The deep changes in Polish legal system and economy that took place after 1989 contributed to the emergence of new challenges for public administration. The legislator, in order to satisfy growing numbers of social demands, appointed new tasks and created a new legal form of action for public administration entities. However, not every of the new forms were fitted to classically understood administrative law. Part of this new forms at the same time combines some features characteristic for administrative law as well as typical for civil law, which gives them untypical (hybrid) character. As an example, there can be mentioned: civil law contracts with so called “overlays” (obligatory additional conditions) imposed by certain legal acts as well as administrative settlements and administrative contracts. The aim of this article is to analyze those hybrid forms of action of public administration entities in terms of implementation the objectives of regulation set by the legislator.

Opis:
Due to the need for public sector reforms, a number of actions are being undertaken to improve the delivery of public services. New Public Management is one of the concepts that assumes the introduction of management methods and techniques modelled on the private sector into the public sector. In line with this new concept of customer management, service recipients are perceived not as supplicants but as customers. The aim of the article is to present the directions of changes in information flows in relations between public administration and economic entities related to the implementation of new public management. The article presents the basic assumptions of the New Public Management concept. Subsequently, the attention is paid to the types of information and methods of communication in relations of public administration with business entities. Electronic means are becoming one of the most important channels of information flow. The implementation of modern information and communication technologies enables electronic data exchange, creation of electronic documents, e-services and electronic access to information.

Nowadays the requirements for good governance under the pressure of global development crisis become not only legitimate but even necessary. Good Governance concept is relatively known in theoretical area, first of all in area of good governance principles. Principles such as efficiency, transparency, efficiency and responsibilities etc. are the basis of the concept of Good Governance. The second important aspect of the concept is the procedural feature because the processes running (including decision making) create a basic area for the application of the principles. The primary research question is how Good Governance concept could be implemented in to the practice for support modern democratic public administration. The procedural aspect of the concept requires a direct connection with the new trends in public management, which are influenced by New Public management. New Public management is trying to revitalize the processes of public organizations with inspirations of wellestablished managerial methods from private sector (including process management and others). Good governance concept and New Public Management have been inspiration for administrative reforms in many countries. The paper deals with the possibility of using the process management in intraorganizational area in public organizations for better governance in wider perspective. It’s focusing on analysis of benefits of process management in the context of keeping the selected good governance principles. Part of the paper is to analyse some of critical factors determining the implementation of process management in the public sector in Slovakia.

This article describes and analyses Polish diaspora policy changes in the years 2011–2015. Two decades after the rebirth of the Polonia policy in 1989, it was completely rebuilt. Emphasising values and Poland’s obligations towards the diaspora was replaced by paying more attention to the interests and profitability of this policy. The authors demonstrate how New Public Management (NPM) concepts influenced this shift. Analysis of two different sources – documents programming Polish diaspora policy and interviews with experts and persons designing the Polonia policy – confirmed that NPM principles influenced Polish diaspora policy on five dimensions: organisational restructuring, management instruments, budgetary reforms, participation, marketisation/privatisation.

The period stretching from 1974 till now has been characterized as the most stable period of the political and administrative history of Greece. However, the appropriate organizational culture which can contribute to the creation of a strategic vision for Greek public administration has not yet been shaped. Therefore, the public sector is not efficient and productive. On the contrary, bureaucratic pathogenies are particularly prevalent. These pathogenies have been rendered even more intense during the economic crisis and the recent pandemic. It is necessary that the modern culture of public administration be focused on effective cooperation, the satisfaction of both citizens and administrative executives’ expectations, respect for the individuality and development of public sector executives, the enhancement of public services’ good reputation, assessment, communication and finally the implementation of the principles of ethics, integrity and legitimacy. The culture of a modern public administration should be based on the principles of new public management and electronic government. This article is based on the study of secondary sources, more specifically institutional texts, international and national organizations’ reports, studies, historical texts, as well as civil servants’ views. The conclusions are particularly significant and can spark off the change of the organizational culture in public administration.

From the perspective of new institutionalism, this article studies the rules of doing business in Poland in the context of the country’s accession to the European Union. The article’s starting point is the premise that interaction between formal and informal institutions leads to an institutional balance or imbalance and determines the final shape of the economy and its effectiveness. Accordingly, the authors analyze four types of relations occurring between the formal and informal rules of doing business in Poland: (1) the influence of the restrictiveness of regulations on informal relations between the public administration and business; (2) the relation between the low effectiveness of the law in regards to running a business and informal adaptive reactions; (3) the effects of EU law on business strategies; (4) the effects of the global economy on the extent and forms of cooperation between the public administration and business. Analysis of empirical material provides a basis for constructing four institutional models of the rules of doing business in Poland: the ‚antagonistic’ model, in which the administration and business are striving for mutually exclusive goals; the ‚parallel’ model, where formal and informal institutions create separate orders; the ‚alternative’ model, in which formal, new, EU solutions are created; and the ‚integrated’ model, where actors are encouraged to realize common aims.

Subject and purpose of work: Understanding of the nature and importance of the integration of management systems in local government administration is the aim of this article based on a modern challenges of the economy. Materials and methods: In the first parts of the article author presents the specifics of public management against factors that affect present on developing new concepts in the management of local institutions, including the New Public Management. Article is a draft proposal publication and is the kind of confrontation of requests that constitute basically the result of research, including research conducted by the author. Results: The article presents the conditions and recommendations for the proper implementation of integrated management systems in these institutions. Particular attention has been emphasized the importance of decentralization and leadership in public organizations, whose intention is to integrate the systems functioning in practice. Conclusions: In summary, the potential benefits of integrated management systems in local government administration, including benefits for clients and organizational economic benefits were included.
Przedmiot i cel pracy: Celem artykułu jest przybliżenie istoty i znaczenia integracji systemów zarządzania w administracji samorządowej na tle współczesnych wyzwań gospodarki. Materiały i metody: Autorka w pierwszych częściach opracowania prezentuje specyfikę zarządzania publicznego na tle czynników, które wpływają obecnie na rozwój nowych koncepcji zarządzania w instytucjach samorządowych, w tym New Public Management. Artykuł ma charakter opracowania przeglądowego i stanowi swoistą konfrontację wniosków będących wynikiem badań naukowych, w tym badań prowadzonych przez autorkę. Wyniki: W artykule przedstawiono warunki i zalecenia dla prawidłowego wdrażania zintegrowanych systemów zarządzania w tych instytucjach. Ze szczególną uwagą podkreślono znaczenie decentralizacji oraz przywództwa w organizacjach publicznych, których zamiarem jest integrowanie funkcjonujących w praktyce systemów. Wnioski: W podsumowaniu zawarto potencjalne korzyści zintegrowanych systemów zarządzania w administracji samorządowej, w tym korzyści dla klientów, korzyści ekonomiczne oraz organizacyjne.

We have witnessed fundamental changes in developmental conditions in the last decade. Their pace is constantly growing, and the increasing dynamics of socio-economic transformations create a new reality. The consequences of the changes affect not only companies, but also public administration. Therefore, the goal of the article was to identify the directions of the reforms of new public management in Polish and Spanish public administration in the years 2010-2015. An analysis of the research results shows that the most important trends of the reforms in Poland included: i) transparency of actions, ii) digital administration and e-government and iii) cooperation between various entities of the public sector, whereas Spanish respondents regarded the following trends as the most important: i) digital administration and e-government, ii) reduction of the public sector, iii) transparency of actions. The results of the research show the progressive convergence of the directions and tools of the reforms in EU countries, while maintaining differences in some aspects of development in particular countries.

 In response to the assumptions of new public management models and public or good governance, practical aspects of research in the area of public administration and the development possibilities of qualitative research methods are presented in the article. Due to the fact that qualitative research has become increasingly popular in the above disciplines, data archiving and transparency is discussed (Moravcsik), (Yom et al.) and guidelines and principles are established (American Political Science Association). However, there is a lot of controversy among scholars (Monroe), and some examples are missing. This paper presents the challenge of ‘openness’ in the empirical activities (or empirical practice) of researchers. Its purpose is to present the archiving data potential from in-depth interviews on the example of a small set of qualitative data from research in the field of public administration. Firstly, the basic assumptions of new models of functioning of public administration and related consequences for researchers are described. In the second part, the challenges related to openness in contemporary public administration models are briefly mentioned. Next, the method of creating an archive from existing data, individual stages, documents, and data is outlined; it is based on the author’s best practice on Qualidata (American Political Science Association; Van den Eynden et al.) and DA-RT principles.1 The summary includes examples of probable opportunities and challenges related to usage of data archiving for the research in public administration and political science development.
