The democratic transformation in Poland, the beginning of which dates back to the 1980s, brought political and economic freedom that additionally inspired the activity of civil movements taking the form of non-governmental organizations. Since the early 1990s, Polish society has become clearly divided, which was illustrated by the emergence of three distinct areas of public activity. The Law of March 8, 1990 on Territorial Self-Government began the rapid development of local governments, which were given the task of handling local public matters. The Law on Business Operations, which was in force at the time, ensured freedom of operations and the principle of quality of all participants of business life. Other laws, the Law on Foundations of April 6, 1984 and the Law on Associations of April 7, 1989 restored the possibility of civil self-organization, working for one’s own circle and fulfilling social needs. Throughout the whole period of political transformation, and in particular in the decade after Poland’s accession to the European Union, NGOs have become one of the most active actors of public life, and a capable partner to local and regional authorities in designing policies. One significant element of politics involves ensuring the security of citizens. Social security is of particular importance. NGOs initiate a number of projects aiming to fulfill the basic needs of residents, thereby ensuring their personal development and confidence. Cooperation with territorial self-government isof exceptional importance here.

The principle of subsidiarity not only has formed many of provisions in the act on Public Benefit and Volunteer Work (particularly those related to social consultations and transferring of public tasks), but is also a directive forming the cooperative habits between the public and non-public sectors. This is a matter of great importance taking into account that the subsidiarity in Poland is not effectively implemented as it could be because of limited autonomy of the self-government and frequently occurring interference of the State. Unfortunately it results in limiting of ability to decide on the type and methods of performing tasks. In addition, financial resources usually are not sufficient. It would be desirable to maintain and develop this course because about 61% of the polish society finds the third sector more effective than the public one. More and more often (43%) the contribution of the non-governmental organisations on solution of local problems is perceived, although still near the half of respondents (48%) doubt that they would have an important impact on the solution of important social problems. There are also real concerns about corruption, other law abuses, or giving priority to private interest instead of communal one.

This paper aims to answer the question: Through what activities the Stocznia Foundation ensures the idea of social participation in society? That idea assumes that social groups actively participate for the benefit of social development in cooperation with municipal authorities and third-sector organizations. Stocznia is a non-governmental organisation and an aid institution providing services in the areas that improve building a conscious, safe and wise society, actively involved in the activities for the common good. The Od diagnozy do strategii project organized by the Stocznia Foundation, is the document that describes the citizens’ participation in public projects and the process of planning an effective strategy for achieving selected goals. The Foundation is an integral part of the preparation strategy for civic participation, which is based on the analysis of the practical involvement of stakeholder groups in the creation of real plans for the development of the local environment. This article is part of the research devoted to the Stocznia Foundation and its activities for the benefit of the society, especially the idea of social participation and the security sphere related to it.

Opis:
Various social, political and economic contexts give rise to visibly different concepts of security and these differences make one ponder on the limitations of traditional concepts of democratization and political development. Scientists, politicians and activists are now ever more boldly beginning to ask difficult but necessary questions about the appropriate dynamics of the processes of creating security and about the priorities adopted within them, searching for ways on which these processes could be co-created by traditional, local visions of needs of citizens’ safe life. The review of scholarly literature and political journalism addressing security points out new spheres of debates and subjects of controversy within this discipline. In a situation where in security-related processes governments cannot be the only ones that dominate, a question about the possibility of expanding activities with non-governmental organizations arises.

The article considers the role of the third sector in addressing the impact of COVID-19 on Ukrainian women migrants in Poland. Based on research amongst Ukrainian women in Poland, the article argues that the primary effects of the pandemic have been to intensify existing problems in a number of spheres, and to illustrate that it is the interconnection between these spheres that constitutes the unique experience of migrant women. In this context, we argue that there is a need for third sector projects that address the experiences of migrant women during Covid and that the perspectives of Ukrainian women need to be incorporated in wider debates and actions regarding post-pandemic Polish society. The article reflects on how this can be achieved.

The article is a study of collective action frames created during the union organizing campaign of the precariat in Polish non-governmental organizations. NGOs are paradigm precarious working environments with a great share of atypical employment relations, voluntary work and blurred work-life boundaries. Trade union used the frame of the precariat to reach workers of such organizations but during framing contest NGO managers intercepted the frame. Despite their power advantage within organizations, managers’ working conditions were precarious, too. Dynamics of the case shows dangers of using extended frames, such as the precariat, in organizing precarious sectors. The very concept of the precariat obscures conflict and power inequalities within organizations.

The aim of the article is to answer the following research question: Through what activities does the Stocznia Foundation ensure involvement of and support to children and youth? The analysis was performed on the basis of theoretical and empirical knowledge. Areas were indicated in which the support of the young generation by NGOs was most often noted as part of activities for local communities. In this aspect, types of assistance were listed, such as: shaping the attitudes of youth, learning soft skills in relations with other people in the decision-making process, social directions of development of children and youth, and assistance in gaining visibility of the realized projects. Apart from that, the positions of the authors of the Equal Opportunities project are based on 20 years of work. The Foundation focuses its activities on the provision of services in the areas that favor building a conscious and safe society through the active involvement of the young ones in efforts for the common good.

The paper presents an analysis of roles and visions of foundations in four Central and Eastern European countries: the Czech Republic, Estonia, Hungary and Poland. It offers a comparative account of the relevant legislation and the paths taken by these four foundation sectors in the aftermath of the 1989–91 democratic re´gime changes. They are depicted against a background characterized, among other things, by a partial demise of the state and rapid development of non-profit organizations. Using the methodology and conceptualizations of the research project Roles and visions of foundations in Europe, the authors describe the role profiles of foundations in these countries. They distinguish between role expectations of foundation stakeholders and the roles foundations are actually able to perform, given existing constraints such as legal regulations and limited own resources. The roles are further analyzed as parts of broader social visions in which foundation representatives and other stakeholders in the four CEE countries prefer to locate them. The dominance of certain roles and visions is explained with reference to specific features of post-communist societies

The aim of this paper is to investigate reasons hindering the proper recognition of co-production in public policies and its implementation to current research in Poland. The study elaborates on three theses: existing a veneer form of co-production instead of co-production par excellence, limiting the recognition of co-production to the theoretical concept and its underestimation in empirical studies, and limiting co-production to cutting or freezing public expenditures on public services instead of regarding it as an instrument involving citizens into public policies. The paper is divided into the sections including: the overview of the foreign findings on co-production, presenting the reasons of co-production's poor recognition in Poland, analysing chances of co-production's utilization in research and public policies, and — finally — showing some preliminary evidence from education policy in Poland. The study is based on theoretical analyses of the literature and statistical data, and preliminary empirical evidence from authors' science project.
Celem artykułu jest analiza czynników utrudniających rozpoznanie koprodukcji w polity¬kach publicznych i jej wykorzystanie w badaniach naukowych w Polsce. Studium koncen¬truje się na trzech głównych tezach, tj. założeniu istnienia fasadowej formy koprodukcji w miejsce koprodukcji właściwej, ograniczenia koprodukcji do ram teoretycznych, przy jej słabym wdrożeniu w badaniach naukowych, oraz traktowania koprodukcji w sposób pragmatyczny, czyli jako narzędzia ograniczania wydatków publicznych, ale nie jako instru¬mentu zwiększającego udział obywateli w realizacji i stanowieniu polityk publicznych. Artykuł został podzielony na kilka części, w których dokonano przeglądu tła teore-tycznego koprodukcji w literaturze zachodniej, zanalizowano powody słabego rozpoznania koprodukcji w Polsce i szanse na jej umocnienie w badaniach empirycznych oraz przed¬stawiono zastosowanie koprodukcji w polskiej polityce edukacyjnej. W studium wykorzystano analizę literatury i dostępnych danych statystycznych oraz zaprezentowano wyniki badań autorki w zakresie koprodukcji w polskiej polityce edukacyjnej

The paper is based on preliminary results of the analysis of four pilot narrative autobiographical interviews conducted with members of the oldest generation of Polish social innovators (born in the 1930s-early 1950s) working in the human sector area CSOs. In this text, I use the concept of opportunity structures, reflecting over sets of structures which facilitate the professional and personal development of social reformers. I refer mainly to Institutional Opportunity Structures emerging in Poland under the socialist regime, during and post systemic transformation. The leading argument here is that the social innovator’s career interrelates with the use of opportunity structures available in a political and economic system regardless of its type and prevalent ideology.

Purpose: The article discusses the basic differences and common features of foundations and registered associations of the NGO sector. The article analyses 8 categories concerning the characteristics of projects in foundations and registered associations in order to detect whether they differ significantly. Design/methodology/approach: A target group was surveyed. Findings: Based on the research, a description was compiled on the common features that were detected and differences between projects implemented in foundations and registered associations in NGO sector. Research limitations/implications: In the article, the author collates the results of her own research on the development of projects in the NGO sector of foundations and registered associations, having full awareness that research carried out on a targeted sample does not allow generalizing conclusions for entire populations, although it allows identifying regularities present in a given community in order to outline further research directions. The research was conducted as part of the pilot project of NGOs’ project management issues and is the starting point for conducting in-depth research in this area. Practical implications: In NGOs, authorities and managers should increase their competences in project management in NGOs and promote good practices and professionalization of project management in third-sector organizations. Social implications: The implementation of projects in foundations and registered associations is the basis of their functioning. Widespread research in this field allows increasing project awareness among NGO members. Originality/value: A comparative project analysis was carried out for two types of NGOs: foundations and registered associations. The article is addressed to people involved in NGO project management research and to third-sector entities.

While the community media sector may be reported as established and well developed in Western Europe, it has grown considerably more slowly in almost all countries in Central and Eastern Europe. Th e literature on community media in Europe is also Western oriented — most of the publications about this sector centre on countries which were located on “the better side” of the Iron Curtain and have been written by Western authors. Th is paper is the fi rst attempt to look at the problem of community media in Central and Eastern Europe in general and present the specifi c problems of community media development in this region from an Eastern perspective. According to the Mapping Project of Community Media completed by the Community Media Forum Europe in 2012, the community media sector is legally recognized in only four countries from this region.

This paper aims to answer the following research question: Through what activities the Stocznia Foundation ensures the activation and safety of people at risk of exclusion? Given the growing number of social groups at risk of exclusion (mainly the elderly, the homeless, those at risk of homelessness or the lonely), the Stocznia Foundation responds by conducting research aimed at identifying social needs. Its actions help restore the meaning of life to these groups, as well as re-establish themselves in society. As an aid institution, this non-governmental organization provides services in the areas that contribute to building a conscious, safe and wise society, actively involved in working for the common good. As an integral part of the CAMI and Lokator projects, the Stocznia Foundation cooperates with other NGOs and organizations for the development of innovation and science.

This article discusses The Self-governing Republic, a programmatic-ideological conception which was part of the “Solidarity” Program accepted at the union’s First Convention in 1981. This conception was rooted in the ideas of the democratic opposition of the nineteen-seventies but it also reflected the pivotal changes in social consciousness which took place in 1980–81. Its main focus were postulates for the development of democratic institutions in all walks of social, political and economic life, postulates concerning the development of participant institutions, and the postulate to lay the moral foundations for democracy (e.g., responsibility of those guilty of communist crimes). This text confronts the programmatic legacy of The Self-governing Republic with its only partial implementation after 1989. The foundations of procedural democracy had been lain by this time but development of themoral foundations for democratic transformation were conspicuously lacking. The institutions of social self-government were only partly developed in the formof territorial self-government and, not without considerable resistance, development of the NGO sector which became the main programmatic successor of “Solidarity’s” legacy. In the nineties those changes which did take place in this sector were mainly the result of grassroots pressure and foreign aid. Since 2001/2002, however, positive institutional improvements have been observed in the vicinity of this sector. These improvements correspond with the sector’s new conditions of functioning following Poland’s accession to the European Union.
