    The European Union as a whole tends to be a highly diversified entity. Therefore it should not be surprising that the main goal of EU authorities is the limitation of inequalities among member countries. The aim of this study is to identify some groups of countries from the EU that show similar characteristics concerning the functioning of healthcare sectors. The selected countries will be analysed through the prism of characteristics connected with the financial and organizational issues. The study will be backed up by a chosen multivariate statistical analysis — cluster analysis.

    Healthcare tends to play a crucial role in every country and its society. Appropriate and well-performing healthcare systems constitute an important aspect of national policy. The most important issue connected with this matter is the appropriate adjustment of the health financing system. That is why the subject of evaluation of the performance of healthcare systems in the context of financial management and the quality of public health has been undertaken by many Polish and foreign researchers. The main goal of this study is to conduct a comparative analysis of healthcare systems in selected countries in order to answer the question of whether the increase in expenditures on healthcare has had a positive influence on improvement of the health of the population.

    Healthcare systems that utilize available resources and provide the best care and support to its people is considered as one of the most crucial goals of most countries and their Governments. In order to fulfill this goal it is important for different healthcare professionals to work systematically and help each other to maintain health standards for the patient. It is only possible when all the significant professional groups recognize the importance of the resources that are existing in the current healthcare sectors, use them effectively and hence, particularly, role of the pharmacist becomes important. Pharmacist should be valued for the critical part they play in coordinating drug therapy management.

    Implementation of health protection requires effective quantitative methods of its evaluation. Assessment could be based on usage of synthetic indices which aggregate couple input variables into a single measure. In this paper, the exploitation of a new synthetic index (by the author called HAI-the Healthcare Aggregated Index) was proposed with the aim of the assessment and long-term interstate comparisons of healthcare systems of the EU countries. Using taxonomic methodology, HAI involves three variables: the number of hospital beds, the number of physicians and the public expenditures on healthcare. HAI utilisation includes dynamic interstate comparisons of national healthcare systems of the different exploitations of human, physical and financial resources. The HAI application to assessment of twenty European Union Member States' healthcare systems revealed an effect of substitution between health care resources within the slight international diefferntiation of the health protection level and the minor dynamic of changes in time series.

    Opis:
    Objectives Healthcare systems in European countries, including METEOR partner countries, are faced with the aging population, an increase in costs for innovative technologies and medication, a shortage of health professionals, and inequality in access to healthcare. Presented paper aimed to recognize and compare the functioning of healthcare systems between METEOR partner countries and simultaneously check if the current epidemiological situation of COVID-19 has some relationship with the number of medical staff, yearly gross domestic product, or documented percentage of fully vaccinated people. Material and Methods In the model of descriptive epidemiological study, available demographic, socioeconomic, and healthcare organizational data in the Netherlands, Belgium, Italy, and Poland were compared to the epidemiological situation of the COVID-19 pandemic (percentage of fully vaccinated people, incidence, and mortality) in all mentioned countries. Results Obtained data confirmed that the lowest number of physicians, as well as the life expectancy and gross domestic product per capita, is in Poland. Simultaneously, the lower number of medical staff and lower gross domestic product (GDP) correspond to higher mortality due to COVID-19. The percentage of fully vaccinated with the last dose of the primary series was also the lowest in Poland. Conclusions Obtained results confirmed that higher mortality due to COVID-19 in METEOR participants’ countries is related to a lower number of medical staff and weaker GDP. The worse situation was noted in Poland, a country with problems in the functioning healthcare system, including hospital care and a serious shortage of practicing medical staff.

    The article presents the essential legal regulations, organization and economics of the healthcare systems in France and the United Kingdom. In order to provide the bird’s-eye view of these systems, the fundamental acts introducing them have been presented. Other most important regulations and principal bodies introducing, consulting and controlling them 150 MIECZYSŁAW BŁOŃSKI IUS NOVUM 3/2019 have been enumerated. The principal economic conditions and organization of the health systems in both countries have been discussed. The organizational overviews of both systems and their financial flows have been included. The whole analysis aimed to deliver primary information on how one of the most centralised healthcare systems in the European Union with many providers (the French one), compared with one of the most devolved in the EU but based mainly on one NHS provider (the UK one), have nearly similar effectiveness, i.e. provide nearly equalized medical services to their citizens.
    Artykuł przedst awia główne regulacje prawne, organizację i ekonomiczne uwarunkowania systemów ochrony zdrowia we Francji i w Wielkiej Brytanii. W celu przedstawienia widoku z lotu ptaka na oba te systemy, zostały wymienione najważniejsze akty prawne, przy pomocy których je wprowadzono. Zostały także wskazane inne znaczące uregulowania prawne, odnoszące się do obu systemów oraz główne instytucje tworzące, konsultujące i kontrolujące je. Pokazano również podstawowe warunki ekonomiczne i organizację obu systemów. W tekście znalazły się ich schematy organizacyjne oraz diagramy ukazujące przepływy finansowe pomiędzy najważniejszymi ich częściami składowymi. Artykuł ma na celu dostarczenie wstępnych informacji o tym, jak jeden z najbardziej scentralizowanych systemów ochrony zdrowia w Unii Europejskiej, oparty na dużej liczbie dostawców (francuski), porównany z jednym z najbardziej rozproszonych w UE, ale opartym głównie na jednym narodowym dostawcy pod nazwą NHS (brytyjskim), mają zbliżoną efektywność, a więc dostarczają niemal wyrównane produkty medyczne swoim mieszkańcom.

    This article examines the role of Knowledge Management (KM) in hospitals and healthcare organizations. It underscores the importance of KM in enhancing healthcare delivery in the face of digital transformation, an aging population, and the need for cost-effective practices. The review highlights critical factors such as leadership, culture, and technology, which are pivotal for KM implementation. Additionally, it addresses the significance of both tacit and explicit knowledge, particularly in medical know-how and clinical judgment. The dual purpose of this review is to synthesize current research and to pinpoint research opportunities in KM practices within Polish academic hospitals, thereby offering a foundation for future empirical work.
    W artykule zaprezentowano rolę zarządzania wiedzą (ZW) w szpitalach i innych organizacjach opieki zdrowotnej. Omówiono znaczenie ZW w poprawie dostarczania usług zdrowotnych w obliczu transformacji cyfrowej, starzenia się populacji i konieczności efektywnego zarządzania kosztami. Zwrócono uwagę na kluczowe czynniki, takie jak wsparcie przywódcze, kultura uczenia się i infrastruktura technologiczna, które są niezbędne do implementacji ZW. Dodatkowo omówiono znaczenie wiedzy zarówno utajonej, jak i jawnej, szczególnie w kontekście medycznego know-how i osądu klinicznego. Podwójny cel tego przeglądu to syntezowanie obecnego stanu badań dotyczących ZW w szpitalach oraz wskazanie luk i możliwości dla przyszłych badań empirycznych nad ZW w akademickich szpitalach w Polsce. Oferuje to fundament teoretyczny i praktyczny dla przyszłych prac badawczych.

    Health informatics is characterized by the need to securely store, process and transmit large amounts of sensitive medical data while ensuring interoperability with other systems. Among many standards used in such systems there are two which have gained interest in recent years and cover most of those needs: openEHR and HL7 FHIR. In this paper, both standards are discussed and compared with each other. The architecture of both systems, the similarities and differences, methods of data modeling and ensuring interoperability were presented.

    Introduction and objective. The healthcare system is positioned in the patient’s environment and works with other determinants of the treatment. Patient care requires a whole system compatible to the needs of organizational and technical solutions. The purpose of this study is to present a new model of patient-oriented care, in which the use of information and communication technology (ICT) can improve the effectiveness of healthcare for patients with chronic diseases. Material and methods. The study material is the process of healthcare for chronically ill patients. Knowledge of the circumstances surrounding ecosystem and of the patients’ needs, taking into account the fundamental healthcare goals allows us to build a new models of care, starting with the economic assumptions. The method used is modeling the construction of efficient healthcare system with the patient-centered model using ICT tools. Results. We present a new systemic concept of building patient’s environment in which he is the central figure of the healthcare organization – so called patient centered system. The use of ICT in the model of chronic patient’s healthcare can improve the effectiveness of this kind of care. The concept is a vision to making wide platform of information management in chronic disease in a real environment ecosystem of patient using ICT tools. Conclusions. On the basis of a systematic approach to the model of chronic disease, and the knowledge of the patient itself, a model of the ecosystem impacts and interactions through information feedback and the provision of services can be constructed. ICT assisted techniques will increase the effectiveness of patient care, in which nowadays information exchange plays a key role.

    The healthcare system today faces numerous challenges due to lack of visibility of resources and low utilisation, excessive rental as well as purchase of medical equipment. The article attempts to identify the possibilities of implementing a system of identification and location of assets in healthcare system institutions. This research presents market analysis in the context of available technological solutions. The implementation of real-time location system (RTLS) would enable not only tracking of equipment and inventory in medical facilities, but also increase visibility of inventory and manage the entire supply chain. Presentation of the proposed solution made it possible to assess costs, potential savings and the implementation process. This article is a starting point for a discussion on the cost-effectiveness of using RTLS in the healthcare system.
