and scientific research the spread and often interdisciplinary, complex works and articles concerning the social phenomena in architecture and its surrounding have recently appeared. Despite the huge in amount and the valuable literature as well as the scientific research being led in the last few years the lack of works presenting the complex condition of the residential stock shaped through centuries, in context of usability and needs of the residents, based on the possibilities and real modernisation activities is significant. The time range of the work covers the period from 1848-2013. The broad framework allows the recognition of the vast majority of the existing residential stock and gives the larger spectrum of evaluation in the spotted transformations. Industry initiated the process of the development of the number of contemporary cities. The work tries to gain the answer for: ● what changes were done to the researched residential stock ● in which period the changes were the most intensive ● in which period the changes were the greatest in the area (both historically and in context of the usability) Author is also interested in the problem of similarity of the changes to the notes and descriptions of other authors concerning the values of durability and time (so the equipment, the interior divisions, installations, facades and constructions). The present article is used for a projection of these changes on the base of distinctive features of these arrangements and the attempt formulated of characteristic archetype in individual temporary sequences determined in examinations

Opis:
Due to the organization of construction works, one of the most difficult situations is when a building is planned in a heritage or a densely built-up location. Fixing an existing situation manually takes a lot of time and effort and is usually not accurate. For example, it is not always possible to measure the exact spacing between buildings at different levels and to consider all outside elements of an existing building. Improper fixation of the existing situation causes mistakes and collisions in design and the use of inappropriate construction solutions. The development and progress in technologies such as BIM, laser scanning, and photogrammetry broaden the options for supporting the management of construction projects. It is important to have an effective fast collection and processing of useful information for management processes. The purpose of this paper is to analyze and present some aspects of photogrammetry to collect and process information about existing buildings. The methodology of the study is based on the comparison of two alternative approaches, namely photogrammetry and BIM modelling. Case studies present an analysis of the quantity take-offs for selected elements and parts of the buildings based on the two approaches. In this article, the specific use of photogrammetry shows that the error between the detailed BIM model and the photogrammetry model is only 1.02% and the accuracy is 98.98%. Moreover, physical capabilities do not always allow us to measure every desired element in reality. This is followed by a discussion on the usability of photogrammetry.

A review of European housing developments over the past 100 years shows that these buildings have consistently been in line with the current artistic, architectural and social trends. Their quality and standard always resulted from economic conditions. That is also true today. It should also be noted that the split and division of Europe to the east and west (existing in the 20th century) has almost completely disappeared. The tendencies of globalization lead to the emergence of buildings entirely outside the context of location. Their architectural forms are subject to unify and branch of from local traditions. This is supported by the global architecture market, with developers realizing their projects almost everywhere in the world. Today’s multi-family residential buildings are expected to astound recipients. This leads to the formation of “strange” mind-blowing realizations. The next few years will bring more surprises. It is therefore impossible to point out one leading aesthetic tendency, because it is now replaced by impossible to define diversity.

In the aftermath of Cold War, the system of United Nations (UN) Peace Missions assumed new proportions, by adjusting the nature of political developments, which characterized the international relations stage in this period. In the peace-keeping agenda of these missions, special focus was given to issues related to “international state-building” in the post-conflict situations, as well as attempts to prevent and manage consequences of the state’s failure. In pursuit of these goals and as part of this agenda, it is believed that liberal western values, especially as part of the “liberal peace thesis”, have become ever more widespread and commonplace. The models of state-building, according to this thesis, include combination of values of liberal democracy and principles of the market economy, as precondition to overall social development, which would contribute to long-term peace. According to this conception According to this conception, it is clear that the transitional process from war to peace and that of state-building, in addition to the political dimensions, also has significant economic dimensions. Therefore, the authors of this study are focused on and aim to analyze and explain the role the economic sector plays in the construction and functioning of the state system in a post-conflict society, as is the case of Kosovo. At the contextual level, the study consists of understanding the role played by UNMIK, as international administration, in the direction of this sector. One part of the study is dedicated to analysing immediate and long-term strategies and approaches of the peacekeeping mission, aimed at reconstruction, i.e. the development of the economic sector from scratch, which would impact directly and indirectly on the creation of an enabling socio-political environment for a lasting peace. But the rest of the study focuses on macroeconomic indicators such as GDP level, monetary policy, as well as import and export situation (trade balance, which realistically reflects the current status of economic development in Kosovo, as well as for measuring the gap between the expected targets and achieved concrete results. This means that these indicators reflect the degree of success or failure of the mission in relation to the fulfillment of this objective. Finally, by analysing the previous and current results, we will try to explain development trends of Kosovo’s economy in the short-term.

The text is devoted to the evolution of construction law in the period of the Second Polish Republic as one of the tools of the broadly understood policy of the State. The basic research problem is the rationalization of regulations and their functioning in the legal system. The analysis allowed us to formulate research conclusions. The policy regarding construction law and spatial development in the Second Polish Republic was subordinated to the overarching goals, i.e. the unification of regulations in the country and building the image of a strong state by organizing space. In terms of specific objectives, the evolution of the law was aimed at rationally increasing the amount of affordable housing, strengthening co-responsibility of private entities for spatial development, smart management of available resources, and intensive support for new housing.

Smart farming is about managing a farm using modern information and communication techniques in order to increase the efficiency and quality of plant and animal production and to optimise human labour inputs. It is an inseparable part of a sustainable agricultural economy, where energy-saving and low-emission solutions are of particular importance, e.g. in livestock construction. Animal buildings are one of the main building elements of a farm. The paper presents the use of modern solutions that may result in lower energy consumption, and thus lower operating costs of the building. They also reduce the consumption of natural resources and the emission of pollutants, and ensure animal welfare and safety of the operators’ work. Rational use of energy depends, among others, on from the used insulation materials for the construction of livestock buildings, technical equipment, i.e. lighting, heating, ventilation, as well as zootechnical devices. The profitability of livestock production can also be supported by the use of solar, wind, water and biomass energy. Photovoltaic cells, solar collectors, wind turbines, heat pumps and agricultural biogas plants are used for this purpose.

Considering the growing importance of energy-efficient building methods timber construction will play an increasingly important role in the future. Today wooden buildings in Slovenia represent just a small percentage of all domestic buildings constructed. Currently the growing trend towards wooden pre-fabricated houses is positive. This study is focused on the reasons pertaining to wooden building and the possibilities of increasing the use of timber in Slovenia. Issues like public attitude towards wooden buildings and its advantages were examined by means of Slovenian public opinion survey. The survey revealed the lack of knowledge about wooden buildings and the lack of environmental awareness. The positive trend towards wooden construction is dictated by international guidelines, where wooden building is an important starting point not only for low-energy, but also low-emission building with exceptional health and safety features. Renewable building materials should already be integrated into the early phases of building planning. It is expected that in the next years there will be a shortage of detached houses in Slovenia, hence an increase in the marked share of wood construction is predicted and there is an increasing need for renovation which is one of the most extensive tasks we will face in the coming years. So as to further enhance the interest in wooden buildings a specialized portal devoted to wood building in Slovenia has been established
Drewno w Słowenii jest dobrem naturalnym, którego zasoby nie są optymalnie wykorzystywane. Obecnie w Słowenii budynki wznoszone z wykorzystaniem drewna stanowią jedynie niewielki odsetek wszystkich budowanych obiektów. Jednocześnie kładzie się coraz większy nacisk na budownictwo energooszczędne i ekologiczne, zarówno na etapie powstawania budynków, jak i na etapie ich eksploatacji. Wykorzystanie drewna może wydatnie pomóc w uzyskaniu tego celu. W chwili obecnej można już zauważyć pozytywny trend zmierzający w tym kierunku. Podstawą analiz w tej pracy było badanie opinii publicznej, które miało na celu znalezienie przyczyn obecnego stanu oraz pokazanie możliwości zwiększenia wykorzystania drewna w słoweńskim budownictwie w przyszłości. Zostało ono przeprowadzone w 2006 roku pośród ludzi będących potencjalnymi nabywcami nowych domów. Pytania były podzielone na dwie kategorie. Pierwsza z nich dotyczyła wyboru technologii budowy nowego domu lub rozbudowy istniejącego. Druga kategoria to pytania sprawdzające wiedzę na temat właściwości drewna i zalet jego wykorzystania w budownictwie oraz świadomości ekologicznej w odniesieniu do konstrukcji drewnianych i domów pasywnych. Na podstawie analizy zebranych odpowiedzi można stwierdzić, iż obecny poziom wykorzystania drewna w budownictwie znajduje odzwierciedlenie w opinii publicznej na temat konstrukcji drewnianych. To brak wiedzy o budownictwie drewnianym i jego zaletach oraz świadomości ekologicznej są znaczącymi przyczynami obecnego, niskiego poziomu wykorzystania drewna w budownictwie. Przeprowadzone badanie opinii publicznej jest punktem wyjścia dla kampanii na rzecz poprawy świadomości Słoweńców w tym zakresie. Pierwszym elementem tych działań było uruchomienie portalu internetowego poświęconego budownictwu drewnianemu. Znajduje się tam baza danych o nowo budowanych obiektach drewnianych oraz artykuły, także naukowe, związane z tematyką budownictwa drewnianego.

In this article the author attempts to define, parameterize, evaluate and conduct a synthetic analysis of development potential in the area of the regional real estate market. The scope of analysis was defined according to the methodology of real estate quantification accepted by the Central Statistical Office. The Central Statistical Office in defining the process of the real estate market distinguished four research areas. These are the following: planning permissions which were issued, apartments which are under construction, apartments put into use and sales of building-assembly production executed by construction companies. The conducted research enables to evaluate the development of particular provinces in the area of the real estate market. The above mentioned evaluation, which depicts the potential of the regional residential market, is the starting point for the synthetic analysis of the obtained results. Simultaneously it enables to indicate changes in the development potential of local real estate markets.

Ecological building means creating and sustaining environmentally healthy construction based on sustainable development principles, economic and ecological effectiveness. The market of building materials has become a pioneer in adapting the idea of sustainable development in the construction sector. As a result of that process “sustainable building materials” have been created. They are defined as materials with superior performance during their whole life-cycle, which meets requirements of sustainable development principles. The following article presents the essence of sustainable building materials. The paper contains an exposition of the whole life-cycle, as well as discusses the advantages and disadvantages of the materials. Besides, the article includes comments on usage of sustainable materials in ecological buildings.
Budownictwo ekologiczne to tworzenie i odpowiedzialne utrzymanie zdrowego środowiska budowlanego w oparciu o zasady zrównoważonego rozwoju, efektywności ekonomicznej i ekologicznej. Rynek materiałów budowlanych jako pierwszy rozpoczął dostosowywanie się do idei zrównoważonego rozwoju. W wyniku tego procesu powstały tzw. zrównoważone materiały budowlane, definiowane jako wyroby, do których pozyskania surowców i proces ich przetwarzania w produkt finalny, wbudowanie wraz z transportem, użytkowanie, rozbiórka oraz ponowne wykorzystanie, spełniają wymogi rozwoju zrównoważonego. W niniejszej pracy przestawiono istotę zrównoważonych materiałów budowlanych. Omówiono fazy cyklu „życia” wyrobów budowlanych oraz ich wady i zalety. W artykule uwzględniono również wykorzystanie zrównoważonych materiałów w budownictwie ekologicznym.

While knowledge and technology have created global markets, economic stimulation on the local level is increasingly recognised as the key to regional resilience. As such, regional capacity building initiatives have moved into endogenous development models that build on the local economic context, embedded competencies and social structures. Illustrating an endogenous regional development initiative, this paper discusses a recent program in regional Victoria based on ‘economic gardening’ principles of infrastructure, information and connections and tailored to the specific needs of small to medium enterprises with high growth potential. The program brought together three tiers of government and the regional university to increase innovative capacity and performance of manufacturers in the region. The paper discusses program design and recruitment and reports both outcomes and participant satisfaction with the program. Taking a wider regional development focus, the paper concludes with a discussion endogenous capacity building programs of this nature in terms of their contribution to regional resilience and policy design.
Stymulowanie rozwoju na poziomie lokalnym jest kluczem do zwiększonej prężności regionów, dlatego też inicjatywy wpisujące się w politykę rozwoju endogenicznego i bazujące na kompetencjach i strukturach społecznych charakterystycznych dla regionu są obecnie bardzo popularne. W artykule zaprezentowano inicjatywę endogenicznego rozwoju regionu Victoria bazującą na zasadach „economic gardening” dostosowanych do specyficznych potrzeb małych i średnich przedsiębiorstw o wysokim potencjale rozwojowym. Autorka omawia również wybrane etapy realizacji programu i przedstawia jego wyniki. Dyskusji poddano wpływ tego typu programów na faktyczne wzmacnianie potencjału regionów i kształtowanie polityki rozwoju endogenicznego.

Corporate social responsibility (CSR) in mining areas has increased momentum especially in countries like India where it has been made mandatory. The primary objective of this paper is to document actual social challenges of mining in field areas and find out how companies in the coal sector can work in a systematic manner to achieve uplift of affected communities. The first part of the paper draws evidence from three different bodies of literature, i.e. CSR and coal mining, capacity building and livelihood generation in mining areas.We try to converge the literature to propose a novel framework for livelihood generation work through capacity building with the help of CSR investments. The paper also documents a live case of planning and the implementation of capacity building activities in Muriadih coal mines in the Jharkhand state of India and offers lessons to both business and policy makers. The proposed framework has only been experimented in a local context, yet has the potential to be replicated in other mining areas.

Sustainable development is a challenge worldwide. The nine states located in the Baltic Sea Region, with different political systems, have developed different ways of coping with environmental issues and incorporating them in the national education systems. Early joint efforts to minimize these differences undertaken by the Helsinki Commission (HELCOM) and the Baltic University Programme (BUP) to bridge these differences are impressive. Still, we need to continue learning about environmental history, policy formulation and current state of affairs in order to get ready for future challenges. With respect to contemporary discussions on improving educational processes, the aim of this paper is to present a good practice example of teaching at a BUP member university, in the light of ESD principles. A specific course, Environmental Politics, focusing on capacity-building for national environmental policies, is scrutinized in order to find out how to engage students on this topic. The findings suggest that structured discussions of environmental cases in small seminar groups are conducive to teaching ESD at a BUP member university.

Opis:
Most of humankind live in cities. They therefore play a central role in development processes. Local authorities, through their efforts to attract external investors, try to actively strengthen these processes. Nowadays, it is important for development to be sustainable, both in terms of the environment and citizenship. This article presents the delocalisation processes from three perspectives: the company, the place where the processes are located (i.e. country, region or municipality) and the inhabitant (social capital). The processes are subject to investor acceptance. This win-win strategy, which benefits all three parties, will become the common feature of all delocalisation investment projects which involve the use of available human resources at the place of investment. At present, more invaluable than the low labour cost is the quality of human/social capital, both in context of adaptation to the needs of a specific entrepreneur and one expressed by social and civic awareness. The author defines the theory of stakeholders as the key determinant that should guide municipalities in attracting investors and implementing a sustainable development strategy. Additionally, the paper uses the method of analysis of the literature on the subject, legal documents and available reports.
