    Organizacje certyfikujące księgowych, takie jak Association of Chartered Certified Accountants (ACCA), odgrywają ważną rolę we wzmacnianiu ich statusu zawodowego. Akredytacja stała się ostatnio celem wielu instytucji oferujących programy księgowe. Nasz artykuł ma na celu zbadanie wpływu akredytacji ACCA na edukację księgową w Polsce, a także zidentyfikowanie ważnych aspektów współpracy między ACCA a edukatorami księgowymi. Ustalenia oparte są na badaniu przeprowadzonym wśród 50 członków wydziałów z siedmiu polskich uniwersytetów. Według respondentów akredytacja podnosi prestiż oferowanych programów nauczania i ma istotny wpływ na organizację egzaminów, do których przystępują studenci uczestniczący w akredytowanych kursach. Zaangażowanie ACCA we współpracę z uniwersytetami polega głównie na promocji akredytowanych programów. Pomimo pewnych ograniczeń badanie zapewnia nowe spojrzenie na problem edukacji księgowej w kontekście procesów akredytacyjnych.

    The paper addresses the benefits from accreditation of an Engineering program. The criteria for accreditation are also being discussed as well as the cost of domestic and outside of the United States (US) accreditation. The paper also contains procedures for curriculum development as well as evaluation and assessment. Implementation of a comprehensive continuous quality improvement process (CQI) for individual courses as well as the entire Engineering program is being discussed and analyzed. The conclusions include practical recommendations for the effective closing of the CQI loop.

    Opis:
    Th e paper presents issues associated with the calibration and supervision of railway specifi c measuring instruments. It starts with considerations regarding the benefi ts associated with the measuring instruments calibration, especially regarding calibration performed by accredited laboratories. Attention is paid to the importance of maintaining traceability and keeping knowledge about measuring instruments’ errors in the context of railway transport safety. It analyses why the number of metrological laboratories off ering accredited calibration of railway specifi c instruments in Poland is insuffi cient. Th e paper makes use of the experience of the Railway Institute Metrological Laboratory. In particular, it uses experience gained in 2017 during the accreditation of AC resistance measurements, which are utilized for accredited measurements of the resistance of slippers with fastening systems, wheel wear profi le measurements with analogue callipers, buff er centre line height over rails running surface measurements and wheel tread diameter measurements based on two contact-points.

    Surgical interventions in patients with peritoneal metastases combined with hyperthermic intraperitoneal chemotherapy (HIPEC) and systemic treatment are becoming more common and, when applied to selected patient groups, they reach 5-year survival rates of 32–52%. Good clinical outcomes require experienced and well-equipped healthcare centers, experienced surgical team and adequate patient qualification process. As a result of the discussion on the need for evaluation of quality of care and treatment outcomes and at the request of the Peritoneal Cancer Section of the Polish Society of Surgical Oncology, accreditation standards have been developed and the Accreditation Committee has been established for healthcare centers providing cytoreductive surgery and HIPEC for the management of primary and secondary peritoneal cancers.

    In the EU, the quality of education in recent years has become a priority topic. In the context of university education and meeting the requirements of industrial practice, in the countries of the EU, different activities are carried out. These activities are focused on the techniques and methods by which we can achieve excellence in the educational process, creative solutions and innovative forms. The aim is to adapt educational processes to the current digital age. Therefore, in the educational process it is necessary to apply new forms and methods of education. With application of this method we can streamline the educational process and also increase the initiative and interest of students in acquiring new knowledge, skills and abilities. The aim of the article is to present the project, which is focused on improving the educational process by using a new approach to learning - Games Learning.

    This article presents the requirements for the establishment of an accredited testing laboratory for photovoltaic modules with crystalline silicon. A process of the construction of the testing laboratory for PV modules, based on the expansion of an existing accredited testing laboratory, is proposed. The chosen standard test procedures in the field of the safety and quality of the operation of photovoltaic modules with crystalline silicon are described in detail. The analysis can help in making a rational decision on the appointment of an accredited laboratory for photovoltaic modules, particularly when there already is apparatus for performing tests in accordance with the Low Voltage Directive and the Electromagnetic Compatibility Directive.
    W artykule zaprezentowano wymagania dotyczące utworzenia akredytowanego laboratorium badawczego modułów fotowoltaicznych z krzemu krystalicznego. Zaproponowano proces utworzenia laboratorium badań modułów PV na bazie rozbudowy istniejącego akredytowanego laboratorium badawczego. Przedstawiono szczegółowo wybrane normatywne procedury badawcze z zakresu bezpieczeństwa i jakości funkcjonowania modułów fotowoltaicznych z krzemu krystalicznego. Zaprezentowana analiza może wspomóc podjęcie racjonalnej decyzji o powołaniu akredytowanego laboratorium badań modułów fotowoltaicznych, w szczególności w przypadku posiadania wyposażenia do realizacji badań zgodnych z wymaganiami Dyrektywy Niskonapięciowej lub Kompatybilności Elektromagnetycznej.

    A laboratory is an organization which operates a quality system, has technical competence, generates valid results and its quality system and technical competence are conformed and recognized. A cryptology laboratory operates in information technology security area, where cryptographic methods of information protection play main role. Appropriate confidence, correctness and effectiveness of security services is needed and may be achieved trough development, evaluation, accreditation and certification processes performed by competent and commonly recognized organizations like: laboratories, certification and accreditation bodies. We describe in the paper the accreditation and certification structure and the IT security framework and also the role of the cryptology laboratory in this structure and framework.

    The quality management systems compliant with the ISO 9001:2009 have been thoroughly researched and described in detail in the world literature. The accredited management systems used in the testing laboratories and compliant with the ISO/IEC 17025:2005 have been mainly described in terms of the system design and implementation. They have also been investigated from the analytical point of view. Unfortunately, a low number of studies concerned the management system functioning in the accredited testing laboratories. The aim of following study was to assess the management system functioning in the accredited testing laboratories in Poland. On 8 October 2015, 1,213 accredited testing laboratories were present in Poland. They investigated various scientific areas and substances/objects. There are more and more such laboratories that have various problems and different long-term experience when it comes to the implementation, maintenance and improvement of the management systems. The article describes the results of the conducted expert assessment (survey) carried out to examine the conditions for the functioning of a management system in an accredited laboratory. It also focuses on the characteristics of the accredited research laboratories in Poland. The authors discuss the selection of the external and internal conditions that may affect the accredited management system. They show how the experts assessing the selected conditions were chosen. The survey results are also presented.

    The following article deals with the problem of integrating security issues into the study programme of faculties training teachers in individual fields of education. It evaluates the current status of the development of the issues at the level of interdepartmental cooperation of selected state administration institutions. Based on exploratory research by the Czech School Inspectorate, the current status of the implementation of security issues into schools and educational establishments is described. The ongoing pilot verification of the e-learning module in security issues at the Faculty of Education of Charles University in Prague is also introduced. The article contains statistical data from the statutory research task, which was carried out in the form of a diagnostic survey involving the staff and students of the Charles University in Prague. The research was dedicated to the issues of educating the teaching staff of the Czech education system in the field of safety issues, with particular emphasis on the safety of students and educational institutions. The article also presents the level of knowledge and practical skills of primary school teachers in the field of responding to crisis situations that may occur in the school environment, e.g active shooter.

    The quality of education in higher education concerns both the process of education and higher education as a good produced as a result of education processes. In the last several dozen years, the quality of education has become a major issue dealt with as part of public policy in the area of higher education both in the dimension of particular countries participating in the Bologna Process, and in the European Higher Education Area. As a result, social sciences have shown more interest in education processes in higher education, with managing the quality of education becoming one of the ideas central to the matter. Studies into the quality of education are conducted nowadays by representatives of many social sciences, adopting many different research approaches. The research approach proposed in this article refers to the organisational game concept and draws on the assumptions and the notional apparatus of the so-called decision-making approach as regards making public decisions. A particular assumption that has been made is that the activity of entities involved in the process of education and performing different roles therein (public authorities, higher education institutions and their associations, accreditation agencies and other institutions assessing the quality of higher education, the so-called stakeholders of higher education institutions) can be described and explained as decisions of players playing multiplayer and multilevel games for the organisation of education processes and for higher education. Games for education processes and for higher education are currently played not only in the hierarchical structure of the state, but also in a broader organisational perspective, which is the European Higher Education Area. Managing the quality of education in this area is not controlled top-down, and involves mainly arranging some binding and guiding institutional solutions which are to lead to an increased competitiveness of education processes and higher education offered by European higher education institutions.

    The last few years have been a period of intensive accreditation processes concerning accounting majors in Polish universities by institutions which confirm accounting qualifications. Our paper aims to investigate the quality of academic education in the context of ACCA accreditation from the perspective of a critical stakeholder group – students. The identification of their views contributes to the ongoing discussion surrounding the quality of accounting education, and how it relates to practice. The study is based on an online survey questionnaire. There was a total of 384 responses used in the study, provided by students of three leading Polish universities. We took into consideration the characteristics of our respondents such as gender, age, type of studies, and work experience. The multiple regression analysis allows us to conclude that accreditation is a factor that moderately influences the quality of accounting education. Students indicate the subject coverage and difficulties in preparing for accredited exams as highly important factors influencing the education quality. Accreditation and its impact on the quality of education are important and current issues; at the same time, these issues have not been addressed in academic research. The presented study is an attempt to fill the gap in the literature of this field, while also being relevant for practice. The results contribute to a better understanding of accreditation processes and students’ expectations. They may also be useful to more successfully design and develop accounting curricula at higher education institutions which have already been accredited or are considering such a possibility.
    Ostatnie lata to okres wzmożonych procesów akredytacji kierunków związanych z rachunkowością w uczelniach wyższych w Polsce przez instytucje certyfikujące zawód księgowego. Celem artykułu jest ocena jakości nauczania rachunkowości w kontekście akredytacji ACCA z punktu widzenia ich najważniejszych interesariuszy – studentów. Identyfikacja poglądów badanej grupy stanowi ważny głos w dyskusji na temat jakości kształcenia w obszarze rachunkowości oraz jej związków z praktyką. W badaniach wykorzystano kwestionariusz ankiety online. Objęto nimi 384 studentów trzech wiodących uczelni publicznych. W badaniach wzięto pod uwagę takie cechy jak: płeć, wiek, rodzaj studiów, doświadczenie zawodowe. Przeprowadzona analiza regresji pozwoliła stwierdzić, że akredytacja umiarkowanie wpływa na jakość kształcenia w zakresie rachunkowości. Studenci wskazali zmiany w zakresie wiedzy przekazywanej na zajęciach w związku z procesem akredytacji kierunków oraz trudności związane z przygotowaniem się do akredytowanych egzaminów jako istotne czynniki wpływające na jakość edukacji. Akredytacja i jej wpływ na jakość kształcenia to problem ważny i aktualny, a jednocześnie nie podejmowany w pracach naukowych. Przeprowadzone przez autorów badania stanowią próbę wypełnienia luki badawczej w tym zakresie, są także istotne dla praktyki. Ich wyniki mogą bowiem przyczynić się do lepszego zrozumienia procesów akredytacji i oczekiwań studentów w tym względzie, jak również mogą być pomocne w opracowywaniu planów studiów dla uczelni wyższych.

    Opis:
    Continuous program improvement and expectations of productivity of academic departments necessitate the use of web-based information sharing. This paper outlines how simple-to-use web-based environments such as documents repositories and collaborative ABET workspaces can improve the workflow of an academic department. They can boost the departmental productivity and faculty involvement in many aspects of teaching and accreditation efforts, and assist with faculty, staff and students interaction. Such environments reduce email communications and can vary by their degree of interactivity. Document repositories can be read-only, while interactive workspaces will typically extend read-write privileges to all participants. Furthermore, collaborative workspaces offer a democratic and open environment that encourages faculty and staff interaction. Finally, such workspaces remain easily scalable for projects of any size, and offer simplicity of navigation and easy-to-organize table of contents. The discussion of web-based tools has been illustrated with several examples of departmental repositories and interactive workspaces. Implementation guidelines are also offered for those interested in custom design of such tools.

    The quality management systems compliant with the PN-EN ISO/IEC 17025:2005 standard are widely described in terms of the research methods. However, the construction and functioning of the management system are discussed on a much smaller scale. The Authors of this publication tried to assess selected results from the survey conducted among 1,213 accredited testing laboratories functioning in Poland. The Authors focused on analysing the survey results describing the influence of the organizational structure of the institution in which the laboratory was located on the functioning of an accredited management system in a testing laboratory.
    ystemy zarządzania jakością wg normy PN-EN ISO/IEC 17025:2005 zostały szeroko opisane w kontekście metod badawczych. Natomiast budowa i funkcjonowanie systemu zarządzania zostały opisane w znacznie mniejszej skali. Autorzy publikacji podjęli próbę oceny wybranych wyników przeprowadzonego badania ankietowego na próbie 1213 akredytowanych laboratoriów badawczych funkcjonujących na terenie Polski. Autorzy skupili się na analizie wyników ankiety opisującej wpływ struktury organizacyjnej jednostki, w której jest umiejscowione laboratorium, na funkcjonowanie akredytowanego systemu zarządzania w laboratorium badawczym.

    Opis:
    Material characterization and assessment is a crucial stage in most of aviation and aeronautical research and a basis for further design and testing of more complex aircraft elements and structures. Material test’s reliability can only be guaranteed by conducting them at independent and reliable laboratories, operating based on a management system assessed by a third-party such as the accreditation according to the ISO / IEC 17025 or NADCAP or having the qualification of the second-party based on specific customer requirements. This paper introduces basic requirements for material testing laboratories according to accreditation systems and describes its responsibilities as qualified and reliable testing suppliers.

    Opis:
    This paper presents accreditation and standardization in forensic science as a factor influencing their reliability. The application of the international standard ISO 17025, which applies to the accreditation of forensic laboratories, is summarized. In order to further the reliability of forensic work and procedures, as one of the foundations of a just and just justice, the paper gives a review of what is the future of forensic accreditation. This is mostly and mainly related to the work of the TC 272 Technical Committee, which is based on the development and application of forensic standards, which will cover a complete forensic process from finding material traces on the spot to present findings and opinions of the forensic court judges.
    Artykuł przedstawia akredytację i normalizację w kryminalistyce jako czynniki wpływające na jej wiarygodność. Autor podsumowuje zastosowanie międzynarodowej normy 17025, która odnosi się do akredytacji laboratoriów kryminalistycznych. W celu zwiększenia wiarygodności działań i procedur w zakresie kryminalistyki, która jest jednym z fundamentów sprawiedliwego i rzetelnego wymiaru sprawiedliwości, w artykule zarysowano także przyszłość akredytacji w kryminalistyce, głównie w odniesieniu do pracy Komitetu Technicznego TC 272. Jego zadaniem jest tworzenie i stosowanie standardów kryminalistycznych, które obejmują cały proces badań w tym zakresie: od wykrycia śladów na miejscu zdarzenia do prezentacji wniosków i opinii ekspertów kryminalistyki.

    Opis:
    In the Act on Museums, Chapter 3, the National Register of Museums is pointed out as an official list to be entered by those institutions which represent both a high standard of their cultural activity and a great importance of their collections. The relevant Ordinance – in accordance with the Act – is to specify the manner in which the Register should be run, the application form for candidates, the mode and conditions of entering it, and the control procedures. However, the Ordinance reveals neither the requirements museums should meet nor the criteria of their assessment; only the application form contains the range of issues which are to be analysed. It is a bit like taking part in a contest without the general terms. The categories used for the evaluation are known from the application form, but there is no reference to any goals, the museums should strive for, or criteria that serve for their either positive or negative final assessment. Even though the members of an evaluation committee are distinguished specialists, who undoubtedly are able to assess the standard of museum performance, an assessment without criteria will always be purely subjective and immeasurable. In countries like e.g. the United Kingdom there are accreditation systems which allow to have the high standard of museum performance certified. The accreditation schemes that are officially in use specify the requirements for museums in a clear manner, leaving no doubt which constituent is being assessed and what criterion is used for it. It also has a positive impact on unification of management in museums, and indicates the direction they should take for improving the quality of their performance. These standards refer both to the strategic issues in relation to the management of the museum as an organisation and its collection, and to the experience it offers to their visitors.
    W Ustawie o muzeach w rozdz. 3. mowa jest o Państwowym Rejestrze Muzeów, do którego wpisywane są instytucje o wysokim poziomie merytorycznej działalności i dużym znaczeniu zbiorów. Rozporządzenie w sprawie Rejestru ma – zgodnie z Ustawą – określać sposób jego prowadzenia, wzór wniosku o wpis, warunki i tryb dokonywania wpisów oraz okoliczności kontroli. Rozporządzenie nie wskazuje jednak wymagań wobec muzeów ani kryteriów ich oceny, a jedynie we wzorze wniosku podaje zakres zagadnień, jakie poddawane są analizie. Sytuacja przypomina nieco udział w konkursie bez regulaminu – na podstawie rubryk z formularza zgłoszeniowego znane są oceniane kategorie, nie ma jednak żadnego odniesienia do celów, do jakich muzeum ma dążyć, ani kryteriów, według których instytucja zostanie oceniona pozytywnie bądź negatywnie. Choć w skład komisji kwalifikacyjnej wchodzą osoby będące wybitnymi specjalistami, które bez wątpienia są w stanie ocenić poziom muzeum, to jednak ocena pozbawiona kryteriów staje się czysto subiektywna i niemierzalna. W krajach takich, jak np. Wielka Brytania istnieją systemy akredytacji pozwalające na staranie się o uzyskanie poświadczenia wysokiego poziomu działania muzeum. Obowiązujące w nich schematy akredytacji w jasny sposób określają wymagania, jakie musi spełniać muzeum, nie pozostawiając wątpliwości co do tego, jaki element jest oceniany i według jakiego kryterium. Wpływa to również pozytywnie na ujednolicenie zarządzania w muzeach i wyznacza instytucjom kierunek, w którym mają dążyć w celu podwyższenia jakości. Tego typu standardy odnoszą się zarówno do zagadnień strategicznych, związanych z zarządzaniem muzeum jako organizacją i zbiorami muzealnymi, jak i do muzealnej oferty dla publiczności.

    The article presents basic concepts related to accredited calibration laboratories in accordance with ISO/IEC 17025. It describes in detail one of the only few existing in Poland calibration laboratories which deals with instruments for sound measurements. This laboratory is an interesting case as it is the only one in Poland, located in a company developing new instruments, producing, selling them and conducting their service in all over the world. Thanks to this location, the laboratory is able to provide their services not only in Poland but also abroad, which could affect revenues. In the paper laboratory equipment is presented and the innovative ways to increase measurement throughput is discussed. The calibration and measurement capability developed on the basis of uncertainty budgets is given. The activities carried out during the calibration are presented as well as the contents of the first page of the certificate. In the conclusions the strengths of the laboratory are listed.

    The paper presents the EU binding regulations concerning the principles of the EU classified information protection laid down in the Council Decision 2013/488/EU. It refers, first of all, to the definition of classified information, protection, personnel, physical and industrial security, communication and information systems, exchange of classified information, cases of compromising or losing the EU classified information and organisation of security in the Council. Due to Poland’s membership in the EU, the knowledge of the issues of the EU classified information protection is essential. It must be pointed out that the Head of the Internal Security Agency is designated to perform the tasks of a National Security Authority.
    Przedmiotem rozważań jest aktualna regulacja prawna Unii Europejskiej określająca zasady ochrony informacji niejawnych UE, która została zawarta w decyzji Rady 2013/488/UE. Odniesiono się przede wszystkim do definicji informacji niejawnych, ochrony, bezpieczeństwa: osobowego, fizycznego, przemysłowego, systemów teleinformatycznych, wymiany informacji niejawnych, przypadków naruszenia i narażenia na szwank bezpieczeństwa informacji niejawnych UE, a także organizacji bezpieczeństwa w Radzie. Ze względu na udział Rzeczpospolitej Polskiej w UE znajomość problematyki ochrony informacji niejawnych Unii ma ważne znaczenie praktyczne. Zwrócić przy tym należy uwagę na Krajową Władzę Bezpieczeństwa, której zadania wykonuje Szef Agencji Bezpieczeństwa Wewnętrznego.

    The article presents the aspects of Communication and Information Systems security principles for classified Information Security Management System implemented within the realization of European Defence Agency research and technology projects. In the content of article, author characterised the rules and procedures, resulting from the legal acts, which regulates IT security procedures of classified information processing, obtained during the realisation of research process. Special attention has been focused on the European Defence Agency projects during which common IT security procedures are very important to provide not only the proper level of secrecy but also to ensure confidentiality, integrity and availability of all information processed during the research process.
    W artykule zaprezentowano aspekty organizacji ochrony systemów teleinformatycznych wykorzystywanych w ramach systemu zarządzania bezpieczeństwem informacji niejawnych wytwarzanych, przetwarzanych i przechowywanych dla potrzeb realizacji prac naukowo-badawczych Europejskiej Agencji Obrony. Przedstawiono zasady oraz procedury wynikające z uregulowań prawnych normujących przetwarzanie informacji klauzulowanych w systemach teleinformatycznych. Szczególną uwagę zwrócono na zachowanie podstawowych cech sytemu ochrony informacji mających na celu zapewnienie poufności, integralności oraz dostępności informacji wytworzonych w trakcie realizacji procesu badawczego.

    Opis:
    The origin and development of engineering pedagogy as a subdiscipline of pedagogy in Ukraine and in foreign countries is analyzed. The outstanding role of the founder of IGIP Professor Adolf Melecinek in the processes of formation of an international scientific school of engineering pedagogy and creation of conditions for professional-pedagogical and psychological training of teachers of technical disciplines as a factor in training competitive engineers is discussed. The essence, content and structure of professional training of future engineers with the aim of forming professional competences are highlighted. The features of the cognitive and practical activities of future engineers are revealed. The components and conditions for increasing the efficiency of the formation of the engineer’s professional competence and his readiness have been determined. Particular attention is given to the quality of academic teaching is decisively determined by the qualifications and competencies of the teaching staff, which also include university pedagogical capabilities. Therefore, it has been substantiated that with the growing environment and consciousness of “outcome-based education”, the importance of engineering pedagogy has increased manifold.
    Artykuł dotyczy pochodzenia i rozwoju pedagogiki inżynierskiej w Ukrainie i w innych krajach. Omówiono wybitną rolę założyciela IGIP profesora Adolfa Melecinka w procesach kształtowania się międzynarodowej szkoły naukowej pedagogiki inżynierskiej oraz tworzenia warunków do profesjonalnego pedagogicznego i psychologicznego przygotowania nauczycieli dyscyplin technicznych jako czynnika kształcenia konkurencyjnego inżyniera. Zwrócono uwagę na istotę, treść i strukturę szkolenia zawodowego przyszłych inżynierów w celu kształtowania kompetencji zawodowych. Ujawniono cechy poznawczej i praktycznej działalności przyszłych inżynierów. Określono składowe i warunki zwiększenia efektywności kształtowania kompetencji zawodowych inżyniera oraz jego gotowości. Szczególną uwagę przywiązuje się do jakości nauczania akademickiego, która w decydującym stopniu determinowana jest kwalifikacjami i kompetencjami kadry dydaktycznej, do których zalicza się również uniwersyteckie możliwości pedagogiczne. Zaznaczono, że wraz z rosnącym środowiskiem i świadomością „edukacji opartej na wynikach” znaczenie pedagogiki inżynierskiej wzrosło wielokrotnie.
