Opis:
Accurate measurement of blast fragmentation is important in mining and quarrying operations, to monitor blasting and optimize blast design. A new digital photoanalytical method to measure the size of fragments by using FragScan system is presented here. Photographs of the broken rock are digitized, and individual measurement, based on mathematical morphology techniques, achieves, within successive openings on a binary image, a numerical sieving. The method was tested during recent full scale blasting tests in the case of open pit gold mine of Amesmessa (Algeria). It shows great potential as a practical aid to predicting, monitoring, and controlling the quality of the fragmented rock.

The sequential generation of large-scale DNA fragments followed by internucleosomal chromatin fragmentation is a biochemical hallmark of apoptosis. One of the nucleases primarily responsible for genomic DNA fragmentation during apoptosis is called DNA Fragmentation Factor 40 (DFF40) or Caspase-activated DNase (CAD). DFF40/CAD is a magnesium-dependent endonuclease specific for double stranded DNA that generates double strand breaks with 3'-hydroxyl ends. DFF40/CAD is activated by caspase-3 that cuts the nuclease's inhibitor DFF45/ICAD. The nuclease preferentially attacks chromatin in the internucleosomal linker DNA. However, the nuclease hypersensitive sites can be detected and DFF40/CAD is potentially involved in large-scale DNA fragmentation as well. DFF40/CAD-mediated DNA fragmentation triggers chromatin condensation that is another hallmark of apoptosis.

This study under the title of “the environmental challenges of declining mangroves: a study based on Puttalam District in Sri Lanka” was undertaken to attain the primary objective ‘to identify the factors for the declining of the mangroves in the study area’ and the secondary objectives ‘identify the environmental challenges due to the mangroves declining in the study area and to suggest was to control the decline and to provide awareness of this problem among the inhabitants’. Both, primary and secondary data were collected for this study. As primary data, questionnaire survey, direct observation and constructed discussion were used. As secondary data, statistic reports, previous researches, books and magazines were employed. According to the analysis, major environmental challenges were encountered. These included ‘land fragmentation, biodiversity destruction, decreasing endemism in mangrove, loss of herbs and coastal soil erosion’. To overcome these challenges, many recommendations were put forward.

This article considers the different interpretive methods used to deal with the phenomena of the constitutionalization and fragmentation of international law. While the technique of ‘constitutional’ interpretation has traditionally been developed and applied with reference to the UN Charter, the expansion of other constitutionally-oriented regimes at both universal and regional levels has multiplied the threat to the coherence of the international legal order, dramatically enhancing the problem of its fragmentation. To cope with this problem, the principle of systemic integration has been proposed as a legal panacea for the coordination of different normative layers of international law. Insofar as systemic integration aims at minimizing normative conflicts and is predicated on the presumption of compatibility between the different rules at stake, it can be posited that the principle of ‘consistent interpretation” represents one of its fundamental conceptual underpinnings. However, consistent interpretation as a legal technique has been traditionally conceived for a constitutional legal environment, and its application at the international level is likely to produce unintended ‘constitutionally-oriented’ legal effects. This article concludes that the various interpretive methods considered, through their dynamic of reciprocal interferences, operate in a creeping fashion to promote, rather paradoxically, both the constitutionalization and fragmentation of international law. As such, they are symptomatic of legal pluralism and of the complexities that characterize modern international law.

The accession to the European Union contributed to an increase in Poland’s foreign trade, and the growing export market is coupled with an increasing importance of intermediate imports, which is necessary to produce goods of appropriate quality and price. This phenomenon is a part of the process of fragmentation in global value chains. Fragmentation of the value chains should manifest themselves, in particular, in a multi-phase manufacturing process that requires many components of different types. In this paper, the recently available OECD database of the Trade in Value Added (TiVA) has been used to assess changes in the composition of gross exports of Poland and other Central Europe countries. In Poland, practically all sectors show a growing share of the imported value added. The cases analyzed confirm the thesis that the high technology sectors foster fragmentation. In the case of technologically lessadvanced sectors and short-value chains, benefits of fragmentation are limited. The progressing fragmentation and, as a consequence, a growing share of the imported value added made the gross export value (which is commonly used in statistics) of little use for the analysis of the economic role and competitive position of sectors. However, thanks to new projects based on I-O matrices of the global economy, it is possible to decompose gross exports into respective domestic and foreign value-added streams.

The aim of the paper is to present the results of research on the influence of fragmentation warhead selected parameters on spreading capabilities. Fragmentation warhead is used to combat shaped charges and consists of metallic cover, explosive material and fragmentation liner. Fragmentation liner is built from metal balls or cylinders embedded in the resin. The explosives, initiated by a igniter, causes driving the liner in a few milliseconds up to about 900 m/s. The liner, as well as the case, fragments into many parts during this dynamic load. Geometric parameters of the fragmentation warhead affect the fragments velocity, their mass or geometric dimensions which are the most important parameters determining effectiveness of the warhead. In order properly to describe behaviour of fragmentation warhead arbitrary Lagrangian-Eulerian (ALE) and fluid-structure interaction (FSI) approach was used. In this method, the fragmentation liner is modelled using Lagrange description while the resin, the explosive charge and the surrounding air are modelled using Euler description. A three dimensional model of directed fragmen-tation warhead along with the fragmentation liner was prepared in MSC.Patran software and the dynamic phenomena analysis used a nonlinear finite element method implemented in the LS-DYNA program.

The article presents results of the numerical analyses of the fragmentation warhead, which is one of the key elements of the missile used to combat anti-tank missiles. The fragmentation warhead is composed of such elements as outer casing, inner casing, explosive material and fragmentation liner. The fragmentation liner is built from steel spheres or cylinders embedded in epoxy resin. As a result of the explosive material detonation the pressure wave is generated, which affects the liner, causes its fragmentation, and drives each splinter. In order to perform numerical analyses the model of the cylindrical fragmentation warhead with a diameter of 80 millimetres and a length of 100 mm was prepared. The fragmentation liner consists of steel spheres with a diameter of 5 mm. It was assumed in simulation that the detonating material is the plastic explosive C4. The influence of the position of the explosive charge detonation initiation point of the fragmentation warhead on its effectiveness was studied. Effectiveness was evaluated by measuring the maximum speed obtained by the fragments and their spatial distribution. A three-dimensional model of the studied system has been prepared using the MSC Patran software and the numerical analyses were performed using the finite element method with explicit scheme of the time integration implemented in the LS-Dyna solver. To model gas domain Arbitrary Lagrangian-Eulerian (ALE) method was used and interaction between gas and solid body was modelled with FSI coupling.

In the twentieth century, due to the development of mechanical reproduction and press, photomontage became a popular means of communication – popular and diverse in its nature and methods of exploitation (considering press in Germany or in the Soviet Union and individual works of art). It is one of the cultural phenomena related to the change of rhythm of life and a sense of its increased pace, and an impression of fragmentation of reality. This article questions the role of photomontage in such an experience. The said role is complex: sometimes photomontage allows for expression of that experience, and sometimes it is meant to evoke it, in the spirit of modernity; it is both a tool of agitation and critique. In order to answer this question I shall assume the approach of Walter Benjamin, who diagnoses the crisis of experience and the loss of storytelling skills – and describes the potential of photography. This potential is differently approached by artists and scholars who point out contradictory purposes and results of using photomontage. Referring to various works of art shall make it possible to define the tensions characteristic of photomontage. Due to its plasticity and the ambiguity of a photograph, and the potential for (de)contextualization and (de)construction, photomontage can function in a hard to understand, rapidly changing world and address the fragmentation of experience.

Municipal amalgamation reforms have been advocated as ways to improve efficiency, reduce costs, and enhance capacity in local government service provision. Research on the consequences of amalgamations has reached maturity in terms of theories, research designs and methods, justifying a systematic survey of results. This article provides a synthesis of the empirical literature published over the last 20 years, organizing the effects of amalgamations into three categories: economic efficiency and cost savings, managerial implications, and democratic outcomes. Despite the significant variation across countries and reforms, some regularities emerge: cost savings being primarily limited to general administration expenditures (wages, office supplies, and so on), few changes in the quality of local services, and the diminished quality of local democracy. Several studies point to amalgamation reforms experiencing a trade-off between efficiency and democracy.

Paul Ricoeur declares that “being-entangled in stories” is an inherent property of the human condition. He introduces the notion of narrative identity-a form of identity constructed on the basis of a self-constructed life-narrative, which becomes a source of meaning and self-understanding. This article wishes to present chosen instances of life writing whose subjects resist yielding a life-story and reject the notions of narrative and identity. In line with Adam Phillips’s remarks regarding Roland Barthes by Roland Barthes (1975), such works-which I refer to as fragmentary life writing-emerge out of a profound scepticism about any form of “fixing” oneself and confining the variety and randomness of experience to one of the available autobiographical plots. The primary example of the genre is Joe Brainard’s I Remember (1975)-an inventory of approximately 1,500 memories conveyed in the form of radically short passages beginning with the words “I remember.” Despite the qualified degree of unity provided by the fact that all the recollections come from the consciousness of a single person, the book does not arrange its content in any discernible order-chronological or thematic; instead, the reader is confronted with a life-in-fragments. Although individual passages could be part of a coming-of-age, a coming-out or a portrait-of-the-artist-as-a-young-man narrative, Brainard is careful not to let any of them consolidate. An attempt at defining the characteristics of the proposed genre will be followed by an indication of more recent examples of fragmentary life writing and a reflection on its prospects for development

The aim of the paper is to presents one of the possible approaches to the numerical analysis of the behaviour of directed fragmentation war heads. These kinds of warheads consists of: metallic or composite cover, explosive material and a driven and fragmentation liner. The explosives are initiated by a booster causes driving the liner in a few milliseconds up to about 900 m/s. The liner fragments into many parts during this intensive and dynamic load. The fragments move in a cone which dimensions depend on the warheads shape and mechanical parameters of others warheads parts. All of the warheads elements are selected to meet the assumed parameters. The fragments velocity, their mass or geometric dimensions and cone angle are the most important parameters of the warheads fragments. Such a warhead, in the initial phase of the liner driving can be numerically modelled in the field of the continuum damage mechanics. Such a description is presented in other papers. This approach in a further phase of driving cause the increases of inaccuracies. Therefore, this paper proposes the use of ALE and FSI approach to describe the behaviour of the fragmentation warheads. A three-dimensional numerical model of the directed fragmentation warheads was made in the MSC Patran, and the dynamic phenomena analysis used a nonlinear finite element method implemented in the LS-Dyna program.

The paper explores and explains the fragmentation process in Croatian local government during the transition period from 1990 onwards. Special focus is given to the emergence of new municipalities (municipal splits/ secessions) that occurred after the new two-tier local government system was established in 1993. Excessive fragmentation of territorial structure at the beginning of the 1990s was a systematic and centrally driven reform that was meant to break with the inherited local government model and break up its territorial structure as radically as possible. While the initial overhaul in 1993 was mostly the result of conscious policy implemented in a top-down manner, subsequent municipal splits were mostly the outcome of local initiatives and lobbying, and were predominantly shaped by local, primarily economic factors, whereas political and cultural factors were of secondary importance. The national institutional context, including criteria and procedural rules for splits, were quite liberal during this whole period, with a moderate tightening-up trajectory. The number of municipalities finally stabilised in 2006, since when there have been no more splits.

Whose is the city? This question only superficially refers to the past when at least some cities were in fact law-making, autonomous communities of their citizens. Unlike in the past, the contemporary city is a random collection of individuals gathered in a space with no clear boundaries, who in their majority have a weak sense of identification with the place of their residence, whether longer or shorter. The residents of such a city are not citizens but merely users of space which has become a commodity. Taking Warsaw as an example, the paper shows the process of selling out the city space, which is driven by globalisation and metropolisation processes. The consequence of this is privatisation and fragmentation of space, leading to the evaporation of public space in the city.

A composite protective container is experimentally investigated to counter combined blast, fragmentation and thermal effects from either a 1.0 kg bare or 0.6 kg cased (pipe-bomb) TNT equivalent charge. Commercially available shaving foam was used as the internal filling material. The shaving foam quenched the initial fireball and afterburning reactions. The composite case contained the blast overpressure and prevented the escape of primary fragments. The novel combination of extended polystyrene (EPS) foam, bakelite and polyurethane (PU)-silica composite employed at the container base provided protection against in-contact explosive detonation. Maximum peak reflected overpressure of 86.87 kPa (12.6 psi) was measured at 1.0 m distance for 1.0 kg TNT equivalent charge detonation inside the container. The protective container provided 97% peak overpressure reduction compared to the equivalent surface burst detonation. The fragmentation and their impact on container were simulated using a coupled SPH-ALE approach. Steel casing fragments weighing up to 8.0 g with velocities in the range of 1260-1550 m/s were produced and impacted the container. This investigation provides a basis in the design of a device to combat terrorist devices in public places, high profile meeting venues and transportation systems.

Shaping the administrative division of the country is influenced by various factors. Based on the analysis of 22 municipal divorces in Poland between 1995 and 2019 the article attempts to identify the determinant factors of these splits. The article examines environmental (economic or cultural) and political factors which may stimulate the fragmentation initiatives. The results indicate that in Poland cultural factors appear to be at least as important as economic ones. An argument of great significance in the process of a new municipality creation (both in the case of successful and unsuccessful splits) was the memory of the inhabitants about the time when they were operating as a separate municipality. In case of rural municipalities the existence of a second almost equally important population centre in the municipality was an important factor contributing to the municipal splits.
