Opis:
Risk of an accident is an ever-present component in the maritime transportation process, especially in congested waters such as port areas. Since safety is of crucial importance in the maritime industry, different models of risk assessments were developed to ensure minimal navigational danger. The aim of this paper is the development of modular, dynamic sets of parameters, applicable for future risk assessment models on port approaches by introducing top-down expert appraisal structure methodology organised in three steps. Firstly, approaches and criteria from relevant international recommendations and scientific studies on maritime risk assessment models were analysed and compared, in order to obtain general categories of navigational safety parameters. Secondly, existing risk assessment parameters were structured and combined into new dynamic sets. In the third step, these dynamic sets of parameters were selected, and numerical values were assigned to them according to the specific context of the port. Finally, this top-down methodology aims to provide relevant dynamic sets of criteria for navigational safety risk assessment development that are flexible and widely applicable for the needs and characteristics of different ports.

Opis:
Comparative studies for conversion of the fuel from HEU to LEU in the miniature neutron source reactor (MNSR) have been performed using the MCNP4C code. The HEU fuel (UAl4-Al, 90% enriched with Al clad) and LEU (UO2 12.6% enriched with zircaloy-4 alloy clad) cores have been analyzed in this study. The existing HEU core of MNSR was analyzed to validate the neutronic model of reactor, while the LEU core was studied to prove the possibility of fuel conversion of the existing HEU core. The proposed LEU core contained the same number of fuel pins as the HEU core. All other structure materials and dimensions of HEU and LEU cores were the same except the increase in the radius of control rod material from 0.195 to 0.205 cm and keeping the outer diameter of the control rod unchanged in the LEU core. The effective multiplication factor (κ eff), excess reactivity (ρ ex), control rod worth (CRW), shutdown margin (SDM), safety reactivity factor (SRF), delayed neutron fraction (β eff) and the neutron fl uxes in the irradiation tubes for the existing and the potential LEU fuel were investigated. The results showed that the safety parameters and the neutron fl uxes in the irradiation tubes of the LEU fuels were in good agreements with the HEU results. Therefore, the LEU fuel was validated to be a suitable choice for fuel conversion of the MNSR in the future.

Sea–river ships can connect the area inside of land with oversea places without of indirect trans- shipment. In many cases the sea-river ships move on waterways (natural and artificial) inside of land for hundreds kilometres. Navigation in inland waters has to meet the same requirements as those for pilot navigation. This is due to the relations between the ship size and other objects on water area. These ones caused the navigation more hard then on open seas. The paper presents the criterion of safety assessment of navigation during sea-river ships manoeuvring ship in inland waters.

The paper presents a method of recommended waterway parameters determination, based on modified relationships derived from actual empirical research - the authors’ combination of PIANC and Canadian deterministic methods and stochastic relationships). These relationships are mostly discontinuous functions (e.g. of ship type variable, speed, method of determining the position, etc.), which can be approximated by continuous spline functions. Application built in C# allows determining the recommended minimum width of the waterway, the width increase due to the accuracy of the vessel positioning method, and the minimum radius of waterway bends. The results can be further utilized in the Decision Support System for Water Transport Safety.

This article is dedicated to the possibilities of using 3D scanning method for geometric parameter measurements of protective helmets and to the development of methodology for conducting such research. The basic requirements for helmets are related to its geometrical parameters. They are determined in the laboratory during the appropriate tests, and the results are used in the certification process. The method of determining such parameters used to date is based in most cases on the use of head models, linear gauges and calipers. For this reason, a complicated shape of the helmet shell and the construction of the harness pose considerable problems. To avoid such problems, and more importantly measurement errors, the possibility of using modern 3D laser scanning technology to measure the helmet geometry was verified.

Application built in the C# allows determining the recommended minimum width of the waterway, width increase due to the accuracy of the vessel positioning method, and the radius of waterway bends for the five input variables of the ship and from ten to sixteen input variables of the area.
W artykule przedstawiono algorytm wyznaczenia zalecanych parametrów toru wodnego oparty o pozyskane z badań rzeczywistych zależności empiryczne (kombinacja metody PIANC i kanadyjskiej). Zależności te są przeważnie funkcjami nieciągłymi (np. zmiennej typu statku, prędkości, metody określenia pozycji itd.), które można aproksymować ciągłymi funkcjami sklejanymi. Zbudowana aplikacja w środowisku C# umożliwia wyznaczenie zalecanej minimalnej szerokości toru, powiększenia szerokości ze względu na dokładność okre-ślenia pozycji statku oraz promienia łuku zakola dla pięciu zmiennych wejściowych statku i od dziesięciu do szesnastu zmiennych wejściowych akwenu.

The definition of dynamic areas of searching for shipwrecks, and/or the movement of pollution across waters of Szczecin Lagoon first requires the knowledge and specification of hydro-meteorological conditions across the area. This article compares wind parameters from various sources of meteorological stations located close to Szczecin Lagoon. The wind speed and direction were obtained from Ueckermuende, I Brama Torowa (Urząd Morski Szczecin), and Kopice (wind meter of Szczecin Maritime Academy). Wind direction data analysis was based on directional statistics methods and tools.

The article presents an original two-stage simulation method for the optimization of seaport parameters. Presentation of the method is based on example of parameter optimization of the outer container port in Świnoujście. Presented method uses two limitations of the objective function related to safety of manoeuvring and mooring of ships. It consist of two stages, first one is carried out for the parameters defined in the preliminary stage of design. On the basis of results from this stage, layout and other parameters of port waterways can be adjusted to satisfy assumed safety criteria. The second stage uses the parameters established in the first stage. It allows for small adjustments which will not change the safety of manoeuvring. The result of second stage is optimal parameters of the examined port waterways.

The increasing sizes of ships and lack of functionality of the existing solutions determine the interest in rebuilding the already existing solutions. Simulation models allow to analyse the possible modernisation variants taking into account the variability of elementary parameters. The article presents analysis results for the Przemyslowy Canal in Szczecin with respect to navigation safety and regulating traffic regulations in the Przemyslowy Canal taking into consideration the interests of all subjects involved. The paper applies real-time simulation methods based on manoeuvring simulators. After a thorough analysis that took into account the safety of navigation, further possibilities of development have been determined. Study results are aimed at designing new solutions in case of modernization of the Przemyslowy Canal in Szczecin.

As the devices designed to transport materials, the overhead cranes should meet certain geometric requirements for their operation to be safe. The presently available geodetic equipment, in particular total stations, provides opportunities for precise 3D measurements of coordinates of the controlled points. These coordinates make a basis for correcting the height of crane runway axes. The paper presents a method to calculate position corrections for the crane rail axes in both vertical and horizontal direction, and indicates that these results can find much wider application. Among other goals, the observations of this type, along with the Kalman filtration method, can be used to predict vertical displacements of the crane rail axes. The object of practical considerations in the paper is a crane working in the area with unfavourable geotechnical conditions and the settling limits attributed to this crane and location area in the technical design. The sample practical application has confirmed the validity of the use of the proposed solution for evaluating the operational safety of the crane. Although the tests were performed for the gantry crane, the proposed solution is believed to be applicable for other types of overhead cranes.

This paper presents the radar system installed by the Polish maritime administration within the scope of the “National System of Maritime Safety (KSBM)” project. One of the main objectives of introducing the system is to improve the safety of navigation on the fairways, routes and in traffic separation schemes and ports, as well as the environmental protection of the coastal waters of Polish maritime areas. Radars are intended mainly for the early detection and accurate tracking of ships for the purpose of preventing maritime accidents and pollution of the sea and coast line. They are connected to a digital exchange network that allows remote handling and data transfer in relation to radar station – control centre – radar station and between control centres. The basic technical parameters of the purchased radars, installation position and the detection ranges, calculated by means of the CARPET program for objects and conditions defined in the IALA Recommendation V-128, are described.
