The need to prioritize activities aimed at increasing the use of inland waterway transport to support seaports and their staging is of primary importance for ports that have natural conditions (direct access to inland routes), but do not meet the basic requirements for their development (access to high-quality inland waterway connections). Due to the cost- and time-consuming nature of many of the recommended activities, it is crucial to properly plan internal and external measures by placing them on a timeline and assigning responsibility for their implementation to various stakeholders, including port authorities and waterway managers. Revitalizing the linear waterway infrastructure of these ports will be of paramount importance.

Over the past years, the role of inland waterway transport has increased compared to other modes of transport. The increasing intensity of the inland vessel traffic significantly affects the safety of navigation. The article analyses the main causes of accidents and incidents that occurred on the Odra Waterway and Lower Vistula. The authors have classified those accidents and suggested possible directions for the development of inland waterway management in order to improve its efficiency. Navigationally critical areas in the lower section of the rivers Odra and Vistula have been indicated. These areas should be taken into account in long-term planning of the inland shipping development to ensure transport safety.

In the paper the concept of the system of inland shipping connections to the proposed deep-water Container Terminal Świnoujście is presented. In the introduction argumentation for the container terminal in the port of Świnoujście investment is given. The terminal is briefly described in terms of its infrastructure and operating assumptions. In the next part, the determinants that affect connections between sea container terminal and its hinterland are discussed. The most important part of the work is devoted to the characteristics of the planned inland shipping connections, including: a description of the units, routes and organizational-economic assumptions. The work ends with conclusions that contain a description of the potential sea-land transport chains passing through the Container Terminal Świnoujście.

Mobile navigation for inland shipping is an example of a GIS system dedicated for recreational users using inland waterways. Developing this system is a primary purpose of the research project “Mobile Navigation for Inland Waters” funded by the National Centre for Research and Development under the program LIDER. System assumptions include the development of a dedicated model of mobile cartographic presentation, taking into account the generalization of data. This article is focused on simplification of line and polygon features, included in the spatial data model MODEF (MObinav Data Exchange Format), which is used in the created system. During the simplification of line features, the Douglas-Peucker algorithm was mainly implemented. During the simplification of polygon features, a simplification method was applied, maintaining the basic shape and size of the objects. A simplification tolerance parameter and a parameter determining the minimum area of the object was also used. In addition, objects within a certain distance were merged. A smoothing tool for the shape and size of buildings and the PEAK method (Polynomial Approximation with Exponential Kernel) were used as well. Furthermore, a selection tool was employed and features with minor importance to the user were deleted during navigation mode. Given the requirements of the future user of the system, a separate model simplification for each of the layers of the system was created; these models are combinations of the methods listed above. The overriding factor that has been taken into account during the research of simplification methods, was the limitation of the sharpness of human eyes. The study of generalization methods was carried out in ArcGIS software.

The main aim of this article is to present a method to process Inland AIS (automatic identification system) data that is part of RIS (river information services), as well as to synthesize and visualize information obtained from it for further analysis. This article presents problems with imaging the position of inland navigation units in the immediate vicinity of the Długi and Kolejowy Bridges in Szczecin. The passing of 80 inland units on this section of the Western Oder River was analyzed. Data were obtained from the AIS message database and industrial cameras of the RIS Monitoring Centre at the Inland Navigation Office in Szczecin. 35 units were equipped with AIS messaging devices. This article analyzed the data after previous processing, which consisted of selecting appropriate research units and decoding AIS messages recorded in the VDM message type (VHF Data Link Message). Then, the acquired positions of inland navigation units on the map were visualized to calculate the number of errors and their location. The obtained data were used to illustrate the locations of interference during the operation of transmitter-receiver equipment that prevented determining the exact position of inland navigation units in the immediate vicinity of the above-mentioned bridges.

Inland ports in Europe, having undergone transformation for several decades, have become multifunctional economic spaces. Currently, these are not only transport nodes in land-water traditional transport chains but today also supply the locations of intermodal terminals, distribution centers, service and production companies, or technology parks. Multifunctional inland ports also form part of the economic systems of cities and regions, contributing to their development. The aim of this article is to present the best practices in managing inland ports in Europe. In the article, using the results of research on inland waterway transport, it is pointed out what practices in managing inland ports have led, in many cases, to their increased importance in both multi-branch transport systems and the economic development of cities and regions. The study used literature on the subject, specific information on selected European inland ports, and development strategies for selected regions in Europe, including inland waterway transport. On the basis of the above, best practices leading to the long-term development of inland ports and maximizing the added value arising in their areas were determined.

The article presents a selection of topics concerning inland freight transport. It is part of the European transport system that holds different places in the transport system of every country. At the same time it is an element of their water management system. Therefore, the development of inland shipping is influenced by two key factors. The first one is the adjusted natural water system, which as a linear system, enables freight transport. The second factor is water management policy, which takes into account inland shipping in the water resources management. In many European countries, especially in the Netherlands, Belgium, Germany and Rumania, barge freight transport is a part of these two systems. Inland shipping in the European overland transport engages in approximately 6.5% of the transport activity by carrying dry, liquid, general and containerized bulk cargo. It is of significant importance to the international cargo transport in many European countries – adjusting techniques and organization of transport to constantly changing requirements of the shippers, which results from the shift in the industry structure in Europe. It is no longer associated with transport of coal and iron are only, although they still make the primary freight in inland shipping. The ro-ro barges carry containerized and palletized cargo and are components of the multimodal transport chains.

This article presents the activities of the European Union (EU) and Poland to develop inland waterways as an environmentally-friendly transport method. The paper presents positive aspects of transferring part of the load from other methods of transport, such as railways or cars, to inland vessels. It shows the level of development of inland navigation in the EU and indicates favorable natural conditions for doing so. The article addresses the issues of the insufficient state of waterway infrastructure in Poland and presents measures to improve it. It also identifies the main EU and government programs seeking to standardize a common transport space of the EU by developing inland navigation.

Transport is one of the most important sectors of the national economy, which completes the manufacturing sector, is essential to the development of trade, and also has an impact on the population social development, i.e. the development of tourism and reduction of unemployment. Additionally, it enhances regional development and provides access to various services. On the other hand, transport creates significant external costs, which are wholly or partly covered by the public[1]. The highest costs are generated by road transport, much lower by inland shipping, railway and sea transport.1 Although there is a common consensus concerning the overall objectives: dealing with “fair and efficient pricing”, a transport system contributing to “a smart, sustainable and inclusive economy”, their practical realization encounters many problems and is far from straightforward.[3] There are some publications relating to the valuation of external costs of inland shipping [4,5] but none of them analyzes specific aspects of inland waterway transport in Poland. This paper deals with the problem of assessing the benefits of the waterway infrastructure development in Poland and the proposed method of assessing the external costs of road and inland waterway transport, as an essential element in the assessment of the social benefits of each infrastructure investment.

This article presents the concepts of inland passenger transport: tourist and cruise in the basin of the Oder river. The first part describes the operating and technical parameters of the Oder and the present trends and directions in the development of inland waterway passenger services. Another part of the article contains an analysis of the results of the surveys carried out among respondents living in agglomerations lying on the Oder River. These studies have enabled the creation of two passenger transport concepts that enhance the competitiveness and attractiveness of inland waterway transport with respect to other modes of transport.

Opis:
The development of sustainable transportation means and systems is one of the European policies. Different criteria are taken into consideration to find an optimum solution when urban transport is investigated - in both traditional and innovative technical solutions. In the paper an alternative proposal to inland systems is proposed and the concept of design solutions is presented as well. The proposal is addressed partly to the local waterways in Szczecin and western Pomerania region and is based on a sustainable passenger traffic analysis. It may also be interesting for application in the conditions of other cities and regions - Wroclaw, Dresden and Praha.
Rozwój środków i systemów transportu zrównoważonego stał się jedną z naczelnych dyrektyw Unii Europejskiej. Badania nad środkami transportu miejskiego, w dwóch aspektach - tradycyjnym i innowacyjnym, wymagają wzięcia pod uwagę wielu różnych kryteriów i poszukiwania optymalnego rozwiązania. W publikacji przedstawiono propozycję alternatywnego wykorzystania dróg śródlądowych w celach transportu miejskiego. Zaproponowano wstępną koncepcję rozwiązania projektowego. Rozwiązanie przystosowane jest do warunków panujących na lokalnych drogach wodnych Szczecina i rejonu Pomorza Zachodniego i spełnia warunki uzyskane z analizy zrównoważonego transportu pasażerskiego. Rozwiązanie to może stanowoć ciekawą alternatywę również dla innych miast - Wrocławia, Drezna i Pragi.

The chief aim of the report is to bring closer the subject of dangerous goods in the aspect of their transport by vessels of inland navigation. There have been presented: the main features of latest regulations concerning transport of these goods by vessels of inland navigation - ADN; the degree of harmonisation with respective regulations in other transport branches; also the possibilities of applying ADN for transport of dangerous goods packaged and in solid and liquid state in bulk.
Przybliżono temat transportu materiałów niebezpiecznych statkami żeglugi śródlądowej. Scharakteryzowano przepisy prawne dotyczące transportu tych materiałów zawarte w porozumieniu ADN, stopień harmonizacji tych przepisów z odpowiednimi przepisami odnoszącymi się do innych gałęzi transportu, a także możliwość zastosowania tych przepisów do transportu materiałów niebezpiecznych w opakowaniach oraz w postaci suchych i ciekłych ładunków masowych.

This article presents the results of research on determining inland vessel position using a single stationary, non-metric camera, which was positioned on the Długi Bridge in Szczecin. Studies included a comparison of graphical methods (i.e. geometric transformation and the bunch of rays method) and analytical methods (i.e. 2D to 2D transformation and 3D to 2D transformation). The research material was a collection of video images of an inland vessel navigating the West Odra River between the Długi and Kolejowy bridges in Szczecin. The results of the research were compared to reference points determined using tachymetric surveys and material acquired by an Unmanned Aerial Vehicle (UAV) and the onboard GNSS satellite receiver with Real Time Kinematic (RTK) correction.

The oder Waterway is the only waterway in Poland suitable for transport. It interconnects and integrates major industrial agglomerations in Poland. OWW may constitute an important link in a transport corridor providing the shortest connection between the Scandinavian countries and the Balkans. Its transport function gains much in importance in the light of the EU transport policy. Currently, because of years of neglect, OWW cannot be fully used as a shipping route. The realization of the Program for the Oder 2006 will significantly improve the navigation conditions on the Oder but it will not lead to full integration of this waterway with Europe's system of waterways. The effectiveness of transport on the Oder can be substantially improved by building a new generation of push trains adapted to operation on shallow waters.
Odrzańska Droga Wodna jest jedyną drogą wodną w Polsce, która ma znaczenie transportowe. Może stanowić istotny element korytarza transportowego, będącego najkrótszym połączeniem państw skandynawskich z Bałkanami. Jej transportowe znaczenie wzrasta w związku z polityką transportową UE. Obecnie, z uwagi na wieloletnie zaniedbania, ODW nie może być w pełni wykorzystana jako szlak transportowy. Realizacja Programu dla Odry 2006 znacznie poprawi warunki nawigacyjne na Odrze. Nie doprowadzi to jednak do pełnej integracji tej drogi wodnej z systemem dróg wodnych Europy. Efektywność transportu na Odrze można znacznie poprawić budując nową generację zestawów pchanych dostosowanych do eksploatacji na wodach płytkich.
